2 The Map Standards to Data Standards Baseline expectations Curriculum Texts, Media, etc. Instruction Classroom, Homework, Labs, etc. Assessment Testing, Monitoring, Surveys, etc. Data Collection and Reporting Progress monitoring, data-driven educational plans, etc.
3 Educational Standards - National ESEA (Elementary and Secondary Education Act) Became law in 1965, NCLB an amendment to, as was Race to the Top. NCLB (No Child Left Behind) Became law in Mandated testing with goal of every school rated proficient by This part of the act led to substantially increased data reporting requirements. Failure to attain proficiency would result in loss of Federal funding. States required to establish own standards (this is what led to NGA and CCSSO starting Common Core in 2008).
4 Common Core What it is and is not Common Core is a State level initiative, started and carried forward by National Governors Association and Council of Chief State School Officers. Begun in 2008, released final format in Aimed at raising standards, not defining methods to reach those standards. Each draft of the proposed standards was posted online for public comment (final draft had over 10,000 comments). A set of academic standards (English/Language Arts and Math) Common Core is not a federal initiative. a curriculum. It is only a set of standards, and as such works here at ACS as all previous educational standards have. Does not contain data mining components.
5 Snapshot of Colorado State Standards
6 Educational Standards - ACS ACS has always maintained a high standard of educational achievement. Per our Charter we use Core Knowledge based curriculum to reach our School Vision and our educational goals. Common Core standards do not conflict with Core Knowledge, though some sequencing of subjects is not the same. The Core Knowledge Foundation is realigning their standards to become Common Core compliant. As a publically funded school we are fully subject to all Federal and State educational laws regarding testing and standards. We are also fully subject to all reporting requirements to both the District and the State. All our educational goals exceed both Core Knowledge standards and the Common Core standards. We do not measure ourselves by those standards as they set the bar too low for our students.
7 Data Collection and Use Data Collection has been around as long there has been a permanent record or student transcript. Data Collection takes many forms Attendance based State Student Count Grades Infinite Campus Age/gender data
8 Data Collection and Use - Models Data Models 2 models National Education Data Model Common Education Data Standards NEDM has ~400 elements CEDS has ~1100 elements Neither set is a requirement or a proposal. Both are Best Practice manuals with suggestions on how to use data that Schools, Districts and States are already collecting in order to comply with Federal, State and Local regulations.
9 Data Collection and Use - FERPA FERPA (Family Educational Rights and Privacy Act of 1974) Regulates release of certain types of student data For those data types parental or student permission (if student is past age 18) are required. As it pertains to current discussion, data collected for marketing purposes must have parent approval. ACS does not do this.
10 Data Collection and Use - ACS ACS has personally identifiable student data (Personally Identifiable Information) Individual data-driven student assessments and plans. MAP Grades Assessments Surveys Required data for State and District reporting.
11 Data Collection and Use - District District receives personally identifiable student data (PII and creates some De-Identified Data) Only receives a subset of ACS data Houses data in District owned and maintained servers. Good not subject to indirect exposure from mass attack. Bad only as secure as District staff are good.
12 Data Collection and Use - State State receives personally identifiable student data (PII and creates some De-Identified Data) Only receives a subset of District data. Used to compute Growth Model data, proficiency data, and other required reports.
13 Data Collection and Use - Fed Federal Government Higher Education Opportunity Act (2008), NCLB (2002), ESEA (1965), Individuals with Disabilities Education Act (IDEA) and Education Reform Sciences Act (2002) all prohibit any Federal database contain personally identifiable student data.
