BACKGROUND The Flemish Association for Development Cooperation and Technical Assistance (VVOB) is a non-profit organization that by order of the Flemish and the Belgian government contributes to the improvement of the quality of education in developing countries. The Multi Year Plan and the Programme Operational Plan in Vietnam are built on the foundations laid in the past, i.e. teacher training especially through Environmental Education (EE) and Information and Communication Technologies (ICT), and Educational Management. The current education programme aims to improve the quality of lower secondary education in 5 provinces of North and Central Vietnam (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through an integrated support to the Active Teaching and Learning (ATL). Building on and in coordination with the education programme, the career guidance programme took its initial steps in The programme targets career guidance in secondary education and the appreciation of the value of vocational education by communities. By doing so, the programme seeks to contribute to the improvement of the quality and relevance of vocational education which is delivered by secondary schools. Initially two provinces which are also covered by the education programme, Quang Nam and Nghe An, will participate. The operational partners are the Departments of Education and Training (DOETs) and Women s Union (WU) in both provinces. Also the Provincial People s Committees (PPC) and Departments of Labor, War Invalids and Social Affairs (DOLISAs) are closely involved to ensure relevance of the intervention, and coordination and integration with other initiatives. Career guidance in secondary education in Vietnam follows two tracks: (1) Education of career guidance, where career orientation is provided through specifically dedicated periods and extra-curricular activities; and (2) vocational taster courses which are provided as part of the technology subject and as education of general professional (EGP) periods which are delivered at schools and Centres for General Techniques-Career Orientation (CCOs). 2 Effectiveness and efficiency of career guidance education delivered in schools of general education depends to a large extent on managerial capacity of career guidance by managers. The leaders play a very important role in steering and supporting the implementation of the career guidance vision. School leaders need to provide direct support to form teachers and CG teachers in various ways, including with time and resources. 2. OBJECTIVE AND SCOPE OF THE CONSULTANCY The consultancy aims to develop a manual on career guidance management and to facilitate a 3-day training workshop for the core group of Nghe An and Quang Nam Province. The training, which needs to be replicable by the core trainers, seeks to provide key leaders (leaders at schools, DOETs, BOETs) with basic knowledge and skills on management of career guidance for secondary education at their areas. Support for improvement of knowledge and skills on management of career guidance is aiming to contribute to achieving the aims of the provincial visions on career guidance. Therefore, the consultant is requested to develop the manual based on the local context, the provincial career guidance vision, in line with guidelines from MOET and informed by the revision of career orientation materials which is ongoing. 