Confirmed at the Meeting of the EBS Senate on May 28, 2012 EBS ADMISSION TERMS AND CONDITIONS General provisions 1. Estonian Business School (hereinafter referred to as EBS) admission terms and conditions set out the terms and conditions of entry for Bachelor-, Master and Doctoral Programmes. 2. The entry is based on the ranking of candidates by speciality, form of study and programme. 3. The number of new study places for every academic year, by speciality, form of study and programme, is set out by the directive of EBS rector. 4. The number of new state-commissioned student places is based on the statecommissioned education agreement between the Ministry of Education and EBS. Only the best students of the ranking list, who are the citizens of the Republic of Estonia, shall qualify as candidates for the above mentioned places. 5. In order to regulate the admission of new students, an Admissions Commission is assigned by a directive of the rector for every entrance period. The duty of the commission is to make entrance related decisions and settle any issues not regulated by the directive named above. The duties of the Executive Secretary of the Admissions Commission are carried out by the Head of Admissions and Studies. 6. The submission of documents, entrance examinations and interviews are conducted according to the schedule set out by EBS rector, and presented on the EBS Internet homepage www.ebs.ee. 7. In order to apply for admission in EBS, a student candidate may submit his/her documents on paper or electronically. 8. In the event of the submission of documents on paper, it is necessary to submit either an original document and a certified copy (a notarised copy of the document issued outside the Republic of Estonia or a notarised translation in Estonian or English language) or a notarised copy. 9. The electronic submission of an application takes place on the Internet address www.sais.ee. In the event of electronic submission EBS shall also reserve the right to ask for submission on paper. 10. The names of the accepted candidates are presented on the EBS Internet homepage on the third (3) day after the examination the latest. The positive decision of the entrance commission is also forwarded to a student candidate by an e-mail. 11. The accepted student candidate shall have to confirm his/her consent to commence studies at EBS by signing a contract and settlement of tuition fee within 14 calendar days after the presentation of the names of the accepted candidates. 12. The student candidates shall be matriculated by a directive of the rector.

13. The amount of the tuition fee for every academic year shall be set out by a rector s directive. The rector shall be entitled to partially or fully relieve a student from the tuition fee, dependent on the size of the scholarship fund allocated for the current academic year. 14. In the event a student candidate has failed to confirm his/her consent to commence studies at EBS or settled the tuition fee by the deadline, the opening may be filled by the next student candidate on the ranking list who has not been accepted. 15. The basis for the matriculation of a student candidate is the minimum of 25% of the tuition fee to be settled. 16. The prerequisite for a foreign citizen to be matriculated is a valid permanent or fixedterm residence permit in Estonia. 17. In the event student candidates have received their education in a foreign country, the university may apply for an assessment from the Estonian ENIC/NARIC Centre about the validity of the certificate of education issued in a foreign country. Entrance examinations 1. The rector shall confirm the list of entrance examinations and the basis for the assessment of results by specialities and programmes and assign the examination commissions by his directive. 2. The content and form of the examination shall be decided on by the respective commission. 3. The examination must be taken at the time set out in the schedule. In the event of reasonable circumstances and on the agreement of the Vice Rector for Studies and Development the examination may be taken at an alternative time. 4. In order to take the examination a student candidate shall have to present an identification document. 5. At the beginning of the examination the Head of the Examination Commission shall introduce the examination procedure. 6. The members of the Examination Commission shall be entitled to exclude a student candidate from the examination should he/she fail to follow the set out examination procedures. 7. Should a student candidate disagree with the result of the admission examination, he/she may submit the Admissions Commission a well-reasoned notice of appeal in writing within 24 hours from the publication of the results. The Commission of Appeal shall include a member of the Admissions Commission, the Head of the Admissions Commission and the lecturer who examined the candidate, and discuss the matter by disclosing its decision regarding the appeal on the next working day. The decision of the Commission of Appeal shall be final. 8. Examination papers are retained for one year and shall not be returned. Bachelor programme 1. Admission into Bachelor programme takes place twice a year.

