7 Background According to PWDs Statistics in Pakistan 2012;out of total PWDs population in Islamabad which is 16352, 47.4% belong to rural areas and remaining 52.6% to urban areas. The rate of disability in Islamabad district is 1.0%. The population of physically disabled/crippled is dominant as it contributes 29.9% and insane contributes 12.57% of the total population. Data In population numbers for all is as follows: blind (1508);deaf/mute (1978);physically disabled (4888);profound/severely disable (2038);mentally retarded (1316) and multiple disability (745).

8 BACKGROUND CONTINUED There are so many issues of PWDs which need attention. Some of which are : prevention, treatment, rehabilitation, education, vocational training, employment, accessibility and social participation etc. To address these issues, there is need of comprehensive approach by all concerned like family, community, media, NGOs, Disabled People Organisations (DPOs);UN agencies and above all the Government.

9 BACKGROUND CONTINUED The disability ratio in respective villages of Islamabad is expected to be even higher(~2%). Despite availability of public services in Islamabad the villages like the one targeted remain deprived. So that s why I have chosen this particular village as it would have a significant number of hidden PWDs requiring identification and services.

10 SPECIFIC OBJECTIVE BY 2020, 12 PWDS (20% OF TOTAL) FIND EMPLOYMENT; ALL CWDS RECEIVING SOME FORM OF SPECIAL EDUCATION PROJECT PERIOD: 5 YEARS

11 TARGET AREA: Saidpur village in Islamabad TARGET POPULATION: 60 PWDs from adult village population and 30 CWDs from village school going age group( taking disability ratio as 2% for this village).

26 Strategy 1:Job creation for PWD(Adults).Activities to be done:- Social map to find PWDs Resource map to create jobs and to find job master Assessment of abilities of PWDs by daily schedule (mobility diagram) Consider strength and weakness of PWDs Discuss with PWDs, their families and communities about their wish for a appropriate job. Minimum 3mths Training of PWDs by Vocational trainer/skill master arranged from VREDP/NTCSP(community + Centre work) Job placement Community to supervise and ensure job settlement of PWDs (Time required: Sep 2015-Feb 2016)

32 Strategy 2 Education for school aged children and those who can t work. Activities to be done:- Advocacy and promotion(village leader, Parent and Principal/teacher). Sep 2015 Accommodation of PWDs in already existing elementary schools in the village. Apr 2016 Training of the village teacher at National Institute of Special Persons (NISE) followed by two week Internship week(may be extended also) at National Special Education Center for Mentally Retarded Children Islamabad. Dec 2015 Monthly visit of village school from Centre for guidance and follow up. Apr 2016-Apr 2018 Principal to arrange for stand by teacher in absence of teacher send for training. Sep 2015-Dec 2015 Informal school in village to be setup. Apr 2016

Solution:- Counselling PWIDs poor attendance Solution:- Motivation, parents support, informal education Unwillingness of employer to hire PWD Solution: retraining of PWD Poor attendance of teacher for training Solution: provide for food and transport fare No available stand by teacher Solution: Principal to make arrangement for volunteer

38 Monitoring Every one month-----no. of CWDs enrolled in village school Teacher trained. Every three month---no. of PWDs trained for job. Every six month---no. of PWDs who got employment. Community involvement (to be done by DGSE)

39 EXPECTED OUTCOME By the Sep PWDs get employment ; acceptance and independence. By the Sep CWDs to enjoy inclusive education. Community awareness about PWDs.

40 EVALUATION BY 2020 Faculty from NISE and NSEC for MRC to evaluate trained village teachers. Enrolled number of CWDs in schools. Number of PWDs employed by then. Community behavior towards PWDs.
