5 Message from the Chairman, BIBM Governing Board and Governor, Bangladesh Bank It gives me great pleasure to felicitate BIBM on the occasion of its annual event 'BIBM Day' for a turnaround in its traditional activities, transforming the Institute into a dynamic organization, dedicated to training, consultancy and research on the banking/financial sector. While it sometimes happens that an institution, like an individual, becomes hidebound and moribund with the passage of time, the stakeholders of BIBM visualize this body to turn into a center of excellence and render valuable support services to the banking sector as it grapples with emerging and challenging situation both at home and abroad. I hope that BIBM, under its present able leadership, would continue to introduce best practices to the banking community, turning bankers into the best-trained professionals in Bangladesh. The entire banking sector, led by Bangladesh Bank would, on its part, continue to give support and backup to BIBM in this arduous journey. I wish BIBM all success. 6 Message from the Director General, BIBM It is now nearly four decades since the Bangladesh Institute of Bank Management (BIBM) was set up to impart training to bank officials as its core objective. The blooming years saw the Institute going through many stresses and strains in setting up the basic infrastructure - both physical and academic - to meet the growing demand for training. The need was especially acute in the formative years as no bank had any training institute of its own and, hence, looked up to BIBM for this purpose. It is a matter of some gratification that we at BIBM have arrived at a stage where the Institute may be said to have crossed the "take-off point" (to borrow a phrase from Walt Rostow) and is well on its way to a "self-sustained growth." Till December 2011, BIBM has imparted different types of training to about 67,000 bankers and awarded graduate degrees to 748 MBM and EMBM students. But, we pledge not to rest on our laurels. We will continue to uphold professional excellence and maintain our position as the premier training school for bankers in Bangladesh. In this endeavor, BIBM solicits the support and assistance of all its stakeholders as well as the resource persons at the Institute and, in particular, the Governor, Bangladesh Bank who has enthused us with a new dynamism that will hopefully carry us through difficult and challenging times ahead. 7 The need for a national level training institute was keenly felt in the early seventies (immediately after the war of liberation) to fulfill the management training requirments of the banking sector of Bangladesh. The birth of Bangladesh Institute of Bank Management (BIBM) was a logical consequence of the necessity of the Lash Green Campus of BIBM BIBM PROFILE BIBM Academic Building banking sector. Accordingly, BIBM was established in 1974 with the primary focus of providing training to the officials of banks and financial institutions of Bangladesh in order to strengthen the banking sector by improving knowledge and skills of the human resources. It was registered under the Societies Act, At the beginning, BIBM had to concentrate on training of the entry level officers due to absence of appropriate training infrastructure in the banking industry. However, with the passage of time, it assumed the responsibility of providing training to the mid and senior level officials of the banking sector. Meanwhile, the banking sector of Bangladesh demanded upgradation of capabilities of managerial level officials as the banks expanded their horizon of operations. In line with that, BIBM remodeled its training programs in terms of both contents and methodology. Governance: The highest policy making body of BIBM is the Governing Board, chaired by the Governor of Bangladesh Bank, the central bank of the country. The Governing Board also includes Deputy Governors of Bangladesh Bank, the Managing Directors of the member banks and other members. To assist the Governing Board there is an Executive Committee made up of the representatives who are selected from the Ordinary Members by turns. The Executive Page-1

8 Committee is headed by a Deputy Governor of the Bangladesh Bank. The Director General of BIBM is an integral member of both the Governing Board as well as the Executive Committee. The Director General is the chief executive of BIBM who oversees the day to day activities of the institution. Major Activities of BIBM: Today BIBM is a fairly large organization and it has four core areas to manage. These are (1) Training (2) Education (3) Research, Development & Consultancy and (4) Administration & Accounts. A brief description of the functions of BIBM is presented below: Page-2 Training: Training is in the heart of BIBM activities. BIBM arranges a lot of incampus and outreach training courses and workshops. Outreach programs are organized in the different regions of the country based on the demand of the member banks. These training programs are organized as per the BIBM calendar. BIBM finalizes its academic calendar Training Workshop well ahead of the start of the concerned year in consultation with the member banks. By following the consultation process, BIBM drafts the topics, duration and frequency of the training courses and workshops. These proposed training courses and workshops are then placed before the Governing Board for approval. Once it is approved, detailed course outlines are developed or upgraded by specifying objectives, contents, duration, frequency, target level of participants and coordinators. Subsequently, BIBM undertakes all activities for successful implementation of their training calendar. These activities include arranging training course or workshops, preparation of reading materials, preparation of session schedule, conducting the training courses and finally evaluation and reporting. BIBM also arranges special training programs for banks in response to the requisition of the member banks. Training activities are looked after by the 'Director, Training' of the institute. Since inception till 2011, BIBM trained a total of 66,567 officials of banks and financial institutions.

