3 A few years with effective teachers can put even the most disadvantaged student on the path to college. Very good teacher Ineffective teacher 1 yr 2 yrs 1 extra year of learning The students of an ineffective teacher learn an average of half a year s worth of material in one school year, while the students of a very good teacher learn 1.5 year s worth a difference of a year s worth of learning in a single year. (Hanushek, 2010) White students Black students Gap-closing growth in 4 years Having a top-quartile teacher rather than a bottom-quartile teacher four years in a row could be enough to close the black-white test score gap. (Gordon, Kane and Staiger, 2006) 3

7 To ensure that all students have effective teachers, Nevada is taking bold steps to improve teacher evaluation systems statewide. A committee of educators from around the state has agreed that every district should develop and implement an evaluation system that: Fosters student learning and growth Improves educators effective instructional practices Informs human capital decisions based on a professional growth system Engages stakeholders in the continuous improvement and monitoring of a professional growth system 7
8 As the State s largest district, CCSD is leading the way toward a new and improved system. State Law Expand final ratings from 2 tiers to 4 tiers Where we stand in CCSD Next Steps Expand final ratings to four tiers (SY ) Evaluate educators using multiple, fair, timely, rigorous, and valid methods that include student achievement data to account for at least 50 percent of the evaluation Provide educators a meaningful opportunity to improve their effectiveness through professional development that is linked to their evaluations Gather feedback on the state s proposed instructional practice rubric (2013) Develop an approach to incorporate student learning gains (SY ) Implement multiple measures districtwide (SY ) Examine our professional development offerings and ensure they are aligned with the standards in the Teaching Framework to provide all teachers with meaningful, relevant PD opportunities (2013) 8

10 Great teachers and great leaders working together over time can make sure that every CCSD student is Ready by Exit. Meaningful collaboration between teachers and school leaders will improve instruction. Improved Instruction Reflection and Refinement Goal Setting Quality Observations Meaningful Feedback By creating a common language for what great teaching looks like in CCSD, and an ongoing cycle of goal setting, observations, feedback and refinement, we can improve instruction in every CCSD classroom so that all graduates are prepared for college or a career. 10
11 A new evaluation system will make a positive difference in your daily work helping you and your students succeed. Clear, Consistent Expectations Across the District School leaders will receive training and support aligned to a common vision of great teaching in the district so classroom visits are focused on highquality instruction. More Collaboration with Your Principal School leaders will be in your classroom more, having frequent conversations about your instructional practice, so that there is a continuous cycle of dialogue, reflection and growth. More Real-time Feedback and Targeted Opportunities to Grow The ultimate goal of this new evaluation system is to provide you with useful feedback and tailored professional development to help you excel in the classroom. 11

13 We will work with educators across the District and State to define great teaching in CCSD. Goal: To ensure the District has a Teaching Framework that clearly defines great teaching. Recommendations from the Teachers and Leaders Council Teacher Evaluation Committee The state TLC developed a new rubric and scoring guidelines. The Teacher Evaluation Committee will gather feedback from teachers across the District on the state s proposed rubric. Focus Groups Teachers from across the District will provide feedback on the proposed rubric. Pilot A new observation rubric and supporting tools may be tested in CCSD schools next fall. 13

16 Your participation and feedback matter. TEACHER AND SCHOOL LEADER ENGAGEMENT OPPORTUNITIES The CCSD website has a dedicated page with updates and information for teachers. CCSD senior leadership will lead information sessions. Superintendent Jones will provide updates in his blog, Jones Journal. Teachers can also find updates in the Insider and monthly newsletters for pilot schools. A staff member will respond to questions or thoughts from teachers to a dedicated Interact account. Online surveys will be sent to pilot school teachers to solicit feedback. Teachers will have opportunities to participate in focus groups to share their experiences and provide feedback. 16
