5 INTRODUCTION This booklet contains all the necessary information which WJEC registered centres* will need in order to submit entries for WJEC qualifications and covers all examinations types and all examination series during the 2018/2019 cycle. A comprehensive list of entry codes is included in this booklet. Most centres will import these codes into their internal centre MIS when the examinations basedata is downloaded from the WJEC website. Centres are however strongly advised to familiarise themselves with the coding information contained in this booklet and also the GCE, GCSE, and Pathways Directories, which contain important supplementary guidance not found in the basedata. In addition to the entry regulations contained in this booklet, centres are also referred to the JCQ publication "General Regulations for Approved Centres" published annually in September. The JCQ General Regulations cover: a) the relationship between centres and awarding bodies; b) the responsibilities of awarding bodies in providing administrative, subject-specific assessment and quality assurance support for centres; c) the responsibilities of centres during preparations for examinations/assessments and post-examination/assessment activities; d) obligations arising from current data protection, equality and freedom of information legislation. However, the general regulations are not intended to be relied upon to ensure compliance with the legislation. Additional information regarding data protection is available in our privacy notice, which is published on our website. Information relating to entry fees can be found in the WJEC document "General and Vocational Qualification Fees 2018/19". NB - *Registered centres: Entries can only be accepted from institutions which have formally registered as an examination centre with WJEC. If your centre wishes to submit entries and is not yet registered as a centre, please contact the Centre Support department at WJEC (centres@wjec.co.uk) for a copy of the application form. The completed form must be returned to WJEC no less than five months prior to the relevant entry deadline. INTRODUCTION 1

6 PRELIMINARY ENTRIES WJEC requires advance notification of the likely candidate numbers to be entered for the June series some months before the final entry deadlines. This information is used to calculate the despatch of examination stationery (answer booklets), pre-release materials, and early exam papers to centres. Preliminary Entries are required for the following examinations and must be submitted by the dates indicated: GCE A/AS GCSE Examination Type Series Submission Deadline Level 1 / 2 Certificate in Latin Level 2 Certificate in Additional Mathematics Vocational Awards/Certificates (external units only) Applied Certificates/Diplomas Entry Level May/June Series October 2018 Preliminary entries must be submitted online via the WJEC s secure website. The system will prompt centres with the actual candidate numbers entered in the previous series and will ask for these to be confirmed or amended. Only in cases where the entry will vary by more than 10% is any amendment required. Where new specifications are available for the first time, centres will need to input the numbers of candidates that will be entered. If your centre does not submit any preliminary entries, or if you do not include preliminary numbers for any subject for which you then go on to submit final entries, you may not receive all the required assessment materials and/or examinations stationery. If you are in any doubt about whether candidates will be entered for any specific subject/option, you are advised to include a small notional amount (e.g. 5) to ensure that appropriate materials are despatched to you. 2 PRELIMINARY ENTRIES

9 METHODS OF ENTRY Entries for the examinations series included in this booklet may be submitted in either of the following formats: Method A - A2C Migration Application (Formerly EDI) See page 10. (NB centres who are unable to use the A2C Migration Application may upload entry files via the WJEC secure website provided that these fully comply with the agreed JCQ entry formats. If in any doubt please contact WJEC helpdesk for advice - telephone ). All centres that use a Management Information System (MIS) to transmit entry and results data to and from the JCQ awarding bodies should have downloaded the A2C Migration Application. The JCQ A2C Migration Application (MA) allows centres to transport and receive EDI files without using a third party (VAN) carrier. It is a free application, provided by AVCO on behalf of the JCQ awarding bodies. If you have not yet downloaded the Migration Application you should visit AVCO s website: If you experience a technical problem when trying to download the MA please try your local IT support first. Most problems are often resolved by support teams which know their networks and firewalls. Several local authorities now have a good understanding of how to install the A2C MA. Any non-technical problems should be raised with the WJEC helpdesk This method will require centres to download the relevant exam series basedata from the WJEC website and import into the centre MIS. Further information about basedata is provided on page 11. Method B - Online Entries via WJEC Secure Website See page 10. This method involves the individual inputting of entry details for each candidate directly on to the secure website. It is therefore only suitable for centres which do not have an MIS, or are submitting only small numbers of entries. METHODS OF ENTRY 5

