Message from the It is now over four decades since the Bangladesh Institute of Bank Management (BIBM) was set up to impart training to bank officials as its core objective. The blooming years saw the Institute going through many stresses and strains in setting up the basic infrastructure - both physical and academic - to meet the growing demand for training. The need was especially acute in the formative years as no bank had any training institute of its own and, hence, looked up to BIBM for this purpose. It is a matter of some gratification that we at BIBM have arrived at a stage where the Institute may be said to have crossed the "take-off point" (to borrow a phrase from Walt Rostow) and is well on its way to a "self-sustained growth." Till December 2015, BIBM has imparted different types of training to about 78,420 bankers and awarded graduate degrees to 978 MBM and EMBM students. But, we pledge not to rest on our laurels. We will continue to uphold professional excellence and maintain our position as the premier training school for bankers in Bangladesh. In this endeavor, BIBM solicits the support and assistance of all its stakeholders. ()

BIBM PROFILE The need for a national level training institute was keenly felt in the early seventies (immediately after the war of liberation) to fulfill the management training requirements of the banking sector of Bangladesh. The birth of Bangladesh Institute of Bank Management (BIBM) was a logical consequence of the necessity of the banking sector. Accordingly, BIBM was established in 1974 with the primary focus of providing training to the officials of banks and financial institutions of Bangladesh in order to strengthen the banking sector by improving knowledge and skills of the human resources. It was registered under the Societies Act, 1860. At the beginning, BIBM had to concentrate on training of the entry level officers due to absence of appropriate training infrastructure in the banking industry. However, with the passage of time, it assumed the responsibility of providing training to the mid and senior level officials of the banking sector. Meanwhile, the banking sector of Bangladesh demanded upgradation of capabilities of managerial level officials as the banks expanded their horizon of operations. In line with that, BIBM remodeled its training programs in terms of both contents and methodology. Governance and Finance BIBM Academic Building The highest policy making body of BIBM is the Governing Board, chaired by the Governor of Bangladesh Bank, the central bank of the country. The Governing Board also includes Deputy Governors of Bangladesh Bank, the Managing Directors of the member banks. To assist the Governing Board there is an Executive Committee made up of the representatives selected from the Ordinary Members by turns and a representative from the universities. The Executive Committee is headed by a Deputy Governor of the Bangladesh Bank. The Director General of BIBM is the Member Secretary of the Governing Board as well as the Executive Committee. The Director General is the chief executive of BIBM who oversees the day to day activities of the institution. BIBM activities are financed by the member banks. Every year, BIBM prepares a budget which is subject to approval of the Governing Board. Once the budget is approved by the board, the budgeted fund is contributed by the members. The largest contribution to the budgeted fund comes from Bangladesh Bank. Lash Green Campus of BIBM

Major Activities of BIBM BIBM is a fairly large organization and it has several core areas to manage. These are: Professional Development Programs; Professional Education Programs; Research Activities; and Consultancy Services. A brief description of the activities of BIBM is presented below: Professional Development Programs Professional Development Programs i.e. training is at the heart of BIBM activities. It mainly includes training courses and training workshops. Training courses are relatively conges duration progress where as training workshops. Combines components of training courses and workshops and targets are relatively shorts durations programs for the bank executives. BIBM arranges in-campus and outreach training courses and training Participants in a Training Program workshops. Outreach programs are organized in the different regions of the country based on the demand of the member banks. These programs are organized as per the BIBM calendar. BIBM