1 OFFICIAL PROCEEDINGS BOARD OF EDUCATION, DISTRICT NO. 148 DOLTON, COOK COUNTY, ILLINOIS The MINUTES of the Regular Meeting of the Board of Education, District No. 148, Dolton, Cook County, Illinois held at the Administrative Office in said School District at 7:00 p.m., on the 26 th of September ROLL CALL After the Pledge of Allegiance, President Ernesto Mickens called the meeting to order at 7:00 p.m. and directed that the roll be called. Upon the roll being called, the following members answered present: Charles W. Lloyd, Lisa Davis-Smith, Faith E. Gunter, Charles Givines, Larry Lawrence, Kim Adkins and Ernesto E. Mickens. Mrs. Adkins moved and Mr. Lloyd seconded the motion that Mr. Lawrence participate in the meeting, via telephone. Also present were Attorney Joe Miller (Ottosen, Britz, Kelly, Cooper, Gilbert & Dinolfo, Ltd.), Superintendent of Schools Dr. Nohelty, Assistant Superintendent Dr. Moore, Director of Support Programs Mrs. Llanes, Director of RTI/PBIS & Bully Prevention Mrs. Navarre, Director of Technology Ms. Marshall; Principals: Mr. Chambers, Dr. McFarlane, Ms. Montgomery, Dr. Parker, Ms. Walker; Assistant Principals: Dr. Marks, Mr. Palicki, Mrs. Williams; and Senior Executive Assistant Mrs. Chapman. REVIEW OF BUDGET HEARING Dr. Nohelty provided a detailed report of the tentative budget that has been on display for the last 30 days. The budget represents $39.8 million in revenue, as well as $39.8 million in expenditures. The budget was based on parameters that include property taxes which were based on the consumer price index which was 1/10 th of a percent in 2015 and estimated at 2.1% in Capital improvements are in alignment with the 5 year roofing plan. District 148 will not issue any long-term debt. Benefit cost are projected to increase 9%. State aid funding represents a slight increase from the previous year. Federal aid is estimated to show no increase from the prior year. The tentative budget was on display August 23, 2017, which was more than 30 days. The 1

2 legal notice announcing the September 26, 2017 public hearing was placed in the Chicago Tribune s Daily Southtown paper August 10, All legal requirements have been met and the budget will be presented later for Board consideration. Mr. Mickens asked the audience if there were any questions regarding the budget. There were no questions. Mr. Givines moved and Mr. Lloyd seconded that the Board of Education, Dolton West School District 148 adjourn the public hearing at 7:05 p.m. Mr. Mickens requested to take a 5 minute recess. Roll call for regular board meeting: Mr. Lawrence will be participating in the regular board meeting via telephone conference. ADMINISTRATION - INFORMATION REPORTS Mrs. Llanes, Director of Support Programs, reported the Tootsie Roll Fundraiser on September 15, 2017 raised over $ All monies go towards the special education department. Mrs. Llanes thanked all school principals for their participation in jean day. This was a district wide fundraiser. Ageless Eye Care examined students at Washington (100 students examined 58 referred for free glasses), Lincoln (60 students examined 29 referred for free glasses) and Riverdale schools (45 students examined - 27 referred for free glasses). At Lincoln, eye doctors were able to detect eye issues for some students and referred them to the Illinois Eye Institute for further testing. Fifty-five new students have transferred in to the District with IEPs. Intake meetings have been held and parents have expressed their children are adjusting to District 148. Mrs. Navarre, Director of RTI/PBIS & Bully Prevention, presented the Board of Education with a handout with PBIS information. Kick-Offs were held within the first two weeks of school at each school building to go over expectations for behavior for the school year. These Kick-Offs were regarding behavior expectations. Restorative Justice training updates will take place on Thursday, September 28, 2017 and Friday, September 29, 2017 at Riverdale. Phase I of Restorative Justice training will be 2

