REPORT OF THE NCAA DIVISION I MEN S AND WOMEN S TENNIS COMMITTEE JULY 9-10, 2018, MEETING KEY ITEMS. 1. Minimum number of matches for singles and doubles selection. The committee recommends modifying the requirement for a minimum number of completed matches for singles and doubles selection. The change would remove the requirement for a minimum number of completed matches but maintain the requirement for the minimum number of started matches. (See Action Item 2-c.) 2. Single-day match limit. The committee recommends that only the first two dual matches of a single day count for selection purposes. This would limit the unintended consequences of the.500 rule. (See Action Item 2-d.) ACTION ITEMS. 1. Legislative items. None. 2. Nonlegislative items. a. Automatic qualification. (1) Recommendation. That the following conferences receive automatic bids for the 2019 NCAA Division I Men s and Women s Tennis Championships (31 conferences for the women s championships and 30 for the men s): American Athletic Conference; Atlantic Coast Conference; Atlantic Sun Conference; Atlantic 10 Conference; Big East Conference; Big Sky Conference; Big South Conference; Big Ten Conference; Big 12 Conference; Big West Conference; Colonial Athletic Association; Conference USA; Horizon League; The Ivy League; Metro Atlantic Athletic Conference; Mid-American Conference; Mid-Eastern Athletic Conference; Missouri Valley Conference (women s only); Mountain West Conference; Northeast Conference; Ohio Valley Conference; Pac-12 Conference; Patriot League; Southeastern Conference; Southern Conference; Southland Conference; Southwestern Athletic Conference; The Summit League; Sun Belt Conference; West Coast Conference; and Western Athletic Conference. (2) Effective date. 2018-19 academic year. (3) Rationale. All eligible conferences are being recommended. (4) Estimated budget impact. None.

Page No. 2 (5) Student-athlete impact. None. b. Committee chair. (1) Recommendation. That Elizabeth Schmidt, head women s tennis coach at Rice University, be appointed chair for 2018-19. The committee is seeking a waiver from the NCAA Division I Competition Oversight Committee to allow a head coach to serve as the chair. (2) Effective date. September 1, 2018. (3) Rationale. Ms. Schmidt will replace Judy Van Horn, executive associate athletics director at University of South Carolina, Columbia, whose term on the committee ends. Ms. Schmidt has served as chair of the women s subcommittee for the 2017-18 season and has the unanimous support of the committee. (4) Estimated budget impact. None. (5) Student-athlete impact. None. c. Minimum number of matches for singles and doubles selection. (1) Recommendation. That the minimum number of matches for singles and doubles selection be as follows (strikethrough indicates language deleted; bold indicates language added): In addition, for the singles and doubles championships, the tennis committee has established a minimum number of completed started matches for selection. Studentathletes selected for the singles championships, both automatic and at-large selections, must have results for a minimum of 13 completed started singles matches during the year, with a minimum of six matches in the spring, at the institution which the studentathlete will represent at the NCAA championships. Doubles teams selected for the doubles championships, both automatic and at-large selections, must have started a minimum of 10 doubles matches with the same partner during the year at the institution which the team will represent at the NCAA championships, with a minimum of four matches in the spring. Of the 10 matches, eight must be completed, with four of the eight matches completed in the spring. The tennis committee may entertain appeals to the minimum match number to review extenuating circumstances. Coaches may submit a written waiver request to the championships administrators by 10 p.m. Eastern time Sunday before selection.

Page No. 3 (2) Effective date. September 1, 2018. (3) Rationale. The committee noted that the recent change to the Division I rules with no ad scoring and clinch have caused more individual matches for singles and doubles competitors to go unfinished. This change removes the requirement for a minimum number of completed matches since the ITA ranking already takes completed matches into account in the rankings. It does not change the requirement for the minimum number of matches started. A singles player or doubles team would not be ranked highly if they did not have enough completed matches for the ranking. The rules changes can lead to unfinished matches, which may not be the fault of the studentathletes who may have longer matches for any number of reasons. (4) Estimated budget impact. None. (5) Student-athlete impact. See rationale above. d. Single-day match limit. (1) Recommendation. That teams be limited to counting only the first two dual matches of a single day during the dual match season for selection purposes. (2) Effective date. September 1, 2018. (3) Rationale. The proposed single-day match limit protects student-athlete well-being by limiting teams to only two dual matches in a day that count for selection purposes. Currently, because tennis is a dates-of-competition sport instead of a number-ofcompetitions sport, teams can compete in as many matches in a day as they want. The committee agreed student-athletes should not compete in more than two dual matches in a day. In addition, this limit addresses the unintended consequences of the.500 rule in which teams have competed in multiple matches in one day seeking enough wins to meet the.500 rule requirement for selection. The Intercollegiate Tennis Association submitted a letter that included its support for this limit. (4) Estimated budget impact. None. (5) Student-athlete impact. See rationale above. INFORMATIONAL ITEMS. 1. Review agenda and meeting schedule. The committee reviewed the agenda and schedule for the meeting and made no adjustments.