finalizes its academic calendar well ahead of the start of the concerned year in consultation with the member banks. By following the consultation process, BIBM drafts the topics, duration and frequency of the training courses and workshops. These proposed training courses and workshops are then placed before the Governing Board for approval. Once it is approved, detailed course outlines are developed or upgraded by specifying objectives, contents, duration, frequency, target level of participants and coordinators. Subsequently, BIBM undertakes all activities for successful implementation of its training calendar. Other than these, BIBM arranges special training programs for banks in response to the requisition of the member banks. Since inception till 2015, BIBM trained a total of 78,420 officials of banks and financial institutions. BIBM Introduced Joint Certification on Risk Management (CERM) BIBM launched its first joint certification program Certified Expert in Risk Management with the Frankfurt School of Finance and Management of Germany in 2015. Actually, the initiative of this certification was rooted in June 2014 when a MOU was signed between our honourable Governor of Bangladesh Bank Dr. Atiur Rahman and the President of the Frankfurt School. Director General of BIBM also attended the event. This opened the door for joint initiatives and academic endeavors between these two institutions. 02

Professional Education Programs BIBM offers two professional education programs at the post graduation level under Dhaka School of Bank Management (DSBM): Masters in Bank Management (MBM) and Masters in Bank Management-Evening (MBM-Evening) program. The Masters in Bank Management (MBM), introduced in 1997, is a two-year full time day program. The program was initially affiliated with National University. In 2013, the education program of BIBM received affiliation of the University of Dhaka under which the MBM Students program are being administered by the Dhaka School of Bank Management (DSBM) headed by the Director, DSBM. Four faculty members of BIBM are involved with the MBM and MBM Evening Program as Program Officers. The objective of the MBM program is to develop the skills and analytical abilities needed for the efficient handling of affairs of banks and financial institutions. The program also aims to instill innovation, judgment and creativity among the students. The highest policy making body of DSBM is its Governing Body headed by the Governor, Bangladesh Bank. Since inception till 2015, a total of 777 MBM graduates passed out from BIBM and almost all of them are placed in the banking profession. BIBM has introduced Masters in Bank Management-Evening (MBM-Evening) program in 2006 mainly for the professional bankers. The program was initially affiliated with National University (as the MBM programs), however, MBM-Evening has been affiliated with Dhaka University since the academic year 2012-2013. Since inception till 2015, a total of 201 Evening MBM graduates passed out from BIBM. DSBM Governing Board undertook some initiatives for the improvement of the MBM & EMBM program in 2015. These include creation of BIBM Scholarship Fund to support children of the Freedom fighters, Meritorious and financially weak students; correction and improvement of MBM & EMBM Regulations & Academic Curriculum and undertook decision to prepare strategic plan to transform DSBM into a Center of Excellence. Academic and Action Research Activities Academic and Action Research Activities at BIBM mainly include research based workshops, research projects and seminars. BIBM conducts review studies on seven functional areas of banks that are Trade Services Operations, Credit Operations, Treasury Operations, Human Resources Management, Internal Control & Compliance, IT Operations and Islamic Banking. The review studies are presented before the senior level bank executives in Review Workshops. Moreover, research based key-note papers are prepared on critical areas and presented in the Research Workshops and Roundtable Discussions. BIBM undertakes research projects and publishes reports, and the institute arranges seminars on each report with a view to accommodating experts opinion in the final report of the research project. It also arranges seminars on contemporary issues of the financial sector. BIBM also prepares review studies on the performance of banks and non-bank financial institutions of the country.