10 PROVISION OF ENTRY DETAILS The notes in this section apply to all entry methods. Centre Details The five-digit centre number should be inserted in the field provided. Candidate Status When compiling candidate entries, it is necessary to distinguish between internal candidates (i.e. those on the full or part time roll of the institution) and private candidates (i.e. those who are not students at the institution, but for whom the institution is providing examination accommodation and/or assessing and authenticating non-examination/coursework/controlled assessments). If submitting entries using the A2C Migration Tool, private candidates must be identified in the Entry File by inserting 'P' in position 3, Candidate Status. Please refer to "Formats for the Exchange of Examination Related Data, Version 14," for further guidance. This will ensure that the results for these candidates are excluded from the centre's examination statistics. If submitting entries via the WJEC secure website, select Yes or No from the drop-down box for External/Private Candidate. Candidate Numbering Centres must allocate a candidate number to each candidate. For each candidate a unique four-figure number within the range 0001 to 9999 must be used. (The number 0000 must not be used.) Centres should use the same four-figure candidate number when entering a candidate for any examinations offered by any of the other Awarding Bodies or Groups. All candidates entered for examinations also require a Unique Candidate Identifier (UCI) number. This number is allocated when a candidate s first unit entry is submitted and is used by the awarding body to identify candidates when unit results are aggregated together to produce an overall grade and for carry-forward purposes. It is absolutely vital therefore that the same UCI is used for ALL examination sessions AND for any cash-in entry. If your centre is entering candidates who have previously sat units / subjects at other centres, the correct UCI should be obtained from the original centre. A UCI is made up as follows: L Centre number where the candidate enters his/her first unit Board Identifier '0' Academic year in which the first unit entry is submitted, e.g. this will read 18 for candidates who enter their first units in January or June 2019 Four digit candidate examination number 'check' digit allocated automatically Unique Learner Numbers (ULN) are mandatory for all centres wishing to use WJEC qualifications in order to contribute to the award of any Diploma. 6 PROVISION OF ENTRY

11 Candidate Personal Details PROVISION OF ENTRY Candidate Number Enter the candidate number you have allocated in the field provided. Unique Candidate Identifier (UCI) The unique 13 character candidate identifier must be included. Entries received without the UCI will not be accepted. For EDI files, the full 13 digit identifier must be included on the entry and amendments file. For manual entries, centres which are unable to generate the full 13 digit identifier are advised that an online check digit generator is available on the WJEC website: Unique Learner Number (ULN) Unique Learner numbers are allocated by the Learner Registration Service and are required only for those subjects/units which are intended to contribute to Diploma awards in England and the Welsh Baccalaureate Qualification. More information about ULNs can be found on the Learning Records Service (LRS) website: Candidate Name Enter each candidate's name, surname(s) first, then a colon and then the forename or initials. e.g. SMITH: PATRICIA ANN PORTER-BROWN: J S PETER DE LA ROSA: THOMAS Where the surname always appears as the first word(s) of the name, a colon should follow the complete name. e.g. TANG PO HENG: Names of up to 40 characters, counting the colon, any hyphen or apostrophe, rounded brackets, (open and close), full stop, and each space as a separate character, can be accepted in full. Please ensure that the full legal name is used in every examination series. The name, date of birth, and the UCI will be used to track candidates in unitised examinations. N.B. - Should the need to abbreviate a candidate's name to meet the maximum allowance of 40 characters create difficulties for any of your candidates, special arrangements can be made to record their full names on certificates by application to the Examining Board. Sex Enter M for a male candidate, F for a female candidate. Date of birth Enter the date of birth of each candidate numerically, e.g. for 12 April 1999, enter: N.B. An entry without a sex ('M' or 'F') or specific date of birth cannot be accepted. Identical candidate details, i.e. name and date of birth, should be used across all examination levels, series, and all awarding bodies for the same candidate. PROVISION OF ENTRY 7