3 provided for new staff or returning staff that did not attend last school year. Phase II training took place in May and June 2017 and will continue in the upcoming months. Capturing Kids Hearts training is continuing. Three buildings (26 teachers) have been trained. Mrs. Navarre reported as of the time of the board meeting there have been two out-ofschool suspensions and some in-school suspensions, which is a 15% decrease from last year. Mrs. Navarre will continue to monitor out-of-school suspensions, as well as inschool (CARE program) for the Board review. Dr. Davis-Smith asked if numbers can be provided for each school individually. Mr. Marshall, Director of Technology, reported on the installation of new computers in computer labs and the replacement of 35 SmartBoards across the District. Mrs. Marshall shared the Technology Department assisted with the installation and training of the digital signs at District Office. Information regarding online registration was discussed. A total of 823 returning students and 537 new students registered through the online process. Mrs. Marshall stated that her department is working on a new look for the District website that is user friendly so principals/teachers are able to update their own web page. Mrs. Adkins asked Dr. Nohelty if online registration was a smooth transition instead of paper registration. Dr. Nohelty stated there were some glitches, but was pleased with the first year implementing this change. Dr. Nohelty assessed the transition was good. Dr. Moore, Assistant Superintendent, provided information on Open House. Open House was held earlier this year and had 1,806 students enrolled at the time of Open House, with 652 students represented for a 36% of parent participation at Open House. This was a slight decrease from the prior year possibly due to it being held earlier. Dr. Moore shared that handbooks for the Band and Vocal Ensemble are available, via Dropbox, for review. If copies are needed, please see Dr. Moore. Dr. Moore thanked the Board of Education for their support with the summer school program. Dr. Moore presented each board member with a token of appreciation. Dr. Nohelty, Superintendent of Schools, reported on the Administrator and Teacher Salary & Benefits Report and stated it will be posted on the District s website by October 1, Dr. Nohelty shared information regarding receipt of the Illinois Association of School Boards certificate confirming that District 148 is an active member for the school year. Dr. Nohelty reported attending the Riverdale Park District s Monthly Meeting held on Thursday, September 21, District 148 was presented with a Certificate of Appreciation. Dr. Nohelty reported two FOIA requests were received in the month of August. Both requests were responded to and fulfilled. Dr. Nohelty reported the District s enrollment numbers for September 2017 totaling 1,916 students. Dr. Nohelty shared the difference in enrollment totals on the first day of school for the school year and the school year was a gain 70 students this year. 3

4 PRESIDENT'S REPORT The Board Policy Committee was held on Tuesday, August 22, The Finance Committee and Buildings & Grounds Committee meetings were held on Tuesday, September 12, Summaries of these meetings will be presented following approval by each Committee. The approved summaries of the Board Policy Committee Meeting held on Tuesday, May 9, 2017, the Finance Committee and Buildings & Grounds Committee meetings held on Tuesday, August 8, 2017 are enclosed for board review. OFFICE OF THE SECRETARY OF STATE LIBRARY GRANT PROGRAM Dolton West School District 148 is invited and encouraged to apply for the FY2018 School District Library Grant Program. This non-competitive grant offering is an opportunity to enhance District 148 s library program and to continue to improve educational opportunities for students in the District. Grant application requirements and details are attached for Board review. ILLINOIS STATE BOARD OF EDUCATION SEAMLESS SUMMER OPTION The Seamless Summer Option administrative review was conducted at District 148 on July 25, The purpose of this review was to monitor the school food authority s compliance with federal and state program regulations. District 148 was found to be in compliance with the program requirements evaluated. A copy of the compliance letter is attached for Board review. NATIONAL SCHOOL BOARDS ASSOCIATION COMPLIMENTARY WEBINAR The National School Boards Association and BoardDocs hosted a complimentary webinar on August 24, The topic for discussion was Whitewater Governance: Helping Your Board Navigate Turbulent Times. The webinar featured a panel of school board leaders for open dialog on how to help your board navigate turbulent times. Mr. Lloyd and Mr. Givines participated in the webinar at District Office. Mr. Lloyd spoke on legislation issues and expressed parent involvement is needed regarding these issues. SIXTEENTH ANNUAL SCHOOL LAW CONFERENCE The law firm of Ottosen, Britz, Kelly, Cooper, Gilbert & DiNolfo, Ltd. hosted the Sixteenth Annual School Law Conference on September 19, The conference provided an overview of legal issues affecting Illinois school districts. Mrs. Adkins was in attendance. Mr. Miller shared information regarding the conference sponsored by his firm. Mrs. Adkins shared information regarding being in compliance to allow people with disabilities to access our website. Mrs. Adkins brought a packet with the updated laws for the board members and Dr. Nohelty to review. Mr. Mickens expressed appreciation of Mr. Miller s representation for District

