1 Responsibilities and duties of the Chilton Middle School Principal Rich Appel (January 2009) Line of Authority Each Principal shall exercise general authority over all personnel, certificated and non-certificated, assigned to his/her school facility Principal s Administrative Team Duties In keeping with the philosophy of the Board of Education, the Principal shall make a strong commitment to the Administrative Team concept. The function of the Administrative Team is to manage the total school enterprise. Member Administrators shall be committed to share authority, involvement in the decision-making process and leadership responsibilities through candid communications so as to help one another to fulfill their assigned duties. The District Administrator as team leader will develop specific job descriptions for the Principals, assigning to each, specific duties which will aid in the total management of the District. Other duties not specifically assigned in the job description may be delegated to the principals by the District Administrator or the Board of Education. Principals may delegate their authority to other District personnel with approval of the District Administrator while retaining final responsibility for the assigned duty. 234 General responsibilities to be Performed by the High School Principal, Middle School Principal, and Elementary School Principal A. Supervising Students 1. Establish a schedule of classes for all students. a. Develop a schedule for all students to include all core subjects (math, language, reading, social studies and science along with all special programs (art, physical education, health, tech ed, FACE, and music classes). Developing these schedules require coordination between all courses to ensure that the DPI required minutes are met for each area while also meeting the negotiated contract terms of required prep time for all teachers. b. Work with and review student assignments to home rooms so that students are properly placed into home rooms and adjust if needed with Guidance Counselor. 1

2 2. Develop and maintain acceptable standards of behavior and insure that proper order and discipline is maintained through the prudent application of all rules as caused by the District Administrator based on Board of Education Policy. a. The key to any establishment of building expectations and behaviors revolves around the rapport that can be established between the students, staff, parents and principal in that building. The relationships that are built carry over into all aspects of leading a building. These relationships are not only built within a school building, but while outside of the building being an active member of the community of Chilton (shopping, church, restaurants, day to day activities within the community) b. The environment within a building is critical for both student learning and student behavior. This environment is based off of a set of rules and expectations outlined to all students, parents and staff regarding behavior at CMS. These rules are looked at on a constant basis as students and cultures change through the years. c. To insure that the rules directly reflect what is occurring today with our students I meet monthly with a building Leadership team compiled of teachers from each grade level and specials area. During these meetings we address school climate and ever changing students and how to best meet the needs that occur from these changes. d. I am visible and will approach students in the hallways and classrooms before, during and after school times so that all students and staff know that these rules will be enforced by both me and the staff. e. Review all expectations and policies with staff and students at the beginning of the year so that all understand what the rules are for CMS. f. Provide for opportunities that recognize the motivated students that are doing the right things and meeting the expectations of the building. 1 Tiger Tickets for retests 2 Activity nights for students meeting criteria 3. Maintain an awareness of the needs of students and accommodate those needs insofar as possible. a. Special Education Coordinator for the district and responsible for all actions with students with special needs and the instructors that teach tem. 1 Working with director of Special Education Dr BarLev regarding all aspects of the district s special education population. Representing the district at all Coordinator 2

3 meetings, CESA 7 training and statewide updates regarding changes to laws and programs. 2 Participate in IEP s as needed b. Participate in student concern s meetings as needed c. Attending weekly grade level meetings d. Meet weekly with Brad Bowman on students e. Ensuring that all building accommodations plans are updated and followed by staff f. Work with staff and parents / students to establish behavior plans for students g. Transportation Director for district 1 Review routes and enroll students for transportation with Daun Bus Company. 2 Respond to concerns surrounding drivers, routes or any other issues raised involving transportation 3 Representative with Superintendent during contract negotiations of transportation contract. 4 Meetings with drivers periodically throughout the year to go over district expectations and policies. 5 Review hazardous pick up routes with Sherriff s department regarding annual updates to meet requirements for pick up locations. 6 Select bus monitors to assist on emergency drills on our busses 7 Conduct emergency evacuation drills on each bus at the beginning of the year 4. Provide enrichment activities and programs of an extra-curricular nature. a. Coordinate and attend quarterly activity nights for 5-8 th grade b. Co advisor of Student Council and supervise meetings and programs of this group 1 Christmas challenge raising money and purchasing items for Salvation Army ($1,800 Dec 2008) 2 Neighborhood Christmas Caroling c. Peer Leader training 2 times per year working with advisors d. Director of Middle School musical e. Assist with MS Forensics team f. Coordinate and prepare for hosting Olympian Conference Knowledge Bowl g. Coordinate and plan for Geography Bee h. Coordinate and plan for Spelling Bee i. Hire and supervise MS Athletic coaches and programs j. Assist with coordination of special events: Veteran s Day, Memorial Day, Winterfest, Dress up POPS days, Field Trips k. Assist with Music concerts and programs 3

