Executive Summary Elizabethtown Community and Technical College Board of Directors Meeting Springfield Campus November 17, 2017 Call to Order Claudio Monzon, chair, called the regular board meeting to order at 12:01 p.m. EST. Welcome, Introductions and Announcements Chair Monzon welcomed everyone to the ECTC Springfield Campus. Mr. Monzon asked the President s Leadership Academy to introduce themselves to the Board. Approval of Minutes (September 11, 2017) Motion was made to approve the September 11, 2017 board meeting minutes as written. Motion carried. Old Business: There was no old business to discuss. New Business: Board of Director Roles within the College: Dr. Pate asked the Board members if there are any special projects the Board would like to collectively take on as a group. These projects could be political advocacy, fundraising, or an initiative related to our Strategic Enrollment Management Plan. Mission Statement: The College has voted to revise our current mission statement to a simpler statement that can be easily memorized. The Board agrees and encourages ECTC to proceed with the revision. Board of Directors and General Assembly: We need to actively tell our story, the story of our college, and we need our Board members to help us get our story out to the public. The more advocacy we can build from the people who have influence with our legislators, the better for our college. Code of Ethics, Bylaws, New Member Orientation: Currently, our Board does not have a Code of Ethics. All Boards should have a Code of Ethics, therefore, we will obtain a sample Code of Ethics from the System Office in order to prepare our own Code of Ethics. The current Bylaws for the Board of Directors need to be updated. 1
Our Board needs a more current New Member Orientation process. Once we have received a draft template of this process from the System Office we will distribute to the Board for review. Provost Report Dr. Tiffany Evans was absent due to illness, Dr. Pate gave the Provost s report. Copies of her written report were distributed to the board members (see attached). Dr. Pate covered some of the highlights in her report: Health Sciences Technology program in full implementation. Diagnostic Medical Sonography the search for the Program Director has been reopened with plans to fill the position in early 2018. ECTC is in possession of all needed major equipment. Electronics Engineering Technology Program at Ft. Knox the first cohort has been seated and interest in the program continues to grow. The first student from the new cohort was placed at LG&E KU this week. Agricultural Technology is a new program that has been submitted. Defense for the program is scheduled for mid-december. There is a fast growing job demand in our region for agriculture technology and the program is slated to open fall 2018. Several new scholarships have been added to ECTC. One scholarship in particular is very special, the Hope Wheeler Scholarship. Hope Wheeler was a student of ours who passed away three years ago. Hope s family has established a scholarship in her name, a scholarship for Early Childhood Education students. Dean of Business Affairs Report Budget Approval/Dean of Business Affairs Report: Ms. Kris Wood shared her report with the board members: The Council on Postsecondary Education recently had one of their quarterly Board meetings on ECTC s main campus. During this Board meeting, the CPE members discussed the 2018-20 budget. CPE has plans to set aside appropriations, $4 million dollars to be divided among all 16 KCTCS colleges, to help each college transition to the Performance Based Funding model. There is a competitive workforce initiative to help with workforce training and short term credentialed programs. KCTCS had 32 projects listed. Priority #5 is the $14.9 million renovation for our Occupational Technical Building. Our revenue and expenses are looking good, we are on target with where we need to be during this time of year. Chief Operations Officer Report Ms. Carla Hammonds was absent, Dr. Pate shared the COO report with the board members (see attached): Energy Savings Performance Contract improvements to be made within this contract include HVAC equipment and control upgrades, interior and exterior lighting efficiency upgrades, and water efficiency upgrades. This energy savings cost project will give ECTC much needed updates without increasing our monthly expenses, making our equipment more efficient. Work will begin in early January and will take one year to complete. 2
