2 THE DEPARTMENT BACKGROUND Introduction he Department of International Relations and Diplomacy T (DIRD) has been established to cater for the socio-economic and political needs during and after the liberation struggles in Africa. One of the needs was and still is to offer training in International Relations and Diplomacy to address the socio economic and political changes facing the world today. To meet these demands the DIRD offers courses which provide knowledge, skills and appropriate attitudes to students dealing with International Relations and Diplomacy. International Relations is an important discipline offered in other higher learning institutions. However, the DIRD combines the study of International Relations and Diplomacy into one meaningful training programme. Moreover, the DIRD offers a comprehensive programme for the low and medium level government and private sector personnel such as a junior officers in the Immigration Offices, Army, Trade, Industry, Clearing and Forwarding Agencies, Agriculture and Farmers Associations, Non- Government Organizations (NGOs), Embassies and Small and Medium Enterprises. The need for International Relations and Diplomatic training in Tanzania and worldwide is increasing. This is because local, regional and international challenges associated with conflict prevention and resolution, peace making, human security and arms control, regional integration, poverty alleviation, negotiation and mediation skills are becoming increasingly multifaceted. Thus, it requires the conflicts negotiators, mediators, peace makers and the like to undergo a specialized and an integrated training. Overall Objective The overall objective of DIRD is to provide knowledge and skills of International Relations and Diplomacy to diplomats as well as other people who are engaged in local and international politics and socio-economic affairs. Specific Objectives To equip students with the fundamentals of International Relations and Diplomacy. To equip students with the practice of International Relations and Diplomacy. 4 ESTABLISHMENT OF THE CENTRE The Mozambique-Tanzania Centre for Foreign Relations (CFR) is one of the higher learning institutions in Tanzania. The CFR was established in 1978 following an agreement between the Governments of the Republic of Mozambique and the United Republic of Tanzania. The CFR enjoys a diplomatic status incorporated in Immunities and Privileges Act No.5 (1986). Initially, the CFR used to train Foreign Service Officers of the two countries in the area of International Relations and Diplomacy. Overtime, however, the foreign policy constituency expanded, which necessitated admitting students from a broad clientele to reflect both national and global changes. Moreover, new courses namely; Economic Diplomacy, Languages and Strategic Studies were introduced in the CFR s training programmes VISION To become a Regional Centre of Excellence, a highly demanded Think Tank in International Relations, Diplomatic and Strategic Studies MISSION The pursuit of scholarly and strategic teaching, research, policy advocacy and outreach services in International Relations and Diplomatic Studies targeted at strategic national and regional needs ADMISSION REGULATIONS 1.1 The Centre s training programmes are designed to suit all those whose professional activities require an international relations perspective such as officials from the government, public and private business organizations, media, nongovernmental organizations, international organization and private individuals 1.2 All admissions inquiries should be forwarded to: Deputy Director: Academic, Research and Consultancy (Admissions) Centre for Foreign Relations P.O. Box 2824, Tanzania Phone/Fax No s: admission@cfr.ac.tz OR dcfr@cfr.ac.tz or visit our website New students are admitted in September/October every year; 1.4 All admitted students are expected to conform to the Centre s Regulations; 1.5 The deadline for registration of students is fourteen days after the commencement of the semester; 1.6 Except under special circumstances, no students shall be allowed to change courses two weeks after the commencement of studies; 1.7 No change of names by the students shall be allowed during the course of study and the students shall only be allowed to use names appearing on their certificates; 1.8 No students shall be allowed to postponed studies after the effective commencement of an academic year except under special circumstances. The permission to postpone studies shall be considered after producing satisfactory evidence of the reasons for postponement and upon a written approval from the sponsor. Special circumstances shall include: Sickness, and Severe sponsorship problems. 1.9 Applications shall only be considered and processed if accompanied by evidence of sponsorship; 10.1 Non-Tanzania applicants must clear all immigration formalities required before leaving for Tanzania. They must also obtain a residence permit before they enter the country from the: Immigration Department, Ministry of Home Affairs, P.O. Box 512, 1.11 Application forms shall only be issued to those candidates who satisfy the minimum entry requirements, and after paying the non-refundable statutory application fee (subject to change) of Tshs. for Tanzanians and $30 for non-tanzanians. OFFERED PROGRAMMES 2.1 The Centre offers the following programmes in International Relations and Diplomacy Diploma in International Relations and Diplomacy in International Relations and Diplomacy Diploma in Management of Foreign Relations Diploma in Economic Diplomacy 2.2 CERTIFICATE IN INTERNATINAL RELATIONS AND DIPLOMACY (CIRD) Minimum Entrance Requirements: A: Direct Entry Applicants of the programme must have an Ordinary of Secondary Education Examination (CSEE) with at least FOUR passes in any subject. 