3 4 Hanban (Confucius Institute Headquarters) Preface 2009 In 2009 financial crisis spread all over the globe, affecting and impacting world economies, but people of various nations maintained the enthusiasm to learn Chinese and things about China. With the concerted efforts of both Chinese and foreign partners, innovations were continued based on prior achievements; development in exploration was maintained; outstanding achievements were made and excellent development momentum was maintained in the construction of Confucius Institutes and the international education and promotion of Chinese language HSK YCT 54.8 By the end of 2009, Hanban (Confucius Institute Headquarters) had established 282 Confucius Institutes and 272 Confucius Classrooms in 88 countries and regions, with 260,000 registered students.that is an increase of 130,000 over the previous year. Over 150 universities hosting Confucius Institutes had also included Chinese language teaching into their creditcourse system. In terms of the teachers'team building, Hanban had increased the number of Chinese language teachers and volunteers, dispatching over 4,800 abroad, and increasing the number of trained local teachers in foreign countries. Hanban established a scholarship program for Chinese language teachers of foreign countries and selected 1,021 students from 50 countries to come to China to enroll in the "Master of Teaching Chinese to Speakers of Other Languages" (MTCSOL) Program or receive further education in Chinese language teaching. Hanban, as well as local Chinese colleges and universities,

4 Annual Report hosted short-term workshops in and outside China and trained 23,000 foreign teachers. Hanban recruited 2,200 university students from 117 foreign countries to come to China to study Chinese, thus building the reserve pool of local teachers. 12,000 Chinese language teachers participated in short-term workshops held by Confucius Institutes in different countries. In terms of teaching materials, Hanban organized Chinese and international experts to adapt or translate Chinese teaching materials and reference books into 45 languages and developed the Everyday Chinese online learning courseware in 36 languages. Some 4.3 million copies of course books, reading materials, audio-visual products and reference books were donated to 2,169 institutions in 114 countries. Confucius Institutes in different countries have developed 500 kinds of local teaching materials in Chinese in keeping with local needs, too. The Confucius Institute Online made great strides forward with the hardware platform basically completed, and 48 channels of Chinese language teaching and Chinese culture in both Chinese and English launched. Hanban also selected 40 teams from domestic universities to cooperate with 270 Confucius Institutes to launch activities such as lectures, performances and exhibitions of Chinese culture, which produced a strong impact and received wide welcome. Meanwhile, by going out into the communities, Confucius Institutes launched 7,500 different cultural activities in which, over 3 million people participated. More than 1,400 primary and secondary school principals and educational officials of foreign countries were invited to visit China. More than 3,900 foreign students were invited to China to participate in the Chinese Bridge International Student Summer and Winter Camps. A scholarship program was established for Confucius Institutes to sponsor 4,100 students from 112 countries and regions to come to China to study Chinese language. Great efforts were made to promote Chinese language test reform, completing the research and development of syllabi and sample questions for six levels of the new HSK and four levels of the new YCT. Once again, the number of test candidates grew considerably, totaling 548,000. The Confucius Institute has become an important brand for international education and promotion of Chinese language and the platform for educational and cultural cooperation between China and other countries. The development and progress of the Confucius Institute is the result of painstaking efforts of all teathers and staff working for the Confucius Institutes around the world and of concern and support from governments and people of all countries. In view of the growing enthusiasm about China and Chinese language around the world, Hanban will work harder to continuously improve the teaching quality and increase the influence of Confucius Institutes, try to make every Confucius Institute a success and teach each student well. Thus, Confucius Institutes will become windows for people of other countries to learn Chinese language and understand Chinese culture and become bridges of friendship between the Chinese people and other peoples in the world. Standing on a new starting point, let's join hands to add new vigor to the great cause of international Chinese language education and write a new chapter of harmony among the world's diverse cultures!

More than 9,000 Chinese classes have been opened and over 7,500 cultural activities undertaken, with over 3 million participants. Confucius Institute The fame and influence of the Confucius Institute as a brand continues to rise. Volunteer Chinese language teachers enthusiastically signing up for selection examinations. Large-scale training of non-english speaking Chinese language teachers in China was launched. 800 participants were selected from among returned volunteers, this year's graduates and on-job teachers. They were provided with one year's training in 12 languages such as Spanish, German and French in 12 domestic universities, and then sent to different countries to teach at schools and universities as well as Confucius Institutes. Also, 800 participants were dispatched to Confucius Institutes in 28 countries where they provided Chinese language teaching voluntary service and attended a one year's training in a non-english language. By cooperating with Macao Polytechnic University, Hanban established the Macao Training Center for International Chinese Language Teachers and conducted the 1st training workshop on Portuguese language and Portuguese-speaking countries' social and cultural

