Dr. NTR UNIVERSITY OF HEALTH SCIENCES, ANDHRA PRADESH, VIJAYAWADA Prospectus for admission to Master of Science (Applied Nutrition) Courses at the National Institute of Nutrition (ICMR), Hyderabad 500 007 affiliated to Dr. NTR University of Health Sciences, Andhra Pradesh for the academic session 2012-13. 1. The following are the Regulations for admission to Master of Science (Applied Nutrition) Course for the academic session 2012-13 shall apply to the National Institute of Nutrition, Hyderabad where the course is conducted and affiliated to Dr. NTR University of Health Sciences, Vijayawada. 2. NUMBER OF SEATS: The total No. of Seats is 16. Out of the 16 seats available, 6 seats are reserved for Andhra Pradesh (State quota) and 10 seats are reserved for the applicants outside Andhra Pradesh (Central Quota) 2.1. The distribution of the seats in Master of Science (Applied Nutrition) course will be displayed in the websites of NIN (www.ninindia.org) and Dr. NTR UHS (http://ntruhs.ap.nic.in) two days before the date of counseling. The admission into the course at the Institute is subject to the approval of the University for the academic session 2012-13. 2.2. In case any new college is affiliated for initiating the M.Sc.,(Applied Nutrition) course for the academic session 2012-13 the seats in this college also will be filled up by the University. No further Notification will be issued. 3. RESERVATIONS FOR CENTRAL QUOTA OF 10 SEATS: 3.1 All candidates are eligible for central quota except the candidates of Andhra Pradesh. Candidates who are eligible to appear for Entrance Test either as Local or Non-Local of Andhra Pradesh are not eligible to seek admission for the Central Quota seats. Candidates seeking admission under Central Quota shall produce a certificate from a Revenue Official not below the rank of District Revenue Authority from the state from which he/she belongs and claims Nativity. 3.2 The distribution of seats under Central quota will be implemented as per the rules of the Central Govt. vide No. DL-(N)04/007/2006-08 dated 3rd Jan 2007. Accordingly, 15%, 7%, and 27% seats are reserved for SC, ST and OBC candidates respectively. To claim reservation under the above categories candidate should produce a certificate issued by a Revenue Official not below the rank of District Revenue Authority. Note: If the candidates from outside the state are not available such seats shall be filled up by the candidates of AP (Local and Non-Local) on merit basis. 3.1. RESERVATIONS FOR STATE QUOTA OF 6 SEATS: 3.1.1. These seats for M.Sc.,(Applied Nutrition) Course conducted by NIN is considered as nonstatewide course 3.1.2. Admission to 85% of the available seats shall be reserved in favour of local candidates in relation to the local area. While determining 85% in favour of local candidates any fraction of seat shall be counted as one as per the Presidential Order. 3.1.3. The procedure indicated in Annexure-III to G.O.P.No. 646, Education dated 10-7- 1979 shall be followed in the selections of the candidates. 3.1.4. 15%, 6% and 29% seats are reserved for SC, ST and BC candidates respectively (A-7%, B-10%, C-1%, D-7% and E-4% ) as followed by the net group reservation. 3.2. RESERVATION IN FAVOUR OF THE LOCAL CANDIDATES 3.2.1 Admission to 85% of the seats in each course shall be reserved in favour of the local candidates in relation to the local area as provided in A.P. Educational Institutions (Regulation of Admissions) order, 1974 as amended from time to time. 3.3. LOCAL AREA: 3.3.1 The part of the State comprising the Districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam (Andhra University and Nagarjuna University area) shall be regarded as the local area for the purpose of admission. 3.3.2 The part of the State comprising the Districts of Adilabad, Hyderabad (including twin cities) Rangareddy, Karimnagar, Khammam, Medak, Mahaboobnagar, Nalgonda, 1

Nizamabad and Warangal (Osmania University and Kakatiya University area) shall be regarded as local area for the purpose of admission. 3.3.3 The part of the State comprising the Districts of Ananthapur, Kurnool, Chittoor, Kadapa and Nellore (S.V. University / S.K.University area) shall be regarded as local area for the purpose of admission. 4. LOCAL CANDIDATES: 4.1. A Candidate for admission shall be regarded as local candidate in relation to a local area. 4.1.1. If he/she studied in an Educational Institution or Educational Institutions in such local area for a period of not less than 4 consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared in relevant qualifying examination. or 4.1.2. Where during the whole or any part of the 4 consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination, he/she has not studied in Educational Institutions, if he/she had resided in that local area for a period of not less than 4 years immediately preceding the date of commencement of the relevant qualifying examination, in which he/she appeared or as the case may be first appeared. 