New Delhi Minutes of the meeting of the Board of Governors held on 7 th & 8 th May, 2012 at 10.00 a.m. in the Council office at Sector-8, Pocket-14, Dwarka, New Delhi -110077. Rissam, Member, BOGs for 8 th May, 2012. 1. (a) Consideration of defer minutes of the U.G. Committee I, held on 15/16 th March, 2012 & 30 th March, 2012. (b) Consideration of minutes of the U.G. Committee I, held on 10 th, 11 th & 12 th April, 2012. The matter was deferred for next meeting. 2. Assessment for renewal of permission for the academic year 2012-13 u/s 10A of IMC Act, 1956 regarding. Read: the matter with regard to Assessment for renewal of permission for the academic year 2012-13 u/s 10A of IMC Act, 1956 The Board of Governors considered the matter with regard to assessment for renewal of permission for the academic year 2012-13 u/s 10A of IMC Act, 1956 where the Show Cause Notices were issued to the following college authorities due to various reasons to (1) Shree Guru Gobind Singh Tricentenary Medical College, Hospital & Research Institute, Gurgaon (2) Teerthanker Mahaveer Medical College, Mooradabad (3) Saraswathi Institute of Medical Sciences, Hapur (4) School of Medical Sciences & Research, Greater Noida (5) Rama Medical College Hospital & Research Centre, Hapur, Ghaziabad (6) Subharati Medical College, Meerut (7) Muzaffarnagar Medical College, Muzaffarnagar (8) National Institute of Medical College, Jaipur and decided to conduct the assessment of the above medical colleges for renewal of permission as per time 1

schedule. As per the decision of the Board of Governors taken at its meeting held on 16.04.2012, college authorities of (i) Saraswathi Institute of Medical Sciences, Hapur (ii) Sri Guru Gobind Singh Tercentenary Medial College, Budhera, Gurgaon (iii) School of Medical Sciences & Research, Greater NOIDA (iv) Subharti Medical College, Meerut (v) Rama Medical College Hapur (vi) Santosh Medical College Ghaziabad, the office of CVO is required to obtain details of the salary statement of all their teaching faculty members duly signed by the concerned bank authorities. This is being followed up. 3. ACS Medical College & Hospital, Chennai Inspection by MCI for renewal for admission of MBBS students for the academic year 2012-13 Regarding. Read: the matter with regard to ACS Medical College & Hospital, Chennai Inspection by MCI for renewal for admission of MBBS students for the academic year 2012-13 The Board of Governors considered the matter with regard to ACS Medical College & Hospital, Chennai Inspection by MCI for renewal for admission of MBBS students for the academic year 2012-13 and decided not to consider their request as there is no Consent of Affiliation from the university. 4. Approval of PG Committee minutes dated 30 th April, 2012 for Super-specialty courses. Read: the matter with regards to approval of PG Committee minutes dated 30 th April, 2012 for Super-specialty courses The matter was deferred to next meeting. 5. Consideration of the representation of Rohilkhand Medical College regarding following PG courses on court order:- 1. MD (Radio-diagnosis) 2. MD (Pathology) 3. MD (Pediatrics) 4. MS (Obst. & Gynae.) 5. MS (Orthopedics) 6. MD (General Medicine) 7. MS (General surgery) Read: the matter with regard to consideration of the representation of Rohilkhand Medical College regarding following PG courses on court order. 2

The Board of Governors considered the matter with regard to consideration of the representation of Rohilkhand Medical College regarding the above 7 PG courses on Hon ble Court order and indicated its decision on respective postgraduate subject files. 6. Issue of Letter of Permission to the Medical Colleges/Institutions where show cause notice have been issued. 1/ Muzaffarnagar Medical College, Muzaffarnagar. 2/ National Institute of Medical Sciences & Research, Jaipur. 3/ Teerthanker Mahaveer Medical College & Res. Centre, Moradabad. 4/ People's College of Medical Sciences and Res. Centre, Bhopal. 5/ Kalinga Institute of Medical Sciences, Orissa. Read: the matter with regard to Issue of Letter of Permission to the Medical Colleges/Institutions where show cause notice have been issued. The Board of Governors considered the matter with regard to Issue of Letter of Permission to the Medical Colleges/Institutions where show cause notice have been issued and directed the Council office to examine the replies from administrative and legal point of view and place in the next meeting. 7. Fathima Institute of Medical Sciences, Kadapa Renewal of permission for admission of 3 rd batch of MBBS students for the academic session 2012-13 regarding. Read: the matter with regard to Fathima Institute of Medical Sciences, Kadapa Renewal of permission for admission of 3 rd batch of MBBS students for the academic session 2012-13 regarding The Board of Governors considered the matter with regard to Fathima Institute of Medical Sciences, Kadapa Renewal of permission for admission of 3 rd batch of MBBS students for the academic session 2012-13 and noted that the Council vide letter dated 17/02/2012 had issued discharge notice to 33 students of the said college. The college has submitted an explanation dated 16/03/2012 (received on 27/03/2012) wherein they have given reference to the G.O. Order dated 02/07/2004. The college has requested for approval of the aforesaid students, stating that admissions have been made in accordance with the above order. Several other colleges in the state of Andhra Pradesh have made similar admissions. As per directions of the Board of Governors, Council has issued a letter to State Government in this regard asking them to immediately repeal the said order. Response from the State Government is awaited in this regard till date. 3

