1 Serving 13 th Annual Federal Programs Conference June 18-19, 2015 Title II, Part A Workshop Sharon Brown Pam Daniels 6/18/ Topics Equitable Participation Consultation Professional Development Guidance Record Keeping and Allowability Q & A 6/18/ Private School Set Aside Section 9501 of the ESEA requires the LEA to set aside Title II, Part A funds for professional development for private school teachers and other appropriate staff at an amount equal to that set aside for public school teachers and staff on a per pupil basis taking into account the number and educational needs of the children to be served. 6/18/
2 The Elementary and Secondary Education Act requires that public LEAs contact appropriate officials of all private schools within the geographic boundaries of the LEA annually to determine if they want their teachers to participate in the Improving Teacher Quality State Grants program, regardless of whether or not those officials have recently indicated any interest in program participation. A current list of is housed on the Georgia Department of Education s website and will be used during monitoring to check for compliance. 6/18/ Invitations for consultation by certified mail are frequently sent in conjunction with other federal programs. Improvement/Teacher and Leader Effectiveness/Pages/IIA Resources.aspx 6/18/ Consultation must include: How the needs of children and teachers will be identified; What services will be offered; How, where, and by whom the services will be provided (including views on services provided by third party contractors); How the services will be assessed and how the results of the assessment will be used to improve those services; The size and scope of the equitable services; The amount of funds available for those services; and How and when the LEA will make decisions about the delivery of services. 6/18/
4 Professional Development Activities and Title IX, Part E Non Regulatory Guidance No reimbursements directly to private schools Reimbursement checks from the LEA are payable to the individual teacher/administrator for completion of professional learning and/or related travel. Checks for stipends earned are paid directly to teachers. Private schools participating in the shared services supported with Title II, Part A funds of any LEA must provide the collaborating public LEA with W 9 information upon request. This is related to stipends earned and not applicable for reimbursement of travel related expenses. 6/18/ Record Keeping and Determining Allowability of Activities for Title II, Part A Non Regulatory Guidance, As the agency fiscally responsible for the management of funds, a LEA may require the private school to submit enough documentation to determine that the expense is allowable, reasonable, defensible and necessary in accordance with any and all Federal requirements. This may include, but is not limited to, a participant s name and position, an agenda and receipts. 6/18/ Record Keeping and Determining Allowability of Activities for Title II, Part A Non Regulatory Guidance, LEAs who serve private schools expend funds on behalf of the private school, thus all private school expenditures must also comply with LEA procurement procedures. LEAs entering into contracts on behalf of private schools must adhere to the same procedures and have the primary responsibility for maintaining documentation. 6/18/
5 Record Keeping and Determining Allowability of Activities for Private Schools Title II, Part A Non Regulatory Guidance, To the extent a conference sponsored or conducted by a faith based organization is part of a sustained and comprehensive secular professional development plan for a private school teacher; Title II, Part A funds may be expended to pay for the portion of the costs of the conference that, as determined by the LEA, represent the secular professional development in which the teacher participated. 6/18/ Providing equitable participation for private schools is a wonderful opportunity to support students in the community by ensuring they have well trained teachers and leaders. This is a small part of the management of Title II, Part A and can be accomplished without much stress through the collaboration with the private school officials. The Title II, Part A Handbook is a tremendous resource to assist in the process as is your Title II, Part A Education Specialist at the DOE. 6/18/ Q & A 6/18/
