2 Application for provisional licence of a New Private School This form is to be used by Proprietors applying for a Provisional License to establish a New Private School. It is important to complete this document carefully and concisely so that ADEC can process your application as quickly as possible. Parties interested in applying to establish new private schools should submit their applications to the Abu Dhabi Education Council following the application process as detailed on the Council s website: ( It is an offence to enroll students in a proposed new school prior to the approval of provisional registration by the Director-General of the Abu Dhabi Education Council. The school guarantees that all teachers responsible for the delivery and assessment of curriculum will possess a Bachelor s Degree in Education from a recognized university (authenticated by the UAE Ministry of Higher Education and Scientific Research) or a Bachelor s Degree with a post-graduate teaching certificate or diploma, a recognized Teaching License or certificate from their home jurisdiction, a minimum of 2 years of continuous teaching experience (not required for nationals) and a minimum IELTS (Academic) score of 6 for non-native English speakers in any school delivering their curriculum in English. 9

12 7.3 Commitment for provision of HAAD certified nurses Health Authority of Abu Dhabi (HADD) requires certified nurses in private schools. A female nurse can serve the students from KG-4 (co-ed) and from 5-12 (girls only). For male students, a male nurse is to be provided for grades Our proposed school will employ HADD certified nurses as described above: 7.4 Commitment to engage only employees with acceptable criminal record checks The school commits that it will not engage any employee without official documentation of an acceptable criminal records check and references of suitability for working with children either directly from the employee or as a mandatory component of a contract with an authorized company to provide cleaners/ security staff/ kitchen staff/bus drivers/ bus supervisors etc. 7.5 Recruitment Policies and Procedures Please provide policy and procedures to recruit highly qualified staff that match curriculum and background needs. This should include provision of SEN specialists. (100 to 300 words) Please provide the policy for replacing teachers for short and long-term absences (25 to 100 words) Commitment that part time staff will obtain the required approvals from relevant authorities as per UAE laws The school guarantees that part time staff will have evidence to show compliance with all UAE relevant laws Commitment that Table A Appendix E of the application will be completed upon hiring, and will be submitted to ADEC. If some staff has already been hired, this table can be filled in now. The school commits to submitting Appendix E-Table A Potential teaching staff (if appointed) to be responsible for delivering the curriculum, at least three months prior to operation. 11

13 8 Subjects and Allocation of Teaching Hours Refer to Section 8 Additional Expectation Islamic Studies, Arabic, and Social Studies. 8.1 Please attach a list of resources to be used for all subjects at each grade/year level. 8.2 Please attach a daily/weekly timetable that includes each subject and grade/year level. Include breaks, start times, and end times. 8.3 Please attach an annual school calendar that indicates start and end dates, school days (minimum of 175 days), holidays and trips outside the emirate of Abu Dhabi and the UAE. 8.4 Commitment to provide instruction in Arabic, Islamic Studies, and Social Studies for students who will study as- native Arabic speakers. The school will provide instruction in Arabic language, Islamic Education, and Social Studies according to ADEC bylaws. 8.5 Commitment to provide instruction to students who will study Arabic as- non-native Arabic speakers. Islamic Studies and Social Studies in English for these students. The school will provide instruction in Arabic as a second language and Islamic Education, and Social Studies in English according to ADEC bylaws. The table outlines the minimum instruction timing for Arabic, Islamic Studies, and Social Studies for Arabic speaking students and for students who study Arabic as a first and as a second language. Arabic, Islamic Studies and UAE History are compulsory for all years/grade levels.uae History may be offered as a discrete subject or be incorporated into one or more of social studies, history, civics or citizenship. The knowledge base must be set out explicitly in curriculum and assessment plans. 8.7 Middle School instructional hours. This section must be completed for grades/years 6/7-9 Please complete Table C in Appendix E to summarize the proposed total number of teaching hours per year for each subject in each grade/class. Please refer to the ADEC standards or to other accepted standards to show the minimum number of taught hours for each subject and to ensure the provision of a broad and balanced curriculum. This section must be completed for grades/years 10-12/13 Please complete Table D in Appendix F to provide details of proposed subjects and courses (with reference to the ADEC standards or other standards relating to the minimum number of taught hours for each subject). Arabic and Islamic Studies are compulsory for all years/grade levels. 9 Safe and supportive environment Refer to Section 9 of ADEC s Licensing Guidelines. (150 to 300 words) 10.2 Commitment that the school will STRICTLY PROHIBITS corporal punishment. The school forbids corporal punishment of students. Use by an adult of a stick or any other implement to threaten, frighten or suggest to a student that corporal punishment may be used is not allowed in the school. The school does not explicitly or implicitly sanction the administering of corporal punishment by non-school persons, including parents, to enforce discipline at the school. Corporal punishment of a student by an employee will be regarded as a very serious disciplinary offence which will lead to immediate suspension from duty and subsequent dismissal. The school will provide clear communication to staff, students and parents that indicates that corporal punishment is forbidden in the school Commitment that the use of sanctions against students, for example, suspension and expulsion, are in line with ADEC s regulations and policies. Note: Suspension is a temporary exclusion of a student from all of the classes that a student would normally attend at a school. Expulsion is the permanent removal of a student from one particular school. The school accepts that suspension must be limited to a total of 5 days in any one semester/term. The school also understands that expulsion may only be enacted with the express written permission of the Council. 14

