Management Committee Aboriginal & Torres Strait Islander Parent Committee 4 ABOUT THE CCSP The Council of Catholic School Parents (CCSP) is the peak body representing the interests of all Catholic school parents in NSW and the ACT. The CCSP is a private association within the Church and is incorporated in NSW under the Roman Catholic Church Communities Lands Act Its mandate is set out in its Constitution. The CCSP is led and supported by a Chairperson elected from its membership, a Council of state members, a Management Committee, an Executive Director and Secretariat. One of the core activities of the CCSP is advocating for the interests of school parents as well as participating in the development and dispersal of policy affecting school students, especially Catholic school students. This includes areas such as school funding, education policy, students with disabilities, rural and remote families, culturally diverse families, parent and community engagement and transport. MEMBERSHIP Membership of the CCSP is comprised of representatives from the 11 dioceses in NSW and the ACT and Catholic congregational schools. STATE COUNCIL The State Council is the decision-making body of the CCSP. It has one representative from each of the 11 dioceses, one Congregational schools representative and a representative of the NSW Aboriginal and Torres Strait Islander (ATSI) Parent Committee. MANAGEMENT COMMITTEE The Management Committee, consisting of a Chairperson, Assistant Chairperson and four elected representatives from the State Council, is responsible for running the business of the State Council. 4 Trevor Kellam Chairperson CHAIRPERSON S MESSAGE Dear Parents and Colleagues, Another year has passed by and this report is my first as your Chair. I have been honoured and privileged to serve in this role, following the efforts of my wonderful predecessor, Catherine Ible. A focal point of the year was the 10th biannual iconnect Parent Conference in May hosted by the hardworking parents and helpers of the Parents Representative Council (PRC), Parramatta Diocese, and supported by the CCSP s Danielle Cronin, Linda McNeil and Sue Bull. The conference produced many highlights including a world-first webcam conversation with the Ontario Association of Parents in Catholic Education (OAPCE). Canada leads the world in parental engagement and improving student educational outcomes and the OAPCE is widely recognised as its pre-eminent Catholic parent body. We were delighted to participate in the link with the parents of Ontario while they were holding their annual parent conference and we look forward to connecting with them again, sharing time and talent at future conferences and events. My thanks to the PRC Executive team and their families who were so supportive and enthusiastic about every aspect of hosting the conference, in particular PRC President, Selina Calleia, Lynn McKinnon, Julie Daly, Mona Mazlin, Priscilla Pickering, Rebecca Moxey, Michelle Parkes, Sonia Nesci and Anne-Maree Pletkan. In October this year, the CCSP hosted the exciting launch of Catholic School Parents Australia (CSPA), a new body representing parents of children in Catholic schools nationwide. The launch was attended by representatives of each state and territory Catholic parent body, Directors of Catholic School Education Offices, Bishops and important pioneers of the CCSP who have worked, hoped and prayed together for the creation of a truly Catholic parent body to represent our children in Catholic schools at a national level. The CSPA ensures that the unique needs of parents from any Australian Catholic school will be effectively heard by governments. children regardless of whether they attend a Catholic, independent or government school. This year saw a continuation of our research and development work for the National Partnerships for Empowering Local Schools (ELS) project to support School Advisory Councils culminating in the Better Together website and supplementary print resources. My congratulations to Cathie Renfrew, DPC Diocesan Coordinator from Broken Bay, who has led this project from the beginning, working in partnership with parents and administrative staff from the Broken Bay and Armidale Dioceses. During the year, the CCSP State Council and Secretariat also worked to update the Strategic Plan for the period We identified four priority areas - Advisory Councils, Strategic Partnerships, Meeting Diverse Family Needs, and Communications & Connectedness. These four priority areas will assist in guiding our organisation and Council members for this period as well as maintaining a strong link to our mission of providing leadership, advocacy and support to all parents with children in Catholic Schools in NSW and the ACT. I would like to acknowledge the many people who, through their hard work, support and commitment, have contributed to the success of the CCSP in My sincere thanks to Executive Director, Danielle Cronin and Communications & Development Officer, Linda McNeil for their dedication, expertise and most importantly their friendship. Thank you also to my fellow Council members for their input, assistance and guidance; to the parents and carers representing students in Catholic systemic and congregational schools across NSW and the ACT and the teachers and support staff in those schools who are an integral part of our children s development. 