5 SCOPE COUNCIL MEETING The South Cooperative Organization for Public Education (SCOPE) held its first council meeting for the new membership school year on Monday, September 25, The meeting minutes from the May 22, 2017 meeting is attached for Board review. Mr. Mickens thanked Dr. Nohelty and Mrs. Adkins for their attendance at this meeting. STATE REPRESENTATIVE WILL DAVIS VISIT TO ROOSEVELT SCHOOL State Representative Will Davis is scheduled to visit Roosevelt School in October 2017 for the Illinois Principals Association s Principal for a Day Program. Board Members will be notified when a date and time for this visit is confirmed. Mr. Mickens shared that District 148 has a good relationship with the representatives and will continue to do its part to make sure they do what is in the best interest of District 148. DISTRICT LEADERSHIP TEAM MEETING The first District Leadership Team (DLT) Meeting for the school year will be held at 4:00 p.m. on Tuesday, October 3, 2017 at District Office. The DLT will meet on a regular basis to assist and support individual school sites as they implement shared decision making. The DLT will serve in an advisory capacity. All are welcome and encouraged to come. Mr. Lloyd and Mr. Mickens expressed the importance of parents attending this meeting. ETHICS COMMITTEE MEETING The first Ethics Committee Meeting for the school year will be held on Tuesday, October 10, 2017 immediately after the Buildings & Grounds Meeting. As of the date of this meeting, the Ethics Committee has received no information for discussion. PARENT ADVISORY COMMITTEE MEETING The first Parent Advisory Committee Meeting of the school year will be held at 5:30 p.m. on Tuesday, October 17, 2017 at District Office. The meeting will focus on helping parents to work effectively with their child/children and their teachers to enhance student achievement. All are welcome and encouraged to come. OPERATION PUT IT BACK! COALITION Operation PUT IT BACK! Coalition cordially invites District 148 to A Scholarship/Prayer-n-School Fundraiser Dinner on Friday, October 20, 2017 at the Crystal Lights Banquet, 8400 S. Cicero Avenue, Burbank, Illinois at 6:30 p.m. to 10:30 p.m. Detailed information regarding this event is attached for Board review. Mr. Mickens expressed his interest in attending. SOUTH COOK DIVISION DINNER MEETING The South Cook Division of the Illinois Association of School Boards will be holding its Fall Dinner Meeting on Wednesday, November 1, 2017 at Camelot Banquets 8624 West 95 th Street in Hickory Hills at 5:30 p.m. The topic of the program will be The Future of STEM. Registration is required. Mr. Mickens and Mrs. Adkins expressed their interest in attending. 5

6 2017 IASB/IASA/IASBO JOINT ANNUAL CONFERENCE The Illinois Association of School Boards (IASB), the Illinois Association of School Administrators (IASA), and the Illinois Association of School Business Officials (IASBO) will be holding their Joint Annual Conference November 17-19, 2017 in Chicago. Pre-Conference Workshop information is attached for Board Members review. Early registration for Pre-Conference Workshops is recommended. Mr. Mickens expressed his interest in attending. IASB 2017 RESOLUTIONS COMMITTEE REPORT The 2017 Resolutions Committee Report from the Illinois Association of School Boards for the 2017 Delegate Assembly Meeting on November 18, 2017 is attached for Board review. This report lists proposals, rationale, and recommendations for districts to review and discuss before the Delegate Assembly on Saturday, November 18 at the Joint Annual Conference. The 2017 Report also includes recommended changes to the IASB Constitution that will be voted on during the Delegate Assembly. Mrs. Adkins stated this information is very instrumental in making changes that the Board of Education would like to see. Review of this information and discussion by the Board is important when the Board President goes to the Assembly Meeting. IASB PROFESSIONAL DEVELOPMENT AWARDS Congratulations to Mrs. Adkins and Mr. Lloyd on achieving the Master Board Member Level 1 status with the Illinois Association of School Boards. This achievement models life-long learning. An award will be presented to Mrs. Adkins and Mr. Lloyd at the upcoming South Cook Division Dinner Meeting on Wednesday, November 1, Mr. Mickens presented Mrs. Adkins and Mr. Lloyd with a certificate for their achievements. Mr. Mickens shared that both Mrs. Adkins and Mr. Lloyd are former Board Presidents and District 148 is very lucky to have both of them. THORNTON TOWNSHIP 2017 CHRISTMAS PROGRAM & HOLIDAY FOOD BASKET Thornton Township wants to help make Christmas brighter for children and families that are currently experiencing financial difficulties. Thornton Township will be accepting applications for the 2017 Christmas Programs for Toys and Food Baskets during the month of October. Detailed information regarding the dates, times and location to submit an application is attached. Applicants must be residents of Thornton Township. THORNTON TOWNSHIP BETTER TOGETHER, STRONGER FOREVER MARCH AND RALLY AGAINST VIOLENCE Thornton Township, in partnership with Ascension St. Susanna Catholic Church and the Southland Juvenile Justice Council, invites District 148 to the Better Together, Stronger Forever: March and Rally Against Violence on Saturday, October 28, This event will give students, teachers, parents and community members a platform to unite to end violence in the Thornton Township community. This is the third year that a March Against Violence will take place in Thornton Township. Detailed information about this event is attached for Board review. 6

