1 Oglala Sioux Tribe Department of Public Safety PO Box 300 Pine Ridge, South Dakota Phone: (605) Fax (605) POSITION DESCRIPTION POSITION: Chief of Police SALARY: $65,000 to $74,000 DATE OPEN: Friday October 28, 2016 CLOSING DATE: Friday December 02, 2016 PROGRAM: LOCATION: Oglala Sioux Tribe Department of Public Safety Pine Ridge Indian Reservation Pine Ridge, South Dakota GENERAL DESCRIPTION OF DUTIES: The Chief of Police is the Executive Officer of the Oglala Sioux Tribe Department of Public Safety and works under the supervision of the OST-DPS Board of Trustees to carry out the mission, philosophy and purpose of OST-DPS. The Chief of Police is directly responsible for the management and supervision of the daily organization operations according to policies, procedures and decisions established by the OST-DPS Board of Trustees, requirements of funding agencies and applicable tribal and federal laws. Position is classified a Law Enforcement position. SPECIFIC DUTIES: 1. To supervise all Law Enforcement Officers, Telecommunications (Dispatchers) Officers and Administrative Support Staff. Shall ensure that the Law Enforcement Division and Support Programs and any other programs directed by the OST-DPS Board of Trustees provide quality services to the service population and operate according to established policies and procedures. 2. To advise and make recommendations to the OST-DPS Board of Trustees on all matters and affairs pertaining to the mission, philosophy, purposes and services of OST-DPS. 3. To work with the Department Administrators and OST-DPS Board of Trustees in providing necessary background materials to make informed decisions.

To ensure that the operations of OST-DPS and its divisions and program personnel are in compliance with the mission, philosophy purpose, policies and procedures of OST-DPS, and with the laws and requirements of funding agencies, and Tribal and federal agencies as applicable. 5. To work with the Department Administrators and OST-DPS Board of Trustees to conduct the necessary organization and program planning and evaluation to operate OST-DPS effectively and efficiently and meet the needs of the service population. 6. To work with the Department Administrators and OST-DPS Board of Trustees to develop and maintain a balanced operating budget for OST-DPS. 7. To work with the Department and OST-DPS Board of Trustees to develop and maintain sound financial practices including record keeping, fundraising, budgeting, accounting, investing, borrowing and reporting. 8. To work with the Department Administrators and OST-DPS Board of Trustees to develop and maintain sound management practices with respect to OST-DPS programs, personnel, services, facilities and property. 9. To work with the Department Administrators and OST-DPS Board of Trustees to ensure the timely development and submission of all necessary financial and program reports required by the OST-DPS, funding agencies and other tribal and federal agencies as applicable. 10. To work with the Department Administrators and OST-DPS Board of Trustees to acquire professional services, such as consulting and insurance, as deemed necessary to meet the needs of OST-DPS. 11. To work with the Department Administrators and OST-DPS Board of Trustees to ensure that OST-DPS and its participants receive training and technical assistance necessary for the effective and efficient operations of OST-DPS, for the effective service delivery. 12. To work with other individuals, programs or agencies on behalf of and in the best interests of OST-DPS, within the constraints established by OST DPS policies and procedures. 13. To negotiate agreements, contracts or working relationships with other individuals, programs or agencies on behalf of and in best interests of OST-DPS pursuant to the approval of the OST-DPS Board of Trustees. 14. To perform such other duties as may be required by the OST-DPS Board of Trustees, appropriate to the mission, philosophy and procedures of OST-DPS.
