1 WEST SALEM SCHOOLS REFERENDUM BASICS A referendum will be held Tuesday, April 7, 2015, to consider borrowing $31.2 million to build a new middle school for students in grades 5-8; renovate the current middle school; and improve and/or repair several outdoor facilities including the bus garage, swimming pool, running track, stadium, tennis courts and ball diamonds. The referendum will contain only one question. Why now? The continued pressure of enrollments at our elementary school and the need for facility upgrades to our middle school and other district facilities. The elementary school is operating at or beyond capacity by serving nearly 800 children and their families on a daily basis. The middle school is now more than 30 years old, and much like the high school prior to the 2001 remodeling project, will require a number of upgrades and expansions to remain a safe, healthy and productive facility moving forward. Why referendum? The referendum process represents the purest form of school district governance. While nearly all district decisions are made by board members on behalf of the citizens they represent, referendums afford each citizen the opportunity for direct participation. To ensure this approach with respect to major financial matters, state law requires voter approval to enter into long-term debt and to exceed the annual revenue limit. This document is not intended to advocate that you vote for or against the referendum, but instead to inform you of the facts about the measure. April 7 vote considers new school, facility upgrades and renovations West Salem School District residents will be asked to vote April 7, 2015, on a referendum to borrow up to $31.2 million to build a new middle school for students in grades 5-8, renovate the current middle school; and improve and/or repair several outdoor facilities including the bus garage, swimming pool, running track, stadium, tennis courts and ball diamonds. The referendum will contain only one question. NEW MIDDLE SCHOOL The proposed $26 million new middle school will be located north of the current soccer complex. The 120,000 square foot facility will serve students in grades 5-8. The site also will include a large parking area for loading and unloading buses to help with traffic flow throughout the school district campus. Middle school lunch line. CURRENT MIDDLE SCHOOL The District s 4-year-old kindergarten and the Boys & Girls Club will share the current middle school. Renovations to update the building s mechanical, electrical and structural systems will be done. The District and Boys & Girls Club will share these costs. Moving the 4K program to the current middle school will allow for further collaboration and efficiencies. OUTDOOR FACILITIES Included in the refrendum are repairs for many of the District s outdoor facilities. The proposed renovations include updates to the swimming pool and pool house, upgrades to the parking areas and electrical service at our District bus garage, reconstruction of our running track, additional seating at our stadium, relocation of our tennis courts, and construction of a new softball complex. These repairs and updates total $2.2 million of the proposed referendum that will be on the ballot April 7. 2 A new West Salem Middle School The proposed new middle school project will allow fifth through eighth grade students to learn in a collaborative, technology-driven building while keeping the current middle school for use by the West Salem School District 4K program and the Boys & Girls Club. The April 7 referendum includes $26 million for a new middle school to be constructed north of the elementary school playground and soccer complex. The 120,000 square-foot building will serve students in grades 5-8, and the site will include a large bus transfer lot for loading and unloading school buses to aid in traffic congestion throughout the school district campus. The current middle school would be renovated as a shared space to accommodate a new 4K Center for the West Salem School District and a new permanent home for the West Salem Boys and Girls Club. New Middle School The referendum includes approximately $26 million for the construction of a new 120,000 square-foot facility, site improvements, equipment and furnishings. For more information WSMS Principal Dean Buchanan: buchanan.dean@wsalem.k12.wi.us The necessary repairs and renovations will be shared by the District and the Club, resulting in increased operating efficiencies for the District's 4K program and additional classroom space at the crowded elementary school. The new centrally located 4K Center will reduce transportation costs and allow for cooperation with local day care providers. The Boys & Girls Club plans to finance upgrades and renovations to the current gymnasium, music areas, locker rooms, special education center, and main lobby. Once completed, the Boys and Girls Club will lease the space and pay a pro-rated share of the utilities and maintenance. Additional referendum dollars will be used to create the 4K Center, which will be a less expensive, more efficient and safer place for our youngest learners and their families. A recent study found an estimated $3 million in repairs including heating, ventilation, doors, windows, roofing, elevator, electrical system, phones, fire alarm, code compliance and building security. The building also lacks adequate space for middle level music, physical education, science and general activities. Many other areas such as special education, offices and the library require updates, renovation or relocation. Currently, fifth grade students attend West Salem Elementary School and the middle school serves students in grades 6-8. The construction of this new facility will allow the fifth graders to join the middle school and vacate six classrooms in the crowded elementary school. Classroom space at the elementary school will be reclaimed by programs located in much smaller areas. New middle school site highlights Of the $31.2 million referendum, $26 million is proposed for the new middle school. It includes plans to build a 120,000 square-foot building that will serve students in grades 5-8. The site will include a large bus transfer lot for loading and unloading our school buses to aid in traffic congestion near the school complex. Other site highlights and improvements will include: Improved traffic flow with campus expansion to the east Large parking area Outdoor play area Softball complex Portion of the site designated for lease to the West Salem Hockey Association for future construction of a hockey/sports arena Road and walkway to provide access from Garland Street near Lakeview Health Center This new facility will meet the needs of our middle school while serving as a piece of the solution to the crowding issue at the elementary school. Moving the fifth grade students to the middle school is expected to vacate six classrooms in the elementary school. This much needed classroom space will be reclaimed by a number of elementary programs now located in much smaller areas.

