6 The High North Center for Business and Governance Bodø University College is ahead of developments in many areas. When I hear the words home ground and Bodø ( ) associations are our High North Policy and Russia. The establishment of the High North Centre at Bodø University College is a concrete expression of the capacity for renewal and a highly valued initiative. From bilateral to multilateral cooperation between HEI/Research institutions in Norway and Russia : Establishing thematic research and educational alliances (e.g. NAREC) See opportunities for cooperation in already established alliances (e.g. Uarctic, Thematic Network Energy in a New Time ) 8