3 REQUIREMENTS AND QUALIFICATIONS: 1. Master s Degree in Police Science or Criminal Justice, or Bachelor s Degree in Police Science or Criminal Justice from an accredited college preferred. Combination of training and extensive work experience in law enforcement will be considered in lieu of degree requirements. 2. At least fifteen (15) years of combined work experience in Law Enforcement Supervision, Investigations and field law enforcement work preferably in Indian country. 3. Successful completion of basic police officer training from a recognized law enforcement police academy. 4. Successful completion of coursework in police law enforcement supervision, criminal investigations and report writing from a recognized college or law enforcement police academy. 5. Work experience in the administration and resolution of internal and criminal investigations. 6. Demonstrated knowledge of tribal, federal and state laws regarding criminal jurisdiction in Indian country. 7. Experience in working with tribal, federal and state investigators/prosecutors regarding criminal jurisdiction in Indian country. 8. Experience with program planning, budgeting, evaluation and personnel supervision. 9. Experience with federal and private funding programs and requirements. 10. Demonstrated commitment to mental and physical wellness in the workplace. 11. Knowledge of Lakota history, culture, philosophy and language. 12. Communication and organizational skills and abilities to work with people to achieve personal, program and organization goals. 13. Must be bondable according to the policies and procedures of OST-DPS approved by OST-DPS Board of Trustees. Oglala Sioux Tribe Department of Public Safety serves the people of the Oglala Sioux Tribe. Applicants shall demonstrate a commitment to the ideals and needs of the Lakota people.
4 All applicants must complete an OST-DPS application, OST-DPS will conduct a criminal background investigation on all applicants, applicants attach all official transcripts with date of degree conferred, applicants complete a drug test and provide supporting documentation, provide supporting documentation for any work/educational experience claimed. In accordance with OST-DPS s philosophy, preference shall be given to Indians and Veterans with the appropriate documentation. Any and all applicants that apply for this position Chief of Police that don t meet the Minimum Requirements and Qualifications or any Incomplete Applications for this position will Not be considered, rated or interviewed for this position. Incomplete applications will be returned to the applicant. Having the ability to talk with Tribal Council representatives, Federal legislators or other officials to explain various program activities and provide written documentation of all said activities. Possess good judgment and have the ability to exercise split second decisions on critical situations. Pass an extensive background investigation and routinely participate in drug testing. Supervise an array of professional employees. Possess a strong supervisory background of experience. Must have a strong understanding and knowledge of the Lakota History, Culture and Philosophies. QUALIFICATIONS: - No felony convictions in life time and certifiable to carry firearms; - Must have no misdemeanors in the previous year (1); - Never been convicted of Domestic violence; - Must have a valid South Dakota driver s License with no violations; - Must have completed the National Indian Police Academy or a State Law Enforcement Academy and has retained his/her Law Enforcement Certification. - Must be in good physical condition and will be required to have yearly physical examination to determine fitness; - Must qualify for and receive a Deputy Special Law Enforcement Commission from the Bureau of Indian Affairs; - Must comply with the Tribal Drug Free Policy and submit to random drug testing; BENEFITS: The Oglala Sioux Tribe Department of Public Safety offers short and long-term disability, unemployment insurance, and IRA retirement plan, dental and vision benefits, life insurance.
5 Position is eligible for sick and annual leave upon completion of a ninety (90) calendar day Leave probationary period. Also this position is subject to an Employment Probationary Period of ninety (90) calendar days. Physical must be completed before hiring date. Standard Form Investigative Questionnaire for Law Enforcement Positions is required to be completed this form is attached to our OST DPS Application. All new applicants complete the Investigative Questionnaire for Law Enforcement Positions Form upon submitting their OST DPS Application. Current OST DPS Law Enforcement Officers are required to complete the Investigative Questionnaire for Law Enforcement Positions form every three (3) years and maintain a Favorable Adjudications. Applications can be picked up at the OST DPS Personnel Office next to the Adult Offenders Facility South of Pine Ridge or at the Kyle Police Department in Kyle, South Dakota. All applicants are subject to a full background investigation and drug test.
6 Regarding department policy no present or former OST DPS employees will be allowed request to have the OST DPS Personnel Office submit any old applications or documents or training records for any stated vacant department positions. Any present or former OST DPS employees can request in writing to come in and obtain any training records from their personnel file and attach their records to their new completed application ALL APPLICATIONS FROM ALL QUALIFIED PERSONS WILL BE CONSIDERED.
