Message Kerala State Civil Service Academy, one of the major institutions under Centre for Continuing Education Kerala, has proved its competence in training the youth of the State for the realising their long cherished dream of making into the civil services. That the Academy has produced over hundred civil service officers since its inception in 2005 is no mean achievement. This high tech institution has succeeded in providing the right facilities to the civil service aspirants. The State Government has been unstinting in extending its financial support to the Academy, which helps it introduce the Adoption Scheme, which has been unreservedly embraced by the Civil Service aspirants. Nothing is wanting in the Academy for an aspirant to crack the Civil Services Examination state of-the-art infrastructure, veteran teachers, well-stocked library, to name a few. History It was found that since 1970s there had been a steady decrease in the number of Keralites getting into the Civil Services. When we analysed the reasons for the depressing fall in the number, we understood that it was largely due to the absence of quality coaching centres in the state. The few private institutions that were there in the fray were found to be no better than teaching shops with no library facilities or experienced faculty. Since the success in the civil service examination depends largely on the individual initiative and performance, a well-stocked library is indispensable to an institution that advertises itself as a coaching centre. Inadequate remuneration kept the faculty off such centres, resulting in the candidates loss of confidence in the so-called coaching institutions in Kerala. A large number of aspirants used to go to Delhi in search of good training centres. The climate in Delhi and lack of affordable accommodation and food cost them dear. So, in consideration of the above factors, Centre for Continuing Education Kerala (CCEK), functioning as an autonomous body under the Higher Education Department of the Government of Kerala, in consultation with Dr.D.Babu Paul IAS(Retd), thought of establishing a quality-coaching centre in Thiruvananthapuram in the first instance. The Director, CCEK took up the matter with higher authorities, and Shri. K. Mohandas, the then Principal Secretary, Higher Education Department showed keen interest in the idea of establishing a Civil Service Examination-Coaching Centre. The Government of Kerala issued orders sanctioning the establishment of Kerala State Civil Service Academy under the CCEK. Dr. D. Babu Paul, former Chief Secretary, agreed to be the Academy s Mentor Emeritus. Thus the Kerala State Civil Service Academy was established in 2005 under the CCEK with the explicit intention of providing quality coaching at a relatively lesser cost to the civil service aspirants of our state. Governing Body The administrative matters of Kerala State Civil Service Academy are controlled/ monitored by the Governing Body of CCEK with Shri. P.K.Abdu Rabb, Hon ble Minister of Education, Government of Kerala, as Chairman and Dr. K.M. Abraham IAS, Principal Secretary, Higher Education Department, Government of Kerala, as Vice Chairman.
Admission Admission is open to graduates and postgraduates in any discipline, who are selected through an admission test and interview. The marks scored in the admission test and interview will be the criterion for admission. The specific areas for the admission test questions will be as given below. Date of Commencements of Course Every year in the months of June and November, the coaching programmes commence. In June, admission is given for regular batch/ batches and weekend batch/ batches.
June batch / batches (Regular) It is a six months intensive coaching programme, which begins in the first/second week of June and ends in the second week of November. Classes are held Monday to Friday from 7 a.m. to 6.00 p.m. General Studies (common for all civil service aspirants) are held between 9.15 am and 4.00 pm. The evening hours, 4.00 p.m. to 6.00 p.m., are designed as Library Hours. The students presence at the library during library hours is mandatory. Test papers are conducted in every week. Weekened batch/ batches For the convenience of those who have jobs, weekened batch/batches with classes on Saturdays and Sundays are also conducted. These batches also start in June, and it end in the last week of April. Classes are held from 7 a.m. to 6.00 p.m. Test papers are conducted once in a fortnight. The November Batch is a course of six months duration, beginning in the third or fourth week of November and ending in the last week of April. Classes are held five days a week, Monday to Friday from 9.15 a.m. to 4.00 p.m. All the activities mentioned under the June Batch are conducted for the November Batch also. November batch/batches (Regular) Course Fee The Course Fee for all these batches is Rs. 25,000/- plus 12.36% Service Tax which is collected in full at the time of admission. The fee will not be refunded if the candidate discontinues his/ her studies after attending any of the classes. Rs.1000 will also be collected as caution deposit at the time of admission and will be reimbursed as and when the student demand it after completion of the course.

Higher Education Vice-Chairman Crash course for optional subject Main Exam coaching Coaching classes for the Civil Service Main Examination commence immediately after the Preliminary Exam is over. A course fee of Rs. 14,000/- plus 12.36 % Service Tax plus Library Caution Deposit of Rs. 1,000/-, has to be paid at the time of admission. The course fee will be refunded when the student is found eligible for admission to the adoption scheme. Achievements Immediately after the completion of the Civil Service Preliminary exam, a crash course on selected optional subjects for a period of one month will be started, subject to the enrolment of minimum number of students so as to make the course financially viable. Course fee for one Subject (Paper I & II) - Rs. 15,000/-plus 12.36% Service Tax. When the Civil Services Preliminary Examination/CSAT result is published (which is normally done in the first week of August), and if the candidate passes the examination the fee collected from him/her as the Main Examination coaching fee will be refunded, and the candidate will be adopted by CCEK/Government. Thereafter all expenses in connection with his/her studies for the Main Examination and Personality Test will be met by CCEK/Government. Facilities at the Academy (a) Library (b) Internet and Videoconferencing As has been stated earlier, no candidate can aspire for success in the civil services examination if he or she does not make good use of the library. The Academy has a full-fledged library; having two thousand and five hundred books, ten news papers with multiple copies and forty magazines. Educational CDs are also available in the Library. Academy provides the facility of well furnished AC reading room accommodating 120 students at a time. The library will be opened from 8.00 AM to 8.00PM in all days. In addition to the library facilities, we provide Internet connection so as to enable the students to browse it for the material they need. A videoconferencing facility is another attraction of this Academy. With it the students can interact with subject experts in Delhi. We provide all these facilities at an affordable cost. Only for the Prelims coaching we do collect the tuition fee.