20 Annual Report By cooperating with some foreign universities such as Michigan State University and Towson University, U.S., Hanban has jointly established teachers'colleges for the training of local teachers. In 2009, an executive agreement on the joint establishment of a training center for Chinese language teachers in Victoria State was signed with the Victoria State Department of Education, Australia. An agreement on a joint offering of Teaching Chinese as Second Language faculty position was signed with Gottingen University, Germany Xu Jialu, Chinese Vice-Chairman of the 9th and 10th Standing Committee of the National People's Congress, is speaking at the closing ceremony of the 2009 pre-service training workshop for Chinese directors of Confucius Institutes. 20 The number of dispatched volunteers increased considerably. In 2009, a total of 2,740 volunteer Chinese language teachers were sent to 71 countries. Volunteers were sent for the first time to these 20 countries: Iran, Pakistan, North Korea, Brunei, Jordan, Sri Lanka and Uzbekistan in Asia; South Africa, Cameroon, Corte d'voire, Kenya, Mali, Nigeria, Zambia, Rwanda and Botswana in Africa; Sweden, Austria and Denmark in Europe; and New Zealand in Oceania. Nearly 4,000 applications were received; about 2,000 candidates were preliminarily selected for written and oral tests, and 317 volunteers were recruited and sent overseas as teachers of Confucius Institutes (Classrooms); 1,066 candidates were selected as reserve teachers for non-english speaking countries. 602 non-english speaking overseas volunteers of 19 languages were recruited and sent to 53 Confucius Institutes in 23 countries to train in different languages and provide voluntary Chinese language teaching service.

22 Annual Report Two documents, Regulations for Management of Volunteer Chinese Language Teachers and Methods for Selection of Volunteer Chinese Language Teachers to Be Dispatched to Confucius Institutes (Classrooms) were formulated; and another document, Serial Research Reports on Volunteer Chinese Language Teachers was completed Candidates are enthusiastic in taking the selection examination for volunteers of Confucius Institutes (Classrooms). The Training Syllabus for Volunteer Chinese Language Teachers was revised. Training was reinforced and more specifically targeted to the job responsibilities. More than 3,000 volunteers were trained during the year. Services for volunteers were improved and more teaching resources were donated to volunteers and their schools. The Home for Volunteers was set up in Nepal and Mongolia; and an e-magazine, The Home for Volunteers Newsletter of Volunteer Chinese Language Teachers, began publication. The training of volunteer Chinese language teachers was focused on subjects such as quality-oriented expansion and Theory and Methodology in Teaching Chinese to Speakers of Other Languages. 25 Annual Report The development of multi-media Chinese teaching materials took a huge step forward. Multi-lingual translation of important teaching materials and reference books was given great emphasis. Multi-lingual translation was launched on a full scale. To correct the lack of multi-lingual teaching materials, Chinese and foreign experts were organized to adapt good textbooks such as Chinese Paradise, Happy Chinese, Learn Chinese with me, and Contemporary Chinese, and reference books such as Essential Hanban developed a series of Chinese textbooks and cultural reading materials. Chinese Dictionary, My Little Chinese Picture Dictionary, My Chinese Picture Dictionary,and International Curriculum for Chinese Language Education, and translate them into 45 languages. As of now, these materials have been translated into 20 languages. In cooperation with China International Publishing Group and Foreign Languages Teaching and Research Press, an 8-part documentary film, Five Millennia of Chinese Characters, was translated into English, French, German, Spanish, Russian, Arabic, Korean, Japanese and Thai; in cooperation with Joint Publishing Company Hong Kong, Chinese Made Easy (for kids) was adapted and translated into French, German, Spanish, Russian, Arabic and Portuguese. DVD Multi-lingual versions of Five Millennia of Chinese Characters, in both book and DVD formats, were released at the Frankfurt Book Fair. Discover China 38 At the Frankfurt Book Fair, a foreign Chinese language learner is attracted by an audio learning chart. Hanban was invited to participate in the Frankfurt Book Fair.

