1 GEORGE MASON HIGH SCHOOL FEASIBILITY STUDY SCOPE OF WORK 1. Falls Church City Public Schools ( FCCPS ) and The City of Falls Church ( City ) desire to contract with an experienced and qualified Architect for a Feasibility Study of a new George Mason High School. The study includes a new High School, space to accommodate a future addition for the existing Mary Ellen Henderson Middle School, sports facilities as necessary to accommodate the new facilities, parking facilities, and overall site layout, located at 7124 & 7130 Leesburg Pike, Falls Church VA The study should maximize the amount of site remaining, up to 10 acres, for commercial development at the Haycock Road end of the site. 2. Provide an analysis and verification of the current George Mason High School Program. The High School Program is to accommodate 1200 student academically (classroom spaces) with common spaces sized for 1500 students. Anticipate six (6) two hour meetings to discuss Program. 3. The feasibility study will focus on providing two (2) alternatives for each of two (2) scenarios to build the new George Mason High School: a. Scenario 1 Construct a new High School with space reserved for a Mary Ellen Henderson Middle School Expansion. The entire existing High School will be demolished. b. Scenario 2 Construct a new High School with renovations to a portion of existing High School space (See attached drawing for anticipated existing spaces to remain). Existing High School will provide spaces for Physical Education & athletic competition, Building Services, and auxiliary classrooms. The existing High School cafeteria may also be used as a partial solution to food service needs. Investigate the placement of a future addition to the new High School for Physical Education and space for a future expansion of Mary Ellen Henderson Middle School. 4. The feasibility study will include the following for each alternative: a. Program Verification b. One line conceptual floor plans for new High School c. One line conceptual floor plans for use of existing facility d. Conceptual rendering of new High School Building e. Overall site layout plan using existing site documents f. Conceptual approach to stormwater management g. Conceptual Cost Estimate for each Alternative SCOPE OF WORK Page 1 of 5 February 27, 2017

GEORGE MASON HIGH SCHOOL The current requirements for the new George Mason High School include the Building Program, and requirements contained in the Education Specification, Requirements for Grade 9 12 High School and High School Level of Quality and Guide Specifications for the construction of a new George Mason High School. The High School academic spaces shall be designed for a student capacity of 1200 students, with a maximum student population of 1500 students. a. Available documents for the George Mason High School includes the following: Current George Mason High School Program Scenario 1 Current George Mason High School Program Scenario 2 Education Specification, Requirements for Grade 9 12 High School High School Level of Quality and Guide Specification Existing High School Construction Documents Drawing of anticipated Existing High School to Remain (Scenario 2) b. FCCPS has a goal to provide a High School design that illustrates an innovative design approach that promotes the development of student critical thinking on a global scale, solving real world problems. An example would be each of the departments arranged in a learning pod where classroom spaces adjoin with community learning spaces. The community spaces should be integral to the classroom activities to promote collaborative learning and design thinking. The purpose is to create a learning environment that fosters independent learners, innovators, and problem solvers through hands on application of curriculum and learning reinforcement through student interaction, presentation, and creation. The design must be adaptable and flexible to accommodate future program and pedagogical changes. c. The project shall obtain, at a minimum, the U.S. Green Building Council LEED Silver certification. d. Project will include a physical connection between the existing Mary Ellen Henderson Middle School and new George Mason High School. While the facilities will operate independently and the intent is to maintain a separation between the Middle School and High School, the convenient sharing of space is encouraged. It is anticipated that the new High School Auditorium and Performing Arts will be a shared facility and becomes the physical connection. 3 traverse with ease from one building to the other in order to access a classroom or space in either building. e. The current Scenario 2 program indicates that Physical Education and Building Services will be located in the existing High School Building. The existing High School cafeteria may also be utilized as a partial solution to food service needs. Provide a strategy for an addition to the new High School for the Physical Education and Building Services Program. f. It is anticipated that the main High School academic structure is 4 6 stories. The study should provide a strategy for the future expansion of the High School academic structure, should the school continue to enroll beyond the projected 1,500. g. Preference will be given to design concepts that provide STEAM Classrooms with easy access to outdoor classroom space for learning (i.e. Installation of a roll up door that opens a classroom wall to an outdoor classroom space, creating one indoor/outdoor classroom). h. The current academic space program is based on teachers having permanent classrooms up to a student population of 1200 students with a flexible space (shared classrooms) model being employed to accommodate 1500 students. 6. MARY ELLEN HENDERSON MIDDLE SCHOOL The current requirements for the Mary Ellen Henderson Middle School are shown in the Building Program, Education Specification, Requirements for Grade 6 8 Middle School and Middle School Level of Quality and Guide Specifications for an addition to the existing Mary Ellen Henderson Middle School. The study should provide space (footprint) for a future addition to Mary Ellen Henderson Middle School. a. Available documents for the Mary Ellen Henderson Middle School include the following: Mary Ellen Henderson Middle School Program Existing Middle School Construction Documents 2004 Education Specification, Requirements for Grade 6 8 Middle School Middle School Level of Quality and Guide Specification SCOPE OF WORK Page 3 of 5 February 27, 2017

4 b. Mary Ellen Henderson Middle School is currently organized with the classrooms of each grade grouped together with a central core space. The eighth grade is located on the second floor and the sixth & seventh grades on the third floor. c. Provide a narrative regarding the feasibility of expanding the Mary Ellen Henderson competition gym. 7. OUTDOOR SPORTS FACILITIES The intent is that the existing outdoor sports facilities will remain undisturbed except for the rectangular practice field. Relocation of fields, except the multi use stadium, would be considered to facilitate the best solution for the new High School a. MULTI USE STADIUM It is anticipated that the existing Multi Use Stadium Facility and Running Track will remain in their current location b. RECTANGULAR PRACTICE FIELD Provide conceptual layout for a future synthetic turf rectangular practice field sized to match the current practice field. c. BASEBALL FIELD It is anticipated that the existing Baseball Field will remain in the current location but may be relocated. If relocated, design a baseball field in accordance with NFHS Standards. Field should be oriented with center line running from southwest to northeast, with home plate in southwest corner. Field cannot be oriented with center line running due east to due west. d. SOFTBALL FIELD It is anticipated that the existing Softball Field will remain in the current location but may be relocated. If relocated, design a softball field in accordance with NFHS Standards. Field should be oriented with center line running from southwest to northeast, with home plate in southwest corner. Field cannot be oriented with center line running due east to due west. e. TENNIS COURTS It is anticipated that the existing (4) Tennis Courts will remain in their current location but may be relocated. Design (2) additional Tennis Courts in accordance with USTA Standards. Tennis Courts include fencing, wind barrier, posts & nets, lighting, and exterior aluminum bleachers seating PARKING The current George Mason High School and Mary Ellen Henderson Middle School campus contains 361 parking spaces. Provide recommendation to the number of required parking spaces. Site Layout Plans should provide 400 surface parking spaces for school use in each alternative. 5 9. BUS PARKING It is anticipated that the Bus Parking will remain on site in its current location and the Bus Office space will remain in the Middle School. The site currently accommodates 17 buses that will require expansion to 23 buses. 10. CITY MULCH FACILITY The City Mulch Facility can be assumed to be relocated to an alternate site Owned by the City. 11. POOL FACILITY Each alternative should consider the placement of a future pool facility on the site (footprint only no conceptual design). See attached Pool Program. 12. COMMERCIAL DEVELOPMENT Each alternative should endeavor to maximize the amount of site remaining, up to 10 acres, for commercial development at the Haycock Road end of the site. 13. ATTACHMENTS a.
