3 Long Term Accommodation Plan and the Public Consultation Process The Toronto Catholic District School Board Long Term Accommodation Plan ( ) has been prepared in response to, and as a requirement of the Ministry of Education s Good Places to Learn initiative announced in February School boards are required to develop and maintain multi year capital plans as a condition of funding for accommodation needs. TCDSB s Long Term Accommodation Plan was approved in principle by the Board of Trustees on March 27, Two separate and distinct consultation processes will be occurring at the same time. There is a consultation process for the LTAP, and one for School Accommodation Review which is described in greater detail in the next section. TCDSB s Long Term Accommodation Plan (LTAP) was a set of underlying or guiding principles to help ensure that the Board s accommodation strategy remained consistent (to the extent possible) during the preparation of the document. A further requirement of the Ministry of Education regarding LTAPs is that a school board must implement a public consultation process before the plan receives final approval by the board. Public consultation is an integral component in the preparation of a LTAP. A public consultation process serves to inform, and receive comments from school communities including parents/guardians, students, teachers and school administrations, as well as community groups and organizations, and other interested parties. At its meeting of January 18, 2006, the Board approved a Phase 1 consultation strategy. Phase 1 Community Education and Information, consisted of six public meetings which occurred from March 23, 2006 to May 11, The purpose of Phase 1 consultation was to inform and educate school communities about school facilities and various accommodation issues confronting the Board. Phase 2 consultation will involve engaging school communities with respect to a draft LTAP, including recommendations. Phase 2 consultation approved by the Board on March 27, 2007, will consist of a total of twelve meetings to occur in the spring of After Phase 2 consultation is completed and public input is taken into account, the LTAP will be considered by the Board for approval in the Fall of
4 Underlying Principles of the Long Term Accommodation Plan: Toronto Catholic District School Board First and foremost the LTAP will continue to support Catholic Education s identity and raison d etre. The LTAP will be sympathetic to Catholic education, its goals and traditions. Parents will be provided with alternatives, and the increased ability to make choices with respect to the education of their children within Catholic schools. The LTAP will seek to provide a reasonable presence of Catholic schools across the City of Toronto to serve the population and provide a Catholic education. The LTAP recognizes the need to retain and strengthen religious ties and affiliations with local parish (e.g. sacramental preparation). The LTAP recognizes where viable, single gender schools will be retained, enhanced and expanded. Innovative specialty programs should be established at strategic locations within the TCDSB. School boundaries may need to be established at strategic locations, where necessary. Community Hubs should be established at strategic locations, where viable. Any new program initiative should first be implemented on a pilot basis (e.g programs). The LTAP should utilize TCDSB assets where practical. TDSB sites should be considered only if they provide a superior benefit to TCDSB. The LTAP should have the flexibility to evolve over time and be revisited annually. The LTAP is committed to the reduction of temporary accommodation (portables) and the improvement of program appropriate learning spaces. The LTAP should actively pursue cost avoidance solutions such as the elimination of leases, disposition of assets, etc. Program opportunities for single gender classes should be offered in coed schools, where attainable. -4- Revised March 2007

7 School Accommodation Review On October 31, 2006, the Minister of Education rescinded the moratorium on school closures and announced the release of new school accommodation review guidelines (formerly referred to as school closure guidelines). The Pupil Accommodation Review Guidelines issued by the Ministry of Education on October 31, 2006 require that a school board have a school accommodation review policy, consistent with the new guidelines, in place by March 31, In addition, boards are required to draft a generic school valuation framework and to use this framework to guide public consultation during the school accommodation review process. The School Valuation Framework provides a tool for the purpose of assessing the value of school(s) to: Students Community School Board Local economy There is a requirement to apply a weighting to each of the four factors noted above, however, the Ministry has stipulated that more weighting must be given to the value to the students component. Individual schools should be subject to accommodation review only once in a five (5) year period. Accommodation reviews should focus on a group of schools. The consultation process outlined by the Ministry would take a minimum of seven (7) months and require a minimum of four (4) public meetings. The accommodation review is to be led by an Accommodation Review Committee (ARC) comprised of parents, educators, board officials, business and municipal representatives. Replacement schools, lease terminations, program relocations (where less than 50% of enrolment is affected), building renovations and temporary holding situations are not closures, and therefore are not subject to accommodation review. -7-
