2 A quality educational experience The Sir Walter Murdoch School of Public Policy and International Affairs offers students a unique opportunity to engage with big policy issues, develop highlevel skills and build career opportunities through professional Masters degrees and other graduate programs. Taking advantage of Murdoch University s long engagement with practical policy questions and deep expertise on Australia, Asia and the Indo-Pacific region, the Sir Walter Murdoch School offers degrees in Public Policy and Management, International Affairs, Development Studies and Health Policy and Leadership. Merit-based scholarships are available for both local and international students, including our prestigious Global Voices scholarships exclusively for Sir Walter Murdoch students. Our faculty has recently been ranked as one of Australia s best for policy, politics and international studies (QS and ERA, 2015). Networking and engagement with employers is an important part of the School s offerings. Regular policy seminars and professional development opportunities are offered. Each Masters degree concludes with a capstone experience, enabling students to apply their learning to a practical issue through a policy case study project, a professional internship, or a supervised research thesis. (Times Higher Education World University Rankings 2016) Designed to fit a busy lifestyle Classes are delivered in flexible formats, designed to fit into a demanding professional life, with units offered in the evenings, on weekends, or in intensive blocks. All classes are taught face-to-face in small group seminars and workshops designed to maximize the on-campus student experience. Murdoch s Library Learning Centre and computer labs are available 24 hours a day, so students can study when it suits them. Previous tertiary qualifications combined with relevant professional experience may qualify students for advanced standing, meaning they could complete a Masters qualification in as little as 12 or 18 months. 3 Professor Benjamin Reilly Dean, Sir Walter Murdoch School As Dean of the Sir Walter Murdoch School, Prof Reilly is a political scientist specializing in comparative politics and political development. Formerly Professor of Political Science, head of the Policy and Governance program and Director of the Centre for Democratic Institutions in the Crawford School of Public Policy at the Australian National University (ANU), Prof Reilly has also worked with the Australian government, the United Nations and other international organisations, and held visiting appointments at Harvard, Oxford, and Johns Hopkins universities. He is the author or editor of 7 books and over 100 scholarly articles and chapters, and has received financial support from the Carnegie Corporation of New York, the United States Institute of Peace, the East-West Centre, the National Endowment for Democracy and the Australian Research Council. He holds a PhD in Political Science from the ANU. Ben.Reilly@murdoch.edu.au Our Academic Chairs Dr Yvonne Haigh Senior Lecturer, Policy and Governance Dr Haigh has expertise in public policy and public sector management, and is Academic Chair of Public Policy. Her current research focuses on social policy issues. Her most recent publication is Public Policy in Australia (2012). An experienced university educator, Dr Haigh worked for many years in the Western Australia (WA) public service and has ongoing connections with the sector, providing expert advice to bodies such as the WA Corruption and Crime Commission. Y.Haigh@murdoch.edu.au Dr Jeffrey Wilson Senior Lecturer in Politics and International Studies Dr Wilson is Academic Chair of International Affairs. His research and expertise focus on international political economy, the role of corporate actors in global economic governance, and international resource politics in the Asia-Pacific region. A Fellow of the Asia Research Centre, Dr. Wilson has published widely on the political economy of resource security in Asia. He has consulted for the Australian government on trade policy in Asia, and was awarded the inaugural Boyer Prize in 2012 by the Australian Institute of International Affairs for his work on China-Australian economic relations. J.Wilson@murdoch.edu.au Dr Jane Hutchison Senior Lecturer in Politics and International Studies A political economist, Dr Hutchison has expertise in the politics of development effectiveness, labour and globalisation, and gender and development. She chairs the Development Studies program. Dr Hutchison is co-author of Political Economy and the Aid Industry in Asia (2014). She was formerly Chair of the Oxfam Australia Board and a board member of Oxfam International. She is a member of the Research for Development Impact (RDI) Network Committee, an initiative of Australian Council for International Development and Australian development NGOs. J.Hutchison@murdoch.edu.au Dr Francesco Paolucci Associate Professor Head of Health Policy Associate Professor Francesco Paolucci heads the Health Policy Program in the Sir Walter Murdoch School. A health economist, he was formerly Reader of Health Economics and Policy at the University of Northumbria Newcastle in the United Kingdom and Fellow at the Australian National University in Australia. Dr Paolucci has also worked for government, non-government and private sector national and international organisations, and advised widely on the design and financing of healthcare systems. 