2 I N T R O D U C T I O N The School Report Card (SRC) is a tool for advocating and communicating the school situation, context, and performance to internal and external stakeholders. Its objective is to increase the participation of the community and other stakeholders in making the school a better place for learning and living. The SRC has three parts: (1) school profile, (2) performance indicators measuring aspects of access, quality, and governance; and (3) status of school projects. In other words, the SRC is a report that provides stakeholders a snapshot of the school s current condition and performance. It must be emphasized that SRC is not a planning tool. However, it is used in the school planning process to communicate the status of the school to the School Planning Team (SPT), which should help them in the identification and review of the school s Priority Improvement Areas (PIAs). As part of the ongoing process of school improvement, the Philippine National School for the Blind (PNSB) issues the SRC to the parents, stakeholders, and the general public. The school also provides a copy to the School Division Office (SDO) for them to better determine the appropriate support and guidance they should give to the school. This can be attributed to the school efforts of promoting and promulgating the existence of the Philippine National School for the Blind. Moreover, the number of male enrollees are consistently higher than female enrollees for three (3) years. PNSB SCHOOL REPORT CARD 3 P a g e

4 2. Health and Nutritional Status For each level category, only less than 1% has been reported to fall outside the normal health status. For the dormitorians who were identified with signs of malnourishment and are staying in the dormitory, they were regularly monitored and fed at the dormitory kitchen. For the commuters, the school nurse conducted health teachings on weight improvement with the pupils and their parents. PNSB SCHOOL REPORT CARD 4 P a g e

There were no reported excess or shortages on these learning materials. 6 4. Teacher s Professional Development All twenty-four (24) special education teachers of PNSB received appropriate trainings on the K-12 curriculum, SPED curriculum, and ICT. Teachers who have been working for less than five (5) years have attended trainings specifically for the visually impaired learners (e.g. Braille reading and writing). On the other hand, expert teachers and heads received some trainings on Research and Development, CIP, and Leadership and Management. Currently, there are three (3) SPED teachers who are enrolled in graduate studies in Special Education majoring in Visual Impairment. PNSB SCHOOL REPORT CARD 6 P a g e

Funding Sources FUNDING SOURCE ANNUAL AMOUNT Regular MOOE 1,954,152 Special MOOE 75,684 SPED Fund 1,221,345 Donations 1,709,883 TOTAL 4,961,064 The biggest source of school funding come from the MOOE. The Regular MOOE is used for maintenance and repairs of school and dormitory facities, purchase of instructional materials, and food for the student-dormitorians who stay in school from Monday to Friday. The Special MOOE is used for purchase of furnitures, office supplies, and Internet connectivity. The local government of Pasay alloted monthly allowance to the public schools staff, funds two (2) security guards, two (2) utility personnel, and pays the utility bills. Recently, the local government also financed the construction of the school s covered court. Furthermore, donations from sponsors and stakeholders play a big role in funding the school. The strong linkage between the school and its stakeholders are manifested through their generous donations. The school also gets of its funds from the SPED fund. PNSB SCHOOL REPORT CARD 7 P a g e

Percentage of Learners who Completed the School Year (Promotion Rate) 89% or 8 out of 9 of the Kindergarten students were promoted to elementary level this school year. 11% or 1 out of 9 students was retained in Kindergarten due to the pupil s rare disease condition, thus limitations were recommended by medical specialists. On the other hand, the promotion rate for the elementary and secondary departments were successfully maintained at 100%. PNSB SCHOOL REPORT CARD 13 P a g e

14 9. Literacy Level PHIL-IRI results show consistent improvement in the student s literacy. In English, a notable number of students moved to the next level while in Filipino, majority of the students retained their literacy level. No decrement in levels were noted in both PHIL-IRI results. 15 PERFORMANCE INDICATORS GOVERNANCE 10. School-Based Management Assessment Level 1 QUALITATIVE INTERPRETATION DEVELOPING The school is under Developing Level of Assessment in the school-based management assessment level based on the checklist scored by different stakeholders of the school. The school exhibits strength on establishing linkages with different local and international civic groups and organizations such as the Rotary Club International, Lions Club International, Kiwanis Club, etc. 11. Child-Friendly School Survey Result 43 QUALITATIVE INTERPRETATION VERY OUTSTANDING PNSB scored 43 points in the Child-Friendly School Survey given to the teachers and different stakeholders of the school, making us a very outstanding child-friendly school. 21 PERFORMANCE INDICATORS C.I.P. 16. Status of Continuous Improvement (CI) Projects BRIDGING LEARNING GAPS THROUGH A DEVELOPED LADDERIZED READING PROGRAM Organization of Project Team Assessment of Reading Skills Identification of Priority Improvement Areas (PIAs) The CIP Team assessed the reading comprehension level of the learners of PNSB. It was found out that majority were in the frustration level. With these findings, the CIP team plans to develop English Reading modules from Grade 2 to 6 with the goal to improve their English comprehension skills. After several meetings held, they were able to conceptualize the project entitled Bridging Learning Gaps Through a Developed Ladderized Reading Program. Currently, strategies on the project are being discussed and studied to achieve the long-term goal that all PNSB students will become independent functional readers in English and soon after in Filipino. It includes field trips, talent shows, foundation day programs, and many other accomplishments gearing towards the development of the school and fun-filled learning of the students. 23 Likewise, the school established external linkages with the city government of Pasay for different programs and projects relevant to health and sanitation. The local government sponsored the waste management program, disaster risk reduction, medical/dental missions in partnership with NGOs, and others that benefits the PNSB community.
