An existing network of young people and youth workers from Italy, Spain, France, Poland, Czech Republic and Germany plans to develop a stabile structure and to enlarge the network by adding more organizations. Therefore a meeting of 5 days (travel included) with 50 participants will take place in Weil der Stadt to fix the objectives of the network, talk about the guidelines to be followed and to work in small groups on a common statute. Using various methods, the participants will also discuss and plan projects and activities that can be organized within the frame of the network, like youth exchanges especially for young people with fewer opportunities, thematic workshops for youngsters and for youth workers, study visits, the European Volunteer Service, etc. Information about the situation of young people in the participating countries and about the Youth in Action program completes the program for this meeting. 22 Part V. Project description The points below are intended to serve as a guide for your description of the proposed activities. The information that is requested will be very important in the selection process, and later for the running of the project. For further information, please consult the Programme Guide, part B Action 4.3. Objectives and priorities: If more space is needed, please extend boxes. Please explain the context, the origin and the objectives of your project and in which way it meets the objectives and the priorities of the Youth in Action Programme. Since 1987, the Jugendring Enzkreis and the Landratsamt Enzkreis organize an international youth exchange, the International Youth Camp (IYC) which since then has taken place every year in a different country, bringing between 50 and 100 young people together for 18 days. In the 90 s the province Reggio Emilia (I), the NGO Baobab (Bernin, F), the city of Mysłowice (PL) and the province Albacete (E) became partners for the organization of the IYC, coordinating the IYC and also financing it. Also during the last 10 years other projects (most of them supported by the Youth in Action Program) came out of the contacts made in or with the IYC, like the project Europax an annual encounter of bands from different countries or the Wintercamp a kind of short IYC, taking place in different countries during the days around New Year s Eve, different workshops for informal or formal groups from 4 countries who work in the field of xenophobia and right-wing extremism, or a youth workers conference with social workers from different countries to exchange experiences and good practice. The developing network among organizations, but moreover the network among young people who have participated in the IYC, should make it possible to enlarge these activities. Therefore we plan to organize a meeting where people from various nations take part to think about future activities and form a network of associations in the participating cities/regions/countries, and where the participants can find out more about the situation for youth and youth work in the different countries. We want to organize this meeting for young people as well as for professionals, and they will be activated to start projects, to spread the idea and to act as multipliers. One plan for the future is to achieve the status of ENGO which is formed (mainly) by young people. Thus we want to give stability to the network, give it a more formal structure, enlarge the reliability and lift the network to a higher level. The structure should give us the possibility to organize more activities especially within the frame of the Youth in Action program, like youth exchanges, workshops and seminars for youth workers or offers for European Volunteers. A huge interest is to use the network also for young people with fewer opportunities because they usually have far less opportunities to make experiences in an international (European) context. It goes without saying that it is also of the greatest interest for us the fact that through international team work the partners can get to know other cultures and gain intercultural and social competences. Our experience from the IYC is that many (young) people take exchanges like this as a possibility to meet other young people, but they are seldom aware of the fact that Europe is (or can be) more than knowing nice people from different countries. One unit in the meeting will therefore deal with the questions of being Europeans. This unit will give us the possibility to discuss a European Citizenship and what it means for us, but also to develop ideas how to pass the idea and work on that at home within the participating organizations but also in the local networks. During the conference we want to have a brainstorming for the topics of the projects to be planned in addition to those that have already taken place. One main topic will be how young people with fewer opportunities can be reached not only in youth exchanges but also in everyday life and work: Youth workers and also street workers from several promoters (Commune de Scandiano, Young Resource Motala, Venture Scotland, AYE Albacete and Jugendring Enzkreis) will be participating in the meeting. Of course, the interest of these participants is also to organize seminars and formation on an international level to exchange concepts and methods and thus develop Youth Work on a European level. The idea of the meeting is to unite professionals and young volunteers on a common level. The participation of the youngsters, their ideas and proposals, will be of the same value as those of the professionals (which, by experience, is not usually the case). We consider this a matter of respect, but moreover we want to found the future work on democratic principles. Facing the Youth in Action Programme Sub-Action Training and Networking Page 22