5 Danielle Cronin Executive Director EXECUTIVE DIRECTOR S MESSAGE This report is a snapshot of the CCSP s work throughout 2013 and offers examples of our work in leadership, advocacy, representation and service on behalf of all parents with children in Catholic schools in NSW and the ACT was a significant year in Catholic education in many ways. The world witnessed the appointment of a new leader of the Catholic Church, Pope Francis - the first Jesuit pope and the first-ever from the southern hemisphere. Back home, the 2013 Federal Election resulted in a new Coalition Government and continued uncertainty about the future of ongoing Commonwealth government funding for non-government schools. The CCSP worked hard throughout 2013 to ensure funding levels so that Catholic school parents continued to have the right to choose the schooling they believe is best for their children. represents an exciting and historic development, not least because it is a genuinely national body for Catholic school parents aiming to provide a distinctly Catholic voice at the national level. CSPA has the support of the Australian Catholic Bishops Conference, the National Catholic Education Commission and the Catholic Education Commission NSW. An inaugural national Council, consisting of two nominees from each state Catholic school parent association and the ACT Catholic School Parent Council, has been established. The new body is now building its profile and engaging in national policy debates. Commission NSW and the diocesan schools offices, schools and parents who have supported the CCSP during 2013, a warm and heartfelt thank you for your support and interest in the work of the CCSP. In 2013, the CCSP was represented on numerous boards, committees and other groups, including the NSW Non-government Schools Advisory Council, NSW Board of Studies, NSW Quality Teaching Council and most recently, the Catholic School Parents Australia (CSPA). As a result of the CCSP s involvement in these committees, CCSP has made a significant contribution in a number of key policy areas including: Australian Education Bill 2013 Better Schools National Policy National Family, School and Community Partnership Bureau National Symposium on Parent Engagement in Learning and Schooling School funding and funding for students with disabilities Australian Curriculum. Key presentations were delivered to such groups as the Australian College of Educators (Wollongong), Association of Catholic School Principals, Broken Bay Catholic Schools Office, Pastoral Care Conference, Principal Conference of the Archdiocese of Canberra & Goulburn, the Council of Deans of Education and the Australian Catholic University International Leadership Conference. CCSP also contributed to the work of Education Services Australia by providing advice and assistance to its National Safe Schools Hub project. The Safe Schools Hub is a valuable resource for parents and schools and I commend it to school communities looking to work together to support young people s learning and well-being. Finally, I would like to thank the Secretariat at the CCSP including our Chairperson, Trevor Kellam and Communications & Development Officer, Linda McNeil, whose commitment and support during 2013 have contributed significantly to the work on behalf of Catholic parents in NSW and the ACT. My thanks to them for their hard work, dedication and support during this reporting period. 8 Sharon Cooke Chair, ATSI Parent Committee ATSI PARENT COMMITTEE 14 The ATSI Parent Committee was formed by the CCSP in 2006 to represent the interests of parents and carers of indigenous students in NSW and the ACT. As the ATSI Chair, I am also the authorised representative on the CCSP State Council. In 2013, the issue of funding and the development of parent resources emerged as two of the priority areas for the ATSI Parent Committee. Following consultation with local parent groups and advisory bodies, the ATSI committee developed an Acknowledgement of Country resource for all the state s schools. This resource was published in 2013 and has provided a common language for Acknowledging Country within our school system. The resource includes Acknowledgement of Country cards and a poster for each school that acknowledges the traditional owners of the land on which the school is situated. The posters were distributed to all schools, to hang in their foyer or reception area. All resources can be found on the CCSP website. The ASTI committee was also approached by a number of dioceses to assist schools with student attendance strategies. As a result the committee developed a resource for our parents and carers, explaining the importance of and legalities relating to compulsory school attendance in a way that our families can understand. This resource was trialed in Wagga Wagga, Armidale and the Sydney Archdiocese. Initial feedback from parents and schools suggest it is proving to be a successful and valuable resource. The final versions of