Page 2224 The Washington County School Board convened for a School Board Meeting on Tuesday,, at 7:00 p.m. The meeting was held at the School Board Office, 812 Thompson Drive, Abingdon, Virginia. Present were: Dr. Alan T. Lee, Superintendent Ms. Melissa Caudill, Director of Finance, H.R. & Clerk of the Board Ms. Elizabeth Lowe, Board Vice Chair Mr. Buckey Boone Mr. Billy W. Brooks Mr. Curtis Burkett Mr. Dayton Owens Mr. Herschel Stevens Mr. Tom Musick was absent from the meeting. 1. The meeting was called to order by Ms. Elizabeth Lowe, Board Vice Chair. 2. Determination of quorum six of seven board members were present. Mr. Tom Musick was absent from the meeting. 3. Dr. Tom Graves led the Pledge of Allegiance. 4. Upon motion by Mr. Burkett, and seconded by Mr. Boone, by 6-0 vote, the agenda was approved as amended. 5. Dr. Barry Yost was recognized by the Department of Education and the School Board for his efforts to promote enrollment in Career and Technical Education Courses. He was presented a Certificate of Appreciation by Dr. Lee. 6. Public Comment: Jason Breeding, WCEA President, talked about the common goal of working together to provide students with the best education in Virginia and ultimately the world. He introduced Cari Craighead, English Teacher, Abingdon High School, who will be next year s WCEA President. Vernon Smith asked the Board to consider placing on the School Board agenda discussion of children s names being posted on the Division s web site. Whitney Ball asked the Board to consider allowing middle school students to run on the cross country team. Gordon Johnson spoke on the topic of 8 th grade students being allowed to play on the JV teams. Sean McMurray asked the Board to consider allowing middle school students to participate on the cross country team. Helen Johnston spoke about the benefits of allowing students to participate on the cross country team. 7. Upon motion by Mr. Brooks, seconded by Mr. Burkett, by 5-1 vote (Mr. Stevens opposed) File IGDJ, Interscholastic Athletics, was approved on second reading as presented. 9. Upon motion by Mr. Owens, seconded by Mr. Burkett, by 5-1 vote (Mr. Stevens opposed), File IB, Academic Freedom, was approved on second reading as presented. 10. Upon motion by Mr. Boone, seconded by Mr. Brooks, by 6-0 vote, File JHG, Child Abuse and Neglect Reporting, was approved on second reading as presented. 11. Dr. Lee provided Board members with a book entitled, Boards that Make a Difference, by John Carver. Further reflection on this book will be done as the strategic plan process progresses. Administrators will be reading The Knowing Doing Gap, and Board members should let him know if they would like a copy. 12. Dr. Foney Mullins did a presentation entitled How we Monitor Student Achievement. 13. Upon motion by Mr. Owens, seconded by Mr. Boone, by 6-0 vote, the agenda for the September 15,, School Board Meeting was approved as amended. 14. Dr. Lee informed the Board he would be in Richmond on Friday serving on the State Superintendent Advisory Council. The VSBA recently sent an e- mail concerning state aid decreases, and this will be discussed at the Advisory Council meeting on Friday. 15. Upon motion by Mr. Burkett, seconded by Mr. Brooks, by 6-0 vote, closed session was declared, after a ten-minute break, pursuant to 2.2-3711 of the Code of Virginia to discuss the following: Section 22.1-254 B (1) Request for Release from Compulsory School Attendance Due to Religious Exemption, Cases 1-13 Section 2.2-3711 A (1) Consider Employment of Specific Individual(s): Interpreter for Hearing Impaired Students, Abingdon High Special Education Instructional Assistant (Severe Disabilities), Abingdon High School Nutrition Assistant, John S. Upon motion by Mr. Brooks, seconded by Mr. Owens, by 6-0 vote, students in Cases 1-13 were released from compulsory school attendance due to religious exemption. 19.