23 demographic change in nearly all European countries we are aware of the fact that the participation of young people will get more and more important in the next years. The conference design and the way of working should be a model how participation could be organized also at home. Project's design: Please indicate: how you found the other promoter(s), how you established an efficient partnership, and how the partner(s) will cooperate and be involved in the project, the activities foreseen throughout the project for its implementation, including preparatory and evaluation activities. the practical arrangements for the implementation of the Activity (food, lodging,transports, etc.) Please attach an estimated daily timetable of the planned Activity. Most of the promoters are connected to the IYC: Partners like the provinces of Reggio Emilia and Albacete, IYC Friends Czech Republic or the NGO Baobab have been collaborating since long, not only for the IYC but also for other projects. A second group of promoters consists of associations or informal groups, formed mainly by former IYC participants, like AYE Albacete, IYC Italians or Young friends PL. A third part of promoters (institutions, associations, groups) has been in contact with the IYC or with one of the other promoters and they have been asked if the idea of AYE could be of interest for them and for their members (Comitato Cultura e Democrazia, Associazione Alta Fermentazione, Commune de Sciando, Young Resource Motala, Venture Scotland). The idea has come up during the last two years already, evolving from discussions during the various projects or its preparations. The motivation of the promoters in the first two groups is very high and can be seen in the fact that this application has been written by different partners together. The involvement of the promoters of the third group follows the aim to enlarge the network and find more partners to be able to enlarge the range of (possible) projects and activities. As preparation for this new step all promoters have been in close contact during the last months via and telephone, discussing about the best way of developing this idea and about the aims to be chased. A meeting with representatives from most of the promoters took place during the last IYC in Litomyšl (CZ) in August this year, and since then an intense exchange of information has taken place to fix the details of the meeting, its program, and also the involvement of new people interested in being part of this project. The meeting is planned to take place in the Akademie für Jugendbildung in Weil der Stadt (D). This is a professional location for seminars and has room for 50 people, what will allow us to count on a wide rage and variety of people coming from diverse fields related to youngsters and youth work. The promoters will send both members of their groups/organizations as well as people who are interested in the exchange. For example, AYE Albacete is formed by youngsters and by youth and street workers all three will be present in the meeting; from the side of the Jugendring Enzkreis several youth workers from youth centers in the Enzkreis will take part; Commune de Scandiano will send technicians from the administration as well as interested young people from the city. The participants will be meeting several times to prepare the meeting, the input they are asked to give, as well as to discuss the meeting and the results they expect from it. All promoters are in close contact to exchange the ideas and proposals of the participants and if necessary adjust the program of the meeting according to them. For the evaluation of the project no special activities have been fixed yet because we take for granted that the meeting in January 2011 will be the kick-off for more activities, trying to go for networking (action 4.3, Nr. 8) for one year or straight for the ENGO mainly depending on the status of associations in the participating countries. Anyhow we will of course have a feedback session with all participants to have a pre-evaluation of the meeting and afterwards we will discuss on the topics via net as they arise. All promoters will organize meetings with the participants and with other members of their organization as well as other interested people to discuss the results and fix the next steps in their regions/countries. The idea for the meeting design is to organize a big part of it as an Open Space Conference. This would give the participants the possibility to get a maximum of involvement as the topics are their own ones. Also, Open Space gives room to handle and discuss the topics as flexible as possible, Youth in Action Programme Sub-Action Training and Networking Page 23

