This position is located at the Naval Reactors Laboratory Field Office, Schenectady, New York. The selectee will work on duties of a developmental nature under the cognizance of the Assistant Manager of Operations, with responsibility for the review and evaluation of contractor nuclear project development and design efforts at the Bechtel Marine Propulsion Corporation. Recent Graduates selected for this position will serve in a 2 year developmental program. The Pathways Recent Graduate program will provide you with a unique learning opportunity which will enable you to add to the knowledge that you gained from your college education with real world resume enhancing work experience such as: -Supporting various data validation, analysis, and report writing activities to support testing on assigned projects,

-Participating in the execution of tests/experiments and maintenance supporting site infrastructure, to help ensure the work is performed efficiently and meets applicable requirements, -Assessing the prime contractor's planning and executing of various projects supporting the mission of the Naval Nuclear Propulsion Program, -Reviewing proposals to help evaluate the technical adequacy and justification to ensure they best meet the needs of the Naval Nuclear Propulsion Program. Reviews may include the participation of inspecting, appraising, and auditing contractor operations; attending contractor's internally scheduled meetings; assisting in the review of contractor technical and production reports, -Assisting in the analysis of contractor's work methods and procedures, manpower, planning and scheduling for future work, quality control systems, and other aspets to help determine the contractor's ability to meet Naval Reactors (NR) Program needs. Eligibility: Recent graduates who have completed, within the previous two years, (or will have completed within 9 months of the closing date of this announcement) a qualifying associates, bachelors, masters, professional, doctorate, vocation or technical degree or certificate from a qualifying educational institute. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must have successfully completed a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for

Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position OR have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: Educational requirements may be completed up to 9 months from the closing date of this announcement. In addition to the basic education requirements, the following minimum qualification requirements must be met: 1. One year of specialized experience equivalent to the GS-05 level in the federal, public, or private sector, as a professional engineer, applying professional engineering theories, concepts, principles or methodologies to conduct analytical investigations and articulate information, -OR- 2. Superior Academic Achievement at the baccalaureate level in a professional engineering curriculum, based on (1) class standing (applicants must be in the upper third of graduating class in college or university attending based on courses completed); (2) gradepoint average (a grade-point average of: a. 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or, b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum) or (3) Election to membership in a national scholastic honor society as listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. OR- 3. Have completed 1 year of graduate-level education in a study that is directly related to the position, -OR- 4. Have completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering, -OR- 5. Have a combination of specialized experience and graduate level education as described above that equates to one year of experience.