3. METHODOLOGY The selected national expert will work in consultation with the VVOB coordinator and adviser towards different milestones as defined in the tasks section. The manual is expected to consist of the following content (not exhaustif list): Basic knowledge on career guidance; Clear understanding of roles of actors in carrying out CG tasks inside and outside the school environment; Required knowledge and skills in management of career guidance, including planning, organisation for implementation, steering and supporting the implementation, mornitoring and evaluation of career guidance; This is also included how to access and update information from the career guidance portal ( Sample training plan for facilitation of training for DOETs, BOETs leaders and school administrator boards on management of career guidance; Gender sensitivity in management of career guidance. In line with the objective of VVOB s education programme, the sample training plan will promote an active teaching and learning approach.the training itself will follow this approach as well. All supporting documents will be prepared in Vietnamese. Page 2 of 8

3 4. RESPONSIBILITIES AND TIMEFRAME The specific tasks for the expert are as follows: Time TASK Aug Sept Oct 1. Preparation of manual outline The expert will prepare a detailed outline of the manual including the proposed topics and how to deliver them. The outline of manual will be discussed with VVOB and the expert will incorporate comments and feedback. 2. Preparation of manual and training plan Based on the agreed outline of the manual, the expert will develop a draft manual which includes content and methods to deliver the content. Also the agenda, plan and other materials (e.g. powerpoint presentations, guidance for inputs) for a consultation workshop is developed. VVOB will give comments to the draft manual and materials for the consulting workshop beforehand. 3. Facilitation of the consultation workshop (place to be confirmed) The expert facilitates the consultation workshop with VVOB s partners on manual (including contents and structure) 4. Training for core group (place to be confirmed) The expert will prepare a training plan for the core group on management of career guidance and how to multiply this training to other principals/school administrators. Preparation for the training includes agenda, powerpoint presentation, evaluation and a small session for final agreed on the manual 5. Follow-up support for multiplication The expert will provide feedback to the agenda s and training plans that the core group members prepared for their multiplication training, within a few weeks after the training workshops have been organized. 4 Post graduate degree in education or a related field complemented with relevant experience in the education sector Strong analytical skills Proven track record of the provision of and/or teaching about management of education especially in career guidance issues. Substantive and demonstrated knowledge of issues related to career guidance in Vietnam Good understanding of the Vietnamese education system Previous experience in working with international organizations and/or NGOs Able to work independently Excellent spoken and written Vietnamese Good communication skills in English are an asset 6. GIỚI THIỆU Tổ chức Hợp tác Phát triển và Hỗ trợ Kỹ thuật vùng Fla-măng, Vương quốc Bỉ (VVOB) là một tổ chức phi lợi nhuận, hoạt động theo yêu cầu của Chính phủ Vương quốc Bỉ và vùng Flamăng với mục tiêu nâng cao chất lượng giáo dục tại những nước đang phát triển. Bản Kế hoạch Hoạt động và Kế hoạch Thực hiện Chương trình được xây dựng dựa trên những kết quả mà VVOB đã đạt được trong thời gian trước đây, bao gồm chương trình bồi dưỡng giáo viên thông qua Giáo dục Môi trường (GDMT), Công nghệ Thông Tin (CNTT) và Quản lý Giáo dục. Chương trình giáo dục