9 Education: BIBM offers following two academic programs at the Post Graduation Level. Masters in Bank Management (MBM): In 1997, BIBM entered into education program offering a post graduate program in bank management affiliated with National University called Masters in Bank Management (MBM) for the full time graduates interested to develop career in banking and allied fields. It is now a unique program in the county. This program is run by the Center for Post MBM Class Graduate Studies (CPGS) and CPGS is headed by the 'Director, CPGS'. Duration of the Program is two years. Since inception till 2011, a total of 619 MBM graduates passed out from BIBM and almost all of them joined the banking profession. Evening Masters in Bank Management (EMBM): Responding to the demand of in-service professionals, Evening MBM program was launched in 2006 with the same curriculum but with higher duration. This program is looked after by the 'Director, Evening MBM'. Since inception till 2011, a total of 145 Evening MBM graduates passed out from BIBM. Research, Development and Consultancy: Certificate Awarding BIBM undertakes research projects and publishes reports. It arranges seminars on the issues relevant to the banking and financial sector. There are arrangements for faculty development and provision for undertaking research consultancy activities. Besides, BIBM publishes a quarterly professional journal titled 'Bank Parikrama' on topics related to banking, finance, economics, Page-3

10 management and allied fields. BIBM also publishes a quarterly periodical titled 'BIBM Bulletin'. The above mentioned activities are looked after by the 'Director, Research, Development & Consultancy'. Administration and Accounts: This department provides support services to all other departments so that they can execute their function smoothly. This department runs under Director General of BIBM. Finance: BIBM activities are financed by the member banks. Every year, BIBM prepares a budget which is subject to approval of the Governing Board. Once the budget is approved by the board, the budgeted fund is contributed by the members. The largest contribution to the budgeted fund comes from Bangladesh Bank. Resources: Infrastructural Resources: BIBM has a fairly large green campus. It has a five storied academic building and a six storied hostel building. Office building accommodates a rich library, a modern computer lab, well-equipped class rooms, the chambers of the faculties, officers & other staffs of administration. BIBM library is incomparable in the country in terms of the number of relevant books it owns and journals it subscribes on banking and finance. There are some other services available in the campus like - canteen, prayer room, room for indoor games, etc. Faculty Resources: Human resources are the key to the success of BIBM. There are 36 faculty members in BIBM including four directors. The institutes also have one Supernumerary Professor and one Agrani Bank Chair Professor. Faculty are recruited through a rigorous recruitment process. All of them are academically very sound. They are regularly sent for higher education and training both in home and abroad. Page-4 Officers & Staffs: There is sufficient number of officers and staffs of different ranks in BIBM. They work for the smooth functioning of the institute.

11 BIBM ACTIVITIES: 2011 Like the previous years, the activities of BIBM in 2011 is mainly composed of training, research, professional education and consultancy. A brief description of the activities of BIBM in 2011 is given below: Training A. The academic calendar for 2011 prepared in consultation with the member banks, had 47 training courses in 32 areas and 31 training workshops on 27 topics. The duration of the training courses ranged between 4 and 10 days and the training workshops having duration of 2 to 3 days. All the training courses and training workshops included in the Academic Calendar were held as per the schedule, except an international training workshop on "International Trade Payment and Finance". The workshop could not be arranged due to insufficient foreign participants. The training courses and training workshops were generally on operational areas and policies and legal issues. As an apex national training institute, the offered courses were of common interest to most of the banks. A total of 2,198 officers of banks and financial institutions participated in these programs. The evaluation of the programs by the different participants and the informally-received feedbacks from the member banks showed that the programs were beneficial to the trainees and their sponsoring organizations. B. BIBM organized six outreach training courses at Bangladesh Bank local offices in Khulna, Rajshahi, Chittagong, Rangpur, Barisal and Sylhet during A total number of 240 participants from local bank branches participated in these programs. C. BIBM conducted eight research workshops during A total number of 182 participants from local bank branches participated in these workshops. Above mentioned roundtable discussion and research workshops have been conducted successfully in Eight research based keynote papers were presented in these programs. D. During 2011, being requested by member banks, 26 special training programs, tailored to their specific needs, were conducted for their executives. These programs were conducted after the regular working hours. A total of 800 bank officials received these trainings. E. BIBM organized two special training programs on "Women Entrepreneurship Development: How to Prepare a Bankable Project." A total of 39 participants selected by the SME Foundation participated in these program. F. Details of the training courses, training workshops, research workshops, foundation and special courses are presented below through different tables. Page-5