7 NATIONAL SCHOOL BOARDS ASSOCIATION ADVOCACY INSTITUTE The National School Boards of Association s 2018 Advocacy Institute is scheduled for February 4-6, 2018 in Washington, D.C. Registration opened today. Information regarding this Institute is attached for Board review. Mr. Mickens and Mrs. Adkins expressed their interest in attending. NATIONAL SCHOOL BOARDS ASSOCIATION 2018 ANNUAL CONFERENCE The National School Board Association s 2018 Annual Conference will be held April 7-9, 2018 in San Antonio, TX. Early registration opens October 18, Detailed Information regarding this conference is attached for Board review. Mr. Mickens and Mrs. Gunter expressed their interest in attending. COMMITTEE CHAIR REPORT Mr. Lloyd reported on the Board Policy Committee Meeting held on August 22, Mr. Lloyd shared there were policy updates and changes. Mr. Lloyd discussed the transgender topic being pushed to the side and stated there were no comprehensive policies to date. Mr. Lloyd reported on the Finance Committee Meeting held on August 8, Mr. Lloyd stated there are several action items on the agenda to vote on and discuss later in the meeting. Mr. Givines reported on the Buildings and Grounds Committee Meeting held on August 8, Mr. Givines reported on the District s lighting system. Mr. Givines stated a report will be provided to check out the lighting system. Custodial staff attendance was good. Dr. Nohelty stated that an assessment will be provided at the next Buildings and Grounds Meeting regarding lighting and surveillance throughout the District. DISTRICT ITEMS OF INTEREST Mr. Hurst introduced the new staff members to District 148. All new staff received a District notebook as a welcome gift. The Board of Education welcomed the new staff and thanked each of them for choosing District 148. Dr. Nohelty and Mrs. Chapman introduced District 148 s Attendance Incentive Program for the school year. Mrs. Chapman provided details regarding monthly classroom challenges, as well as a traveling trophy that will be awarded to the school that attains the highest attendance percentage for the month. Each month the classroom challenge will change and be determined by District Office. The school that wins the traveling trophy will be awarded the trophy at the monthly Board meetings. Each classroom that achieves the classroom attendance challenge will also be acknowledged at the monthly Board meetings. Dr. Nohelty introduced Gary Palloga with the Tinley Park/Frankfort Rotary Club. Mr. Palloga is a Rotarian whose organization donated brand new dictionaries to every third grade student in District 148. These dictionaries will be delivered to District 148 in October/November

8 Mr. Lloyd moved and Mrs. Adkins seconded the motion that the Board of Education, Dolton West School District 148 accepts the donation of brand new dictionaries from the Tinley Park/Frankfort Rotary Club. CONSENT AGENDA Mrs. Adkins asked to remove Items 1C (Special Board Meeting Minutes) and 1D (Closed Session Meetings Minutes) dated September 1, 2017 from the Consent Agenda to be voted on separately. Mrs. Adkins moved and Mr. Lloyd seconded the motion that the Board of Education, Dolton West School District 148 establish the Consent Agenda dated September 26, 2017 to include Items 1 through 7 with the exclusion of 1C and 1D. Mrs. Adkins moved and Mr. Lloyd seconded the motion that the Board of Education, Dolton West School District 148 approve the September 26, 2017 Consent Agenda. Mr. Lloyd moved and Mrs. Adkins seconded the motion that the Board of Education, Dolton West School District 148 discuss Item 1C, Special Board Meeting Minutes dated Friday, September 1, Ayes: Lloyd, Davis-Smith, Lawrence, Givines, Adkins, and Mickens Nays: Gunter Mrs. Adkins stated that Item 1C was removed based on the upcoming agenda. Mrs. Adkins stated there was no clarity during the meeting and she was not present. Mrs. Adkins stated she will not vote on the minutes. Mr. Givines asked if a person was 8