4.2. A candidate for admission to any course of study who is not regarded as a local candidate under sub-regulation (I) above in relation to any local area shall; 4.2.1. If he/she has studied in educational institutions in the State for a period of not less than 7 consecutive academic years ending with academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination be regarded as local candidate in relation to: a. Such local area where he/she has studied for the maximum period out of the said period of 7 years. b. Where the period of his/her study in two or more local areas are equal, such local area where he / she has last studied in such equal periods or 4.2.2. If during the whole or any part of the seven consecutive academic years ending with academic year in which he/she appeared or as the case may be first appeared for relevant qualifying examination, he /she has not studied in the educational institution in any local area, but he/she has resided in the state during the whole of the said period of 7 years be regarded as a local candidate in relation to: a. Such local area where he/she has resided for the maximum period out of the said period of seven years. or b. Where the period of his/her residence in two or more local areas are equal, such local area where he/she has resided last in such equal periods. EXPLANATION : (for purpose of this sub-regulation) i) "Educational Institution" means a University or any Educational Institution recognized by the State Government, a University or any other competent authority. ii) "Relevant qualifying examination in relation to admission to any course of study" means the examination, a pass in which is the minimum educational qualification for admission to such course of study. NOTE : The relevant qualifying examination for admission to M.Sc. (Applied Nutrition) course are MBBS / B.Sc.(Nutrition) / B.Sc (Home Science) / B.Sc (Nursing) / B.Sc (Biochemistry or Nutrition as a major subject). The question whether the candidate is a local candidate or not will be determined with reference to his/her first appearance in the Final Degree examination. iii) In reckoning the consecutive academic year during which a candidate has studied any period of interruption of his/her study by reasons of his/her failure to pass any examination and any period of his/her study in a statewide University or a statewide educational institution shall be disregarded. iv) The question whether any candidate for admission to any course of study has resided in any local area shall be determined with reference to the places where the candidate actually resided and not with reference to the residence of his/her parent or guardian. 2

4.2.3 While determining under sub-regulation 3.2.1 the number of seats to be reserved in favour of local candidates, any fraction of seat shall be counted as one, provided that there shall be one unreserved seat. 4.2.4 If a local candidate in respect of a local area is not available to fill any seats reserved or allocated in favour of local candidate in respect of that local area such seats shall be filled in as if it had not been reserved. 4.2.5 The applicant who claims to be local candidate with reference to sub-regulation 4.1.1 or 4.2.1 shall produce in the form of study certificate/certificates issued by the Head of the Educational Institution / Institutions concerned indicating the details of the year or years in which the candidate has studied in educational institution in such local area for a period of not less than 4/7 consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the Final Year examination. 4.2.6 Those who did not qualify as local candidate under sub-regulation 4.1.1 and 4.2.1but claim to qualify by virtue of residence shall produce a certificate issued by an officer of the Revenue Department not below the rank of Mandal Revenue Officer independent charge of sub-taluk/mandal in the form annexed to G.O.P.No. 628, Education, dated 25-7-1974 appended to application form with necessary modification. 5. The following categories are eligible to apply for admission to the remaining 15% of unreserved seats. 5.1. All Candidates defined under sub-regulation 4.1 & 4.2 of Regulation-4. 5.2. Candidates who have resided in the state for total period of ten years excluding period of study outside the State, or either of those parents have resided in the State for a total period of ten years excluding period of employment outside the state. 5.3. Candidates who are the children of those parents employed in State or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar quasi - Public Institutions in the State. 5.4. Candidates, who are spouses of those working in the State or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognized by the Government or a University or other competent authority and similar other quasi Government institutions within the State. 5.5. Candidates who are employed in the State Government undertakings, Public Sector corporations, Local Bodies, Universities and other similar quasi-public institutions within the State. 5.6. Candidates who are spouses of the local candidates as per sub regulation 4.1 & 4.2 of Regulation-4. N.B. : Relevant certificates must be attached to the application in respect of their claim, in respect of residence. The certificate should be obtained from the Revenue authorities not below the rank of Mandal Revenue Officer. 6. APPLICATIONS: Application forms along with the prospectus can be obtained from the Head of the Department, Extension & Training Division, National Institute of Nutrition, Jamai-Osmania PO, Hyderabad- 500 007 or can be downloaded from the Website www.ninindia.org from 19.06.2012 to 12.07.2012. 