The science building roof, which has been having issues for years, will be repaired during this project. The JSO BuildSmart renovation is scheduled to be completed December 15. Furniture has been ordered and will be installed mid-january. Signage Project ECTC is working with Ross-Tarrant Architects to assist us in improving our campus signage to include a large digital marquee, new main entrance signage, and campus map kiosks. KCTCS is undergoing changes to their branding and signage. Changes will be complete around March. Dean of Student Services Report Dr. Dale Buckles shared his report with the Board (see attached): This will be the last time that an enrollment report will compare current numbers with past numbers, from this point forward we are looking forward and will be comparing enrollment numbers with goal numbers. Our total enrollment has surpassed fall 2016 numbers. Our Strategic Enrollment Management Plan is in place. Team captains have met and have selected team members. Dual credit numbers will continue to increase, our numbers have nearly doubled since this time last year. Our spring enrollment is up from this time last year. Financial Aid has awarded approximately $31 million this year. Many students have voiced the desire to have food options on campus, currently we are offering food trucks several days a week. ECTC recently completed the first women s volleyball season. Men s basketball has begun, with our first home game in a couple of weeks. ECTC will have a bass fishing team in the spring of 2018. Supporters of the Barons can sign up with Kroger to become a Barons Sports Supporter, this will not affect the Kroger points that are earned. President Report Dr. Pate shared his report with the board members: Profiles of Excellence Our first annual Profiles of Excellence was held November 9, 2017. Five Distinguished Alumni were honored, our Entrepreneurs in Residence members were announced and recognized, a lifetime achievement award was presented to the Central Kentucky Community Foundation, and we announced an agreement to bring Hardin County Adult Basic Education to our campus. University Center ECTC is exploring the possibility of creating a University Center and would house these offices in the Student Center. Many of our students are highly in favor of the creation of a University Center. Food options on campus are continuing to be explored. Currently, food trucks are present several days a week until we can find a more permanent option. An Endowed Scholarship Program is being explored. A food pantry has been established on campus and the project has been spearheaded by Ms. Felicia Toliver. We are asking for shelf-stable donations to be made to the pantry. Food will be available to our students and their families, if needed, with no questions asked. 3

Knox o Program Coordinator Sandra Cameron o First cohort has been seated, and program interest is growing. o The internship/direct hire program with LG&E KU is growing. o The first student from the new cohort was placed at LG&E KU this week! New Program Submitted Agricultural Technology o Defense scheduled for mid-december. o Fast growing job demand in our region (high demand and high wage jobs). o Search for faculty will begin in spring 2018. o Program slated to open in fall 2018. Scholarship Update WellCare Commitment to the Commonwealth Scholarship Program awarded $500 scholarships to seven currently enrolled ECTC students. o Possibly recurring The Hope Wheeler Memorial Scholarship (newly established scholarship). o $10,000 to be split between two incoming Early Childhood Education students. o To be awarded in spring 2018. The Routt Charitable Trust (newly established scholarship). o $10,000 to be split between two students. o To be awarded in spring 2018.
Board Meeting Interim Chief Operations Officer Report November 17, 2017 Energy Savings Performance Contract ECTC has entered into an energy savings performance contract with CMTA Energy Solutions. Some of the improvements include: o HVAC Equipment & Controls Upgrades o Interior & Exterior Lighting Efficiency Upgrades o Water Efficiency Upgrades Elizabethtown, Leitchfield, & Springfield campuses are all included in project CMTA has submitted the contract and it is in the hands of the state. Once approved, work will begin early January and it will take a year to complete the entire project. Lighting and water efficiency upgrades will begin in January. Most of the HVAC equipment change-outs and upgrades will take place this summer with the exception of the chiller in OTB-300 and it will be replaced this winter. JSO BuildSmart Project Scope of project is renovation of the Morrison Gallery, Behan Room, Student Lounge, Faculty Lounge, Faculty/Staff conference room, Vending room, new fire alarm system, and expansion of restrooms to make them ADA compliant. Completion of project is scheduled for December 15. We hope to obtain a temporary occupancy any day. Furniture for the renovated areas has been ordered and will hopefully be installed mid-january. We will be issuing a change order for (4) additional classroom renovations provided that contractor pricing is reasonable & acceptable. If approved,
work will begin early December. Classrooms will receive new VCT flooring, new paint, and updated technology and furnishings.
