3 Purpose The fundamental purpose of the ISABS grant is to: scale up the development, alignment, and improvement of academic and behavioral supports in California through the use of an MTSS process and framework through funding appropriated by the state legislature for four years through 2020.Assembly Bill 104, Chapter 13, Section 57, Statues of 2015

22 Successful applicants shall describe how they will : 1. Implement an integrated multi-tiered system of standards-based instruction, interventions, mental health, and academic and behavioral supports aligned with accessible instruction and curriculum using the principles of UDL, established in the state curriculum frameworks and Local Control and Accountability Plan (LCAP), which are required to demonstrate how the services provided for low income pupils, foster youth, and English learners are increased or improved for these pupils (5 CCR 15496). 2. Provide strategies that support student success in the least restrictive environment and foster greater inclusion. 3. Leverage and coordinate multiple school and community resources. 4. Implement multi-tiered, evidence-based, data-driven districtwide and school-wide systems of academic and behavioral support. 5. Incorporate the types of practices, services, and efforts listed in numbers 1-4 into LEAs LCAPs.
23 Stage 1 Funding information distributed through the Region Leads and COEs RFP from LEAs solicited from OCDE Applicants prepare concept papers. Regional Leads and Trainers screen to: Gain insight on the technical assistance needs in their counties; and Stretch funds by determining if any needs can be met by existing services within their counties. Applications that indicate the need for more intensive, specialized, or long-term support advance to Stage 2.
24 Stage 2 Funding information distributed through the Region Leads and COEs RFP from LEAs solicited from OCDE Applicants complete SWIFT-FIA self assessment as a preliminary indication of their MTSS stage of implementation. Applicants indicate how SUMS is aligned with their LCAP goals and supported by matching LCAP funds. The State Leadership Team scores applications using a rubric for feasibility of completing the work within the allowed time frame and requested funding.
