Guidelines for the conduct of the Quiz Competition [2015-16] Kerala State Legal Services Authority (KELSA), has among its objectives, the mission to build up legal awareness in the society, especially among the student community. As part of the legal awareness campaign, KELSA is conducting legal literacy classes in schools and colleges based on its legal literacy publications. As part of the legal literacy campaign, KELSA is also conducting a quiz competition on legal awareness for the students of higher secondary classes from the academic year 2011-12 onwards, based on the publication Lessons in Law, which is a comprehensive handbook giving insight to the various laws prevailing in the country. The competition is being conducted as an attempt to motivate the student community to pursue an indepth study in legal topics. The Govt. of Kerala acknowledged this initiative by issuing Orders awarding grace marks to the winners of the state level quiz competition, and thus the event has attained new dimensions. The competition is to be conducted within a well defined mechanism, so as to accommodate all the willing students, without giving room for any complaints. Hence, this State Authority has framed the following guidelines. 1. This Quiz Competition is for the students of higher secondary schools (plus one and plus two students). 2. The competition is to be conducted in 4 stages 1. School level written examination. 2. Taluk level written examination. 3. District level quiz competition. 4. State level quiz competition. Of these, the 1 st and 2 nd stages are selection processes preceding the District and State level competitions. 1

3. The winners [teams coming in the 1 st and 2 nd places] in the District level shall be awarded with certificates and cash prizes of Rs.2,500/- and Rs.2,000/- respectively. The 1 st, 2 nd and 3 rd prize winners in the State Level Quiz Competition shall be awarded with certificates and cash prizes of Rs.6,000/- a Rs.4,000/-and Rs.2000/- respectively. KELSA Rolling Trophy will be awarded to the Prize winning team. Grace marks of 5 and 3 respectively will be given to the 1 st and 2 nd Prize Winners of the State level competition as per G.O.(MS) 121/12/ Gl.Edn., dated 17.4.2012. 4. The Quiz competition is mainly based on Acts and Laws in the book Lessons in Law published by this State Authority and general legal awareness, including the current affairs. The book Lessons in law is available in the web site of the KELSA [www.kelsa.nic.in/useful act and rules/publication]. It may be noted that the participants cannot use any book as reference material at any stage of the examination/quiz competition. 5. Mode of quiz competition: - The School and Taluk Level Competition shall be in the form of written examinations. The District level and State level quiz competition is oral, to be conducted in 7 stage rounds. However, in the case of districts, where there are more than six teams, a qualifying round (written examination) is also to be conducted for selecting 6 teams, which shall contest in the stage rounds. In the case of districts where there are only six teams or less than 6 teams, there will not be any qualifying rounds. In State Level Competition also, a qualifying round (written examination) is to be conducted for selecting 6 teams, who shall contest in the stage rounds. The seating position of the teams participating in the stage rounds shall be decided by taking lot. 6. SCHOOL LEVEL COMPETITION: - 2

The School level examination is to be conducted uniformly across the State, in all the higher secondary schools, on 03.10.2015 [Saturday] 11.00-12.00 noon. The one hour written examination will be open to all the students. The school level examination is for selecting the students for the Taluk level written examination. The TLSCs shall collect the details of the students appearing for the examination from each school well in advance and shall inform the concerned DLSA before the school level examination at the earliest. The question papers for the school level examination shall be distributed by this Authority to all DLSAs well in advance and the same shall be kept in the safe custody of the Chairman, DLSA. The DLSA shall provide sufficient number of question papers to the TLSCs in separate sealed covers for each school. The TLSCs shall distribute such question papers to all the participating schools on or before 01-10-2015 for keeping the same in the safe custody of the Principal/Head of the institution. The sealed question paper covers shall be opened only on the commencement of the examination at the examination hall. The valuation of the answer papers shall be done under the supervision of the respective school authorities. The TLSCs shall collect the answer keys from the DLSA after the examination. The answer key will also be available in the web site of the KELSA [www.kelsa.nic.in]. The valuation shall be done with the aid of the answer keys and shall be completed on or before 10.10.2015. The schools shall be instructed to select 3 students who are the toppers in the school level examination and to depute them as a team for the Taluk level examination. A team leader shall be selected by the school authorities from among the 3 participants. Only a single team (consisting of maximum 3 students) can be deputed from each school for the taluk level examination. 3