16 10.4 Commitment that Records of serious incidents, and of suspensions and expulsions, are to be kept which can be immediately available to ADEC, should it request. The school commits to keeping full written records of suspensions and exclusions of students and will promptly report all suspensions and exclusions to ADEC Commitment that the Principal will immediately report any evidence of staff misconduct to ADEC The school will promptly report and evidence of staff misconduct to ADEC. 11 Admissions and Attendance Refer to Section 11 of ADEC s Licensing Guidelines 11.1 Please provide your proposed student admissions policy that is consistent with ADEC s expectation, and which provides for students with special education needs. The school will maintain the following registration and recording policies: maintain a register of enrolments that includes the following information for each student o name, age and address o the name and contact details, with telephone numbers, of parent(s)/guardian(s) o date of enrolment and, where appropriate, the date of leaving the school and the student s destination o for students older than six years of age, previous school or pre-enrolment situation have in place policies and procedures to o monitor the daily attendance/absence of students o identify absences from school and/or class(es) o follow up unexplained absences o notify parent(s) and/or guardian(s) regarding poor school and/or class attendance o transfer unsatisfactory attendance information to student files o improve poor attendance 15

21 student attendance and retention rates post-school destinations enrolment policies and profiles school policies school-determined improvement targets initiatives promoting respect and responsibility parent, student and teacher satisfaction a summary of financial information 15.3 Commitment to publicly disclose performance measures and other related policies. The school will produce an annual report which publicly discloses the educational, financial and other performance measures and policies of the school as identified by the Director- General (ADEC). This information will be publicly disclosed, either by publishing it on the school s website, or by advertising its availability on the website, or by another means subject to the approval of the Abu Dhabi Education Council. Each licensed private school's annual report will be provided to the Abu Dhabi Education Council in a hard copy and in an appropriate electronic form. Reports will relate to each academic year. The school will produce the report by no later than 1 August in the year following the end of that academic school year for schools ending in July and no later than 1 April for schools ending in March. The publication timing, contents and presentation of the report will also conform to ADEC PSPG 20

A female nurse can serve the students from KG-4 (co-ed) and from 5-12 (girls only). 41 8.4 Commitment to provide instruction in Arabic, Islamic Studies, and Social Studies for students who are Arabic-as-a first-language. The school will provide instruction in Arabic as a first language and as a second language, Islamic Education, and Social Studies according to ADEC bylaws Commitment that the school will not allow corporal punishment. The school forbids corporal punishment of students. Use by an adult of a stick or any other implement to threaten, frighten or suggest to a student that corporal punishment may be used is not allowed in the school. The school does not explicitly or implicitly sanction the administering of corporal punishment by non-school persons, including parents, to enforce discipline at the school. Corporal punishment of a student by an employee will be regarded as a very serious disciplinary offence which will lead to immediate suspension from duty and subsequent dismissal. The school will provide clear communication to staff, students and parents that indicates that corporal punishment is forbidden in the school Commitment that the use of sanctions against students, for example, suspension and expulsion, are in line with ADEC s regulations and policies. Note: Suspension is a temporary exclusion of a student from all of the classes that a student would normally attend at a school. Expulsion is the permanent removal of a student from one particular school. The school accepts that suspension must be limited to a total of 5 days in any one semester/term. The school also understands that expulsion may only be enacted with the express written permission of the Council Commitment that Records of serious incidents, and of suspensions and expulsions, are to be kept which can be immediately available to ADEC, should it request.