The first of this kind "Bank- Review 2010" has been published in this year. BIBM initiated to publish a compilation titled "Banking Research Series" from The second issue of the publication titled " Banking Research Series 2011" has already been printed. Only one issue of the BIBM journal 'Bank Parikrama' has been published during 2011 due to inadequate number of quality articles. 17 Recruitment Services: On the request of different banks and financial institutions, BIBM arranges Recruitment Tests. In 2011, BIBM conducted a number of written exams for recruitment of Management Trainees, Probationary Officers and for promotion of different level of officers in banks. A total number of 11 commercial banks have availed the services from BIBM for arranging 24 tests. Consultancy: Faculty members of BIBM are associated with a number of consultancy services relating to the financial sector. BIBM is giving consultancy services to the Central Bank of Afghanistan (DAB) to set up a training institute over there. In this regard, an agreement was signed with the Central Bank of Afghanistan in The project is financed by the World Bank. Professional Education: Both the Masters in Bank Management (MBM) and Evening Masters in Bank Management (EMBM) programs, which are being conducted by BIBM since 1997 and 2006, respectively with the affiliation of the National University, continued in MBM and EMBM programs, having the same academic curriculum are professional degree programs, BIBM Evening BIBM Evening which groom promising persons wishing to develop a career in banking or other allied areas of the financial sector. Due to the rigorous process and comprehensive coverage of the course contents, the programs have been well appreciated by the banking community. Since 2006, the intake in MBM program was increased with the approval of the National University to 60 students which was 50 in theprevious years. However, the number of students, enrolled in EMBM program is 50. Of the 60 students Page-11

