Objectives for an Arts & Cultural District: Create a distinct character separate from any other place in Virginia Beach Increase awareness and recognition of arts and culture (branding) Enhance streetscapes and public spaces - physical environment (i.e. public art, murals, signage, banners) Enhance public events a vital part is public programming, such as concerts, arts performances, and educational activities Add and encourage public art Provide affordable space for the arts and artists Attract people and businesses spur economic development Attract new artists, audiences, entertainers and developers Position the area into a regional destination

Arts and Cultural Districts 2040 - Strategies & Opportunities: 1. Encourage the designation of Arts and Culture Districts through amending the City s Zoning Code: - Town Center - 17 th and 19 th Street Corridors 2. Incorporate an arts component in Requests for Proposals for City-owned sites 3. Encourage connections between cultural venues to identify clusters or districts 4. Allow for appropriate signage, banners and decoration in the Arts and Cultural Districts

Public Art as a Civic Value It is envisioned that public art in Virginia Beach will: Create iconic symbols for our City Reveal the cultural fingerprint of the community Contribute to the visual character and texture of the City Foster and express the City s sense of spirit, ambition and pride Create neighborhood identity and reflect the diversity of the City Enhance the welcoming and social nature of our public spaces

Funding a Percent for Art program - Incorporate public art into the planning stages of publicly funded projects and projects on City-owned land 2. Create a Public Art Attraction Crown Fountain in Chicago, The Gates in NYC 3. Install public art works in City parks, trail systems and community facilities 4. Use Public Art in everyday items like bike racks, benches 5. Become the Preeminent Region for Glass on East Coast 6. Create a Video Art Symposium at the Convention Center during shoulder season 7. Create an Artwalk- filled with sculpture along the walkways on 19 th Street 8. Capitalize on the potential public projects have for serving as symbols of the City 9. Support the temporary use of vacant and/or underutilized building facades for art exhibitions and murals 10. Explore innovative public and private funding opportunities for public art 11. Create incentives for the provision of public art as a part of private development projects

Encourage Visual Arts Galleries in Town Center s Arts & Cultural District and at 19 th St. 3. Develop Regional Cultural Tours & Cultural Tourism 4. Promote partnerships between arts organizations, educational institutions and charitable foundations to enhance programming, funding and facility development 5. Develop innovative public-private partnerships to support the arts 6. Use traditional economic development and tourism marketing tools to promote the arts 7. Encourage and develop private sector monetary and non-monetary support for the arts

Arts and Education Virginia Beach can develop audiences through school-based arts appreciation programs, enhanced public access and diversity in cultural programming. Arts education benefits students in ways that other curricula cannot.