24 which is very useful because most of them are connected or interact (a detailed program scheme, including all units and their objectives, and a summary of the Open Space method are attached to this application form annex 1 and 2). Around this core we plan to work mainly in small groups which will be mixed newly in every new session and have only few input (as most of the participants are experts in their field). This input will concern the Youth in Action program and information about the situation of young people in the participating countries, their needs and problems as well as their understanding of and viewpoint towards Europe (this part will be prepared by all groups before the meeting). Project's content and methodology: Please describe: the theme(s) of the project, how the main theme reflects the interests and needs of participants, the working methods, how the planned activities and working methods will contribute to the process of non-formal learning and to the promotion of social and personal development of participants involved in the project, how the participants will be actively involved in each stage of the project. The promoters have a common aim, but they are standing at different points of their own development. The themes of the conference take this into account and give the possibility to achieve a common state from where the next steps can be taken working parallel. The participants interest can be described in three headlines: as members/representatives of the promoters they want to develop the idea of a network and fix the details for the net in general as well as the next steps to be taken in their countries; the other youngsters want to find ideas and maybe partners for the projects / exchanges they are planning or thinking of; the youth workers are interested in exchanging knowledge and methods with youth workers from other countries, especially concerning the work with youngsters in the risk of social exclusion. Therefore the main themes of the meeting will be to discuss about the common aims of the associations and the network and formulate a common statute for the network and the participating associations and to define the chances and the borders of the network; to define the next steps for the associations in the participating countries and to define in detail the next steps for the development of the network and to work on a (possible) application for the Youth in Action program (4.3 or 4.1); to identify and discuss possible projects to be carried out in the frame of the net according to the interests of the participants; to take a first step towards these projects, finding the partners who would be involved in them (as not all partners have to be part of all activities) and working on the things that have to be done to carry them out; to think about more/other possible partners for the network or for single projects. A great deal of the work to be done during the meeting will be carried out by working in small groups, workshops etc., which are mainly self-organized; only very few units will be lectures for the whole group mainly where it is needed to give an input or do a presentation. Details about the daily program, the methods to be used and the objectives of every step are to be found in the detailed daily program (annex 1). We will use the Open Space method in order to optimize the work to be done during the meeting. The Open Space, as a method of working together, guarantees non-formal learning because the rules say that people step out, put their topic as a workshop offer and then start and lead the workshop (self-organized) on the topic of their interest. This should not be a problem because most of the participants are experienced in the field and the simplicity of the methodology ensures the maximum profit even with people who are not that used to work like this. Apart from the fact that working in an international context automatically enriches the lives of the Youth in Action Programme Sub-Action Training and Networking Page 24

25 participants we aim to the following personal and social developments: the participants see that the world is bigger that their home town, that they develop (if they don t have it yet) a consciousness for Europe and European affairs; by exchanging knowledge they learn that people from different countries have a lot in common but that there are cultural differences as well some of them obvious, some of them under the surface ; the participants get used to working in small groups and to stand up for the topics which are important to them; they also learn (by doing) methods for leading the discussion in groups; the participants will have to develop methods to find compromises in case that there are different opinions on certain decisions to be taken, and they will see that there are solutions for every problem as long as mutual respect and the will to understand each other are the guidelines for their acting; the participants will learn about the possibilities that working together in an international context can offer them; the participants will develop their self-consciousness because they will find out that they are important for the group and for the whole project and because they will see that they can do things they probably would not have expected from themselves before. From the very beginning up to the end participants will be involved in the development and ongoing of the meeting. An evaluation of the day will take place every day before dinner to adjust the planning of the next day. Moreover, Open Space guarantees that everybody is involved in the whole process because Open Space does not work without the active participation of all members of the meeting. The language of the project/meeting will be English which most of the participants command very well. Unfortunately, some of them are not fit (enough) but we are sure that the participants will help each other in speaking and understanding if there are problems. Intercultural dimension: Please indicate if and how your project reflects the following characteristics: the project increases participants' positive awareness of other cultures, the project supports dialogue and intercultural encounters with other participants from different backgrounds and cultures, the project helps to prevent and combat prejudice, racism and all attitudes leading to exclusion, the project develops sense of tolerance