Page No. 4 2. Report from previous meeting. The committee approved the report from the 2017 meeting as distributed. 3. Review of NCAA Division I Competition Oversight Committee actions. The committee reviewed actions the Competition Oversight Committee took at its meetings and teleconferences for the past calendar year. 4. Review of 2018 championships. a. Selection show. The committee was disappointed in the quality of the selection show and asked staff to investigate other opportunities to improve the show next year. b. First- and second-round evaluations. The committee reviewed the first- and secondround evaluations from participants, tournament directors and site representatives. The committee noted feedback on the draw, participant awards, officiating and hotels. In addition, the committee noted feedback from site representatives on improving the resources available, such as including more information in the site representative manual. Match times and order. The committee reviewed first- and second-round match times and order and made no changes to the options available. c. Finals site evaluations. The committee commended Wake Forest University for its outstanding hosting efforts. The committee appreciated the great efforts of the University of North Carolina, Chapel Hill, while serving as an indoor backup facility due to inclement weather. The committee noted negative feedback on the hotels selected for the championships and challenges to hotel availability due to commencement. The committee directed staff to select hotels of better quality at future sites. d. Finals web stream. The committee noted the negative feedback on social media for the finals web stream broadcast on ncaa.com since coverage showed only one court at a time during team finals and only one gender at a time during individual finals. Because the host covered all courts during competition before finals, the finals web stream showed less than all other matches. The committee directed staff to provide feedback to Turner about the quality of coverage and requested changes be made so all courts can be available for online viewing. e. Banquet. The committee reviewed feedback and noted that future hosts should investigate a banquet format with interactive elements to improve the student-athlete experience. f. Officials. The committee met with the co-head referees and thanked them for their outstanding work and partnership during the championships. The committee commended the officiating crew on another successful championship.

Page No. 5 The committee worked with the co-head referees and staff to develop a new timeline and process for hiring officials for the new super-regional round. In this new process, the cohead referees, staff and committee will select officials for the super-regional round. This will differ from the process in the first and second rounds where the officials are selected by the host institution. The co-head referees and staff will develop an application and communication plan to send to all eligible officials. The co-head officials reviewed upcoming major rules changes with the committee. g. Misconduct. The committee reviewed alleged misconduct during the championship and voted on penalties. The committee continues to take misconduct situations very seriously and urges coaches and players to actively discuss sportsmanship throughout the year. 5. 2019 championships. a. Team and individual selection criteria and procedures. NCAA media coordination and statistics staff presented background information on the Rating Percentage Index used as a selection criterion in other Division I championships and discussed the ITA ranking formula with the committee. The committee asked staff to provide more information with relevant tennis-specific data at a future meeting. (1) Minimum number of singles/doubles matches for selections. The committee decided to modify the number of minimum matches for selections next year. (See Action Item 2-c.) The committee also clarified the deadline for submitting a waiver request would be 10 p.m. Eastern time Sunday before selections. The committee directed staff to update this information in the Division I Men s and Women s Pre- Championships Manual. (2).500 rule. The committee reviewed the work of the subcommittee established to review the.500 rule along with feedback provided by the ITA. The committee decided to leave the.500 rule in place at this time and addressed some unintended consequences by limiting the number of dual matches in a single day. (See Action Item 2-d.) (3) Single-day match limit. The committee decided to institute a single-day match limit of counting only the first two dual matches of a single day for selection purposes. (See Action Item 2-d.) (4) Review worksheet/weighting of categories. The committee reviewed the selections worksheet and made no changes.

Page No. 6 b. Super-regional logistics. The committee reviewed a proposal for match times for the super-regional round and made some edits to proposed times. The committee directed staff to add the new information the appropriate manuals. c. Lineup procedures. The committee reviewed and approved a proposal for altering the timeline for lineup submission and challenges due to the new championship format in 2019. The new timeline will be condensed due to the limited number of days between the team selection announcement Monday and the start of play Friday. The committee decided that the lineup challenge subcommittee will consist of all coaches on the committee, along with both committee chairs. The co-head referees will serve as non-voting members on the subcommittee. In addition, the lineup challenge form will include a question as to whether the lineup was challenged at the conference championships and the result of that challenge. d. Broadcast update. NCAA broadcast services staff met with the committee to discuss and seek feedback on potential options for linear coverage of the championships in the future. e. United States Tennis Association indoor facility. USTA staff reviewed options for indoor backup courts available at the competition venue for the 2019 championships. The committee confirmed that having six playable indoor courts is the priority to ensure fairness for competing teams. The committee recommended USTA staff plan to maximize spectator seating if play moves indoors. f. Manuals. The committee discussed the various manuals and asked staff to make the necessary edits. g. Automatic qualification. The committee reviewed the requests for automatic qualification. (See Action Item 2-a.) h. Singles and doubles championship discussion. The committee had preliminary discussion on the future of the singles and doubles championships, including various changes discussed and proposed by the membership. The committee took no action at this time to review if the new team format at the finals site has any effect on improving the experience during the singles and doubles championships. 6. Update on sports committee, coaches association and governance structure. a. ITA updates. ITA leaders met with the committee to review major goals and accomplishments from 2017-18 and discuss future initiatives including sportsmanship, officiating, ITA rankings, the.500 rule, and the singles and doubles championships.

Page No. 7 b. USTA items. USTA staff discussed plans with the committee for the 2019 championships at the USTA National Campus in Orlando, Florida. The committee formed a subcommittee to discuss the match schedule for the 2019 championships. c. Tennis committee composition. The committee recognized outgoing member and chair Ms. Van Horn for her tremendous service and leadership during her tenure on the national committee. Ms. Schmidt was selected as the committee chair. Steve Rodecap, head men s tennis coach at Marquette University, was selected as the men s subcommittee chair. d. 2018-19 committee calendar. The committee reviewed a draft of the 2018-19 committee calendar. e. 2019 annual meeting dates. The committee will conduct its next annual meeting in Indianapolis July 8-10.