6.1. Registration Fee: All applications should be accompanied with original Demand Draft for an amount of Rs.500/- (Rupees five hundred only) towards Registration fee, drawn in favour of THE DIRECTOR, NIN, payable at HYDERABAD on any Nationalized Bank. 6.2. Duly filled in applications along with DD towards registration fee and necessary enclosures under State and Central quota should be submitted to the Head of the Department, Extension and Training Division, National Institute of Nutrition, Tarnaka, Jamai Osmania Post, Hyderabad - 500 007. Application should reach the designated office on or before 5 PM of 12.07.2012. 6.3. The filled in application forms received after the time and the date specified above shall be rejected. Neither Dr. NTR University of Health Sciences nor the National Institute of Nutrition are responsible for non receipt of application or delay in postal transit or loss in transit. 6.4. Applications unaccompanied by the required amount of Rs 500/-, certificates, application with incomplete entries and application from ineligible candidates shall stand rejected automatically. 6.5. Registration fee once paid will not be refunded. 3

7. ELIGIBILITY: 7.1. Candidates for admission to M.Sc. (Applied Nutrition) Course should have passed in any of the following examinations of the University of Andhra Pradesh or any other University recognized by the University Grants Commission (UGC) as equivalent thereto. 7.2. Qualifications: i. MBBS ii. B.Sc. (Nutrition) iii. B.Sc. (Home Science) iv. B.Sc. (with Biochemistry or Nutrition as one of the major subjects) v. B.Sc. Nursing 7.3. Age: Maximum age limit for admission into M.Sc(Applied Nutrition) Course shall be 50 years by 31st December 2012. In case of SC, ST the Maximum age shall be relaxed by 3 years. NOTE: If a candidate is found to have concealed any information regarding this matter, the registration of such a candidate is liable to be cancelled. Further disciplinary action will be taken by the University against him/her. 7.4. SCRUTINY OF APPLICATIONS AND ISSUE OF HALL TICKETS: 7.4.1. Application under both the Central quota as well as the State (AP) Quota will be received and scrutinized at NIN, Hyderabad as per the regulations under the chairmanship of the Course Co- Coordinator. A representative of NTR UHS may be present at the time of scrutiny of applications. 7.4.2. The list of eligible and non-eligible candidates will be put up on NIN s website (www.ninindia.org) as well as on the notice boards of NIN and NTR UHS on 20 th July, 2012. 7.4.3. The course Co-coordinator at NIN will act as Chief Superintendent of Entrance Test and will issue hall ticket to the eligible Candidates. 7.4.4. The admission will be done through Counseling at NIN by the committee appointed by NTRUHS consisting of at least two representatives of NIN. 7.4.5. The seats under the Central quota will be filled up first and vacant seats, if any, will be offered to the eligible candidates from the State Quota and Vice- Versa, and based on merit. 8. ENTRANCE TEST: 8.1 Entrance test will be conducted on Sunday, 12 th August 2012 at 11.00 AM at Dr.NTR.University of Health Sciences, Vijayawada for admission of candidates for the academic year 2012-13. The merit obtained by the candidate in the Entrance Test shall not be considered for admission during subsequent academic year under any circumstances. 8.2 The candidates shall collect their Hall Tickets IN PERSON between 9.30 AM and 5.00 PM on 11.08.2012 at the venue of examination i.e. Dr.NTRUHS, Vijayawada. Entrance test shall be of objective type with 100 multiple choice questions to be answered in 90 minutes and each question carries one mark. The approximate distribution of questions shall be as follows: S.No Subject No.of Questions 1 Nutrition 40 2 Biochemistry 25 3 Physiology 25 4 Microbiology 10 Note: The question paper will be in English only Minimum qualifying marks in the Entrance Test are as follows: 1. 30 marks for SC and ST candidates 2. 40 marks for all other candidates 8.3 If the total no.of applications received is less than the total no.of seats available the University will not conduct the Entrance Test. 4

8.4 Merit List: The Vice-Chancellor of Dr. NTR UHS, AP shall constitute a Valuation Committee for valuation of scripts of Entrance test and for preparation of merit list as per regulations. 8.5 Merit list shall be prepared on the basis of marks obtained in the Entrance Test subject to sub regulation 8.7 8.6 In case of equality of marks in the Entrance Test, the total percentage the marks in the qualifying examination (upto two decimal places) shall be taken into consideration for fixing the merit of candidates. If the entrance test marks and the percentage of marks in qualifying examination marks are equal, the age of the candidate shall be taken into consideration and older candidates will be placed higher in merit. 8.7 The marks of the candidates in order of merit and in order of Hall Tickets number will be displayed in the websites of NIN (www.ninindia.org) and Dr. NTR UHS. (http://ntruhs.ap.nic.in). Note: If the candidate fails to submit the marks memos from first to final year of qualifying examination, the minimum passing marks shall be taken into consideration. 9. SELECTIONS OF THE CANDIDATES: 9.1 The Selection Committee consisting of two representatives from NIN, the Registrar and concerned Officer of Admissions, Dr. NTR UHS will select the candidates. 