In case of tie in marks, the school authorities shall select the team members for the Taluk level written examination by adopting lot system, limiting the maximum number of students to 3. The lot shall be taken in the presence of the students who are involved in the tie. 7. TALUK LEVEL COMPETITION:- The qualifying teams (one team from each school) shall register with the concerned TLSC for the Taluk level written examination to be conducted on 31-10-2015 [Saturday] [11.00-12.00 am]. The format in which the schools are to register with the TLSCs is given as Annexure. The TLSC concerned shall provide the format to the school authorities sufficiently early, so as to enable the qualifying teams to furnish the filled up form at the time of registration. The last date fixed for registration of team is 17.10.2015. The TLSC shall assign chest number to each team in the order in which the teams are registered and the chest numbers shall be written in the Registration Form in the space provided. The TLSC shall maintain a register having all the details of the participant teams in the proforma given below. Sl.No. Chest No. of the team Marks scored Remarks The participant students shall have proper individual photo identity cards issued by the school authorities at the time of registration, a copy of which has to be produced before the Taluk Legal Services Committee, for retaining in the office records. The TLSC shall inform the DLSA, the number of participating teams in the taluk level written examination, immediately on closing of the registration. The DLSA shall inform 4

the State Authority the total number of teams in the district (Taluk wise) who are participating in the Taluk level written examination, on or before 24 th October 2015. The Taluk level written examination shall be conducted under the direct supervision of the Chairman of Taluk Legal Services Committee (TLSC) on 31-10-2015 The question papers and answer keys for the taluk level examination will be supplied by the State Authority to the respective DLSA in separate sealed covers for each taluk, on or before 29.10. 2015 which shall be kept in the safe custody of the Chairman (District Judge) of the DLSA. The TLSC shall collect the question paper bundles from the DLSA office on 30.10.2015 and shall be kept in the safe custody of the Chairman of the TLSC. The sealed question paper covers shall be opened only on the commencement of the examination at the examination hall. The TLSC shall identify a suitable hall for conducting the examination which could accommodate all the participating teams in the taluk. The three members of the team shall be present for the taluk level written examination and shall jointly attend the examination. The teams shall be instructed to write their chest numbers, name of the students in the team and the name of the school in the facing sheet of the answer paper. If any of the students is absent, he/she cannot attend the next stage of the quiz competition. The TLSC shall constitute a panel of 2 competent advocates for the valuation of the answer papers based on the answer key supplied/published by this State Authority. The answer key will also be available in the web site of the KELSA [www.kelsa.nic.in]. Two teams which have secured highest marks from each Taluk shall be selected for the district level quiz competition. The valuation shall be completed within 1 week from the date of examination and results declared. The selected teams shall be authorized by the concerned TLSC for attending the district level quiz competition. For this, the TLSC shall give an authorization letter to the team leader, with copies to the DLSA and the Principal/Head of the institution. The TLSC shall also forward the original registration forms, (on retaining copies of the registration forms at TLSC office) and the copies of the photo identity cards of the students of the selected teams to the DLSA. 5

In case of tie in marks, the officials of the Taluk Legal Services Committee shall select the team members for the District level quiz competition by adopting lot system, limiting the maximum number of teams to 2. The lot shall be taken in the presence of the students who are involved in the tie. 8. GUIDELINES REGARDING CONDUCT OF QUALIFYING ROUNDS OF WRITTEN EXAMINATIONS, IF FOUND NECESSARY, FOR DISTRICT LEVEL AND STATE LEVEL QUIZ COMPETITION. This round is to be conducted as a written examination to select the final six teams for contesting in the stage rounds of the District Level Quiz Competition/ State Level Quiz Competition. Where there are more than 6 teams. The following points may be noted in the conduct of this round. Total time is 25 minutes. The question-cum-answer sheet is to be collected on completion of the examination and shall be entrusted with the 3 member jury for valuation. The valuation shall be completed and the declaration of results shall be done at the earliest, so as to commence the stage rounds soon. 6 teams who have scored the highest marks shall be qualified to attend the stage rounds which are to follow the qualifying round. In the case of a tie, the answers given by the teams involved in the tie to Qn.No.21 to Qn.25, shall be considered by the panel for breaking the tie i.e., the team which has scored the highest marks for answers to Qn.No.21 to Qn. No.25 shall be declared as winners in the tie. Qn.No.21 to 25 shall be from Lesson No. 5 (Fundamental Rights and Duties), Part A of the study book Lessons in Law. If the tie could not be broken by this method, winners can be declared by taking lot. 6

