The main objectives were: get to know the partners personally, agree upon the work to be done and get familiar with the target region. The kick off meeting was mainly organised jointly by the Romanian Partners and ZENIT. The local organisation was under the auspices of the Faculty of Wood Industry at the University of Brasov. The all-day event as been divided into tow parts: At first the project itself, the project partners and the target region of PRo Wood have been introduced. Additionally all partners have been presented to the facilities of the Wood Faculty of the University of Brasov. Furthermore we got to know two Romanian companies active in the wood industry. One of them has just finished to install a laboratory at the University and all project partners have been invited to join the grand opening of the laboratory. In the second part of the meeting the core team worked on the activity list for the first year of PRo WOOD and discussed the prevention plan for possible obstacles. Furthermore all partners got detailed instructions on contractual obligations and administrative tasks during the project duration. It was agreed upon the partners that the minutes (protocol) of the meeting should be summarising the results of the discussion rather than recording all discussions and contributions.
2 1. Part one of the meeting In the first part of the meeting the partners introduced their particular organisations and their role. We will not the repeat these presentations here. However, we will display the partner presentations at the project's web site and on other occasions. In the following we will list further details with relevance to the project. Mihaela Câmpean presented the quarterly publication PRO LIGNO, the only journal in Romania that is focussing on wood related issues. This journal is distributed nation-wide as well as internationally. It addresses industry and R&D. Additionally it is published in Romanian and English. The next edition will introduce PRo WOOD to the subscribers. In the following PRO LIGNO will continuously report on PRo Wood. The Romanian partners also invited a further representative from an nation-wide R&D publication (INPARISIA), which will report on the objectives of PRo Wood. Beside the already planned public related activities in the DoW these two publication will be a perfect tool to spread PRo Wood throughout Romania in order to inform and motivate the target group. The presentation of the association of SMEs, called ASIMCOV (one main focus of ASIMCOV is the wood industry), briefly introduced the history of the wood industry in the county of Covasna from 1989 on. It reveals the typical development in the transition countries of Southern and Eastern Europe: The few huge manufacturers have been replaced by many small and middle sized companies. In order to strengthen their economic power they formed this association. One main focus of ASIMCOV is the wood industry. It was stated by different Romanian partners that they aware of the importance of networking within the wood sector, but they still have problems to motivate the companies. That is why the Romanian partners are very motivated to intensify the existing networking structures and have a high awareness for the opportunities provided by PRo WOOD. 2. Part two of the meeting The main part of the afternoon was the development of an activity plan for the first year of the project. All partners discussed along the work packages and the deliverable list. The results of this process is attached to this report and gives a precise planning until April 2009, when the first periodic report will be due (Activity plan_phase 1.xls). During the discussion it became clear that PRo WOOD will mainly address companies in the county of Covasna, not in Brasov. This is because most of the wood processing companies are located in Covasna. Nevertheless the University of Brasov is an important partner in the project and of course companies and R&D institutions from the county of Brasov are also invited to take part in PRo WOOD. The project partners also agreed upon that interested companies, experts or institutions from all over Romania are invited to contribute to PRo WOOD.
3 The project partners decided that PRo Wood will focus on companies from the wood industry and will not include forestry. This means that the target group of PRo WOOD are companies and institutions dealing with wood processing (beginning with making timber parts out of log wood) not growing or sawing trees. 3. Prevention Plan on Obstacles Afterwards the project partners discussed obstacles that might occur and how to overcome them. Obstacle Prevention The local elections in 2008 might influence the political support for the wood sector negatively. The Romanian project partners of PRO WOOD co-operate with institutions and do not stick to individuals. The know how and experience with cluster policy of the Romanian partners might not be sufficient to fulfill the project deliverables. The know how with regard to cluster policy will be transferred from the other project partners, e.g. short seminars. The target group (SMEs, R&D institutions etc.) of PRo WOOD does not respond questionnaire / fact finding analysis. The fact finding analysis will start with some face-to-face interviews in order to gain an impression to which extend the questions are relevant and to make the questionnaire as interesting as possible for the target group. Follow-up phone calls might also be applied if necessary. Project Partners do not deliver on time or/and acceptable quality. The project team will agree upon a switch of responsibilities and the project partner involved has to accept a shortage of the budget.

5 Report on Public Information Event about Pro WOOD Date: Location: Participants: Incubatorul de Afacerie, Sfantu Gheorghe See attached participant list. The association ASIMCOV in co-operation with InnoConsult organised a first public information event in order to present PRO WOOD to the wood related institutions in Covasna. It took place in an incubator building which has recently been built. It has a very modern equipment and an ample event hall, that will also be the location of the Opening Conference of Pro WOOD at the end of At first the president of ASIMCOV introduced the county of Covasna to the audience and gave some statistical data with regard to the wood industry. The audience has also been presented to the activities of ASIMCOV like organisation structure, special wood related issues (the association has an own wood department) it works on, membership (240 enterprises), cooperation activities including international activities and the service offered by ASIMCOV (funding consultancy, intellectual property, business club, exhibitions etc.). The data clearly revealed that the objectives and activities of PRo WOOD come across a solid and well developed network fundament. In the following ZENIT introduced the objectives of PRo WOOD to the audience and gave a forecast of the next activities. The project introduction was enhanced with a presentation of the Fraunhofer WKI Institute (wood research). Beside some general about of the WKI and its role in the project the audience got to know the project WOODISM. WOODISM fosters the participation of small and mediumsized enterprises active in the field of forest-based and related industries to EC FP7 Research Programme. During the coffee break we had the possibility to talk to some participants which responded very positively on PRo WOOD. They are aware of the fact that there is still a lot to be done in order to strengthen the wood society in Covasna and they are looking very much forward to the activities of PRo WOOD. After coffee break ZENIT explained more detailed the advantages of participating in a cluster by asking the question: Why should an enterprise, R&D institution, policy makers or other institutions take part in cluster activities? What is their benefit (like the use of similarities in order to increase innovation, enhance the image of their region or expressing the needs of the sector to policy makers)? The event closed with a lunch invitation from ASIMCOV where all project partners could get in contact again with the participants.
