4 4 Page HIGHLIGHTS Governance The Board of Governance Education met eight times in We acknowledge, with appreciation, the contribution made by the Chair, Paul Campbell, in working through a varied and challenging agenda. We also thank retiring Board member Judy Collins for her contributions to the Board. We thank Jasmin Sheehan for her role as Diocesan advisor during the first part of the year, a role now undertaken by Kevin Malone. Senior staff In August Dr Bill Sultmann resigned as Executive Director to take up an appointment with the Christian Brothers Oceania Province in Brisbane. We thank Bill for his contribution to Catholic education in the Diocese of Cairns since Bill brought great energy and a focus on mission to his role, reminding us all of the distinctive characteristics of a Catholic education. Br Paul Hough was appointed Executive Director in August. At the beginning of the year Colin Harvey, a former Principal at St Francis Xavier s School, joined the leadership team as the Assistant Executive Director Faith and Religious Education. From the senior leadership team CES also farewelled Dr Susan O Donnell as the Assistant Executive Director Learning and Teaching and the former Principal at St Monica s College. Student Services Manager, Jennifer Rockley and Holy Cross School Assistant Principal Administration, Ruth Mallon served in an acting capacity for five months and three months respectively, with Ursula Elms returning to CES to take up the permanent role from the beginning of During the year Assistance Executive Director School Development Tim Devlin was on extended sick leave. We thank experienced Principal Gerard Kearney for stepping into an acting role to replace Tim. School leadership At the beginning of 2012 we welcomed new Principals at St Andrew s Catholic College, Redlynch (Lee MacMaster), St Therese s School, Bentley Park (Kevin Browning), and Good Counsel College, Innisfail (Paul Keenan). During the year Catherine McKechnie was appointed Principal at St Teresa s School, Ravenshoe, replacing Mary Walz who retired after a long career of service to Catholic education. Towards the end of the year Br Bill Tynan was announced as the new Principal at Mount St Bernard College, Herberton, replacing Luke Reed who will take up a position with CES in Cairns in We thank Luke for his critically important leadership of the college during a challenging transitional period. National Assessment (NAPLAN) 2012 National Assessment Program - Literacy and Numeracy (NAPLAN) assessment results continued to demonstrate that students in Years 3, 5, 7 and 9 from Catholic schools in the Diocese of Cairns performed well, on the whole achieving higher scores than the Queensland mean. On average the Diocese had at least 88% of students at or above the national benchmark in literacy and numeracy across all grades. The Diocese continued to have low levels of exemptions and high levels of participation (i.e. low % of students were absent or withdrawn) with more than 97% of students completing the NAPLAN tests.

5 Page 5 Year 12 outcomes The Diocese s Year 12 students exiting school last year were well equipped to move on to their next stage of life with the achievement of strong OP scores, VET qualifications or both. The recent addition of Trade Training facilities within schools enables them to offer both academic and vocational pathways. The number of VET qualifications gained across schools continues to grow. This places the students in a strong position to enter the workforce in their chosen fields. Those students taking an academic pathway into tertiary studies are achieving substantial success with over 22% of OP eligible students across the Diocese placing within positions 1-5. This strong academic performance enables students to achieve placements in the courses and universities of their choice. Faith and Religious Education A broad variety of adult faith formation and professional learning experiences were offered during the year. APREs, Social and Emotional Learning (SEL) Coordinators and teachers were supported with teaching the RE Guidelines and implementing the SEL policy. The annual TREWTH Conference was very well attended and the cross-sector partnership with James Cook University and CES with the Graduate Certificate in Catholic Education continued to be offered. Many initiatives came out of the Year of Grace, including electronic conferences, opportunities for the deepening of prayer life and enhancement of relationships with other Dioceses. Enrolments During 2012 enrolments at our 26 schools and colleges topped 10,000 for the first time, with 10,249 students, an increase over the previous year of 3.4%. There were 6463 primary students and 3786 secondary students. Very strong enrolments in the early primary years suggest this growth trend will continue in coming years. New schools We were unsuccessful in our application for capital funding for the new Prep-Year 12 college at Mt Peter in Cairns southern growth corridor. This meant at least a 12 month delay in the project until a new capital application in Towards the end of the year a governance decision was made to seek approval from the Non-State Schools Accreditation Board (NSSAB) for a new Prep-Year 6 primary school at Weipa. This followed extensive feasibility planning, community consultation and stakeholder negotiation in Weipa. Aside from Thursday Island this will be the most remote school in the Diocese when it opens. Special Assistance School In 2012 the NSSAB approved provisional accreditation for a Special Assistance School which will operate two campuses Cairns and Cooktown for disengaged young people. The Cooktown campus will incorporate a student residential facility. 6 6 Page Early Learning and Care Catholic Early Learning and Care (CELC)opened its Childcare & Community Kindergarten at Redlynch in January. The one-of-a-kind centre integrates both long day care and kindergarten. The five room facility caters for 75 babies, toddlers and kindergarten children with both an integrated and sessional kindergarten programme. The centre is adjacent to St Andrew s Catholic College. Kindergarten programme at the Hammond Island campus of Our Lady of the Sacred Heart School, Thursday Island. Outside School Hours Care services are offered at 10 schools with a total capacity of 798 places. CELC also operates a Community Kindergarten at St John s Parish, Silkwood, adjacent to the school and a Transition of Year 7 to secondary colleges During 2012, planning stepped up for the transition of the Year 7 cohort to the secondary system in The change involves implications for school size (smaller primaries and larger secondaries), new building infrastructure in the secondary colleges, workforce planning and communication and consultation with school families. There are particular challenges for our three colleges with boarders. While we are very supportive of the move we are also mindful of the range of challenges involved. The Board approved new or revised policies and guidelines for student enrolment, suspension and exclusion, and cancellation of student enrolment. Shared services In the latter half of 2012 Brisbane Catholic Education presented a commercial offer to Catholic Education in Cairns to access its shared services across a variety of ICT service delivery platforms including workforce, payroll, learning systems, and school and student management. The system offered considerable leverage off the BCE investment in development and testing these systems in their schools with the offer also coming at a time when there was an identified need to significantly upgrade our service delivery systems. At the end of 2012 there was in-principle support to advance these negotiations.