Consultancy Services BIBM offers consultancy services in the areas of banking and financial sector both locally and internationally. The consultancy services of the institute include arranging special training programs; conducting recruitment tests; and offering research consultancies. Supportive Infrastructure of BIBM BIBM has several departments /wings and infrastructural resources to support its core activities. It has a fairly large green campus with a five storied academic building and a six storied hostel building. Office building accommodates a rich library, a modern computer lab, well-equipped class rooms, the chambers of the faculties, officers & other staffs of administration. BIBM library is incomparable in the country in terms of the number of relevant books it owns and journals it subscribes on banking and finance. There are some other services available in the campus like - canteen, prayer room, gym, room for indoor games, etc. Training wing BIBM organizes a number of in-campus and Outreach Training Courses, Training Workshops and Research and Review Workshops as per the BIBM Academic Calendar which is prepared well ahead of the concerned year in consultation with the member banks. To successfully conduct the courses and the workshops, BIBM has got a Training Wing headed by the Director of Training. There are two Officers to perform the training related affairs and to support Director Training. Research wing Research projects, National Seminars and Roundtable Discussions are organised and conducted under Research wing which is headed by the Director of Research, Development and Consultancy. There is one Research Officer to perform the research related activities and to support the Director (Research, Development & Consultancy) DSBM MBM & EMBM programs are offered from DSBM office which is headed by the Director (DSBM). There are four program coordinators and 2 program officers to support activities of the office. Office of CERM CERM office is responsible to offer BIBM Frankfurt Joint Certification on CERM. It is headed by a coordination country Director (Training) is the coordinator of the program. The coordinator is supported by two assistant coordinators and two officers. Administration and Accounts Administration and Accounts of BIBM provides support services to all other departments so that they can execute their function smoothly. This activities are performed under Director General of BIBM. 04

BIBM Library The BIBM library is fairly rich. It has a collection of over 25,000 books. The library subscribes and collects about 200 domestic and foreign journals and magazines regularly. Addition of new books and journals to the library has enriched the library collections over the years. BIBM customized and developed the "Library Management Software (LMS)'' and the entire management is being done by this software. Existing books cover Economics, Finance, Banking, Accounting, Business, Management, Marketing, Law, Computer Science, Agriculture, Research, Education, Psychology, Statistics, History, Geography, English and Bengali Fiction and Dictionaries/ Encyclopaedias on various disciplines. The library subscribes for various Journals on Economics, Banking, BIBM Library Accounting, Management, Training, NGOs, Computer Science. The library is subscribing for the Online Journals from various world-class publishers, (e. g. Springer, Black-Wiley, Oxford University Press, etc.) from INASP- PERI Consortium via Bangladesh Academy of Sciences (BAS). Annual Reports of various banks and financial institutions, ADB, IMF, World Bank Reports and government publications are kept in the library. It also preserves BIBM course materials, seminar papers and background materials of workshops. On the week day library is kept open from 9 am to 8 pm and on Friday & Saturday: 9:00 am to 5:00 pm BIBM Hostel BIBM s regular programs are fully residential. It has a fairly large hostel building to accomodate its participants for different training and workshop programs. Currently the hostel can accommodate around 150 bank executives at a time. BIBM ACTIVITIES 2015 Like the previous years, the activities of BIBM in 2015 are mainly composed of training, research, professional education and consultancy. A brief description of the activities of BIBM in 2015 is given below: Professional Development Programs The academic calendar for 2015 was prepared in consultation with the member banks, had 52 training courses in 35 areas and 45 training workshops on 37 topics. The duration of the training courses ranged between 3 and 10 days and the training workshops having duration of 1 to 3 days. The training courses and training workshops were generally on operational areas and policies and legal issues. As an apex national training institute, the offered courses were of common interest to most of the banks. A total of 3,255 officers of banks and financial institutions participated in these programs. The evaluation of the programs by the different participants and the informally-received feedbacks from the member banks showed that the programs were beneficial to the trainees and their sponsoring organizations. BIBM organized six outreach training courses at Bangladesh Bank local offices in Khulna, Rajshahi, Chittagong, Rangpur, Barisal and Sylhet during 2015. A total number of 346 participants from member banks participated in these programs. During 2015, being requested by member banks, 51 special training programs, tailored to their specific needs, were