What are some considerations teachers must take into account when planning instruction for ELLs? 2/10/ Assessment Program 13
Supplementary materials are used to promote comprehension and support students with acquiring new concepts. Some supplementary materials might include illustrations, charts, manipulatives and realia (real life objects). Instructional delivery is the way we choose to deliver the lesson. For example, before presenting new content a teacher might activate prior knowledge, identify misconceptions, or review previously taught content (i.e. pre-teach vocabulary, review word walls, identify cognates and modeling/demonstration). Being cognizant of students language proficiency levels and selecting appropriate tasks or activities will provide the linguistic accommodations needed to ensure success. 2/10/ Assessment Program 14

TELPAS Rater Credentials A TELPAS rater is a teacher designated to be the official rater of an ELL s English language proficiency. Each teacher (including a substitute teacher) selected to rate a student must have the student in class at the time of the spring assessment window; be knowledgeable about the student s ability to use English in instructional and informal settings; hold valid education credentials such as a teacher certificate or permit*; be appropriately trained in the holistic rating process as required by the TELPAS administration materials in accordance with 19 TAC, Chapter 101; and rate the student in all eligible language domains. Raters may include bilingual teachers, ESL teachers, general education teachers, special education teachers, gifted and talented teachers, and teachers of enrichment subjects. * Teachers in Charter Schools may be Highly Qualified 2/10/ Assessment Program 38
TELPAS New Rater you need the Basic Online Training and the Calibration you should have started by now if not, PLEASE DO SO IMMEDIATELY Returning Rater need the Calibration Set AVAILABLE ON FEB. 16TH Must complete online training modules including Calibration set 1, 2 or 3 2/10/ Assessment Program 39

TELPAS If you do not successfully complete Calibration Set 1 or 2, you will be required to have face-toface training with one of our Supplemental Support Providers. Lesley Carr Once the SSP Training has been completed, you will be given a code for the 3 rd Calibration Set. 2/10/ Assessment Program 42
TELPAS Accommodations Holistically Rated Assessments based on student classwork and observations of students in daily instruction accommodations do not interfere with the holistically rated assessment process if they do not invalidate the ability to evaluate the student s English language proficiency levels according to the PLDs For example, using writing collection samples for which a student relied heavily on a dictionary, peer support, or teacher assistance would not be allowable. 2/10/ Assessment Program 43
TELPAS WRITING WINDOW OPENS MONDAY, MAR. 16, /10/ Assessment Program 44
Writing (K 1) For kindergarten and grade 1, the writing rating is based on observations of the student s writing during language and literacy instruction and in other academic settings. Reflect on how well each student writes in English during authentic, performance-based activities such as: journal writing for personal reflections shared writing for literacy and content area development language experience dictation organization of thoughts and ideas through prewriting strategies publishing and presenting making lists for specific purposes labeling pictures, objects, and items from projects cooperative group work first drafts 2/10/ Assessment Program 45
TELPAS WRITING WINDOW OPENS MONDAY, FEB. 16, /10/ Assessment Program 46
STAAR Writing vs. TELPAS Writing STAAR measures how well students compose, revise, and edit texts as required by the TEKS language arts standards. TELPAS measures how well ELLs are able to use English to express their ideas in order to learn the writing skills above and fulfill grade-appropriate writing assignments in all their classes. TEA 47
Writing in Grades 2 12 Remember that the writing ratings of students in grades 2 12 are based on collections of their writing from a variety of content areas. TEA 48
TELPAS Writing Collections: Must contain a minimum of 5 samples Minimum 1 in narrative style about past event Minimum 2 academic samples from math/science/social studies should reflect a student s current proficiency level 2/10/ Assessment Program 49
Writing and Speaking Remember that incorporating appropriate writing and speaking activities in subject matter instruction helps ELLs internalize new English vocabulary and language structures. This helps them improve their command of academic English and learn the content taught in their classes. TEA 50
Writing in Content Areas Sample ELPS Student Expectations Narrate, describe, and explain with increasing specificity and detail to fulfill content area writing needs as more English is acquired (c)(5)(g) In science, this expectation can be addressed through writing assignments in which students describe processes learned or explain outcomes of scientific investigations. Write using newly acquired basic vocabulary and content based grade-level vocabulary (c)(5)(b) In math, this expectation can be addressed through writing assignments in which students use applicable math vocabulary to explain how to solve problems. TEA 51
TELPAS This is the responsibility of the RATER
Important Note Please make sure that none of the writing pieces have been revised, do not have grades on them and are the original copies. If teachers want to grade they must make a copy for themselves and grade the copy.
Introductory Resources for Writing Several resources support introductory training for this domain: Grades 2 12 Writing Collection Overview PowerPoint Explains how to assemble writing collections that portray the overall English language proficiency of ELLs Annotated Examples of Student Writing 6 writing collections representing a variety of grade levels and English language proficiency levels; each collection includes detailed rating annotations Educator Guide to TELPAS Chapter 8 on writing for grades 2 12 contains several annotated writing samples Available at Spring Web-based TELPAS rater training provides in-depth practice.