2. The prerequisite for admission is the secondary education acquired in the Republic of Estonia or any education attained abroad which shall correspond to the above mentioned level. 3. The competition shall be conducted on the basis of state examinations of the Republic of Estonia, examinations taken at EBS and on the basis of results on high school certificate or on a document certifying an equivalent education. All the student candidates shall have an interview with the Entrance Commission. 4. The candidates who have acquired their secondary education abroad shall have their final grades and examinations recognised and accorded by EBS in lieu of the state examination results which correspond to the grading system used in Estonia. In order to finally adjust the grades EBS shall be entitled to organise additional tests for the student candidates. 5. Applications and documents may be presented in person or electronically. The applicants shall be required to present the following documents: an application; a document to certify the secondary education or a corresponding qualification, or its notarised copy; a certificate of state examination results or its notarised copy; two photos 3x4 cm; identification document with a photo and personal identification code. 6. On the presentation of documents the student candidate shall pay a registration fee which is set out by the rector in his directive for each academic year. 7. EBS accepts students without competition: the graduates of EBS Gymnasium on the recommendation of the school council; the first three of the Pan-Estonian junior competition on the theoretical knowledge of entrepreneurship and economy. 8. The number of the best accepted student candidates who shall be provided with free of charge tuition during the first academic year, is set out in the Scholarship Statute. The decision on it shall be made by the Admissions Commission on the basis of the enttrance examination results and interviews. 9. The winner of the Pan-Estonian junior competition on the theoretical knowledge of entrepreneurship and economy shall study the first semester at EBS free of charge. Master programme 1. Admission into the Master programme takes place twice a year. 2. Master programme candidates shall have a Bachelor degree, a university diploma, higher education acquired on the diploma study, applied higher educational study or vocational higher educational study accredited programme, or a corresponding qualification of a foreign country. 3. The basis of the competition is the results of the candidates` English test / interview and commission interview. 4. The application may be presented in person or electronically, the other documents must be presented in person. The applicants shall be required to present the following documents: an application;

documents to certify higher education or a corresponding qualification, or a notarised copy of the above mentioned documents; two photos 3 x 4cm; a CV; identification document with a photo and personal identification code.. 5. On the presentation of documents the student candidate shall pay a registration fee which is set out by the rector in his directive for each academic year. 6. The economic studies at previous levels of higher education may be considered as part of the Master programme should they meet the requirements of the programme. The adequacy of the previous studies to the entrance requirements shall be evaluated by the Vice Rector for Studies and Development in cooperation with the corresponding Chair. Doctorate programme 1. Admission into the Doctorate programme takes place twice a year. 2. Doctorate programme candidates shall have a Master of Social Sciences Degree, Master of Business Administration Degree (MBA) or any other corresponding qualification. 3. An application and documents must be presented in person. The applicants shall be required to present the following documents: an application; documents to certify a Master`s degree or equal qualification or a notarised copy of the above mentioned documents; two photos 3x4 cm; a CV, including data about the education, career, research and development activities; a written reference and agreement from a potential supervisor; a plan of the future Doctor`s thesis (the topic, set problems); identification document with a photo and personal identification code. 4. The decision about acceptance in the Doctoral programme shall be made by the Research Council. Transfer from other universities 1. A student candidate is transferring from some other university should he/she apply for the transfer of examinations and credit points from that university to EBS in order to enter a corresponding programme. 2. The transfer of study results acquired at some other university shall be made in accordance with the EBS regulation for considering earlier study results and working experience. 3. The transferring student shall have to take an English level test and participate at the entrance interview. 4. A student transferring into EBS Business Administration Bachelor Programme shall have

the state examination result in mathematics must account for at least 30% of the maximum result or a positive grade in a university level mathematics programme he/she must pass the EBS entrance examination in mathematics with the result accounting for at least 30% of the maximum. Consideration of earlier studies and work experience (VÕTA) in admission 1. The application of VÕTA principles may be applied 1) in consideration of the English test 2) in the event of admission to the International MA programme of Business Administration by submitting an application to the Study Department at least one week prior to the end of document submission. 2. In order to meet the admission requirements for the English language, at least one of the following international certificate exams; IELTS, PET, TOEFLiBT, TOEFL PBT, PEC-1 shall be done. When applying for a Bachelor s programme, the test shall be completed on the level B-1 and for a Master s programme the test result shall be on the level B-2, as set out in the European frame document for language studies. The application of VÕTA requirements for the language test may be applied for by an applicant who has earlier studied or worked in the English language in a foreign country for at least one year. 3. A decision on the suitability of earlier studies or work experience concerning the International Master s programme of Business Administration shall be made by the VÕTA Commission on the basis of the documentation (an academic certificate, a certificate on complementary training, job descriptions etc.) submitted by the student candidate. 4. The commission for considering earlier study and work experience (hereinafter referred to as VÕTA ) shall make a decision on the earlier study and work experience of the student candidate and forward it to the Study Department at least two working days prior to the end of submission documents. The Study Department shall inform the person who has submitted the application about the decision made.