12 PROVISION OF ENTRY DETAILS Qualification availability WJEC (New Wales) GCE and GCSE qualifications are accredited by Qualifications Wales, and are not available to centres in England. Eduqas GCE and GCSE qualifications are accredited by Ofqual, and are not available to maintained centres in Wales. This is with the exception of certain subjects that have been designated by Qualifications Wales for teaching by maintained centres in Wales, and meet regulatory requirements in Wales and England. These subjects are indicated on the relevant pages. Centres in Northern Ireland should check availability with their regulator. Any other restrictions for individual qualifications or subjects are listed on the relevant subject page. /Unit Entries The entry for each subject/unit is recorded by means of a six-digit entry code. For each candidate, the full six-digit code for each subject to be taken should be inserted in the appropriate fields. s taken through the medium of Welsh For all subjects at all levels taken through the medium of Welsh, the relevant full six-digit code should be inserted. These are listed under the 'Welsh medium' column heading. Where a Welsh version of a question paper is required for a designated Eduqas specification, the relevant form available on our website should be completed and submitted by the appropriate deadline. Welsh Second Language, Welsh (First Language) and Welsh Literature A candidate may not take at the same sitting: (b) (c) A GCSE in Welsh Second Language with a GCSE in Welsh (First Language) and/or Welsh Literature. Welsh Second Language Advanced or Advanced Subsidiary with Welsh (First Language) Advanced or Advanced Subsidiary. Qualification Structures: Unitised or Linear WJEC qualifications follow either a unitised or linear structure. The structure of the qualification will affect the type and number of entry codes that must be submitted in order to ensure that each candidate is correctly entered. Unitised s Some WJEC qualifications are "unitised" in nature i.e. candidates take a number of separate units, sometimes across different examination series, in order to complete the award. For these subjects, two separate types of entry are required: Unit Entry: A separate entry must be made for each individual unit attempted by candidates. This requirement applies not only to the formal "written examination" units, but also those related to nonexamination/coursework and controlled assessments (centres frequently overlook the non-examination assessments when making entries and this can lead to difficulties when results are issued). 8 PROVISION OF ENTRY

13 PROVISION OF ENTRY Cash-in Entry: When candidates wish to obtain an overall subject award for any unitised subject, a separate "cash-in" entry is also required. The required cash-in code should be entered alongside the individual unit entries. If a candidate has completed all the required units for a subject award but does not submit a cash-in entry, they may either: Enter for the subject award after the publication of results. An additional fee is payable in these circumstances. or Enter for the subject award at a subsequent series, provided the subject is still available and any terminal requirements are met. Candidate Name/Date of Birth It is important that the name and date of birth used for each candidate is precisely the same for all examination sessions. Problems frequently occur where centres use variations of a candidate s name (e.g. an additional middle name) or an alternative spelling. Combination of Units Centres are urged to check carefully that every candidate is entered for the correct combination of units. For example, a candidate cashing in Advanced Level Geography (code 1110QS) must have completed all five units 2110U1, 2110U2, 1110U3, 1110U4, 1110U5. GCSE Terminal Requirements Centres are reminded that for GCSE unitised subjects, candidates must be entered for at least 40% (excluding centres in England entering for legacy qualifications, where 100% must be entered) of the total assessment in the terminal session (i.e. the exam session in which the award is cashed in), with the exception of GCSE Welsh Second Language. For this subject, 75% of the assessment must be taken in the terminal session, including all assessments in the form of an examination. Linear s All new Eduqas AS, A Level and GCSE qualifications (and some legacy and WJEC new Wales qualifications) are linear in structure. Centres should enter candidates for a single entry code, which will automatically enter the candidate for all relevant components of the qualification. For linear subjects, 100% of the assessment is taken at the end of the course. PROVISION OF ENTRY 9

