THE UNITED REPUBLIC OF TANZANIA PRESIDENT S OFFICE PUBLIC SERVICE RECRUITMENT SECRETARIAT Ref.Na EA.7/96/01/A/138 13 th December, 2011 VACANCIES ANNOUNCEMENT The Public Service Recruitment Secretariat was established in accordance with Section No. 29 (1) of the Public Service (Amendment) Act, No. 18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process. On behalf of the Ministry of Health and Social Welfare (Institute of Social Work and Tanzania Food and Nutrition Centre TFNC), Public Service Recruitment Secretariat invites qualified Tanzanian to fill various vacant posts as follows:- 1.0 TANZANIA FOOD AND NUTRITION CENTRE (TFNC) Tanzania Food and Nutrition Centre (TFNC) is a Government Institution under the Ministry of Health and Social Welfare. The Centre is responsible for spreading nutrition activities in the country with the objectives of controlling and reducing all forms of malnutrition. 1.1 DIRECTOR OF FINANCE, PERSONNEL AND ADMINISTRATION (1 POST) 1.1.1 DUTIES AND RESPONSIBILITIES Responsible to the Managing Director in matters pertaining to finance, Human Resources and administration; To co-ordinate the preparation of final accounts and audit of the Centre; To supervise and approve the Centre s financial transactions; General administration and supervision of staff under his/her directorate; Plan and develop human resource at the Centre; 1

To promote conducive working environment for Centre s staff; To supervise preparation of quarterly and annual financial reports; To supervise the preparation and updating of staff and financial regulations; To manage the procurement and supplies function; To supervise and co-ordinate income generating activities of the Centre; To perform any other duties assigned by the Managing Director. 1.1.2 QUALIFICATIONS AND EXPERIENCE Holder of CPA (T) or equivalent plus Post-graduate training in Human Resource Management OR Masters Degree in Human Resource Management/ Public Administration plus a Postgraduate Diploma in Financial Management or its equivalent. He/She should have an experience of not less than eight (8) years in Finance, Human Resources and Administration of which five (5) should be in senior managerial position. 1.1.3 REMUNERATION scale PGSS 20 1.2 CHIEF ACCOUNTANT (1 POST) 1.2.1 DUTIES AND RESPONSIBILITIES Head of Accounts Division of the Centre To advise the Director of Finance, Human Resources and Administration on finance and supplies matters; Responsible for all books of accounts and preparation of financial reports To participate in preparing budgets and ensure budgetary control To liaise with Treasury and Ministry of Health regarding subventions and other financial matters Ensures the provision of on the job training of subordinates To perform any other duties assigned 1.2.2 QUALIFICATIONS AND EXPERIENCE Holder of CPA (T) or its equivalent from a recognized institution with at least seven (7) years of working experience of which four (4) must be at managerial level and must be registered with NBAA as Certified Public Accountant or Certified Public Accountant in Public Practice. 2

1.2.3 REMUNERATION scale PGSS 20 1.2.4 PRINCIPAL ASSISTANT ACCOUNTANT II (1 POST) 1.2.5 DUTIES AND RESPONSIBILITIES To post general ledger; To participate in preparing quarterly reports; To supervise adherence to financial regulations; To supervise and check posting of general ledger and subsidiary books of account; To supervise banking of all cash and cheques intact; To prepare regular reports on revenue, expenditure and returns; To supervise maintenance of proper records of assets and liabilities of the Centre; To perform any other duties. 1.2.6 QUALIFICATIONS AND EXPERIENCE Holder of Intermediate Stage of CPA(T)/Bachelor of Commerce Degree (Accountancy) or its equivalent from a recognized institution with at least seven (7) years of working experience in reputable organization. 1.2.7 REMUNERATION scale PGSS 12 13 1.3 RESEARCH ASSISTANTS ECONOMICS (1 POST) 1.3.1 DUTIES AND RESPONSIBILITIES To assist in carrying out planning activities related to nutrition; To assist in data collection; To assist in compiling Centres periodical reports; 1.3.2 QUALIFICATIONS AND EXPERIENCE Graduates with a minimum of an upper second class Honours degree in Economics from a recognized institution. Entry point for graduates with a training course of more than three (3) years will be PRSS 9. 3

1.3.3 REMUNERATION scale PGSS 8 9 1.4 RESEARCH OFFICER I ECONOMICS (1 POST) 1.4.1 DUTIES AND RESPONSIBILITIES To participate in initiating plans for alleviating nutrition problems; To participate in developing research methodologies and application of research findings; To participate in preparing Centre s periodic reports; To participate in integrating economic aspects in the nutrition activities; 1.4.2 QUALIFICATIONS AND EXPERIENCE Holder of Masters Degree in Economics from a recognized institution. Entry point for Masters Graduates with three (3) years research experience and one (1) publication will be PRSS 13. 1.4.3 REMUNERATION scale PGSS 12 13 1.5 RESEARCH OFFICER I STATISTICS (1 POST) 1.5.1 DUTIES AND RESPONSIBILITIES To participate in research and initiate the use of research findings in alleviating nutritional problems; To participate in developing research methodologies and application of research findings; 1.5.2 QUALIFICATIONS AND EXPERIENCE Holder of Masters Degree in Statistics from a recognized institution. Entry point for Masters Graduates with three (3) years research experience and one (1) publication will be PRSS 13. 1.5.3 REMUNERATION scale PGSS 12 13 4

