Recognizing the need for continuing professional development, the Commonwealth of Learning (COL) assigned the task of developing environment engineering modules suitable for open distance learning to the Energy and Wetlands Research Group at the Centre for Ecological Sciences (CES), Indian Institute of Sciences (IISc). In collaboration with the Karnataka Environment Research Foundation, Indian Institute of Technology (IIT, Mumbai), National Environmental Engineering Institute (NEERI), the Energy and Wetlands Research Group at the Centre for Ecological Sciences developed 5 Environmental Engineering Courses in self-learning format suitable for continuous professional development. Based on the target audience analysis, instructional goals and objectives, and an understanding of the desired course content, an outline of the content to be covered in the environmental engineering Courses were developed. Five courses were developed simultaneously involving authors with respective domain expertise. The courses developed in self-learning materials (SLM) for continuous professional development of engineers and the institutions are: 1. Municipal Solid Waste Management 2. Ground Water and Soil Pollution from Agricultural Activities 3. Air Pollution Control 4. Municipal Water and Waste Water Treatment 5. Environmental Management These courses are directed at practicing professionals (in service professionals), engineers and technologists, in India, South Asia and the developing countries in the
2 Commonwealth, who are all involved in environmental management in some form. The treatment therefore is not deeply technical or mathematical. In other words, building on their existing repertoire of skills base, through this project the target groups will be exposed to the new knowledge that is available in the field. Within the context of formative and summative evaluation, data are collected through quantitative and qualitative methods combining quantitative measurement of student performance with open-ended interviewing and non-participant observation to collect and assess information about attitudes toward the course's effectiveness and the delivery technology. Careful analysis of pilot testing results helped in identifying gaps or weaknesses as well as strengths and successes in the instructional process. The development of delivery models required integration of print, CD, and internet technology in concert with face-to-face communication. The challenge here was to integrate delivery components, based on identifiable learner needs, technical constraints (infrastructural facilities available in their locality), subject requirements (field visit, case studies, etc.) and institutional commitments. The hybrid instructional media was developed to meet the needs of the learner in a manner that is instructionally effective and economically prudent. Launching of Courses: Aimed at providing in-service professionals with the knowledge, skills and attitudes that enable them to recognize and solve problems in their domains of study and future work, the Indian Institute of Science (IISc.) launched distance learning courses in Environmental Engineering during This endevour is the first of its kind that helps in capacity building considering the requirement of the system. The programme received overwhelming response with the participation from universities, industries, NGO s and government agencies. The relevance of the course in India is evident from the recent Supreme Court s instruction to regarding the capacity building of city municipalities to handle environmental issues. The Institute used various media for course delivery. The printed course materials, for example, are self-learning in nature, simulating learner-teacher interaction. Furthermore, appropriate information and communications technologies are used to facilitate just-intime contacts among distance learners and teachers. The delivery model also incorporates an instructional system that uses performance-based learning processes and this enables you to demonstrate your understanding of the of the content-areas. The intensive
3 competence-based course format allows you to take more responsibility for your own learning. In order to cater to the varying learning styles, the Institute offers the subject material in the following modes: i. Downloadable mode: Downloadable mode empowers to offer education in a dynamic form to students. Students can access lessons, assignments and submit their scripts online. They need not brood if they miss lessons - they can download their lesson notes and access archived lessons, tutorial sessions, lectures, etc. ii. Read-only mode: Students will be able to only read the course concepts, downloads or interactive sessions are unavailable. iii. Classroom interaction: The interactive learning provides an environment for students to talk and discuss freely about any related topics on or off line. Synchronous and asynchronous communication (x chat, discussion forum, bulletin board, , etc.): Client Server Model that works with Internet Relay Chat Server Protocol, it allows servers to connect to each other effectively forming a network. Protocol is used by servers to talk to one another. Instructor and participants can talk with each other and discuss on related topic for stipulated time given by the instructor. In mailing-grouping, participants can become member of Mailing-group by registering their names in their group. Once approved by the instructor, participants can post their questions to this group ID. This way the course instructor or any other participant can reply to questions that will be read by all the members in that group including the instructor. iv. Practice orientation: Participants progress through the curriculum by demonstrating their competence in a variety of skill and knowledge areas. Student who demonstrates a competency is showing the ability "to do" something to put knowledge and principles into practice. After completing all examinations, students are required to apply the course content in his or her work setting and submit an example of how they achieved this goal. The course home page is the central location for course information. The faculty in charge of the course(s) will post their syllabi, grading policies, assignments, course schedules, etc., on the page. This apart, during the briefing session, registered candidates will learn about functions,
4 learn to use the Chat Room, an exciting facility that helps you communicate directly with your peers and the faculty at a distance, learn to communicate with your faulty in real-time. learn to view course grades in the Grade book. learn to use the Drop-box facility to submit and retrieve assignments, learn to make one-on-one communication between you and your faculty in connection with assignments, find out about the Document sharing, a public place in which you can upload documents to share and conduct workshop. learn about the Online Help button for detailed, context sensitive instructions on how to use the tools. Distance education programmes have been initiated with careful planning and a focused understanding of course requirements and student needs. Appropriate technologies have evolved through the efforts of many individuals and organizations, which rely on the consistent and integrated efforts of students, faculty, facilitators, support staff, and administrators. When instruction is delivered at a distance, additional challenges result because students are often separated from others sharing their backgrounds and interests, have few if any opportunities to interact with teachers outside of class, and rely on technical linkages to bridge the gap separating class participants. Hence, the success of distance education effort rests squarely on the shoulders of the faculty and resource persons. In a traditional classroom setting, the instructor's responsibility includes assembling course content and developing an understanding of student needs. 