DISTRICT LEVEL QUIZ COMPETITION:- The District level quiz competition shall be conducted on 28.11.2015 The members of the participant teams shall be instructed to bring with them their photo identity cards issued by the school authorities for verifying their identity at the venue of the district level quiz competition. On receipt of the details regarding the qualifying teams, the DLSA shall assign chest numbers to the teams in the alphabetical order of the names of the team leaders. The DLSA shall also enter the chest number in the registration form (forwarded from TLSC) in the space provided. The DLSA shall maintain the register having the details of the participant teams in the proforma given below. An Advocate/Retired Judicial Officer who has the aptitude for conducting quiz shall be designated as the Quiz Master. The other 2 members shall be Advocates, who will assist the quiz master in conducting the quiz competition. The questions and answer keys shall be supplied by the State Authority through the respective DLSAs on or before 25.11.2015, which shall be kept in the safe custody of the Chairman (District Judge) of the DLSA. A single team shall only be selected for participating in the state level quiz competition. The teams in the 1 st and 2 nd places at the district level shall be awarded with certificates and cash prize of Rs.2,500/- and Rs.2,000/- respectively. In case of tie in marks, DLSA shall select the team members For DLSA by adopting lot system as in the case of TLSC examination. The decision of the Jury shall be final and non appealable. The DLSA shall issue an authorization memo to the leader of the 1 st prize winning team for appearing in the State level quiz competition. A copy of the same shall be forwarded to the State Authority along with the original of the registration form. 10. STATE LEVEL QUIZ COMPETITION :- 7

State level quiz competition shall be conducted in the 1 st or 2 nd week of January, 2016. The 1 st prize winners of all Districts shall attend the State level quiz competition. Thus, 14 teams would participate in the State level quiz competition. The participant teams shall be instructed by the DLSA to bring their photo identity cards issued by the school authorities for verifying their identity at the venue of the State level quiz competition at the time of registration. The judging panel shall consist of 3 members nominated by the Honorable Executive Chairman of KELSA, of whom one will be the quiz master. Three teams which have secured highest marks shall be declared as winners. The first prize winning team shall be awarded with KELSA Rolling Trophy, besides issuing Certificate to each member and a cash prize of Rs.6,000/-. The second prize winning team shall be awarded with certificate to each member and a cash prize of Rs.4,000/-. The third prize winning team will be awarded with a cash prize of Rs. 2000/- and Certificates by KELSA. The members of the 1 st and 2nd winning teams shall also be awarded with grace marks of 5 and 3 respectively in the Higher Secondary Examination. There will be no grace mark for third prize. 11. If any dispute arises in the conduct of the Quiz Competition, the decision of the Chairman of Taluk Legal Services Committee in the case of School level and Taluk Level competition, decision of the Chairman of the concerned District Legal Services Authority in the case of district Level Competition and the decision of the Member Secretary of the State legal Services Authority in the case of the State level Competition shall be final. 12. Maximum participation of students in the competition are to be ensured by the DLSAs/TLSCs and therefore the following aspects are to be taken into account. a) Serious efforts are to be made for conducting Legal Awareness Classes for the students including Higher Secondary Students on the topic Lessons in Law. b) Wide publicity regarding the Quiz Competition shall be made by contacting all the schools under the respective jurisdiction of DLSAs/TLSCs and participation from all the schools shall be endeavored. 8

c) DLSA shall also monitor the participation of schools under the jurisdiction of TLSC at the school level so that maximum participation could be ensured.