1.6 SENIOR RESEARCH OFFICER II FOOD SCIENCE AND TECHNOLOGY (1 POST) 1.6.1 DUTIES AND RESPONSIBILITIES To review analytical methods in food science and technology; To participate in preparation of project plans and budgets; To participate in preparation of project progress reports; To conduct in service training for in house and other service providers To supervise carrying out food science analysis 1.6.2 QUALIFICATIONS AND EXPERIENCE Holder of Masters Degree Food Science, Food Technology, Food Engineering or related Fields from a recognized institution with at least six (6) years of research work experience in a reputable organization and two (2) publications after attaining Masters Degree. Entry point for Masters Graduates with eight (8) years research experience and three (3) publications after attaining Masters Degree will be PRSS 15. 1.6.3 REMUNERATION scale PGSS 14 15 1.7 SENIOR RESEARCH OFFICER I FOOD SCIENCE AND TECHNOLOGY (1 POST) 1.7.1 DUTIES AND RESPONSIBILITIES To carry out consumer needs assessment; To design and develop food science research proposals; To participate in dissemination of research findings To design and implement interventions To participate in adopting new analytical methods in food science To prepare and implement programme plans To prepare progress reports on project and programme plans 1.7.2 QUALIFICATIONS AND EXPERIENCE Holder of Masters Degree in Food Science, Food Technology, Food Engineering or related Fields from a recognized institution with at least ten 5

(10) years of research work experience in a reputable organization and at least four (4) publications after attaining Masters Degree. Entry point for Masters Graduates with twelve (12) years research work experience and five (5) publications after Masters Degree will be PRSS 17. 1.7.3 REMUNERATION scale PGSS 16 17 1.8 RESEARCH OFFICER II DIETETICS (2 POSTS) 1.8.1 DUTIES AND RESPONSIBILITIES To participate in carrying out dietetics studies; To assist in the implementation of dietetics interventions; 1.8.2 QUALIFICATIONS AND EXPERIENCE Holder of an upper second class Honours degree in, Dietetics or related fields, from a recognized institution with at least three (3) years of working experience in a reputable organization. 1.9.3 REMUNERATION scale PGSS 6 7 1.10 SENIOR DRIVER I (2 POSTS) 1.10.1 DUTIES AND RESPONSIBILITIES To monitor, evaluate and report vehicles performances and related costs; To prepare vehicle service schedules; 1.10.2 QUALIFICATIONS AND EXPERIENCE Holder of at least Form IV Certificate, valid Driving License Class C and must have basic certificate in driving from NIT or its equivalent with clean record in driving of at least ten (10) years of working experience. 1.10.3 REMUNERATION scale POSS 8/PGSS 7 1.11 SENIOR SECURITY GUARD I (1 POST) 1.11.1 DUTIES AND RESPONSIBILITIES To assist in investigations and taking accused to court; To conduct on job training; 1.11.2 QUALIFICATIONS AND EXPERIENCE Holder of Form IV Certificate who has attended Peoples Militia/National Service Course or Advanced Militia course/police Certificate from Moshi Training Centre or its Equivalent from a recognized institution with at least seven (7) years of working experience in reputable organisations. 1.11.3 REMUNERATION scale POSS 8/PGSS 7 2.0 THE INSTITUTE OF SOCIAL WORK (ISW) The ISW is one of the institutions of higher learning in Tanzania which was established in 1974 by Act No. 26 of 1973 (as amended by Miscellaneous Act No. 13 of 2002). The Institute is under the Ministry of Health and Social Welfare and is located at Kijitonyama in Dar-es-Salaam. 7

The Institute was established to provide qualified human resources for strengthening social welfare services delivery system in Tanzania. It is accredited with the National Council for Technical Education (NACTE) as an institute of higher learning to conduct training programmes in the fields of social work, industrial relations and human resources management. 2.1 ASSISTANT LECTURERS (8 POSTS) 2.1.1 REPORTING The ideal candidate will be accountable to Director of Studies. 2.1.2 DUTIES AND RESPONSIBILITIES Assisting in lecturing and tutorial seminars. Carry out consultancy in Research and service job assignment including data collection under close supervision. Setting examinations, invigilating, marking and timely production of examination results. Prepares teaching materials for tutorials and exercises including case studies. Any other duties as may be assigned by the Programme Co-coordinator or the Director of Studies Conduct lectures with guidance of senior lecturers. 2.1.3 QUALIFICATIONS AND EXPERIENCE Must possess Masters degree in social Work with Fist or Upper second class of not below 3.8 GPA. From any recognized Institution. Must be able to demonstrate the capability of teaching, conducting research and consultancy and other duties and Effective computer use. Teaching and research experience of at list 3 years will be an added advantage. Must be ready to work in team. 2.1.4 REMUNERATION The successful candidate will be offered remunerations commensurate with the Institution s remuneration schemes - PHTS 8 2.2 ASSISTANT LECTURERS (8 POSTS) 2.2.1 REPORTING The ideal candidate will be accountable to Director of Studies. 8

Must be able to demonstrate the capability of teaching, conducting research and consultancy and other duties and effective computer use. 2.2.4 REMUNERATION The successful candidate will be offered remunerations commensurate with the Institution s remuneration schemes - PHTS 8 2.3 ASSISTANT LECTURERS (5 POSTS) 2.3.1 REPORTING The ideal candidate will be accountable to Director of Studies. 2.3.2 DUTIES AND RESPONSIBILITIES To assist in conducting seminars and tutorial classes under close supervision.prepare material for tutorial exercises..assisting in teaching in the Certificate Course.Conduct research under close supervision.carry out consultancy and service job assignments under close supervision..any other duties as may be assigned by the Programme Co-coordinator or the Director or Studies. 9

2.3.3 QUALIFICATIONS AND EXPERIENCE Holder of Masters Degree in Industrial Relations with First or Upper second class of not below 3.8 G.P.A. and effective computer use. Must show capability of teaching and supervision. Must be ready to work in team. 2.3.4 REMUNERATION The successful candidate will be offered remunerations commensurate with the Institution s remuneration schemes - PHTS 8 GENERAL CONDITIONS i.