3 Building space Our elementary school is overcrowded and the current middle school is lacking in a number of programmatic areas. Facility needs The proposed new 5-8 middle school will address issues of over-crowding in the elementary school, the need for upgrades and renovations to the current middle school along with site limitations and traffic problems. View the Survey results at referendum-survey-results REFERENDUM SURVEY After the 2014 referendum, the School District of West Salem surveyed District residents to learn more about what the community would like to see in its school facilities and serve as the best long-term solution to address the needs of the students and residents. There were 238 District residents that responded to our on-line survey, and the mixture of those voting for and against the 2014 referendum mirrored the election results to indicate a good sampling. Generally, most who voted yes during the last referendum believed the proposed new facility to be the best long-term solution and a great investment in our community. Those voting no were concerned the project was too expensive and were uncomfortable moving out of the current middle school. Of the respondents, 22 were employed by the West Salem School District and 216 were not. There were 224 respondents that typically vote in elections and 14 that do not. There were 87 respondents with children attending West Salem public schools and 151 who do not have children attending District schools; however, 157 respondents indicated they have additional connections to the schools as being a parent of a graduate, grandparent of a student, a graduate, grandparent of a graduate, or volunteer. When asked what should be done with the current middle school, those surveyed were most in favor (34.67%) of re-purposing the building for use by other groups who serve children; followed by making additions and alterations to accommodate today s needs(25.33%) and renovating to extend the useful life (24.89%). The survey respondents ranking of what statements best describe their thoughts when the district goes to referendum again, find the best longterm solution (pay now save later); absolutely make use of the current middle school and address the issues of traffic congestion and safety were the top three average rankings. The West Salem School Board and District Administrators considered this survey when moving forward with drafting a new referendum question and consideration for the April 2015 ballot. The current proposal differs significantly from what was considered by voters in April The size of the new middle school was reduced by 25% to serve students in grades 5-8, cutting the cost by $6 million. The 2015 measure includes sharing the cost of renovating the current middle school with the Boys & Girls Club to accommodate the District 4K program and provide lease space for the Boys & Girls Club. Updates for several outdoor facilities are also included. The April 7 referendum is less expensive than the previous proposal and will result in a smaller tax impact.