9 not present can they vote. Mr. Miller explained Board Members can vote whether they were in attendance or not. There was discussion regarding this topic. Mr. Lloyd moved and Mr. Givines seconded the motion that the Board of Education, Dolton West School District 148 approve the Special Board Meeting Minutes dated September 1, Ayes: Lloyd, Davis-Smith, Givines and Mickens Nays: Gunter, Lawrence and Adkins There was discussion regarding the procedure of having discussion of Closed Session Minutes. Mr. Lloyd moved and Mr. Givines seconded the motion that the Board of Education, Dolton West School District 148 approve the Closed Session Meeting Minutes dated September 1, Ayes: Lloyd, Davis-Smith, Givines and Mickens Nays: Gunter, Lawrence and Adkins BUDGET ADOPTION Mr. Mickens moved and Mr. Lloyd seconded the motion that the Board of Education, Dolton West School District 148 adopt the Budget for the Fiscal Year beginning July 1, 2017 and ending June 30,

10 APPROVAL OF CISCO SMARTNET RENEWAL Mrs. Adkins moved and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148 approve the renewal of Cisco SMARTNET contract proposal in the amount $4, The contract dates are October 2, 2017 to September 30, APPROVAL OF PURCHASE OF NEW BACKUP SOLUTION Mr. Lloyd moved and Mr. Lawrence seconded the motion that the Board of Education, Dolton West School District 148 approve the purchase of a new backup solution from Dell Inc. in the amount of $35, This total cost includes hardware, software, remote install support, licenses and a 5-year warranty. APPROVAL OF PURCHASE OF NEW DOMAIN CONTROLLERS Mr. Lloyd moved and Mr. Givines seconded the motion that the Board of Education, Dolton West School District 148 approve the purchase of 8 servers with 5 years support and warranty from Dell Inc. in the amount of $32, APPROVAL OF GTA, LLC ERATE CONSULTING & ADMINISTRATIVE SERVICES RENEWAL CONTRACT Dr. Davis-Smith moved and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148 approve the renewal contract for E-Rate Consulting and Administrative Services for the school year in the amount of $20, There was no increase from the previous year s contract. 10

11 APPROVAL OF BOARDDOCS SOFTWARE UPGRADE Mrs. Adkins moved and Mr. Lloyd seconded the motion that the Board of Education, Dolton West School District 148 approve the purchase of BoadDocs Plus for Pro Document Management System in the amount of $19,000 ($18,000/year plus a onetime start-up fee of $1,000). This recurring cost includes maintenance/support, installation, training, implementation, updates, upgrades and customization). APPROVAL OF DISTRICT FUNDRAISERS Dr. Davis-Smith moved and Mr. Lloyd seconded the motion that the Board of Education, Dolton West School District 148 approve the District Fundraisers as outlined by each Administrator. APPROVAL OF MY EDBUDDY, LLC CONTRACTUAL AGREEMENT Mrs. Gunter moved and Mr. Lloyd seconded the motion that the Board of Education, Dolton West School District 148 approve the renewal contract agreement with My EdBuddy, LLC for the school year in the amount of $39, These funds will be taken from the District s Title II Grant, not to exceed $39,

12 APPROVAL OF STRATEGIC PROJECT MANAGEMENT, INC. ENGAGEMENT LETTER Mr. Lloyd motioned and Mr. Mickens seconded the motion that the Board of Education, Dolton West School District 148 table the approval of Strategic Project Management, Inc. s Engagement Letter for the school year. AUDIENCE PARTICIPATION Mrs. Crayton, School District 205, shared information about the District 205 s Student Board of Education s Join the Movement Rally on October 28, 2017 at New Zion Covenant. Mrs. Creighton passed out flyers regarding this event and would like District 148 to join in this movement. EXECUTIVE SESSION Mrs. Adkins motioned and Mr. Mickens seconded the motion that the Board of Education, Dolton West School District 148 enter into Executive Session at 9:02 p.m. to discuss: Discussion of employee performance and employee compensation pursuant to 5 ILCS 120/2(c)(1): (a) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body 12

13 RETURN TO OPEN SESSION Mr. Mickens motioned and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148 return to Open Session at 9:50 p.m. ACTION(S) FOLLOWING EXECUTIVE SESSION There was no action to report. ADJOURNMENT Mrs. Adkins motioned and Mr. Mickens seconded the motion that the Board of Education adjourns the meeting held on September 26, 2017 at 9:53 p.m. Ernesto E.