4 Graduate Coursework Programs Public Policy and Management, Masters Duration: 2 years full-time Course code: M1194 World-class faculty Independent rankings have confirmed the status of the Sir Walter Murdoch School s faculty as one of Australia s best. The 2015 Excellence in Research Australia evaluations rated Murdoch s politics discipline (which includes political science, international relations and public policy) at equal 5th across all Australian universities, while the UK-based QS placed Murdoch in the world s top 200 for Politics & International Studies. Murdoch is also the top-ranked West Australian university in these fields. The Master of Public Policy and Management equips you with the strategic, analytical and professional skills for a career in the government, non-profit and private sectors both in Australia and internationally. Extensive industry input went into developing this course to ensure you are equipped with the knowledge and skills to analyse, design and implement policy in complex institutional and regulatory environments. Small group size classes enable you to actively contribute and connect with your peers in classroom discussions and allows for stronger engagement with our prized academics, who are leading researchers in their field. The core units within this program cover public policy theory and practice, policy design, public sector management, policy research and evaluation, and public sector economics. This course also includes a capstone unit, which is a special unit that consolidates everything you have learned in your course and gives you the opportunity to apply your learning to a practical issue. Within this capstone unit, you can opt to undertake either a policy case study project, professional internship, or supervised research thesis. This course is suitable for students looking to work in the public sector, the not-forprofit sector and for professionals who work at the intersection between government and business. Students will acquire the knowledge, skills and expertise in public policy relevant to a broad range of settings such as local, state and federal government, international organisations, corporations with government links, and non-profit agencies. Public Policy and Management, Graduate Certificate Duration: 1 semester full-time Course code: C1102 Designed for recent graduates and those who may be exploring a new career direction, this six month course will introduce you to the strategic, analytical and professional knowledge and skills necessary for careers in the government, non-profit and private sectors. Delivered by highly skilled academics who are active leaders in the field of public policy and management, you will learn what it means to analyse, design and implement policy in current institutional and regulatory environments. This course can also be taken as a first step towards the full Masters degree. Suitable for students looking to work in the public sector, the not-forprofit sector and for professionals who work at the intersection between government and business. Development Studies, Masters Duration: 2 years full-time Course code: M1195 The Master of Development Studies is a practical professional degree focussing on the challenges of social, economic, and political development and poverty alleviation. This course concentrates on the connection of development, politics and social and environmental sustainability, food and health security, international assistance, state building, conflict management, gender relations and other significant issues impacting development. This course also includes a capstone unit, which is a special unit that consolidates everything you have learned in your course and gives you the opportunity to apply your learning to a practical issue. Within this capstone unit, you can opt to undertake either a policy case study project, professional internship or supervised research thesis. The Master of Development Studies will enable you to seek a career in any aspect of international development in the public, private or not-for-profit sectors. You will acquire the knowledge, skills and expertise necessary for careers in international development in a broad range of settings such as regional and international organisations, government agencies, private firms, and nongovernment organisations involved in development.
5 Development Studies, Graduate Certificate Duration: 1 semester full-time Course code: C1103 Designed for recent graduates and those who may be exploring a new career direction, this six month course will prepare you to participate in the world of international development. Delivered by highly skilled academics who are active leaders in the field of development studies, you will develop the theoretical foundation and professional skills necessary for a rewarding career in development policy, planning and practice in Australia and internationally. This course can also be taken as a first step towards the full Masters degree. Suitable for students looking to work in the public sector, the not-for-profit sector and the private sector in the field of international development. Health Policy and Leadership, Masters Duration: 2 years full-time Course code: M1254 The Master of Health Policy and Leadership is an internationally focussed multidisciplinary program that is the only one of its kind in Australia. It aims to develop your skills and understanding of health policy, leadership, management, economics, law, epidemiology, informatics and communications for future health industry leaders. This course brings together our core expertise in research and teaching in health across the entire campus. This range of interdisciplinary skills and expertise will be complemented with opportunities to be taught by leading experts in their field, whilst connecting with health industry employers at the local, national and international level. This course also includes a capstone unit, which is a special unit that consolidates everything you have learned in your course and gives you the opportunity to apply your learning to a practical issue. Within this capstone unit, you can opt to undertake either a policy case study project, professional internship or supervised research thesis. Industry engagement is an important element, with some classes held in the new Fiona Stanley Hospital adjacent to campus. Health is one of Australia s largest industries, with over one million people employed nationally. It is also Western Australia s largest single employment sector, where it is predicted to double in size over the next five years. International trends suggest that the increasing demand for executives, managers, professionals, administrators and analysts working in the healthcare industry will require specialised multidisciplinary skills and qualifications in health policy, management, economics, law, epidemiology, informatics and communications. Individuals already in the workforce will increasingly need to develop these skills to progress in their career. for this course include the local, national and international health industry, including pharmaceutical and medical devices firms, non-government organisations, health insurers, regulatory agencies, hospitals and integrated care organisations, health ministries, departments, and other governmental agencies, as well as universities and commercial research bodies.