hiện nay của VVOB hướng tới việc nâng cao chất lượng giáo dục cấp trung học cơ sở tại 5 tỉnh miền Bắc và miền Trung Việt Nam (Thái Nguyên, Quảng Ninh, Nghệ An, Quảng Nam, Quảng Ngãi) thông qua hỗ trợ cho quá trình đổi mới Dạy học Tích cực (DHTC). Chương trình Hướng nghiệp ( ) được xây dựng dựa trên chương trình giáo dục và được khởi động vào năm Chương trình tập trung vào công tác hướng nghiệp trong giáo dục trung học và sự đánh giá đúng của cộng đồng về giá trị của giáo dục nghề. Qua đó, Chương trình sẽ góp phần nâng cao chất lượng và sự phù hợp của công tác giáo dục nghề phổ thông tại các trường trung học. Ban đầu có hai tỉnh Quảng Nam và Nghệ An sẽ tham gia Chương trình. Các đối tác thực hiện là các Sở Giáo dục và Đào tạo và Hội Liên hiệp Phụ nữ ở cả hai tỉnh. Ngoài ra, Uỷ ban nhân dân tỉnh và Sở Lao động Thương binh và Xã hội tỉnh cũng sẽ tham gia vào chương trình để đảm bảo sự phù hợp của các hoạt động can thiệp, và sự phối hợp và lồng nghép với các hoạt động khác có liên quan. Công tác hướng nghiệp trong chương trình giáo dục trung học tại Việt Nam được thực hiện qua 2 con đường: (1) Giáo dục hướng nghiệp: tập trung vào công tác hướng nghiệp qua một số tiết học và hoạt động ngoài giờ lên lớp; và (2) các khóa học thử nghiệm nghề được thực hiện thông qua một phần của môn Công nghệ và các tiết giáo dục nghề phổ thông được dạy tại các trường học và các Trung tâm Kỹ thuật tổng hợp -Hướng nghiệp. Chất lượng và hiệu quả của công tác giáo dục hướng nghiệp tại các trường phổ thông phụ thuộc rất nhiều vào năng lực quản lý về hướng nghiệp của cán bộ quản lý. Cán bộ lãnh đạo đóng vai trò quan trọng việc định hướng và hỗ trợ việc thực hiện tầm nhìn hướng nghiệp. Cán bộ quản lý cấp trường cần tạo điều kiện hỗ trợ trực tiếp các giáo viên chủ nhiệm và giáo viên hướng nghiệp dưới nhiều hình thức, kể cả về mặt thời gian và nguồn lực. Page 5 of 8

MỤC ĐÍCH VÀ PHẠM VI HỢP ĐỒNG TƯ VẤN Mục đích của dịch vụ tư vấn là xây dựng sổ tay hướng dẫn quản lý công tác hướng nghiệp và tiến hành một khoá tập huấn 3 ngày cho các tập huấn viên nòng cốt của hai tỉnh Nghệ An và Quảng Nam. Sau khóa tập huấn, các tập huấn viên nòng cốt sẽ tiến hành tập huấn nhân rộng với mục đích cung cấp cho cán bộ quản lý chủ chốt (lãnh đạo của các trường, phòng và sở GD-ĐT) kiến thức và kỹ năng cơ bản về quản lý công tác hướng nghiệp cho cấp giáo dục trung học trên địa bàn họ quản lý. Việc hỗ trợ nâng cao kiến thức và kỹ năng quản lý công tác hướng nghiệp nhằm góp phần thực hiện các mục tiêu trong tầm nhìn hướng nghiệp cấp tỉnh. Do đó, tư vấn cần phải xây dựng sổ tay hướng dẫn quản lý công tác hướng nghiệp căn cứ trên bối cảnh và tầm nhìn hướng nghiệp cụ thể của tỉnh, gắn liền với các hướng dẫn của Bộ GD- ĐT và căn cứ vào việc sửa đổi các tài liệu của hoạt động giáo dục hướng nghiệp đang được tiến hành. 3. PHƯƠNG THỨC LÀM VIỆC Chuyên gia tư vấn trong nước được tuyển chọn sẽ thảo luận với Điều phối viên và Cố vấn của VVOB theo tiến độ công việc tư vấn như nêu trong phần nhiệm vụ. Sổ tay hướng dẫn quản lý cần bao gồm những nội dung như sau (đây chưa phải là danh sách đầy đủ) Kiến thức cơ bản về hướng nghiệp; Hiểu biết rõ ràng về vai trò của các tác nhân thực hiện công tác hướng nghiệp trong và ngoài bối cảnh trường học; Những kiến thức và kỹ năng cần thiết trong quản lý công tác hướng nghiệp, bao gồm lập kế hoạch, tổ chức thực hiện, định hướng và hỗ trợ sự thực hiện, giám sát và đánh giá công tác hướng nghiệp; Bao gồm cả việc tiếp cận và cập nhật thông tin từ cổng thông tin hướng nghiệp ( Kế hoạch tập huấn mẫu để tiến hành tập huấn cho cán bộ lãnh đạo của các Sở, phòng GD-ĐT và Ban giám hiệu các trường về quản lý công tác hướng nghiệp; Nhạy cảm giới trong quản lý công tác hướng nghiệp. Trong khuôn khổ mục tiêu chương trình giáo dục của VVOB, kế hoạch tập huấn mẫu sẽ sử dụng các phương pháp dạy và học tích cực. Khoá tập huấn cũng sẽ áp dụng phương pháp tiếp cận tương tự. Tất cả các tài liệu bổ trợ sẽ được soạn thảo bằng tiếng Việt. Page 6 of 8

