The program places a focus on outcomes rather than activities with only a few limitations on allowable expenditures. This document provides a summary of Cosumnes River College s investments established for the first round of funding. 3 PROJECT PLANS Cosumnes River College is investing in projects that will increase enrollments, retention, persistence, degree and certificate completion, as well as the ability to obtain gainful employment upon graduation. The following graphic displays the plan highlights. While some of these investments require only one year of funding, others will require consecutive years of funding. INVESTMENT BY SECTOR Cosumnes River College received an allocation of $976,985 based on the SWP funding formula that gives equal weight to three variables: unemployment rate, proportion of CTE FTES, and projected job openings. As shown below, CRC is allocating about 28 percent of the total investment to support expansion and improvements across all CTE programs. 6 MEASURING SUCCESS Starting in year two, the funding formula will be partly driven by successful student and workforce outcomes. The State Chancellor s Office will use an incentive formula that gives weight to several criteria including gains in CTE enrollments and completions as well as growth in gainful employment outcomes. Los Rios will track employment outcomes through two methods: (1) EDD wage matching and (2) CTE Outcome Survey. These datasets are essential for providing feedback on the quality and effectiveness of our CTE programs as well as validate alignment in the regional economy. The open access, student-centered campus prepares students to realize their educational and career goals through exemplary transfer, general, and career education in an academically rigorous and inclusive environment. Cosumnes River College also offers exceptional instruction in basic skills and English for non-native speakers, as well as a broad array of life-long learning and workforce development programs. CRC awards Associate in Arts and Associate in Science degrees, Career Technical Education certificates, and transfer credit for students who intend to continue their education at a four year college or university. 8 MORE ABOUT STRONG WORKFORCE PROGRAM The California State Legislature recognizes that California s economic competitiveness is fueled, in part, by the strength of its regional economies and its skilled workforce. In addition, upward social and economic mobility helps keep the state s economy diversified and vibrant, and the attainment of industry-valued middle skill credentials serves as a gateway for a large and diverse number of careers in the state s economy. Given these values, the State Legislature established a bill to expand the availability of quality community college career technical education and workforce development courses, programs, pathways, credentials, certificates, and degrees. The bill establishes ongoing funding to support community college career and technical education programs. Los Rios colleges have been allocated approximately $5.16 million to support local investments. In addition to the local allocation, the North Far North region received $7 million to support regional projects: $4.4 million for regional collaboration projects; $1.5 million for regional consensus projects; and $1.1 million for Projects in Common and regional coordination. To avoid duplication of effort, SWP programs are required to align with and expand upon the activities of existing workforce and education regional partnerships, including those partnership activities that pertain to regional planning efforts established pursuant to the federal Workforce Innovation and Opportunity Act (WIOA), adult education block grant consortia, and K-12 career technical education programs. SWP investments support regional labor market needs and align to the regional workforce. Colleges justify investments by providing detailed labor market demand assessments to the California Community College Chancellor s Office. Starting in year two, the funding formula will incorporate progress made in preparing students for high demand careers.