9.2 If the number of applications is received is less than the number of seats, the University will not conduct entrance test and all the eligible applicants will be selected. 9.3 Entrance Examination will be conducted if the number of applications are more than the number of seats for admission to the course. 9.4 After finishing the admission procedure, the list of selected candidates admitted by NIN with all Originals Certificates and admission fee shall be sent to the Registrar, Dr. NTR University of Health Sciences, Vijayawada for approval of admissions. 9.5 The candidates who have passed the qualifying examination from the Universities outside the Andhra Pradesh should obtain Equivalency Certificate from NTR UHS and submit the same at the time of admission. 10. SELECTION SCHEDULE: As on the Last page. No further notification will be issued unless there is a change in the schedule. 11. COUNSELING PROCEDURE FOR SELECTION OF THE CANDIDATES: 11.1. Central Quota: Seats under Central quota will be filled first as per the rules of the Central Govt vide letter No.DL-(N)04/007/2006-08 dated 3 rd Jan 2007. 11.2. State Quota: 11.2.1. The selections are University wise and reservations shall also be University area wise. 11.2.2. The counseling shall be in two phases. In the 1 st phase OC (Open Competition) seats will be filled up. In the 2nd phase the category seats will be filled up and in this process the reserved category candidates selected under OC (Open Competition) shall be re allotted to the college of their preference depending up on the availability of seats in respective category and their eligibility and the vacated seats shall be allotted to the respective category candidates who vacated the seat in implementation of the Judgement of the Apex Court in Rithesh R.Shah's case. If a category candidate selected under Open Competition does not attend the second phase of counseling it will be presumed that he/she prefer to continue in the college in which he/she got selection in the 1st phase. 11.2.3. Mere attending the counseling does not confer right for a seat. 11.2.4. Claims of the candidates will not be considered if they are absent when called at the time of selection and the next in the merit list would be called. The candidates shall have to submit the Original Certificates for verification by the selection committee. The selected candidate will be issued the provisional selection intimation. The selected candidates shall pay the University fee. The selected candidates shall pay the college fee and submit the prescribed bond to the Principal on or before the date fixed for the same. 5

N.B: 11.2.5. If a selected candidate fails to submit the original certificates and pay fees or after paying the fees fails to submit the bond within the specified period, his/her selection stands cancelled automatically. 11.2.6. The candidates shall be called to appear before the selection committee one after another and they shall not enter the selection committee room in groups. 11.2.7. Any person who obstructs the proceedings of the selection committee or otherwise misbehaves or causes disturbance at the selection committee meetings will be liable for disciplinary action. 11.2.8. Candidates shall be present till the end of the selections to be available in case if they need to be recalled for any reasons. Procedure indicated in Annexure-III to G.O.P.No. 646, Education, dated 10-7-1979 shall be followed in selecting the local candidates. 11.2.9. Vacancies after 1st selection shall be displayed in the University and NIN as well as in the websites. These vacancies will be filled by the Selection Committee on the dates as per schedule. 11.2.10. Resultant vacancies will be open to all the candidates with ranks below the rank of the candidate who vacated the seat for that specialty, in that area and also those candidates who were absent in the earlier selections. 11.2.11. The Selection Committee shall have power to review the provisional selection in case of any errors, misrepresentation, fraud or glaring injustice. In all matters relating to selections and admissions the decision of Selection Committee shall be final and binding on the candidates and selections cannot be questioned after closure of admissions. 12. ADMISSION RULES: 12.1. The original certificates submitted by the candidates shall not be returned to the candidates till they complete their course of study. 12.2. Attendance: 75% of attendance in a subject is compulsory provided the student has 80% attendance in non-lecture teaching i.e. seminars, group discussion, tutorials, demonstrations, practicals, hospital postings, bed side clinics, failing which the student will not be permitted to appear for the University examination with his batch of students. Attendance shall be calculated from the total number of hours prescribed by UHS and not the number of classes conducted. 