7 4. TRÁCH NHIỆM VÀ KHUNG THỜI GIAN Các nhiệm vụ cụ thể cho tư vấn bao gồm: NHIỆM VỤ 1. Chuẩn bị đề cương sổ tay hướng dẫn Tư vấn sẽ chuẩn bị đề cương chi tiết cho sổ tay hướng dẫn, bao gồm các chủ đề và cách thức truyền tải chúng. Đề cương sổ tay hướng dẫn sẽ được thảo luận với VVOB và tư vấn sẽ điều chỉnh lại đề cương căn cứ vào các ý kiến đóng góp và phản hồi. 2. Viết nội dung sổ tay hướng dẫn và kế hoạch tập huấn Dựa trên đề cương sổ tay hướng dẫn đã được thống nhất, tư vấn sẽ xây dựng bản thảo sổ tay hướng dẫn bao gồm các nội dung và phương pháp truyền tải nội dung, Ngoài ra, chương trình, kế hoạch và các tài liệu khác (các bài trình bày, các hướng dẫn đóng góp ý kiến) dùng cho hội thảo tham vấn cũng cần được xây dựng. VVOB sẽ đóng góp ý kiến cho bản thảo sổ tay hướng dẫn và các tài liệu dùng cho hội thảo tham vấn trước khi thực hiện hội thảo tham vấn. 3. Điều hành hội thảo tham vấn (đ a đi m s thông báo sau) Tư vấn sẽ điều hành hội thảo tham vấn với các đối tác của VVOB về sổ tay hướng dẫn (bao gồm nội dung và cấu trúc) Thời gian T8 T9 T10 2 ngày 13 d ngày 3 ngày KẾT QUẢ ĐẠT ĐƯỢC 1.1. Bản thảo đề cương chi tiết của sổ tay hướng dẫn 1.2. Bản đề cương sổ tay hướng dẫn hoàn chỉnh trong đó bao gồm các ý kiến đóng góp và phản hồi của VVOB Bản thảo sổ tay hướng dẫn 2.2. Chương trình, kế hoạch và các tài liệu khác dànhcho hội thảo tham vấn kể cả bộ tài liệu tham khảo 3.1 Báo cáo hội thảo tham vấn 3.2 Bản thảo cuối cùng của sổ tay hướng dẫn hoàn chỉnh dựa trên các ý kiến đóng góp từ hội thảo tham vấn 4. Tập huấn cho nhóm tập huấn viên nòng cốt (đ a đi m s thông báo sau) Tư vấn sẽ xây dựngkế hoạch tập huấn cho nhóm tập huấn viên nòng cốt về quản lý công tác hướng nghiệp và sử dụng thông tin của cổng thông tin hướng nghiệp và phương thức nhân rộng tập huấn này cho các hiệu trưởng/ Ban giám hiệu các trường trung học. Việc chuẩn bị cho khoá tập huấn bao gồm xây dựng chương trình, chuẩn bị các bài trình bày, đánh giá khoá học và một phiên thảo luận nhỏ để thống nhất, lần cuối về sổ tay hướng dẫn. 5 ngày 4.1 Tài liệu sử dụng cho khoá tập huấn 4.2 Báo cáo tập huấn 4.3 Bản sổ tay hướng dẫn quản lý hoàn chỉnh Page 7 of 8

Theo dõi và hỗ trợ tập huấn nhân rộng Tư vấn sẽ đưa ý kiến phản hồi về kế hoạch và chương trình tập huấn mà các tập huấn viên nòng cốt chuẩn bị cho tâp huấn nhân rộng trong một vài tuần sau khi hội thảo tập huấn nhóm nòng cốt được tổ chức. 2 ngày 5.1. Nhận xét bằng văn bản về chương trình và kế hoạch tập huấn do tập huấn viên nòng cốt chuẩn bị cho tập huấn nhân rộng. Toàn bộ kết quả nộp cho VVOB sẽ bằng văn bản tiếng Việt 5. TRÌNH ĐỘ CHUYÊN MÔN, KINH NGHIỆM VÀ NĂNG LỰC Bằng sau đại học về giáo dục hay lĩnh vực liên quan được bổ sung bằng kinh nghiệm phù hợp trong lĩnh vực giáo dục; Các kỹ năng phân tích tốt; Kinh nghiệm quản lý giáo dục hoặc giảng dạy về quản lý giáo dục, đặc biệt các vấn đề liên quan tới hướng nghiệp Kiến thức sâu và chắc về các vấn đề liên quan đến hướng nghiệp tại Việt Nam Hiểu biết tốt về hệ thống giáo dục Việt Nam Kinh nghiệm làm việc với các tổ chức quốc tế và/hoặc phi chính phủ; Khả năng làm việc độc lập Kỹ năng nói và viết tiếng Việt tốt; Kỹ năng giao tiếp tiếng Anh tốt là một lợi thế. 5. Tổ chức VVOB giữ quyền sở hữu tất cả các dữ liệu do chuyên gia tư vấn thu thập và xây dựng trong quá trình thực hiện hợp đồng tư vấn.
