2 Mission The mission of the National Association for the Advancement of Colored People is to ensure the political, educational, social and economic equality of rights of all persons and to eliminate race-based discrimination. NAACP Education Department The NAACP Education Department is dedicated to realizing the promise of the Supreme Court in Brown v. Board of Education. Sixty years later, we have schools that are still segregated by color, class, and economics. Even worse, these schools do not have the level of academic excellence necessary for these students to move from cradle to career. Our work around the nation involves addressing two major inequities in public education: (1) disparities regarding curriculum and instruction; and (2) addressing school discipline practices and policies that contribute to a disproportionate number of low-income students of color leaving school early to enter the criminal justice system. This school-to-prison pipeline, deprives our children and our communities of a generation of talent for such simple infractions as throwing an M&M s candy in class. No child should be arrested for a juvenile infraction that poses no threat to public safety. Grassroots advocacy requires finding collaborative solutions to address the issues that face our communities. We do not have the option to watch others turn back the clock. The inadequacies in curricula can be addressed through the implementation of Common Core State Standards. The Common Core State Standards provide a consistent, clear understanding of what students are expected to learn, so teachers and parents know what they need to do to help them. The standards are designed to be robust and relevant to the real world, reflecting the knowledge and skills that our young people need for success in college and careers. 1 Children cannot be properly prepared to be successful in college and beyond if they are not in school. Zero tolerance policies and the criminalization of inschool infractions have yielded devastating results for low-income children of color. The school-to-prison pipeline is a disturbing national trend 1 Common Core State Standards Initiative. December 27, <

3 characterized by the funneling of K 12 students out of urban public schools and into the juvenile justice systems with the goal of preparing them for criminal justice rather that academic freedom. The pipeline consists of the growing use of zero-tolerance school discipline, school-based arrests, disciplinary alternative schools, and secured detention to marginalize at-risk youth and deny them access to education. 2 The NAACP 2014 Daisy Bates Education Institute The NAACP Annual Daisy Bates Education Institute honors the late Daisy Bates, former president of the Arkansas State Conference of the NAACP and advisor to the Little Rock Nine. Despite threats, intimidation, and cross burnings, Daisy Bates continued to mentor and support the nine students who braved hostile opponents to the integration of Little Rock s Central High School. Daisy Bates persistence stands even today as a model of the required activism necessary to ensure equitable education for all children. The life of Daisy Bates sets a high bar for advocacy as we celebrate the "Spirit of Brown in Action." The 2014 Annual Daisy Bates Education Institute is a celebration of the historic victory in Brown v. Board of Education sixty years ago. Yet, even as we acknowledge the end of separate but equal jurisprudence, we must examine and fight the new barriers to truly equal education. These modern challenges are convoluted and bound up in socio-economic paradigms, but they are no less dangerous than legally sanctioned segregation. Until we successfully advocate for the full implementation of the Common Core State Standards and dismantle the school-to-prison pipeline, we cannot enjoy the promise of Brown. 4 PROGRAM SCHEDULE WEDNESDAY, MAY 14 th Achieving the Spirit of Brown: A Dialogue on Improving African American Student Achievement Between the NAACP and the Department of Education (8:00am) David J. Johns, Executive Director of the White House Initiative on Educational Excellence for African Americans, will identify evidencebased methods to improve the educational achievement of African Americans. Howard Jefferson, Vice Chair of the NAACP National Education Committee, will discuss the priorities of the NAACP and opportunities to collaborate on pressing issues in education. Brown in Action: Strategic Seminars on the Common Core State Standards and Eliminating the School-to-Prison Pipeline (9:45am) State NAACP Education leaders, Rev. Dr. Shirley Johnson and Dr. Barbara Dezmon; along with Efrain Mercado, Jr., Project Director-Common Core State Standards at the National Association of State Boards of Education; and Rufina Hernandez, Esq., Executive Director for Campaign for High School Equity (CHSE) will lift up successes in the field, as well as provide model templates for other branches to advocate for the implementation of the Common Core State Standards. Eliminating the School-to-Prison Pipeline is key to saving a generation from over-incarceration and preventing under education. Fort Lauderdale Police Department Chief Frank Adderley, Broward County Public Defender Gordon Weekes, Broward County Juvenile Court Judge Elijah H. Williams, and NAACP Ft. Lauderdale/Broward Branch President Marsha Ellison will highlight how the NAACP united a community to end the criminalization of minor student infractions, with the goal of placing students on the road to academic success.

5 PROGRAM SCHEDULE WEDNESDAY, MAY 14 th (Cont.) Keynote Address By Professor Charles Ogletree: Sixty Years of Brown s Deliberate Speed (12:30pm) Charles J. Ogletree, the Jesse Climenko Professor at Harvard Law School and founder of the school's Charles Hamilton Houston Institute for Race and Justice, will deliver the keynote address at the Daisy Bates Education Institute. Professor Ogletree is the author of All Deliberate Speed: Reflections on the First Half-Century of Brown v. Board of Education. He will analyze the Brown decision and provide a road map to completing the work of Brown. Town Hall Meeting: Making the Spirit of Brown a Reality (2:00pm) Sixty years after Brown, a distinguished panel representing the civil rights and education reform community will discuss the future of education in America in the shadow of Brown. Confirmed panelists include Professor Charles Ogletree; Ernest Green, a member of the Little Rock Nine; Dr. John Jackson, President and CEO of The Schott Foundation for Public Education; Judith Browne Dianis, Co-Director of The Advancement Project; Robert Runcie, Fort Lauderdale Superintendent of Schools; and the NAACP National Education Chair, Adora Obi Nweze. This session will run live on Google Hangout, and we will have live interaction with students in the classrooms of schools that were at the heart of America s historic civil rights cases.