4 5. Maintain all student attendance, academic, personal and other applicable records in an efficient and effective manner. a. Work directly with secretaries to maintain accurate records and files on students academically and behaviorally b. Monitor attendance with all students and notify parents of excessive absences or truancy via phone calls, letters and personal visits c. Work with law enforcement to issue citations for truancy d. File truancy if needed to the juvenile courts e. Monitor, approve or deny prearranged absences from school f. Monitoring and setting grading periods for report card distribution 6. Assign grade promotions and/or credit values to courses consistent with a sequential program for the earning of a high school diploma. a. Coordinate and attend all retention promotion meetings by grade level and making the final recommendation to the district b. Defending decisions based on data and the committee if parents appeal to the school board B. Supervising Staff 1. Provide leadership to the entire staff so as to insure that teachers faithfully carry out the school program and policies. a. Make recommendations to the BOE regarding the hiring of qualified personnel after an exhaustive review of backgrounds and potential b. Provide clear guidance to all staff through regular meetings to ensure that they understand the expectations of the district and building c. Review the polices at the beginning of the year and throughout the year as needed d. Be visible and present in all aspects of the building to monitor the procedures being used and to ensure that they meet the standards set forth by the district 2. Establish a work/class schedule for all staff members. a. 5 2. Provide supervision and instruction for all certified and non-certified employees under his/her direction. a. Formal evaluations are completed on staff according to the Master Agreement. b. Continuous informal observations and feedback (positive and negative) given to all staff as needed 3. Initiate, maintain, and improve methods of instruction. a. Attend professional development opportunities to ensure that current trends and methods of instruction are being maintained by our staff b. Encourage and assign staff to continue professional development opportunities so that they can become trainer of trainers in modeling best practice methods of instruction c. Working with administrative colleagues to stay current and develop both long-range and short range plans for staff development towards best practices d. Maintaining expectations focused on student learning and improvement throughout the year at all meetings 4. Insure that appropriate substitute teachers are utilized and assigned. a. Taking all phone calls and request for staff absences and contacting Substitute caller of needs. b. Adjusting with coverage from within if no substitutes are available c. Monitoring staff substitute files to ensure that clear plans and information are ready for substitutes as they enter our building and classrooms. d. Establishing expectations of staff and students for reception and treatment of all substitutes within our building e. Ongoing review and approval of substitute list 5. Make recommendations concerning appointment, retention, reassignment and dismissal of personnel under his/her direction. a. Observe, document, review of expectations and retrain all staff regarding behavior that does not meet the expectations of the district b. Develop a growth plan of remediation of necessary regarding subpar staff performance c. Recommend non- renewal or dismissal due to performance to the BOE if needed C. Supervising Curriculum and Instruction 1. Implement approved courses of instruction. a. Monitor and ensure that all staff are following the approved and developed course of instruction and curriculum b. Provide opportunities of training for staff development regarding curricular changes 5

6 c. Provide for resources through the budgeting process for all staff as they implement the curriculum 2. Select instruction of material and aides that will facilitate the teaching learning process in the most efficient and effective method. a. Budget process for priority purchases developed by grade / by department b. Continually look for additional resources that will assist with instruction of curriculum for the staff 3. Adapt curriculum offerings to meet changing needs of our society and students. a. Facilitating the Data Retreat process and goal development by district, building, grade and personal levels b. Facilitating the Leadership team involvement on these decisions 4. Maintain continuous appraisal of curricular offerings and insure that adopted courses of study are implemented. D. Supervising Facility and Equipment with the District Administrator 1. Supervise work of custodial staff under his/her direction. a. Continuous monitoring of staff and communication to Maintenance Director regarding staff performance b. Making recommendations to Maintenance Director regarding staff performance 2. Emphasize proper care and efficient use of supplies and other school property. a. Establishing clear expectations to staff and students regarding respect and care of building and equipment. b. No tolerance for vandalism of care of facility c. Working with maintenance staff to ensure that the facilities are always maintained to the high level of expectations established by our district and community 3. Be responsible for the regular inspection of the school facility in order that proper use, maintenance and hygienic conditions may be assured. a. Daily walk through and communication of any deficiencies of the facility immediately to the custodial staff b. Regular drills of equipment to include monthly fire drills c. Constant monitoring of pool facilities 4. Systematically study the school plan for greater utilization or effective functioning. 6

7 E. Providing Educational Leadership in the District and Community 1. Promote good school/community relationships. a. Provide for community programs from the school by being a positive ambassador into the community from the school b. Member of Chilton Lion s Club Served as President c. Member of Lutheran Church d. Member of the community living, shopping and contributing taxes to the community e. Speaker to multiple events throughout the community as needed f. Chair of the Appel Open for JDRF Contributed over $150,000 in 7 years to Juvenile Diabetes and provided education regarding this disease g. Charter Board Member of the Calumet County Community Theater and past Board President h. Performed in a variety of community theater and musical events i. Active member of the Chilton PTA for 14 years j. County Fair k. Sounds of Chilton l. Crafty Apple Fest 2. Provide for adequate publicity of school activities. a. Work closely with the local media to promote student activities and performances b. Publish regular newsletters providing information to parents regarding activities and information from school c. Parent Information Nights have been held every month for parents regarding issues surrounding adolescent children and issues near to them 3. Develop and utilize good channels of communication. a. Maintain open communication, both informally as well as formally b. Maintain an open mind and acceptance of other s views and opinions while maintaining the districts policies, procedures and the best interest of both the student and the district in mind when making the final decision c. Be timely in all communications and responses d. Communicate in person or verbally when at all possible 4. Interpret the school programs to the public. a. Answer questions to the public at any time (they ask anywhere) b. Provide opportunities to answer questions to the community at a variety of events (Parent Information Nights, PTA Meetings, School Board meetings, Parent Teacher Nights) c. Maintain consistency and fairness when making decisions 7