4 What does this mean in terms of my taxes? The anticipated tax impact of the April 7 referendum is less than was estimated for the previous referendum because the District has made the final payment on the elementary school, made another payment on the high school project, made an additional principle payment on the remaining high school debt, and can now re-finance the remaining high school debt at a lower rate. The combination of these factors results in projecting the new long-term debt levy at approximately 11 cents more per $1,000 worth of property than the current long-term debt and onetime construction tax levy combined. Voter approval in April means the District will assume an additional $31.2 million in new debt and the new long-term debt payment schedule will continue for 21 years. Without additional debt, the current long-term debt could be retired in as little as four years. $17 per year: The additional amount a West Salem School District tax payer with property assessed at $150,000 can expect to pay should this referendum be approved as compared to their 2014 school tax bill. The total school tax levy rate in 2014 was $10.20 per thousand. Of that total, $2.93 went to long-term debt payments and the one-time project at our elementary school. If voters approve the referendum April 7, the new tax levy rate for debt payment will be approximately $3.04 per thousand or an increase of 11 cents. For example, approval of the referendum means the owner of a $150,000 home can expect an approximate increase of $17 in school property taxes when compared to their Students prepare to leave at the end of the day at West Salem Elementary School. If the referendum is approved, grade 5 will be moved to a new middle school, providing more space at the elementary school. The following chart shows the mil rate for the West Salem School District dedicated to long-term debt and building construction during the past six years. As the chart indicates, the District has gone from $2.89 to $2.93 during the past six years. A yes vote will raise the rate to $3.04 or 11 cents per thousand MORE than last year (2014). For example, in 2014, the owner of a $150,000 home paid $439 in taxes for school building debt. 5 Frequently asked questions What will be included in the referendum? The construction of a new middle school; renovating and repurposing the existing middle school; improving and/or repairing outdoor facilities including the bus garage, swimming pool, running track, and stadium; constructing tennis courts and ball diamonds; and acquiring related fixtures, furnishings and equipment. Students cross the street between the elementary school and middle and high schools. Why is the district considering this now? The continued pressure of increasing enrollments at our elementary school and the need for facility upgrades to our middle school and other district facilities. Elementary students work in their classroom. Where will the new building be located? The new 5-8 middle school will be located on the property just to the north of our current soccer complex. The district purchased this land in 2007 as a future building site. Also note, the school district recently purchased 25 additional acres to the east of the soccer complex from La Crosse County. A portion of this new property will be used to create an access road to the proposed new school. TENNIS COURTS The referendum includes $300,000 to build a new tennis facility near the current elementary school. Relocating the tennis facility to the center of the campus and expanding to six courts will better accommodate both physical education and high school tennis competitions. The current courts have a number of large cracks and the deteriorating base is no longer worthy of resurfacing. The reappearing cracks are large enough to disrupt the game and cause a tripping hazard. The courts were completed in 1972 as a joint venture with the Village of West Salem and a grant from the Wisconsin DNR. TRANSPORTATION FACILITY The bus garage was built in 1998; however, the parking lot remains unpaved and there is limited access for electrical service to plug in the engine heaters during the winter and limited parking for the fleet. The referendum includes $400,000 for a new paved parking area, additional electrical service as well as a charging station and canopy. The current tennis courts have large cracks and the deteriorating base is no longer worthy of resurfacing. A bus canopy and charging station similar to what is proposed. RUNNING TRACK & STADIUM The Army Corps of Engineers installed the pavement for the current running track in the 1980s. The stadium seating was installed and a rubberized surface was first applied to the asphalt track in the early 2000s. The rubberized track was recoated in 2009 and is now in need of replacement. Drainage issues and continuous cracking require removal of the current asphalt, replacing the base and repaving the track. Without improvements to the base and asphalt layer, the track does not warrant resurfacing. The stadium also needs additional seating. There is $500,000 allocated in the referendum for these purposes.

7 BALL DIAMONDS The referendum includes $700,000 to create a new threefield softball complex located near the proposed new middle school. The three diamonds will include one varsity softball diamond and two lower-level softball diamonds. This new complex will accommodate both high school and middle school softball. The current varsity and junior varsity softball diamonds will be converted into a new junior varsity baseball diamond. This new baseball diamond, combined with Damian Miller Field, will create a new two-field baseball complex. This is a science class at the middle school. The space is under-sized for current programming. The softball diamonds will be converted into a new JV baseball diamond and a new three-field softball complex will be built if the referendum passes in April. SWIMMING POOL In the spring of 2014, significant failures occurred in the bowl of the pool. Following a thorough evaluation, it was determined the pool requires a number of improvements to include: resurfacing, code compliance, concrete repair, new fencing, and repairs to the roof of the pool house. The estimated cost for these repairs is $300,000. The middle school music room and gymnasium are also under-sized for current programming. The swimming pool had significant concrete failures in the spring of The proposed site for the new school includes a school bus transfer lot and access road connecting school district property to Garland Street near Lakeview Health Center. This combination will reduce traffic congestion on our campus.