5 EM: Course Content This course provides an overview of the key concepts and principles in environmental management, areas of global and national environmental concern, and strategies and tools for effective environmental management. Attempt to understand the genesis of environmental problems; the concerns that lead to various international and national initiatives to tackle them have been made in this course. Various tools, which can be used to address environmental problems and the role that the professionals can play in managing environment in their respective areas would be discussed. 1. Overview of Environmental Impact Assessment (EIA). 5. Preparation and Review of Environmental Impact Assessment Report. 6. Environmental Audit. 7. Life Cycle Assessment as EM Tool. 8. Environmental Management Systems Standards: ISO (EMS). 9. Related Issues in Environmental Management. 10. Environmental Design. 11. Environmental Economics. 12. Basics of Data base Management System (DBMS), Geographic Information System (GIS) and Remote Sensing. 13. Geographic Information System (GIS) and Remote Sensing in Environmental Management. 14. Carrying capacity assessment 15. Cumulative impact assessment Each of the self-learning format versions of the course complies with high quality standards and includes a tutor's guide. A comprehensive list of references (and suggested reading) is provided at the end of each course to enable the learners to pursue relevant further reading. The methodology involved thorough course packaging (i.e., development, design and materials production). Procedure to apply: The application procedure is outlined below. 1. 6 Course Schedule Course material (is available in self learning format). Class room briefing and introductory sessions at the beginning of the courses (5 days: During 2-6 th September 2017) followed by first term test (covering 5 chapters, on 6 th Sept 2017, 2-5 PM). October and November 2017: Interactive session through internet (web and ) for two months. The course will be active only as online study through Internet and interaction with course faculty by chat sessions, Internet discussion forums and . Participation in online test and assignments are mandatory. November and December 2017: Announcement of dissertation and implementation by participations. December 2017: Final Contact session (22-28 Dec, interactive session, project presentations, guest lectures), Final exam (28 th Dec 2017, 2-5 PM). In all these modes of teaching, structuring of course is done to fuse all the three core components of competency like attitude behaviors, skills and knowledge. Assignments: Assignment submission can be done through Internet or by post or by hand within the specified date. Feedback: Participant who would like to have the feedback from the tutor can pose their queries in the discussion forum or through chat sessions or through or by post. Tutors /Resource Persons: The tutors will act as catalysts, emphasized on participatory style of learning and providing ample scope for discussions, and the resource persons facilitate the learning process. Successful realization of Competence Based Education heavily depends on the teachers' contribution to the curriculum reform. Teachers involved here have wide scope from the lesson level to the level of curriculum development, and adapt new role of coach of the students' learning processes. Faculties and course coordinators are from Indian Institute of Science. Venue: The classroom sessions and examinations will be held at CCE/CES, Lecture Hall, IISc, Bangalore Entry Requirements: In-service professionals (BE / M.Sc/ B Sc with 1 years work experience) and fresh graduates are eligible for this course. Participants are expected to take part in all activities that form part of course in addition the participants should work on individual projects. During course, participants should compulsorily attend to interactive chat session, which is considered while grading. Participants should actively participate in the course for best results. A certificate along with grades will be given to all the successful participants. Study schedule: Each course should be completed within 4 months. Candidates are required to spend time in reading and carrying out the assignments. The number of weeks of study for a course, will, of course, depend on your chosen rate of study. This allows sufficient time for study, submission and returns of assignments and also provides the opportunity for two courses to be taken parallel with in 4 months. Reward of participation: Candidates will be graded as A+, A, B, C and D according to the performance from Centre for Continuing Education, Indian Institute of Science, Bangalore Levels of Evaluation: At concept level, after candidates go through each concept, will be evaluated online by randomly displaying multiple-choice questions. Each question carries some weightage of marks. Based on the test performance, system checks the number of correct answers and the performance is evaluated. At course level, after completing all the concepts, candidates are given final exam, which will be held at CCE. Concept level evaluation marks will also be considered for grading. Completion of a project is a partial requirement for the course. Apart from this, candidates will be assessed on the basis of assignment submission, active participation in chat sessions, contact sessions and quizzes, project report submission and presentation, mid term and final exams scoring. Facility to communicate among participants: Sharing experiences and establishing contacts is an important aspect of learning. Registered participants can contact other participants during contact sessions, in Internet discussion forum and chat sessions and through personal id, and also a Course id allotted by the coordinator. Bangalore is connected by air, rail and road to all the metropolises and most major cities of the country. Also, one can fly direct to Bangalore from several international airports IISc is about 35kms from the airport. One could take either a prepaid taxi (currently, costs Rs , and the counter is available near the exit of the Airport arrival gate), or a city taxi (costs about Rs. 600, and a queue for the same is just outside the airport building). The Institute is known as "Tata Institute" to the locals and is just past Mekhri 6
14 Environmental Management CCE, IISc 2017 circle and on the way to Yeshwantpura (one must take a right turn at Mekhri circle). Shuttle bus service, operated by Bangalore Metropolitan Transport Corporation (BMTC), runs from the airport to various areas in Bangalore city every 15 minutes. Details of the schedule can be found here. Additional information on the airport can also be found at its official website: ( The city railway station is about 7 kms from IISc campus. One will have to get out of the station from platform number ONE and reach the prepaid taxi stand and hire a city taxi (costs about Rs 150). Majestic (7kms from IISc) is the central Bus stand in Bangalore which is just opposite to the City Railway station. If one happens to reach Majestic, Bangalore by bus, reach platform number 22 from where almost all buses come to the Institute. If one plans to take a bus into town, one will have to move past Malleswaram 18th cross bus stand towards Yeshwantpura in order to reach IISc (also popularly called Tata Institute). There is also a bus stop on the highway between the yellow over bridge and Prof. CNR Rao circle, and another one at Prof. CNR Rao circle (on Sir CV Raman Road ).