these resources will be published in In May, the ATSI committee celebrated the highest number of Aboriginal and Torres Strait Islander families in attendance at the CCSP iconnect Parent Conference in Parramatta. Throughout 2013, the ATSI committee continued its work around supporting parents and schools in transitioning to kindergarten, high school and post-school options. The committee also provided advice on cultural awareness training and professional learning for school staff. Conversations continued around school funding and specific programs to support Aboriginal and Torres Strait Islander students and their families with a particular focus on personalised learning plans. The ATSI committee also investigated the Federal Government s boarding school funding for indigenous students, identifying a number of inequities in relation to remote and regional students. The ATSI committee lobbied state and federal MPs calling on them to overturn this injustice. This issue will be ongoing in In late 2013, the renewal of targeted funding within Catholic education was placed on our agenda. The committee set about assisting the Catholic Education Commission NSW, Aboriginal Education Advisory Committee in outlining principles for the continuation of targeted funds in supporting our children in their education. Members of the committee also received an update of the 2012 Australian Early Development Index (AEDI) data, which provides a national measure of early childhood development in Australia. The data identified those communities where children starting school are more vulnerable in at least two of the five domains. The data lead to a discussion and lobby action at a local government level to ensure our families have access to the services they need to assist in setting their children up for success within education. It was noted that for 2014 this data would be explored more and aligned to the NAPLAN results. I would like to thank all members of the ATSI committee for their commitment and hard work during the 2013 reporting period. 9 SNAPSHOTS 16 PARENT REPRESENTATION NATIONAL VOICE FOR AUSTRALIA S CATHOLIC PARENTS It was an historic moment in Catholic education when a new national body for Australia s Catholic parents was launched in Sydney in October The CCSP played a central role in the formation of the new body, Catholic School Parents Australia (CSPA), alongside the Queensland Federation of P&Fs in Catholic Schools, the Victorian Catholic Schools Parent Body and the Archdiocese of Canberra and Goulburn. The launch and inaugural Annual General Meeting of the CSPA was the culmination of years of work to create a strong and united voice for nearly 735,000 Catholic school parents around Australia. It came at a time when 82% of Catholic school parents in Australia were not represented at a national level. Tony O Byrne, the retiring principal of Melbourne s Xavier College, was appointed the Independent Chair of the CSPA. The CSPA secretariat will be based in QLD for at least one year. The CCSP s representatives on the new national parent body are Executive Director Danielle Cronin and Trevor Kellam, in his capacity as CCSP Chairman. CANBERRA & GOULBURN PARENT BODY The formation of Catholic School Parents Australia had an almost immediate impact in the Archdiocese of Canberra and Goulburn with representatives of parents and school principals from all Catholic schools in the region gathering in late 2013 to unite and launch Catholic School Parents (CSP) Archdiocese of Canberra and Goulburn. This dynamic group quickly gained recognition from all sides of politics in the ACT with Education and Training Minister Joy Burch inviting the new body to take an active role in the cross-sector project Progressing Parental Engagement. This project, in collaboration with the Australian Research Alliance for Children and Youth, will seek the views of the Catholic sector as a member of the stakeholder group that has been formed to advise the project. This project was touted as a great opportunity for all sectors in the ACT to work to ensure parent engagement in schools is given high priority. PARTNERSHIPS Better Together: Catholic School Advisory Bodies Website Collaborative school communities are stronger communities because they build on local resources and foster social capital We are Better Together. In 2012, the CCSP was asked to lead the development of a web-based resource to assist schools and dioceses develop new or enhance existing advisory school bodies. School advisory bodies encompass school boards, school councils, P&F associations and other similar groups. They can be an important expression of the educational partnership that exists between parents, schools, parishes and the wider community to support the faith, learning and wellbeing of all students. Funding for the project was provided through the Empowering Local Schools National Partnership, which aims to empower schools to better respond to local school community needs and enhance the educational outcomes of all students. The funding was predicated on research, which identified clear benefits for student learning and wellbeing when all stakeholders (families, schools and