6 Student Eligibility for SHS Vouchers Automatic Entitlement G10 Completers of SY now in SHS Public Junior High Schools (JHSs) - DepEd, SUCs/LUCs ESC Grantees of Private JHSs Approved Applicants from Private JHSs

7 Applicability Vouchers are applicable only in Non-DepEd SHS Providers Private SHS Providers w/ DepEd Permit SUCs/LUCs offering SHS

10 Where are the vouchers? There are no physical vouchers to be distributed or awarded to the beneficiaries. Payment of the voucher value will be given directly to the school.

11 How does the SHS Voucher Program work? All automatically-qualified beneficiaries names are in a SHS - Voucher Management System (SHS-VMS). Successful voucher applicants are added to the SHS-VMS. All successful applicants have ID numbers.

12 How Does the Voucher Program Work? All Non DepEd SHS Providers are in the SHS VMS Online account in the SHS-VMS Passwords to the accounts will be released to schools School online account will be the means by which school inputs SHS Voucher Beneficiaries for clearing by the SHS-VMS before inclusion in the school s billing statement.

13 QVRs are required to submit: PSA Certified Birth Certificate Photocopy of G10 Report Card (with Learner Reference Number, if a Public Junior High School Student) Certificate of Junior High School Completion Certificate of Good Moral Character ESC Grantees Only: ESC Certification Letter from Junior High School Principal (format is available through the ESC IMS) Qualified Voucher Applicants Only: QVR Certificate

14 How is payment done? Voucher Payment is split into two payments within a year Two (2) Billing Statements in a year Deadline for creating and submitting billing statements shall be within two months after the opening of classes. Payment can only be made through a Land Bank (LBP) account in the name of the school.

16 Updating of Status SHS VP participating schools are required to update the previous semester status and current enrolment status of the VPBs in the SHS VMS VPBs is to report students currently enrolled in the SHS VP participating school and to declare dropouts, leavers, and transfer outs of the SHS VP participating school. in preparation for creating billing statements for the current semester of the school year.

17 Requirements for Continued Participation A VPB shall continue to be a participant of the SHS VP if they are promoted to the next grade level and is enrolled in a Non-DepEd SHS Provider. No maintaining grade is required for a VPB to continue to participate in the SHS VP.

18 Reasons for Disqualifications Drops out in the middle of the school year; Does not re-enroll the following school year; Retained in the same grade level; Transfers to another SHS Provider within the school year; or Transfers to a DepEd SHS Provider.

19 Transfers to Non-DEPED SHS Allowed After the school year, the VPB may continue to participate in the SHS VP in the accepting Non- DepEd SHS Provider. Transferring VPBs are required to submit the following documents to the accepting Non- DepEd SHS Provider: G11 Report Card Certificate of Good Moral Character Certificate of Release of VPB

20 Transfers From one voucher tier location to another is allowed. However, the voucher amount to be received by the VPB in the accepting school shall be the voucher amount of the accepting school or the voucher amount from the releasing school, whichever is lower. VPB transfers shall be reported by both the releasing school and accepting school in the SHS VMS.

21 Shifting to another track or strand Allowed under the following scenarios: After the 1 st Semester of G 11 (within the same school) After Grade 11 To successfully shift from one track and strand to another, the Non-DepEd SHS Provider shall ensure that the VPB meets the required competencies of the track and strand to which they are shifting. Schools are required to report in the SHS VMS the VPBs who shift track and strands.

22 Leavers VPBs who passed G 11 but did not enroll for G 12 the succeeding school year are considered leavers. Leavers are disqualified from further participation in the SHS VP, unless the reason for leaving school is due to health reasons and provided further that the period of medical leave is not more than one (1) school year. Leavers due to medical reasons may continue to participate in the SHS VP, however they are required to submit a medical certificate issued by a duly licensed medical doctor.
