7 INTERNATIONAL SCHOLARSHIPS PROGRAM SCHOLARSHIPS Short-term student exchanges for students from the Americas, Caribbean, Asia, and Africa Long-term awards, under bilateral or multilateral agreements, such as the Postdoctoral Research Fellowships available to a select group of countries with which Canada has a reciprocal agreement Foreign Government awards which are available to Canadian students for study abroad Special projects, activities, and value added components, such as the Emerging Leaders in the Americas Program Democracy Study Tour

25 STRATEGIC IMPLICATIONS Canada has performed very well since 2009, exhibiting sustained doubledigit growth rates. This period of success is a reflection of multiple, interdependent factors such as education quality, cost, increased marketing activities, etc. Yet it has also occurred during relatively low performance stretches of key competitors such as Australia and New Zealand. Some attractiveness factors are starting to wane, including cost (especially in Vancouver and Toronto). Study permit issuance is a critical issue currently under pressure with the potential to affect 2014 intakes more than 2013 intakes. 35 BUDGET 2013 The 2013 Economic Action Plan commits to strengthen Canada s position as a country of choice to study and conduct world-class research. Attracting top talent $10 million over two years for international marketing activities Mobility and skills development $13 million over two years to the Mitacs Globalink Program to attract highly promising students from around the world to Canadian universities and to allow Canadian students to take advantage of training opportunities abroad CIC processing investments $42 million over two years to support enhanced processing capacity within the Temporary Resident Program to meet growing demand, which will help ensure timely and efficient processing