communities) are engaged and working collaboratively to build strong learning communities. This is also consistent with the Catholic principle of subsidiarity, which speaks to local empowerment and the participation of Catholic school communities in decision-making processes, for the benefit of the common good. Two NSW dioceses with uniquely diverse school communities, expectations and experiences with school boards, Broken Bay and Armidale, elected to be key partners with the CCSP in the project. The first phase of the project in 2013 involved a literature review by Project Officer, Cathie Renfrew, which sought to identify existing resources that are available to support advisory boards in public, independent and Catholic systemic school jurisdictions both within Australia and internationally. Cathie also looked at a number of not-for-profit and community organisation boards, to ascertain common language, contemporary educational practices, promising practice and core principles. Although the structure and specific roles of advisory bodies in these jurisdictions varied widely, certain key characteristics (attitudes, knowledge and approaches) were evident. In consultation with the partner dioceses, this research directed the development of the framework for Better Together, as did the need for the website to complement the various structures and policies that exist in each diocese or school. Once launched, the CCSP has agreed to house the website and maintain it over time to ensure it continues to meet the needs of the partner dioceses. The final website is due to go live in Term 1,

10 SUPPORT CONNECTING PARENTS 18 CONNECTING IN LEARNING AND FAITH The Parramatta Diocese was the venue for the 10th Catholic School Parents Conference held on the weekend of May 25 and 26, Developed around the theme iconnect with Learning, in Partnership, in Faith, the conference was an opportunity to provide parents and educators with a deeper understanding of how they are all connected as a community of Catholic schools. Co-hosted by the CCSP and the Parents Representative Council (PRC), Diocese of Parramatta, the 2013 iconnect conference included a stellar line-up of speakers on a range of topics as well as a very successful and informative Q&A session on The Future of Catholic Education. Special guests included the Parramatta Diocese s Executive Director of Schools, Greg Whitby, Federal MP for Parramatta, Julie Owens, State MP for Parramatta, Dr Geoff Lee and PRC President, Selina Calleia. Opportunities were provided for delegates to provide feedback via social media during the conference with ipads provided by Catholic Education s Learning Exchange. Students from Catholic Schools in the Parramatta Diocese were on hand to assist delegates engage in the conversation during the conference via Twitter, a feedback wall and online polling. A video link-up with the Ontario Association for Parents in Catholic Education extended the audience to a global scale. One of the highlights of the conference was the inspiring keynote address by Paralympian Curtis Palmer. The wheelchair rugby gold medalist spoke about the challenges he has faced since becoming a paraplegic at the age of 15 and how, by sharing his story, he wants to inspire others to overcome adversity in their lives. The conference was a great success, with 250 delegates from every NSW/ACT diocese as well as indigenous representatives and delegates from Queensland attending each day. For many the ability to network with other parents was invaluable. The insights from speakers gave many delegates the courage to take back this information to share with their own local parent bodies and schools. Of particular note was the high representation of indigenous representatives at the conference (around 12 percent of the delegates in contrast to Aboriginal students making up 2.5 percent of enrolments in Catholic schools). The conference also provided the opportunity for the Parramatta Diocese to showcase the wonderful activities taking place in its Catholic community of schools such as the Captivate string ensembles, which entertained delegates during conference breaks. 12 months in the planning, the conference could not have taken place without the support of the Parramatta Catholic Education Office s Director Greg Whitby and his team, under the leadership of Parramatta Bishop Anthony Fisher OP. ADVOCACY WORK NATIONAL FUNDING ARRANGEMENTS Uncertainty about proposed national funding models for Catholic and independent schools and the need to ensure that no school was worse off under new arrangements drove much of the CCSP s political advocacy work in While the Federal Government responded to the final report Gonski Review of school funding in September 2012, there were still many unknown elements about the potential impact on funding for Catholic and independent schools. With current arrangements for Australian Government school funding due to expire at the end of 2013, it was essential for new school arrangements to be finalised before then. In representing the needs of Catholic parents and families in 2013, the CCSP s central message was the need for a funding model that delivered fairness