In cooperation with China Intercontinental Press, Hanban developed and published cultural reading materials such as Roads to the World, Tales from China's Classic Essential Readings, and Discover China. In cooperation with China Radio International, a textbook Everyday Chinese and its online multi-media learning courseware was developed in 38 languages. In cooperation with Xinjiang Department of Education, Hanban compiled a set of Chinese teaching materials targeted at the five member nations of the Shanghai Cooperation Organization; in cooperation with the Commercial Press, My Little Chinese Picture Dictionary was developed and published; in cooperation with Changchun University of Science and Technology, the Happy Chinese Reading and Writing and Chinese Vocabulary and Culture Readers (Russian) were compiled. Meanwhile, with many worldfamous publishing houses, cooperative agreements on the development of local multi-media Chinese teaching resources were signed, thus achieving a breakthrough in the development of Chinese teaching materials. With Pearson Education Ltd., Hanban signed an agreement of Development of Chinese Teaching Materials for High Schools and Universities in North America. With Langenscheidt Publishing Group, Germany, a copyright transfer agreement for the German edition of My Chinese Picture Dictionary was signed. With TTA Technology Training Associates Ltd., British Columbia Institute of Technology (TTA-BCIT), Canada, Hanban signed an agreement for the joint development of Mandarine Teaching Toolbox. With Confucius Institute at Poitier University The Exhibitions of Confucius Institute Resources and World Languages, hosted by Hanban (Confucius Institute Headquarters), attracted wide attention. and La Maisond' édition Utopiarts, France, an agreement for the joint development and publication of Chinese textbooks and Chinese cultural reading materials was signed. With Liberia Editrice Cafoscarina, Venice, Italy, Hanban signed an agreement for the joint publishing of Communicative Spoken Chinese. With Higher Education Press of China and MM Publications of Greece, an agreement for the copyright export of Common Knowledge about Chinese Culture was signed. With the People's Education Press of China and Insight Publications of Australia, Hanban signed an agreement for the copyright export of Learn Chinese with Me ACTFL The promotion of Chinese teaching materials made great progress.

28 32 Hanban (Confucius Institute Headquarters) There was a Great Wall Chinese Experience Zone at the Exhibitions of Confucius Institute Resources and World Languages. At the experience zone, foreign students sang Chinese songs. Hanban took an active part in overseas language teaching resources exhibitions. On October 13-18, 2009, Hanban was invited to participate in the 61st Frankfurt Book Fair and became a shining star in the activities hosted by China, winning the Excellent Organizing Prize from China's General Administration of Press and Publication. Hanban participated in many other activities and exhibitions, like the Expolangues Paris, London Language Show, the Annual Session and Exhibition of the American Council on Teaching of Foreign Languages (ACTFL), Expolingua Berlin 2009, Malaysia International Chinese Book Exhibition, Australia Chinese Language and Culture Exhibition, and the Singapore World Book Exhibition

29 Annual Report The Exhibitions of Confucius Institute Resources and World Languages were successfully held. On December 11-14, 2009, the Exhibitions of Confucius Institute Resources and World Languages, hosted by Hanban (Confucius Institute Headquarters), were held at the China National Conference Center, Beijing. On display were also new technical products of language teaching developed by 86 famous Chinese and foreign publishing and promoting institutions, the teaching, culture and community service activities developed by 200 Confucius Institutes and 17 Confucius Classrooms in more than 60 countries, as well as over 400 categories and more than 5,000 copies of Chinese teaching resources developed by Hanban. The exhibitions attracted more than 20,000 visitors % 4.3 million copies of text books, reading materials, audio-visual products and reference books were donated to 2,169 organizations in 114 countries. That is an increase of 624% over the previous year. 24 At the 24th World Winter Universiade, Hanban set up a China Exploratorium Zone. Hanban developed colorful multi-media courseware. 44 Annual Report On August 17-19, 2009, the 2nd Plenary Session of the 8th Council Meeting of the International Society for Chinese Language Teaching (ISCLT) was held in Kunming, China; 46 council members from 13 countries attended. The meeting focused on the issues of teachers, teaching materials and teaching methods which are vital to solving the problems encountered in the international promotion of Chinese, and on the conducting of high-quality, highly efficient, sustainable promotion of Chinese. At the meeting, Provisional Regulations for Special Task Force of ISCLT was discussed and adopted. For a better and more standardized management, ISCLT formulated the Regulations for ISCLT Council Work and the Regulations for ISCLT Member's Work.. For the purposes of releasing information on important events of international Chinese language teaching in a timely manner, introducing the latest theories, methods and to exchange experiences in the field of Teaching Chinese to Speakers of Other Languages, and providing more information 3 In March, ISCLT Newsletter started its publication. and trends of international Chinese language teaching to members around the world, Hanban launched a bi-monthly journal the ISCLT Newsletter. Xu Lin, Director-General of Hanban and Chief Executive of Confucius Institute Headquarters, attended the Alliance Francaise Conference, and delivered a speech as a guest of honor. 27 Hanban participated in the 27th Expolangues Paris. Chinese President Hu Jintao held talks with President Wade of Senegal at Dakar and expressed support for the establishment of a Confucius Institute at Dakar University and support for Senegalese-Chinese Teaching.
