SSCER/R/2016/80063 dated and letter no /178/2016-Legal-(RTI) (Ex-II) dated of the Appellate Authority, it is further stated that the data of the candidates of Junior Hindi Translators, Junior Translators, Senior Hindi Translator and Hindi Pradhyapak Examination, 2016 was stored in an online server. The data pertaining to this Region have been updated during document verification through an internet based application, and this Regional Office is not in possession of the said database. The information regarding the number of candidates found eligible for different posts of the examination under reference are not maintained in this office in the form it has been sought in your RTI application. 2. However, the data verification sheets generated during online verification containing the column of eligible post preference of the candidates duly signed by them are available in the dossiers of the concerned candidates. The information sought by you can be compiled from these data verification sheets. As per the provisions of RTI Act 2005, the CPIO or any Public Authority is not supposed to create information. CPIO or any Public Authority will only provide the information sought by the applicant in the form it is available with him/her. Moreover, the compilation of such data from the available records would cause disproportionate diversion of resources of this office. However, the copies of data verification sheets in respect of 172 candidates may be provided to you upon receipt of an amount of Rs. 344/- as the cost of 172 Rs. 2/- per page through any of the prescribed mode of payment under RTI Act, (Dipankar Dutta)

In this regard, it is stated that as per the Notice [Para-3 (Mode of Selection)], candidates fulfilling the minimum prescribed qualifications will be shortlisted on the basis of the educational qualifications, academic records, percentage of marks etc. or through a screening test at the discretion of the Commission. Further, at Para-12(b) of the Notice, it was again clarified that the applicants applying for posts where an experience in a particular field/discipline for a specified period has been indicated as an essential qualification in such cases the candidates should submit a certificate in support of their claim of experience in that field/discipline. In your case, experience clause was not a part of Essential Qualification (E.Q.) attached to post of Research Assistant, advertised by the Commission vide Cat. No.ER-(B)-6It was a part of Desirable Qualification (D.Q.). Therefore, as per the above provisions of the Notice of REcruitment, D.Q. was not considered in connection with the shortlisting of candidates for the said post. 3.