and certainty for all children, regardless of where they attended school. Key themes included: No Catholic or independent school was worse off, in accord with Prime Minister Julia Gillard s commitment that no school will lose a dollar That Catholic and independent schools would receive their fair share of increased Commonwealth funding under the new model That indexation would be clear and fair That funding models for 2014 and 2015 would be available as soon as possible so schools could budget for the future. The CCSP also worked overtime to keep parents and families abreast of the funding issues during an ever-changing political landscape, monitoring and responding to issues as they arose (including the passing of the Australian Education Bill 2013) and communicating key messages via its parent network. All local advocacy and communications aligned with the national strategy prepared by the National Catholic Education Commission (NCEC). Following the installation of a new Coalition Government in September 2013, the new Education minister, Christopher Pyne announced a review of the school funding model and in December 2013 a Select Committee on School Funding was established to inquire into and report on the development and implementation of new national school funding arrangements. 19

11 20 SPECIAL NEEDS ADVOCACY The CCSP is committed to targeted advocacy and support for families with special needs in our Catholic school community. In 2013, the CCSP s special needs working party developed a dedicated page on the CCSP website for families of students with special needs ensuring they have access to relevant and up-to-date information and resources. This included updates on the Federal Government s requirement for all government and non-government schools in Australia to participate annually in the collection of Nationally Consistent Collection of Data (NCCD) on School Students with Disability by Collection of the data began in approximately 30% of Catholic Schools in This will extend to 74% in 2014 and 100% by The collection of this data will play a role in better determining the funding needs and other requirements for students with special needs and their families in all Australian schools. The CCSP also promoted an elearning resource on its special needs website page, that was developed in These modules are for Catholic school staff as a guide to effectively participating in the individual planning process for students with a disability or behavioural issue. RURAL AND REMOTE FAMILIES Years of hard work fighting on behalf of regional and rural communities for seat belts and other safety measures on rural buses and school bus routes come to fruition for the CCSP in August As a member of the School Bus Safety Advisory Committee, the CCSP s representative, Catherine Ible, travelled to communities around NSW looking at issues relating to the safe transportation of school children. The committee was set up by the Government in 2011 and included representatives from parent organisations in the government, independent and Catholic schools sector, the Belt Up for Safety Action Group; an emergency department doctor; BusNSW; the Country Mayors Association; the NRMA; Transport for NSW (TfNSW); and Roads and Maritimes Services (RMS). Their report, listing 35 recommendations, was submitted to the NSW government on 21 October In August 2013, the NSW Transport Minister, Gladys Berejiklian announced a $208 million funding package in response to the majority of the recommendations in the Bus Safety Advisory Committee Report. The funding was for the installation of seat belts and the phasing out of students standing up on buses on almost 1,700 dedicated bus school routes, over the next decade. Charter buses, buses used for excursions or regular daytime services were not included in the plan. While welcoming the Government s response, the CCSP continued to push for the phasing in of the no standing recommendation, sooner rather than later. The CCSP has also continued to encourage schools in the Catholic community to ensure providers meet the minimum standards when they hire or procure buses. The efforts of the Bus Safety Advisory Committee in compiling the report and its recommendations along with their extensive community consultation received high praise from the NSW Government. RESOURCES FOR PARENTS TThe CCSP continued to promote its series of newsletters for all involved and interested in Catholic education - parents and carers, school staff and parishes. These include ParentNet and CCSPNet. Issues produced in 2013 include: ParentNet Sharing Data to Support Student Learning and Well-being The Essential Conversation: Parent Teacher Meetings CCSPNet Together at One Altar School Assessment Tool - Family School Partnerships School Attendance: Information for Parents and Carers The Future of Learning. In addition, political action resources were developed for Catholic school communities in NSW and the ACT. The resources were designed to provide suggestions to school communities on how to approach meetings and other contact with Members of Parliament and political candidates, especially in the lead-up to the 2013 Federal Election. 21
