CONSENT AGENDA February 6, 2016 Note: All items on the Consent Agenda will be presented for approval on one motion, however any item may be removed for discussion and separate vote. Report of the Stated Clerk The Stated Clerk: Recommends the approval of the minutes of the 447th stated meeting of the Presbytery of Santa Barbara held on November 10, 2015. (Attachment #1) Reports that the minutes of all of the congregations of the Presbytery for 2014 have been approved with the exception of the following: Coastal Community (Grover Beach), Word of Life, Summerland, Lompoc and Nipomo. The records of these congregations have not been reviewed. Notified the Office of the General Assembly of our Presbytery s commissioners to the 2016 General Assembly: Ruling Elder Mickey Stueck, Teaching Elder Jarrett Johnson and Young Adult Advisory Delegate Paul Gillis-Smith. Recommends the presbytery adopt the GUIDELINES FOR CONSIDERING AND VOTING ON THE PROPOSED OVERTURES TO THE GENERAL ASSEMBLY to be followed during discussion and debate on proposed overtures to the General Assembly. (Attachment #2) Recommends that the Administrative Commission for the merger of the Westminster and Word of Life Churches be dismissed with thanks effective April 1, 2016. Recommends that revising the number of commissioners from congregations to meetings of the Presbytery be deferred to the May, 2016 meeting after the statistical update is completed. Recommends (on behalf of Presbytery Council) revising the Standing Rules to change the name of the Church in the World Committee to the Mission Committee. (This is the first reading of this proposed revision). 3
Report of the Presbytery Council Here is what our Presbytery Council has done since the last Presbytery meeting: Named Janet Loughry to act as the Interim Head of Presbytery Staff through January, 2016. Directed that an full financial audit of calendar year 2015 be completed by October 2016 accompanied by narrative to be carried out by an independent, certified CPA. Approved a recommendation from the Personnel Committee for a job description for an Organizational Consultant. Acted to recommend a change in the Presbytery Standing rules to change the name of the Church in the World Committee to the Mission Committee. This recommendation will come to this meeting of the Presbytery for a first reading. Accepted the invitation from congregations to host the following Presbytery meeting: February 6 Goleta November 15 First Presbyterian Santa Barbara Voted to continue our practice of electing commissioners to General Assembly in advance so they can go as observers at the General Assembly that will take place this year. This election for 2018 commissioners will take place at the May meeting of Presbytery and will be announced at the February meeting with the nominating form sent out. This does not require Presbytery action since it is not a change from our current Presbytery voted practice. Acted to recommend that the Presbytery concur with Overture 31 from Pacific restoring the former boundaries of Pacific and Santa Barbara with the withdrawal of Malibu to ECO. This will come to this meeting of the Presbytery. Approved the use of up to $2200 from the Armington Fund for the Mission Conference. Received for review the minutes of the Committee on Preparation for Ministry and the Church Development Committee.
