2 Proposed Vision Statement SUSTAINABLE PROSPERITY Jamaica, the place of choice to live, work, raise families, and do business. No single definition for developed country, through generally accepted concept refers to countries that (1) Achieved relatively high levels of p.c. GDP U$13-80k (2) Achieved productive sectors (3) Enjoy high quality infrastructure & social services (4) Additionally this is combined with the HDI which measures life expectancy, literacy, school enrolment, p.c. GDP DEVELOPED COUNTRY What does this mean for Jamaica? 4 Develop and Establish a Financing and Management Mechanism for Schools Create a mechanism that will establish a dedicated pool of funds for education. Build capacity of school management systems to support effective and sustained school-based management, paying attention to ISO quality management systems. Introduce results-based management systems within education and strengthen capacity for the collection and analysis of relevant data to support continuous improvement. Create platforms to facilitate effective parental involvement at all levels of the education system and in school governance and decision-making. 4/18/ /18/ Ensure a Psycho-social and Physical Environment that Is Safe and Conducive To Learning at all levels Develop to influence the development of emotional, moral, and social skills and attitudes of students. Institutionalize diagnostic testing and provide support for teachers and students Ensure inclusive systems that addresses children s varying capabilities. Promote an enquirybased approach to learning. Cultivate the skills and attitudes of reflective learning and selfdisciplined study. Integrate into school activities new and emerging issues at both local and global levels. 4/18/ /18/ Ensure that all school plants meet international standards. Develop and establish mechanisms to ensure equitable distribution of resources for maintaining and improving schools. Promote and facilitate community involvement in schools operations. Ensure that all regulations and legislation governing operations of institutions are enforced. Institutionalize a system of support addressing any deficiencies or challenges faced by students. Promote developmentally appropriate involvement of parents at all levels. Create a positive, healthy, resourceefficient and environmentally-friendly physical environment at all school plants. Establish a framework for improving and maintaining the quality of school plants (minimum standards for classroom sizes, playing fields, green spaces etc.). 4/18/ /18/

5 Ensure That the Secondary School System Equips School Leavers to Access Further, Training and/or Decent Work Ensure an adequate number of school places for all students Create partnerships with other government entities (transportation etc.) to facilitate access to schools Ensure that schools are gender sensitive Encourage greater gender balance in the teaching profession Foster partnerships with industry and other key stakeholders to generate cooperative education opportunities Widen curricula to expose all students to academic, vocational, a foreign language, sports and the arts Create opportunities and to enable students to be responsible and caring and recognize the importance of contributing to the community, committing to service in the wider community in which they live. 4/18/ /18/ Ensure That Adequate and High Quality Tertiary Is Provided With Emphasis on Interface with Work And School Use curricula that are broad-based, relevant, capture new and emerging trends and enable the student to readily access the labour market. Enforce National Quality Assurance Mechanism via legislation. Increase use of Cooperative. Increase mechanisms for the financing of higher education Institutionalize entrepreneurship training Target international students and faculty for participating in the local system. 4/18/ /18/ Develop Mechanisms to Provide Access to the Out of School Population Ensure adequate numbers of school places for all children to 18 years Expand access through varying methods/modalities e.g. Community Colleges, e- learning, life-long learning (HISEP) Expand private /public sector partnership to ensure access to educational opportunities Provide mechanisms that would facilitate all students being able to take advantage of educational opportunities (e.g. student loans) Improve dissemination of information about out-of-school Provide support for outof-school youth - financial support, mentoring, counselling 4/18/ /18/

6 Promote a Culture of Learning among The General Populace Infuse career education in the school curricula at all levels Increase public education emphasizing lifelong learning Expand mentorship - (Big Brother/Little Brother; Big Sister/Little Sister) at all levels. Establish career development centres and train persons to effectively guide individuals Expand work-based for students in schools Expand technical vocational education and training in all schools Promote broad-based education 4/18/ /18/ Establish a Competency-Based National Qualification Framework (NQF) Create and implement an appropriate policy paper Institutionalize NQF to a broader range of disciplines Institute a public awareness programme Promote competencybased education and training (CBET) Seek the involvement and buy-in of stakeholders in the development of training and increase CBET Ensure that local standards are aligned with international norms and accepted globally. 4/18/ /18/ Increase Access to Formal Training Conduct labour market analysis of the needs of persons with special needs Create appropriate infrastructure to accommodate persons with special needs Increase the provisions for training of special needs practitioners. Provide incentives to stakeholders to offer special needs Increase the mechanisms for providing financial assistance to the poor/needy trainees Increase opportunities to create a more literate population. 4/18/ /18/