and understanding of diversity. Due to the very nature of the project, the intercultural dimension is automatically part of the meeting and of the whole project. By getting to know people from other countries and working with them, the participants in the project will automatically have to face their pre-conceived ideas and stereotypes, and thus develop an awareness of other countries cultures. Since we will work and cohabitate together for some time, this contact is to be very intense and, as we have seen in the IYC, it proves to be the best weapon to fight prejudices, prejudices that would eventually lead to racist attitudes and social exclusion. For example, one evening will be devoted to talk about the different situations of young people in the participating countries, taking into account also their different cultures and backgrounds. A discussion about intercultural differences is part of that unit. Since the whole of the project will be based on the agreement on the part of the participants that respect is the main rule for this collaboration and the guideline of our work, tolerance and understanding of diversity will be the foundation for our work. As said, we take for granted that respect will be the guideline for the conference, but what is more important is that we will not accept projects within the frame that are not based on mutual respect. Moreover, we want to and we might create projects within the frame that are aiming directly to the prevention of prejudice, racism or right wing extremism (like we have done already with EuroTolerance 2003/2005). 26 European dimension: Please indicate if and how your project reflects the following characteristics; tick box(es) and then describe: the project fosters participants sense of European citizenship and helps them to understand their role as part of the present and future of Europe; the project reflects a common concern for European society, such as racism, xenophobia and anti-semitism, drug abuse ; the project s theme is linked to EU topics, such as EU enlargement, the roles and activities of the European institutions, the EU's action in matters affecting young people; the project debates the founding principles of the EU, i.e. principles of liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law. Basically we can tick all four boxes in this section, since the aim of the network is working in projects in the future that will cover each and every of the points stated. For the meeting in January we could give some examples of how this meeting meets the characteristics mentioned above: Fostering participants sense of European citizenship and help them to understand their role as part of the present and future of Europe: The meeting aims to make participants aware of the possibilities that working together with many other different countries arise, and also to be aware of the fact that they are not just the future of Europe, but also its present, and that they can make a difference just by taking part in the future projects of the association and broaden their horizons. We believe that by means of this the participants will get conscience of their actual role in today and tomorrow s Europe. Common concern for European society: The projects that we want to discuss about during the meeting deal precisely with the topics mentioned above, and by joining people from different countries together during the meeting they will have to face their prejudices and get to know the reality of other European countries and cultures, thus fighting their pre-conceived stereotypes (if there were any). EU topics: We will discuss about the possibilities that today s European institutions offer us, and also critically debate the role of the institutions in each one of the countries when it comes to the actions concerning young people. We will also see which our possibilities in this field are and how we can improve the actual situation and offer further possibilities to young people and those who work with them in the different countries. For example, the EU enlargement will be discussed while thinking about more possible partners as there are already contacts to a group in Croatia; also, from Turkey we might find a possible partner because there are some personal contacts. Founding principles of the EU: It goes without saying that these are our founding principles, too, and when discussing about the statutes for the future association / (hopefully) ENGO it is planned to talk about the best way of spreading these EU founding principles with all the activities to be carried out in the different countries. As the IYC main rule is respect, in all its meaning, we will put that as main rule also for all the future activities of the association. The European dimension is, as said, frequently on the table in the discussions and work groups, and by experience from the IYC it will be a topic in the informal parts of the meeting. Expressively we will discuss these topics when we inform about the Youth in Action programme, and it will also be one topic during the meeting (see annex 1, daily program). Impact, multiplying effect and follow-up: Please explain the expected impact on participants and the local communities involved in the project and which measures are foreseen to attain this impact. In a long term perspective, please describe how you plan to achieve a multiplying effect and sustainable impact. Please also explain how you plan to follow up this Training and Networking (e.g. new projects within the framework of the Youth in Action Programme, continuous contact with the promoter(s), etc.)