The Council had issued show cause notice to approx. 21 medical colleges of the State of Andhra Pradesh with regard to admission made on the basis of the above State Govt. order. The Council has conducted assessment of 8 medical colleges in the State of Andhra Pradesh for the academic year 2012-13 of which One is for recognition and two renewal against increased intake and 5 renewal of permission, only Fathima Institute of Medical Sciences, Kadapa is yet to be assessed. In view of above, the Board of Governors decided to conduct the assessment of Fathima Institute of Medical Sciences, Kadapa for renewal of permission as per time schedule and further directed the state health authorities to immediately withdraw their G.O. dated 02.07.2004 & issue order for admission to MBBS in accordance with regulation in Andhra Pradesh. 8. Increase of MBBS seats from 100 to 150 at L.L.R.M. Medical College, Meerut u/s 10A of the IMC Act, 1956 for the academic year 2012-13. The Board of Governors considered the matter with regard to increase of MBBS seats from 100 to 150 at L.L.R.M. Medical College, Meerut u/s 10A of the IMC Act, 1956 for the academic year 2012-13 and observed that the application is deficient in terms of the following reasons:- (i) (ii) (iii) Undertaking from the State Government. Revised Consent of Affiliation as per enclosed Form-3 Demand Draft of Rs. 2.00 lakhs in favour of the Secretary, Medical Council of India, New Delhi payable at New Delhi In view of the above, the board decided to return the application to the applicant as disapproved, since there is no provision in the IMC Act, 1956 or regulations framed thereunder, to keep the application pending with the Council for the next academic year. 9. Establishment of new medical college at Bud Bud, Burdwan, West Bengal by Kalyan Educational Society, Burdwan, West Bengal u/s 10A of the IMC Act, 1956 for the academic year 2012-13. 4

Read: the matter with regard to establishment of new medical college at Bud Bud, Burdwan, West Bengal by Kalyan Educational Society, Burdwan, West Bengal u/s 10A of the IMC Act, 1956 for the academic year 2012-13 The Board of Governors considered letter dated 18.04.2012 received from Director Medial Division, Kalyan Educational Society, Kolkata requesting the Council to consider their application for setting up the new Medical College at our Bud Bud premises Dist:- Burdwan for our academic session 2013-2014. The Board decided to return the application to the applicant as disapproved, since there is no provision in the IMC Act, 1956 or regulations framed thereunder to keep the application pending with the Council for the next academic year. Hence, the institute/college may be advised to apply afresh for the next academic year. 10. Establishment of new medical college at Ponnambi, Vellarda, Trivandrum by Ruckmoni Memorial Charitable Educational Health Trust, Ponnambi, Vellarda, Thiruvananthapuram u/s 10A of the IMC Act, 1956 for the academic year 2012-13. The Board of Governors considered the matter with regard to establishment of new medical college at Ponnambi, Vellarda, Trivandrum by Ruckmoni Memorial Charitable Educational Health Trust, Ponnambi, Vellarda, Thiruvananthapuram u/s 10A of the IMC Act, 1956 for the academic year 2012-13 and noted that the authorities of Ruckmoni Memorial Charitable Educational Health Trust, Ponnambi, Vellarda, Thiruvananthapuram vide letter dated 24/09/2011 submitted an application for establishment of new medical college at Ponnambi, Vellarda, Trivandrum by Ruckmoni Memorial Charitable Educational Health Trust, Ponnambi, Vellarda, Thiruvananthapuram for 150 seats wherein the Consent of Affiliation was for 100 seats and the Council requested to them to submit the deficient documents i.e. bank guarantee/authorization letter, land documents & financial details/documents & revised Consent of Affiliation. The board also noted the requests of the college authorities vide letter dated 01/02/2012. And letter dated 26/04/2012 from the Chairman, Ruckmoni Memorial Charitable Educational Health Trust, Ponnambi, Trivandrum along with a copy of Consent of Affiliation dated 12/04/2012 issued by the Registrar, Kerala University of Health and Allied Sciences, Thrissur, which is issued for 100 MBBS seats; wherein stated as under:- 5

Establishment of New Medical College at Ponnambi, Vellarda, Trivandrum, Ruckmoni Memorial Charitable Educational Health Trust u/s 10 A of the I.M.C. Act, 1956 for the academic year 2012-13 forwarding the Consent Affiliation regarding. Kindly refer to your letter dated 12.01.2012 asking us to comply few deficiency in our original application pending with you in connection with the establishment of a 150 seated Medical College by our trust at Vellarda. We further submit that vide our letter dated 01.02.2012 we had complied with all deficiencies except that of the Consent of Affiliation from the University. We had undertaken to submit the consent as soon as we received it from the University as we were expecting the consent after due inspection by the University which was conducted around 15 days prior to the date of the said letter. The university has however issued the consent now suitable for 100 seats although our application of the certification is for 150 seats. Immediately thereafter we have brought this discrepancy before the university authorities and requested them to issue a fresh consent of affiliation so as to enable to process our application for a 150 seated medical college for the academic year 2012-13. The university authorities have taken our application in to their consideration and the consent of affiliation as per the prescribed format is expected within 10 days time. The consent of affiliation already issued by the university mentioning the number of seats as 100 is forwarded herewith a request to keep our application alive for 15 days more expecting the university to issue the fresh consent for 150 seats within 10 days. In the event if we fail to submit the consent within 15 days as promised our application may kindly be considered for 100 seats. In view of above and non-submission of the revised Consent of Affiliation within the time frame provided, the Board of Governors directed the Council office to conduct assessment for 100 seats for establishment of new medical college at Ponnambi, Vellarda, Trivandrum by Ruckmoni Memorial Charitable Educational Health Trust, Ponnambi, Vellarda, Thiruvananthapuram u/s 10A of the IMC Act, 1956 for the academic year 2012-13. 11. Increase of MBBS seats from 150 to 250 at Vydehi Institute of Medical Sciences & Research Centre, Bangalore u/s 10A of the IMC Act, 1956 for the academic year 2012-13.
