3 CoR Consultation of European Regions and Cities on a New Strategy for Sustainable Growth: A New Lisbon Strategy after 2010 Launch of the Consultation in March 2009 by Luc Van den Brande during The European Summit of Regions and Cities in Prague 80 Contributions received from 23 EU Member Countries Cities and regions contributed roughly in the same proportion 16 contributions from associations of regions and cities (from different levels) 25 contributions from members of the CoR Lisbon Monitoring Platform 19 contributions came from members of the Covenant of Mayors 3

4 Results of the CoR Consultation 1) The Lisbon strategy brought value added to the EU, but did not keep its promises. A renewed strategy is needed after ) The new strategy should be more focused and flexibly adapted to territorial differences. It should also be simpler and more effective. More resources should be devoted to public investments, especially smart ones, also at the EU level. 3) The role of the different tiers of government needs to be redesigned, in light of the need for co-ordinated action. 6 Questions on the Future of the Lisbon Strategy based on the outcome of the CoR Consultation of the European Regions and Cities on a New Strategy for Sustainable Growth Q1) Which elements of the Lisbon Strategy should be retained, and what changes are needed, in order to strike the right balance between competitiveness social and environmental goals? Q2) What objectives and related statistical indicators should the new strategy adopt and use, beyond GDP growth and R&D expenditure, to trace the fulfilment of these broader goals? Which monitoring and evaluation methods should be adopted in order to assess progress and problems in the implementation of the new strategy? 6

7 Q3) How should the new strategy help all EU regions, irrespective of their development level and geographical location, to pursue innovation, productivity, sustainable growth and quality of life while improving social inclusion? Which relationship should be envisaged between the new strategy and a renewed cohesion policy, to help each EU region to promote sustainable growth, quality of life and inclusion based on its own specific resources? Q4) How can the new strategy involve the EU, national, regional and local levels of government in a coordinated and integrated multilevel policy-making framework? Could specific tools be envisaged, such as contractual agreements between different government levels, in which EU financing is conditional upon rigorous monitoring and evaluation of the policies implemented? Q5) What incentives can be provided to EU national governments to implement the necessary reforms? Should they include economic incentives? Q6) What should be done to make the strategy relevant to the lives of ordinary citizens? How can the new strategy be communicated to citizens and stakeholders? 7

8 Ongoing debate about the Future Strategy and the role of LRAs What I propose is to bring the different strategies and instruments together, adapting them where necessary. In particular, we need to revise the current Lisbon strategy to fit the post 2010 period, turning it into a strategy for an integrated vision of "EU 2020". This strategy for the "EU 2020" will comprise a more convergent and coordinated approach for the reform of Europe's economies through investment in new sources of growth. José Manuel Barroso, Open Days Opening Session, European Week of Regions and Cities Brussels, 5 October 2009 There is a common awareness that one of the main weaknesses of the current Lisbon Strategy is that lack of implementation due to the fact that the strategy has been weakly rooted at national level. That is also one important conclusion we can draw from the results of the Lisbon Monitoring Platform. It is important to keep in mind that several policy areas covered by the Lisbon Strategy are the responsibility of the regions and local authorities and that they play a vital role in the daily and operational policy making.