2.3 DIPLOMA IN INTERNATINAL RELATIONS AND DIPLOMACY (DIRD) Minimum Entrance Requirements: Category A: Direct Entry Applicants of the Diploma programme must have an Ordinary of Secondary Education Examina tion (CSEE) or equivalent with credit passes in THREE approved subjects, plus an Advanced of Sec ondary Education Examination (ACSEE) or equivalent, with ONE Principal pass (in relevant subjects), TWO subsidiaries obtained at the same sitting. Principal passes in DIVINITY and ISLAMIC KNOWLEDGE shall not be considered for admission Category B: Equivalent Qualifications Applicants must have any good diploma/certificate from a recognized institution. 2.4 BACHELOR IN INTERNATINAL RELATIONS AND DIPLOMACY (BIRD) Minimum Entrance Requirements: Category A: Direct Entry Applicants of the programme must have an Ordinary Diploma (NTA 6) in International Relations and Diplomacy (DIRD) or related fields or equivalent as specified by NACTE from time to time Category B: Equivalent Qualifications Applicants must have any two principal passes in Advanced Level excluding religious subjects of its equivalent as described by NECTA from time to time. 2.5 POSTGRADUATE DIPLOMA IN MANAGEMENT OF FOR- EIGN RELATIONS (PGD-MFR) Applicants must have any good first degree or its equivalent from recognized institution or A good Advanced Diploma from any recognized institution of not less than B grade Additional requirements may be required, especially proficiency in the English language. 2.6 POSTGRADUATE DIPLOMA IN ECONOMIC DIPLOMACY (PGD-ED) Applicants must have any good first degree (preferably in Economics or Commerce) or its equivalent from recognized institution or A good Advanced Diploma from any recognized institution of not less than B grade Additional requirements may be required, especially proficiency in the English language.

6 THE BACKGROUND Introduction The Department of Economic Diplomacy (DED) has been established to cater for the economic development of Tanzania and other developing countries. The course aims at promoting economic productivity and competitiveness in the developing countries by attracting investments and creating a favourable trade in the world. Economic Diplomacy involves the use of diplomacy in the development of knowledge and skills among diplomats, government officials, business communities and the private sectors in international business negotiations, international trade and investment promotion. Economic diplomacy has increasingly become an important phrase and practice in international relations. The globalization process has increased the need for economic development due to the increasing demand for improving standards of living and fighting poverty. Economic development has in such a situation become a world-wide panacea. Training in economic Diplomacy is necessitated by the tremendous economic changes and challenges facing the world. Globalization and economic competitiveness have become part of the new world order. Over the past two decades, the world has increasingly become a global village of nations. The people of the world and nations have been concerned with problems of poverty and peace since the end of the cold war. The post-1990s realities have forced the national leaders and governments to work together towards realizing the new millennium development goals. These have forced the governments to work together with the private sectors and also pursue economic diplomacy more than the traditional politicsoriented diplomacy for the betterment of their nations and world citizens. It is therefore of a strategic value for Tanzania to develop the capacity in training its nationals in the theory and practice of economic diplomacy. The training in Economic Diplomacy seeks to address this strategic goal. It equips trainees with knowledge and skills to quickly respond to global economic challenges such as International Relations and Diplomacy, International Business, Business Negotiations, Trade and Investment Promotion. Overall Objective The objective of this programme is to strengthen the skills of the Foreign Service corps; business communities and related stake holders in Economic Diplomacy so as to enable them handle competitively and skillfully the necessary international economic, business trade and investment transactions. Specific Objectives To equip students with the fundamentals of Economic Diplomacy and its basic tools; and To equip students with the practice of Economic Diplomacy. Programmes Offered The Department offers regular, non-regular and short courses for its clients. REGULAR PROGRAMMES OFFERED: POSTGRADUATE DIPLOMA IN ECONOMIC DIPLOMACY (ED) - ONE YEAR The programmes aims at enabling graduates to acquire higher knowledge and skills in Economic Diplomacy and apply them in the work places. Graduates are trained to handle complex and newly emerging issues related to International Relations and Diplomacy, International Business, Business Negotiations, Trade and Investment Promotions. STRUCTURE OF THE COURSE This is a one-year programme consisting of two semesters of classroom teaching and proposal writing. The classroom teaching and proposal writing are done consecutively in the first and second semesters.