conducted for their officials. These programs were conducted after the regular working hours. A total of 1417 bank officials received these trainings. Academic and Action Research Activities Research activities at BIBM mainly include research based professional programs and research projects & seminars. In response to new challenges in banking and finance, the Institute undertakes a number of research projects in selected areas in order to develop a body of banking knowledge, aid banking policy formulation and improve the overall effectiveness of banking activities. In 2015, three research projects have been completed and published as Research Monographs. BIBM conducted seven research workshops during 2015. A total number of 334 participants from member banks participated in these workshops. Seven research based keynote papers were presented in these programs. Professional Education Programs Both the Masters in Bank Management (MBM) and Evening Masters in Bank Management (EMBM) programs, which are being conducted by BIBM since 1997 and 2006, respectively with the affiliation of the National University, continued in 2012. MBM and EMBM programs are having the same academic curriculum. Due to the rigorous process and comprehensive coverage of the course contents, the programs have been well appreciated by the banking community. Of the 60 students of MBM who were enrolled in 2014 (18th batch), 46 students have already completed their course work and term-end examination. Two batches of MBM students (18th and 19th) and another three batches (8th, 9th and 10th) of EMBM students are currently pursuing their studies at BIBM. Annual Banking Conference 2015 A two day-long Annual Banking Conference was held at the Bangladesh Institute of Bank Management (BIBM) during 22-23 November, 2015 in its auditorium. There were four sessions in the conference. Each session had one session chair and three panelists. 26 papers were presented in the conference. There were some foreign paper presenters who came from Nepal and India. Dr. Atiur Rahman, Chairman, BIBM Governing Board and Governor, Bangladesh Bank inaugurated the conference as the Chief Guest. Professor Dr. Shah Md. Ahsan Habib, Director (Training) delivered his Annual Banking Conference 2015 welcome address on the occasion. Dr. Toufic Ahmad Choudhury, Director General of BIBM presented his keynote paper on the inugural day. Nurul Matin Memorial Lecture on Ethics in Banking A lecture series named Nurul Matin Memorial Lecture on Ethics in Banking is organized by BIBM annually. The 15th Lecture was delivered by Dr. Mohiuddin Alamgir, Former Director, Policy and Planning, United Nations International Fund for Agricultural Development (IFAD), Rome and Former President, Bangladesh Economic Association which was held on the 27th December, 2015. Nurul Matin Memorial Lecture 2015 Annual Conference for the CEOs of Banks and NBFIs 2015 A day-long Annual Conference for the Chief Executives of Banks and Non-Banks Financial Institutions was held at the Bangladesh Institute of Bank Management (BIBM) on December 23, 2015 in its auditorium. Dr. Atiur Rahman, Chairman, BIBM Governing Board and Governor, Bangladesh Bank inaugurated the conference as the Chief Guest. BIBM-Frankfurt Joint Certification Program BIBM launched its first joint certification program Certified Expert in Risk Management with the Frankfurt School of Finance and Management of Germany in 2015. The Certification Course targets mainly to enhance capacity of the bank executives on risk management constituting all key banking risks-credit risk, operational risk, interest rate risk, foreign exchange risks, and liquidity risk. It is a program of nine months with two modules: first module is offered online by the Frankfurt school; and the second module is delivered by BIBM in its own campus. The initial response from the banking community is really encouraging. The first two batches (first intake) for the course were enrolled in September 2015 and already completed Module A with the Frankfurt School. To start the journey of this Joint academic venture, the program was formally inaugurated by the honourable Governor of Bangladesh Bank and Chairman of the Governing Board of BIBM Dr. Atiur Rahman. We hope and believe that with the patronage and support of our member banks the program would be able to deliver in bringing positive changes in the risk management practices of the banking sector of Bangladesh. BIBM Publications BIBM disseminates findings of the research projects undertaken by its Faculty Members and other researchers through publishing a good number of publications. Bank Parikrama, a quarterly Journal of BIBM, is being published now regularly. BIBM has taken an initiative to publish two yearly publications named Banking Research Series and Banking Review Series which are regularly published. Additionally, BIBM reviews both banking sector and non banking sector year-wise and publishes two reports, one titled Bank Review and the other titled Review of Non-bank Financial Sector. A quarterly periodical of BIBM named BIBM Bulletin is also published regularly. Nurul Matin Memorial Lecture on Ethics in Banking, an annual event of BIBM, is also published at the time of this lecture. A good number of research monographs are also being published each year with a view to disseminating findings of BIBM s own research projects. BIBM also publishes Conference Proceeding which is the Compilation of the papers presented in Annual Banking Conference of BIBM.