? Ein sich entwickelndes Netzwerk von Gruppen, NGOs und anderen Institutionen erlaubt es, bereits laufende Projekte wie das IYC, EuroPax, EuroTolerance oder Jugendarbeiterkonferenzen auszubauen und zusätzlich neue zu entwickeln. 27 Die Installation eines Netzwerks als Folge der Konferenz sorgt dafür, dass die geknüpften Kontakte nachhaltig erhalten und gepflegt, aber auch ausgeweitet werden können und dass weitere Aktivitäten insbesondere Jugendbegegnungen mit dessen Unterstützung angeregt und durchgeführt werden können. Konkrete Schritte, wie das Netzwerk dauerhaft funktionieren kann, sollen im Rahmen des Treffens erarbeitet werden. Nach der Konferenz soll jede/r der Teilnehmenden die Ergebnisse als Multiplikator/in in die bereits vorhandenen lokalen und regionalen Netzwerke einbringen, z.b. Partner für die entwickelten Projekte/Projektvorschläge suchen und finden, über die Möglichkeiten internationaler Begegnungen und des Programms Youth in Action in Schulen, Jugendgruppen oder Fachkreisen informieren, Jugendliche für die Mitarbeit in einzelnen Projekten und/oder im Netzwerk gewinnen, Institutionen und Sponsoren für die Arbeit interessieren. Hilfreich ist, dass die meisten Ergebnisse der Konferenz (wie bei Open Space üblich) bereits am Ende der Veranstaltung schriftlich vorliegen und direkt mit nach Hause genommen werden können wenn die Ergebnisse und Erlebnisse noch frisch sind. Schließlich ist geplant, neben den bereits lange bestehenden auch neue Verbindungen aufzubauen, insbesondere zu den skandinavischen Ländern, die bisher (noch) nicht vertreten sind, aber auch zu anderen Organisationen in den bereits vertretenen Ländern.Dadurch ergeben sich möglicherweise auch Verknbüpfungen zu anderen Netzwerken (z.b. SERN Sweden Emilia Romagna Network), die bisher eher in anderen Feldern als der Jugendarbeit tätig sind. Visibility: Apart from the compulsory use of the Programme Logo (please see Part C, Publicity, of the Programme Guide), please describe: how you will ensure the visibility of the project; how your project will provide clear promotional added value for the Youth in Action Programme. Selbstverständlich wird bei allen Publikationen (Dokumentation, Presse, Internet etc.) auf die Unterstützung durch Youth in Action hingewiesen. Vorgesehen ist auf jeden Fall eine Einheit, bei der die Möglichkeiten von Youth in Action allgemein dargestellt werden: Das Programm bietet den Teilnehmenden nicht nur viele Möglichkeiten für künftig zu planende Projekte (auch z.b. Internet-Tools, Datenbank Partnersuche etc.), sondern ist zentraler Bestandteil der möglichen weiteren Aktivitäten. Vor allem aber wird das Treffen einen deutlichen Impuls für ein europäisches Bewusstsein setzen zunächst bei den Teilnehmenden, aber dann auch bei den in den einzelnen Ländern beteiligten Jugendlichen. Es wird eine gewisse Werbewirkung für Youth in Action haben, weil eine größere Zahl von engagierten Jugendlichen und von Jugendarbeitern/innen mit seinen Möglichkeiten als Ressource bekannt gemacht wird. Es ist daher mit weiteren Anträgen in allen beteiligten Ländern zu rechnen. Für die Sichtbarkeit von AYE werden die bereits genutzten Kanäle intensiviert: Die IYC-Seite ( bzw. die dort verlinkten Seiten auf facebook oder picasa werden zur Publizierung des Treffens sowie der Ergebnisse genutzt. Der Jugendring überarbeitet derzeit seine Internetpräsenz mit dem Ziel, ein Jugendportal zu schaffen. Neben aktuellen Informationen, Beratung und einem Überblick über die Jugendeinrichtungen soll insbesondere der internationalen Jugendarbeit ein eigener Bereich eingeräumt werden, der über das Portal direkt erreichbar sein wird. Eine eigene Homepage für AYE kann so zunächst ohne großen Aufwand beim Jugendring angehängt werden, soll aber im Zuge der weiteren Planungen zu einem eigenständigen Auftritt auf- und ausgebaut werden. Die lokalen und regionalen Medien in den beteiligten Kommunen / Regionen / Ländern werden durch Pressegespräche und/oder durch die Zusendung eigener Beiträge über AYE informiert. 28 Dissemination and exploitation of results: Please give a detailed description of standard measures planned in view to disseminate and exploit the results of the project. (For inspiration, please see Part B, Action 4.3 'How to develop a good project?' of the Programme Guide). The results of the meeting will be published on the IYC website and on the websites of the promoters. They will also be sent to possible new partners and to institutions that might get involved. The results will also be the basis for newspaper articles and maybe also for articles in specialist publications (e.g. Offene Jugendarbeit ). As identifying possible new partners is one of the aims of the meeting, we will probably produce material (leaflet, Power Point) about the network itself and about the projects. This material can be and will be used also to make ourselves known to our local towns and youngsters as the plan is to use the results as an input for the promoter and the local networks, but also to inform other young people at school, in youth centres or other groups as well as to inform the local authorities (where they are not already part of the net, of course) to get support for future projects. Have you planned additional measures assuring dissemination and exploitation of project's results? This homepage will contain basic information about the network, information about all partners (in English and in each language), reports of old projects and ideas for new ones, a forum for questions and answers, a download section, links to (and from) all relevant sites. Target group will be the existing and also possible new partners, but mainly young people in the regions/countries involved.