14 ENTRY METHOD DETAILS METHOD A - A2C MIGRATION APPLICATION (FORMERLY EDI) Centres are particularly encouraged to use this method of entry. Most centre administration packages can easily connect to the A2C Migration Application. Centres using this method of entry should already have downloaded the A2C Migration Application. Centres requiring more information about the submission of electronic entries (EDI Files) or the use of the A2C Migration Application may call WJEC helpdesk on The formats are defined in the booklet "Formats for the Exchange of Examination Related Data (Version 14, revised May 2016)." This document is available to download from the Joint Council website at For all files sent via the A2C Migration Application, the unique 13 character candidate identifier (UCI) is compulsory. METHOD B - ONLINE ENTRIES VIA WJEC SECURE WEBSITE Entries (and amendments) can be made online using the WJEC Secure Website - Centres using this method of entry should already have registered with WJEC as a user of the Secure Website. If your centre has not yet registered as a user of the Secure Website you can do this by sending an to securewebsite@wjec.co.uk Please state your centre number, centre name, contact name, and preferred address for communications in order to facilitate your registration. A detailed user guide to the Online Entries system is available to download from the WJEC Secure Website. Centres requiring more information about using the Online Entries can call the Secure Website helpline on All candidate and subject details for the centre should be entered onto the system and, following the submission and processing of the completed entries and subject information, the Secure Website will be updated with all relevant information. After submission of the online entry, further amendments may be made to candidate or subject details using the same system. To enter a candidate through the medium of Welsh, click on the Welsh button next to the relevant subject (where available) or select the appropriate Welsh option. 10 ENTRY METHOD

15 BASEDATA BASEDATA Centres submitting entries via Method A (A2C Migration Application) will first need to download the basedata for the relevant series from the main WJEC website - Basedata contains all the necessary information for the various s that WJEC offers, providing details of how each subject breaks down into its constituent parts, e.g. options, components, papers, maximum marks, exam dates, fees, etc. It is essential that for each examination level and series, centres use the latest version of basedata available. Basedata for all unitised examinations will contain information on both units and cash-in codes. WELSH BACCALAUREATE QUALIFICATION It is a requirement of the Welsh Baccalaureate Qualification that centres must register candidates embarking on the course with WJEC. Each registration must include candidate personal details (name, date of birth, sex) Unique Candidate Identifier (UCI), Unique Learner Number (ULN), and the code for the relevant Welsh Baccalaureate level. Centres must submit registration details either by using the A2C Migration Application or via the WJEC s secure website. Registration details must be submitted for every candidate embarking on the WBQ. For all electronic files submitted that may be used towards the aggregation of the Welsh Baccalaureate, centres are expected to use the ULN. The final date for receipt of WBQ registrations is 31 October BASEDATA 11

16 FEEDBACK & AMENDMENTS FEEDBACK DOCUMENTATION AND AMENDMENTS TO ENTRIES Candidate Statements of Entry for each candidate are available to download from the secure website. Entry feedback documentation should be checked and any necessary corrections made using the method used for the initial entry: 1. Submission of Amendments using the A2C Migration Application Centres should submit amendments via the A2C Migration Application using the Joint Council standard format for amendments. It is vital however that submitted EDI files contain details of candidates to be amended and additional candidates only. EDI files which contain a resubmission of the entire centre's entry should not be submitted. 2. Submission of Amendments Online via WJEC Secure Website Centres which submit their initial entries through the WJEC secure website can also submit amendments in this way. Centres which use the A2C Migration Application for the main entries, however, must continue to use the A2C Migration Application for all entry/amendment transactions. 12 FEEDBACK & AMENDMENTS

17 WELSH MEDIUM ASSESSMENT WELSH MEDIUM & DUAL LANGUAGE (ENGLISH/WELSH) ASSESSMENT Internal Assessment Candidates may present portfolio/internally assessed evidence entirely in Welsh, entirely in English, or in a combination of both English and Welsh. Awarding bodies are not required to specify the proportion of evidence to be presented in either language where candidates present evidence for internal assessment in two languages (Welsh and English). External Assessment Where candidates have been entered for a test or examination through the medium of Welsh, they may also have access to the English version of the question paper. Where candidates have been entered for a test or examination through the medium of English, they may also have access to the Welsh version of the question paper. In such circumstances, centres will be obliged to request Welsh versions from WJEC well before the date of the examination. Candidates should normally be entered for the externally assessed parts of a qualification in either Welsh or English. However, where needed to reflect the language in which the candidates were taught, candidates may sit some units/components of a qualification in English and others in Welsh.