8 At its meeting of January 24, 2007, the Board adopted a new School Accommodation Review Policy (S.09), subject to review by Legal Counsel, in accordance with Ministry of Education Guidelines. At its meeting of February 21, 2007, the Board approved the initiation of a school accommodation review process, in accordance with the School Accommodation Review Policy (S.09), for five clusters of schools involving a total of 17 schools. These are the Group A school clusters, for which time-sensitive funding is available for capital improvements to mitigate disruptive effects of consolidation in affected school communities. Group A school clusters are identified as follows: CE01 CE07 CE12/CE13 CE16 CE19 St. Ambrose, St. Teresa, Christ the King, St. Josaphat St.Gerard Majella, St. PhilipNeri St. Antoine Daniel, St. Cyril, St. Edward, Blessed Trinity Annunciation, St. Catherine, St. Isaac Jogues. Precious Blood St. Henry, St. Maximilian Kolbe, St. Sylvester Group B school clusters refer to schools which may be subject to consolidation, however, funding is not presently available for capital improvements. Initiation of a school accommodation review for Group B school clusters is subject to future consideration. 12 GLOSSARY OF KEY TERMS Terms Average Daily (ADE): calculated on the basis of taking the average of the October and March FTE enrolment figures. Projections in the LTAP are calculated on the basis of ADE, consistent with the funding model. Full-time Equivalent (FTE): calculated by converting half-day JK and SK students into one full-time student. Part time secondary students with less than 210 instructional minutes per day are converted to full time students. NPP Capacity: The Ministry approved New Pupil Place capacity used to determine a Board s eligibility for grants for New Pupil Places. This capacity was determined in 1998 and is frozen. Portables are not included. OTG Capacity: Refers to On-the-Ground capacity, as approved by the Ministry and reflects all permanent teaching space available for instructional purposes. There are different capacities attributed to different types of instructional space for example, a regular classroom, library, or a special education classroom. The OTG capacity is subject to increase or decrease as it represents what is actually on the ground at a point in time. Portables are not included in OTG capacity. Pupil Count: The number of students attending a school. This number includes all half day JK and SK students for the Elementary panel and all students regardless of their varied schedules for the Secondary panel. Utilization Rate: A percentage of enrolment divided by the permanent capacity of the school.
13 Funding Source Terms Education Development Charges (EDC): Charges that are levied against new residential or non-residential development in the City of Toronto in accordance with the EDC By-law adopted by the Board in August The funds can only be used for purposes of site acquisition. Pressures (EP): The Ministry of Education has provided funding, at the benchmark cost, for schools facing pressures in enrolment as a result of the lack of alternative accommodation within 8 kilometres of an elementary school. Financial Contribution Agreement Financial contribution agreements refer to one-time financial contributions made by developers for residential development projects. These funds are to be used for capital improvements for schools as a result of the new housing developments. Growth Related Capital Needs (GRCN): The Ministry of Education will provide funding, at the benchmark cost, for the construction of new schools or replacement facilities in areas demonstrating continued growth with respect to pupils generated from new development. New Pupil Place Grants: The Pupil Accommodation Grant that provides funding for the construction of new schools and additions. Lease payments are also charged to this grant. Primary Class Size (PCS): The Ministry of Education has placed a 20 pupil cap on the number of students in the primary division (JK to grade 3). There are grants available to facilitate the Board in meeting the benchmark primary class size. Proceeds of Disposition (POD) Proceeds of Disposition refer to the funds available from the sale of surplus lands and buildings. Prohibitive to Repair (PTR): The Ministry of Education will provide funding, at the benchmark cost, for the replacement of schools or sections of schools that are deemed Prohibitive to Repair.