6 Health Policy and Leadership, Graduate Certificate Duration: 1 semester full-time (Semester 1 commencement only) Course code: C1128 Effective leadership and management skills, and an understanding of the economics and governance of health are vital for leadership careers in the health sector. Designed for recent graduates and those who may be exploring a new career in the health sector, this Graduate Certificate can be completed intensively over four months. The Certificate will foster skills in strategic health leadership and management, healthcare policy and governance, and economics and finance for those already employed in the health sector, while enhancing the value of potential employees entering the sector. It can also be taken as a first step towards the full Masters degree. This course supports the growing demand for health service professionals nationally and internationally in medical associations, consultancy firms, insurance companies, medical technology firms and agencies, hospitals, advisory boards, government departments, and non-government organisations with a health focus. International Affairs, Masters Duration: 2 years full-time Course code: M1196 The Master of International Affairs is a multi-disciplinary professional degree that explores the political, economic, strategic, cultural and legal forces that shape our region and world. Taking advantage of Murdoch s Indo-Pacific outlook, this course equips you with the knowledge and skills for careers in a wide variety of sectors including government and foreign affairs, international organisations, national and international non-government organisations and the private sector. Taught by experts in the field you will examine contemporary issues in political economy, global trade, resource management, the role of international institutions, international security and arms control, international law, human rights, conflict management and regional architecture, and can choose from a range of electives to suit your professional needs and policy interests, including an opportunity to study Indonesian or Japanese. This course also includes a capstone unit, which is a special unit that consolidates everything you have learned in your course and gives you the opportunity to apply your learning to a practical issue. Within this capstone unit, you can opt to undertake either a policy case study project, professional internship or supervised research thesis. This course is suitable for students working in or seeking a career in all areas of international affairs, including the public, private and not-for-profit sectors. You will acquire the knowledge, skills and expertise in global public policy, relevant to a broad range of settings such as foreign ministries, security agencies, multinational corporations, regional and international organisations, and international non-government organisations. Global Voices Scholarship The Mal and Karyl Nairn Global Voices Scholarship enables several high-performing Sir Walter Murdoch School students to join an international policy delegation overseas for their final year Research Internship. The chosen students will join a team of students from other universities and will attend a series of high-profile national and international meetings and forums as part of an Australian delegation. All delegation expenses such as flights, accommodation and some meals are covered by this Scholarship.
7 Admissions Requirements Masters degrees Admission to the Masters degrees is available to students who have a Bachelor degree in any area. English language requirements also apply. The course duration is up to 2 years full-time or the part-time equivalent. Up to 12 points (0.5 year) of advanced standing is available to students with: A Bachelor degree with a major in a cognate discipline to the Masters course Or, a Bachelor degree in an unrelated discipline and a Graduate Certificate or Diploma in a cognate discipline to the Masters course Or, an Honours degree or equivalent in an unrelated discipline Or, a Bachelor degree in an unrelated discipline and two years of relevant, documented professional experience Up to 24 points (1 year) of advanced standing is available to students with: An Honours degree or equivalent in a cognate discipline to the Masters course Or, an Honours degree or equivalent in an unrelated discipline and at least two years of relevant documented professional experience A student s advanced standing is assessed at the time of application, taking into account level of higher study and/or professional experience. Graduate Certificates The course duration is 6 months full-time or the part-time equivalent. Admission to the Graduate Certificates is available to students who have a recognised Bachelor degree in any field. Location These courses can be studied at Murdoch University s South Street campus in Western Australia. Key dates Courses commence in February for semester one and July for semester two.