18 of MBM who were enrolled in 2010 (14th batch), 49 students have already completed their course work and term-end examination. Among the 50 students of the 4th batch EMBM, enrolled in 2009, 44 students are going to complete their course work after the term-end examination scheduled to take place mid-march of this year. Like the previous years, a job fair is going to be arranged for the graduating 14th batch MBM and 4th batch EMBM students. Two batches of MBM students (15th and 16th) and another two batches (5th and 6th) of EMBM students are currently pursuing their studies at BIBM. BIBM Library: The BIBM library is fairly rich. It has a collection of over 24,000 books. The library subscribes and collects about 200 domestic and foreign journals and magazines regularly. Addition of new books and journals to the library has enriched the library collections over the year. BIBM recently customized and developed the "Library Management Software (LMS)'' and the entire management is being done by this software. Existing books cover Economics, Finance, Banking, Accounting, Business, Management, Marketing, Law, Computer Science, Agriculture, Research, Education, Psychology, Statistics, History, Geography, English and Bengali Fiction and Dictionaries/ Encyclopaedias on various disciplines. The library subscribes for various Journals on Economics, Banking, Accounting, Management, Training, NGOs, Computer Science. The library is recently subscribing for the Online Journals from various world- class publishers, (e. g. Springer, Black-Wiley, Oxford University Press, etc.) from INASP- PERI Consortium via Bangladesh Academy of Sciences (BAS). Annual Reports of various banks and financial institutions, ADB, IMF, World Bank Reports and government publications are kept in the library. It also preserves BIBM BIBM Library course materials, seminar papers and background materials of workshops. 19 Faculty & other Personnel: Currently, BIBM has faculty strength of 36 in the academic areas of Banking and Finance, Economics, Management, Marketing, Statistics, Computer Science, etc. as follows: Supernumerary Professor 1 Agrani Bank Chair Professor 1 Professor 1 Sr. Associate Professor 2 Associate Professor 6 Assistant Professor 6 Lecturer 15 Faculty on deputation/contract 4 In addition to the faculty members, at present there are 23 officials, serving at different capacities/ranks and 102 staffs in BIBM to carry out respective tasks and ensure smooth functioning of the Institute. In 2011, BIBM recruited 5 faculty members, 2 officers and 2 staffs. One faculty member on contract was retired from service. Two lecturers are on study leave in abroad. Other Events of BIBM: Special Training Course for Afghan Bankers BIBM organized a training course on "Basic Banking for Afghan Bank Executives" during 19 April- 10 May, 2011 at BIBM campus. A total number of 22 participants from different Afghan Banks participated in this course. Moreover, two training courses titled "Asset-Liability Management in Banks" and "Fraud Prevention in Banks" also conducted by the BIBM faculties at Kabul, Afghanistan for their bankers. A total number of 33 participants from different Afghan Banks participated in these courses. These programs were the continuation of the consultancy project for the Capacity Building of Afghanistan Institute of Banking and Finance. Special Workshop at BIBM by the Guest Expert A special training workshop on "Enterprise Risk Management" was held in BIBM campus during October 2011, The program was conducted by Dr. Madhu Acharya, Faculty Member, The Business School, Bourne Mouth University, United Kingdom. A total number of 50 participants from different Banks participated in this course. A special workshop was also held on December 15, 2011 on "Security Issues in Providing Mobile Financial Services to meet Bangladesh Bank Guidelines Towards a Secured Digital Bangladesh". Experts of One World Infotech Ltd. from USA and Australia conducted the workshop at BIBM campus. A total number of 45 participants from different Banks participated in this course. A daylong Program for Economic Reporters BIBM organized a daylong workshop on "Banking Exposure for the Members of Economics Reporters' Forum" in September, A total number of 22 participants participated in this special program. 20 Seminar In 2011, BIBM organized two national seminars on "National Budget Making: Bottom up Approach and Inclusiveness" and "Financial Stability and Risk Management in the Banking Sector" in collaboration with Dhaka School of Economics and Bangladesh Economic Association. Technical Support Agreement Signed between BIBM and Central Bank of Afghanistan (DAB) BIBM has extended the periphery of its consultancy services to the international arena in Afghanistan Institution of Banking and Finance (AIBF) has appointed BIBM as a consultant for training as well as enhancement of its service quality. Bangladesh Institute of Bank Management (BIBM) and Central Bank of Afghanistan (DAB) signed an agreement in December, Under the agreement BIBM has been working with the AIBF to support the development of its programmes in a number of different ways. It includes curriculum design, preparation of courses, access to technical materials and training of faculties of AIBF. This project is being financed by the World Bank as a part of its Financial Sector Strengthening Programmes (FSSP). Faculty Development under EU Funded Project A number of faculty members of BIBM is expected to receive capacity development training on SMEs under Integrated Support to Poverty and Inequality Reduction through Enterprise Development (INSPIRED) project funded by European Union. The project activities started from January Construction and Renovation Work in BIBM Construction work of the fourth floor of the academic building has been completed. Two passenger lifts in the academic building and a high power generator have already been installed. Renovation work of the hostel building and canteen is about to complete. BIBM Automation Computerization of the library as well as the administration and accounts departments was initiated in The process has progressed satisfactorily and is anticipated to be operational in Page-14

21 Online Nomination Bangladesh Institute of Bank Management (BIBM) has started online nomination process since As per the system, BIBM ask for online nominations through its website ( from the member banks for its Training Courses, Training Workshops and Research Workshops. Member banks are required to nominate their participants by filling up a form from the BIBM web. List of participants of each program will be finalized and disseminated by BIBM through the same website. This system is expected to ensure efficient, smooth and transparent management of nomination process. Nurul Matin Memorial Lecture A lecture series named Nurul Matin Memorial Lecture series on 'Ethics in Banking' is organized by BIBM annually. The 11th lecture of the series was delivered by the Former Adviser, Caretaker Government of Bangladesh, Ministries of Finance and Planning, Dr. A. B. Mirza Md. Azizul Islam, which was held on the 4th January, Need Assessment for Academic Calendar 2012 In 2012, BIBM is organizing a number of in-campus Training Courses, Training Workshops, Review Workshops and Research based Workshops as per the BIBM Academic Calendar, 2012, which was prepared well ahead of the concerned year in consultation with the member banks through a Need Assessment Workshop. The need assessment workshop was participated by senior executive from member banks of BIBM. Later on, the Governing Board approved the calendar containing the detailed Program Outlines. Page-15