8 5. Insure that established procedures for parent-teacher interactions and conferences are implemented. a. Facilitate conferences between staff and parents if needed b. Attend meetings between staff and parents if needed c. Work with district to establish best nights for conferences and establish guidelines and expectation for staff regarding conferences F. Supervising Extra-Curricular Activities In an effort to address the individual interest of students, the Principal shall make every effort to provide appropriate extra-curricular activities applicable to students attending his/her building. 1. I attend as many Extra Curricular events from each area as possible 2. I ensure that supervision is set for each event and that expectations of this duty are understood and carried out 3. I ensure that the coaches and students understand the behavioral expectations of representing Chilton Public Schools at all events 4. Enforcing the Athletic Code developed by the district and working with all staff, students and parents to educate them of these expectations G. Develop and Administer Building/Program Budgets The Principal shall be responsible for developing and administrating the budget for his/her building. 1. Following the budget procedures and guidelines developed by the business manager and Superintendent and working within these guidelines to establish a budget on an annual basis 2. Approve or deny all purchases and requisitions under my building control 3. Make decisions and recommendations to the administrative team to develop the annual budget within the restraints of the district funds H. Be an agent of the School Board. 1. Represent the school board and School District at all events with professionalism and courtesy 2. Carry out the expectations and polices of the school board I. Interpret, cause implementation of and compliance with School Board Policy. 1. Understand the intent of policy when making all decisions 2. Ask for interpretation and guidance from Superintendent and colleagues when difficult decisions occur J. Interpret, cause implementation of and compliance with the Master Agreement. 1. Serve as the Pool Supervisor for the district. a. Work closely with Pool director to address concerns regarding the pool (Life Guards, Maintenance, Swimmers and rules, safety procedures, training, and lessons) b. Plan for upkeep and maintenance of pool with Maintenance Director and Pool Director c. On call to come to pool and shock if needed due to pool being contaminated M. Specific Responsibilities of Middle School Principal 1. Serve as District Representative at all Olympian Conference Middle School meetings. Conference Secretary 2. Serve as the District Transportation Coordinator. a. Review routes and enroll students for transportation with Daun Bus Company. b. Respond to concerns surrounding drivers, routes or any other issues raised involving transportation c. Representative with Superintendent during contract negotiations of transportation contract. d. OTHER DUTIES: Supervise hallways before, during and after school Responding to phone calls and s 24/7 Building walk throughs (several times per day) Classroom observations (both formal and informal) Supervise all lunches Monitor cashier at lunch line as needed Assist in the cafeteria as needed (running mop, broom or washcloth) 9

10 Assisting with sick kids (cleaning up vomit, messes calling parents etc) Responding to disciplinary issues regarding a disruptive student or a student who has misbehaved Assist with answering phones or greeting a customer as needed in the office Respond to injured student and provide first aide if needed Responding to Alarm calls from ADT at all three buildings Take calls from staff regarding absences Meet with staff regarding both personal and professional needs Meet with students regarding both personal and school or home issues Meet with parents regarding both personal and school or home issues Ensure that the building and facility meet code regarding emergency evacuation plans (Fire drills, Tornado Drills and Lock down procedures) Conduct Canine searches to ensure that the facility maintains a drug free climate Notification process if the school experiences a delay or cancellation of classes Respond to request from Superintendent Respond to request or inquiry from School Board member or community member Bus Supervision Voice of the Tigers at Chilton MS Football games Play in the annual Holiday Staff Band for staff and students (13 Years) Prepare for and facilitate meetings for: o Administrative Team Meetings (twice monthly) o Principal Team Meetings (twice monthly) o Monthly Parent Information Nights o Monthly Staff meetings o Monthly Building Effectiveness Team Meetings o Monthly Mentor Mentee (new teacher) meetings o Building Leadership Team Meetings o Monthly School Board Meetings o Board Committee meetings as needed o Weekly Grade level and Guidance counselor meetings Write Middle School Communicator twice monthly Coordinate building usage requests for the building to include sometimes being called up on site due to improper entry into building Writing Staff and Student Letters of recommendations for various reasons Extensive background research into candidates during the hiring process Review and read / respond to grade level meeting notes daily Serve as Secretary for Olympian Conference MS Principals group Active member of AWSA (professional organization) presenting at many conferences and serving as Board member and President of association Active member of NAESP (professional organization) presenting at conference and serving on several committees Prepare Annual long range and short range personal and professional goals 10