12.3. Leave: Candidates are eligible for 30 days leave in each academic year and they can avail a maximum of 10 days at a time. The balance of leave in a year, if any, shall not be carried forward to the next academic year. 12.4. Readmission after break of study : Every student shall attend his/her course regularly unless he/she is granted leave of absence by the Principal / Course Co-ordinator. If a student is absent continuously for a period of 91 days or more and seeks permission to attend the course within one year of discontinuation his/her application shall be forwarded to the Registrar with the recommendation of the Principal. If the Vice-Chancellor is satisfied with the reasons, he may grant leave of absence attaching such conditions as may be deemed necessary. Candidates who are absent for a continuous period of one year or more without permission shall be deemed to have forfeited the admission into the course and his/her studentship shall stand cancelled without any further notice. If a candidate wants to be readmitted after one year of unauthorized absence, his / her application may be forwarded to the Vice-Chancellor, which will be considered on individual basis by the Executive Council of the University. 12.5. Private Practice : No post graduate student is allowed to do any private practice or consultation and should not accept any part time employment in any state or central or quasi government or private organisations during the period of post graduate study. 12.6. Institute's Regulations : Candidates are required to follow the rules and regulations of the National Institute of Nutrition (ICMR) and should also abide by the regulations of the University. Under no circumstances should they have any correspondence with the higher authorities directly without routing through proper channel. 13. FEES: 13.1. Tuition Fee: All the candidates selected are required to pay the tuition fee of Rs. 20,000/- per year at the time of admission in the National Institute of Nutrition(ICMR), Hyderabad. Apart from this, an amount of Rs.5000/- is payable by the candidate towards caution deposit, which will be refunded after the completion of the second year of the course. 6

13.2. All the selected candidates shall pay the following fees in the form of crossed demand draft drawn on ANY NATIONALISED BANK in favour of the Registrar, Dr. NTR University of Health Sciences payable at Vijayawada on the day of selection. The fees once paid shall not be refunded under any circumstances. i) University Registration Fee : Rs.3,700/- ii) Consortium Fee : Rs.1,000/- 14. CLOSURE OF ADMISSIONS : 14.1. The admissions shall be closed one month after commencement of course. 14.2. Any vacancy as on the date of closure of admissions shall not be filled. 15. COMMENCEMENT OF THE COURSE : The course shall commence on the date mentioned in selection intimation. The duration of the course shall be 2 years from the date of commencement of the course. The duration shall be uniform for all the candidates irrespective of their individual dates of admission. 16. DURATION OF COURSE : The duration of M.Sc.,(Applied Nutrition) degree course shall be two years on full time basis. 17. MEDIUM OF INSTRUCTION : English will be the medium of instruction for the subjects of study and for the examination of the M.Sc. (Applied Nutrition) Course. 18. ACCOMMODATION Since limited accommodation is available, accommodation will be provided to the selected candidates subject to the availability, on payment basis. 19. HEALTH INSURANCE Health Insurance for the outstation candidates is mandatory, for which the arrangements will be made at the time of counseling. If the applicant has not studied qualifying examination in the state, he/she shall submit following certificates as per regulation 5.2 to 5.6 whichever is applicable to the applicant (refer Prospectus). (a) 10 Years Residence Certificate of the candidate in the State of A.P. (OR) (b) 10 Years Residence Certificate of either of the Parents/Spouse (Certificate of relationship also shall be enclosed) 8. Social Status (Caste) Certificate. 9. Candidates claiming eligibility as Local/Non-Local should furnish relevant certificates in support of their claim. 10. Candidates who have studied in the state of Andhra Pradesh. a) If the candidate has studied in any educational institution, study/ bonafide certificate from IX to degree (Govt. ZPH/Private School or College) shall be submitted. b) A candidate who has studied in 2 or more institutions in various place in Andhra Pradesh, study bonafide certificate from IX to degree (Govt. /ZPH/Private School or College) in those places shall be submitted. c) A candidate who has not studied a class in any school/institution, a residence certificate for that period only shall be submitted. 7

d) Candidate who have not studied in any school/ college in the state of A.P., but resided in Andhra Pradesh with private study in Andhra Pradesh seven years residence certificate mentioning the period of residence preceding the qualifying examination (6th to Inter) by the candidate claiming eligibility as a local by virtue of residence shall be submitted 11. Candidates who have studied in the institutions outside the State of Andhra Pradesh have to submit 10 years residence certificate of the either of the parents issued by MRO to claim seats under unreserved category. POWERS OF DIRECTOR: Notwithstanding anything contained in these regulations, the Director, NIN, Hyderabad may at any time before completion of the post graduate course either on their own or on the application of any person after due and proper enquiry and after giving the person two weeks time from the date of the receipt of the show cause notice to submit written explanation and on personal hearing, order, cancellation of admission to the 1 st year postgraduate degree course if in the documents attached thereto or in the statements made either before the authority in charge of admission or the Director or in any other manner.
