2 PRELUDE The Ganga rises in the Garhwal Himalaya from the Gangotri Glacier, some 4100 meters above the sea level under the name of Bhagirathi. The river flows through the Himalayas till another two streams, the Mandakani and the Alakhnanda join it at Devprayag. It is below this confluence that the river is known as the Ganga proper. The Ganga Basin which is the largest river basin of the country houses about 40% population of India. The river after traversing a distance of 2525 kms. from source meets the Bay of Bengal at Ganga Sagar in West Bengal. CHALLENGES Right from its origin to the destination at Bay of Bengal, the flow of river Ganga has been obstructed by a number of structures constructed across it. Even before Devprayag, Tehri dam has been constructed on River Bhagirathi whereas a number of dams have been constructed on River Alaknanda before its confluence at Devprayag. In West Bengal, the controversial Farakka Barrage too is on River Ganga. And not only have these, a hundreds of structures been constructed in the entire path of the river. These structures have definitely affected the characteristics flow of river as well as its environmental and ecological impacts.. An example of adverse effects on ecology is the endangered Ganges Dolphin. Shrinking of Deltas is another problem resulting from the construction of structures in upstream reach of the river. It has been established that the main reason behind delta subsidence is drastically reducing sediments reaching the delta. Almost unanimous agreement between scientists indicates that the reason behind this drastic decline in sediments is sediment retention by dams and reservoirs in the upstream. SCOPE OF THE CONFERENCE In order to have an Incessant Ganga, several measures are being taken. The Union Government has renamed its MOWR deptt. name as Ministry of Water Resources, River Development and Ganga Rejuvenation and has started working in different manner for the betterment of River Ganga. 2

3 OBJECTIVE Incessant & Pure River Ganga is our Mission, i.e. Right from origin to its end meeting with the ocean. ¼xaxk dh vfojyrk½ i.e. need of maintaining the characteristic flow of River Ganga SUB-THEME 1. River Ganga-Historical evidences, changing pattern of Hydro- Geomorphological characteristics, evaluation of the present day socioeconomic problem, river behaviour in plain specifically w.r.t floods and need of silt management. 2. Planning, Policy, Rules and its implementation for safeguarding the river Ganga. 3. Impact of Farakka Barrage in the U/S and D/S of river Ganga, Shrinking of Delta and likely ecological and environmental consequences. 4. Impact of structures likely to be constructed by IWAI (inland Waterways Authority of India) for Navigation in Ganga and its impact on Environment. CALL FOR PAPERS Papers are invited showing recent trends in sub- themes with a focus on cost effective and innovative technologies that can be replicated in the developing countries. Authors are requested to submit an abstract of their research work of not more than 500 words for review. The authors will be informed for the acceptance of the paper after review of the conference committee. The final manuscript in standard format must be submitted on A4 size paper with single line spacing not exceeding 10 pages including tables and figures. All submission must be in soft and hard copy. Accommodation for the outstation participants will be arranged in the departmental Guest house/ Hotels on request and availability. Participant should arrange for their travel from their own resources and intimate at least 15 days in advance. The Justifiable to and fro travel expenses shall be reimbursed to the participants whose paper shall be selected by us for presentation in the conference. The payment shall be made in Indian Rupees. CONFERENCE LOCATION- PATNA Patna was founded in 490 BC by the king of Magadha. Ancient Patna, known as Pataliputra, was the capital of the Magadha Empire under the Nanda, Mauryan, Shunga, Gupta and Pala empires. Pataliputra was a seat of learning and fine arts. 4

5 The modern city of Patna is situated on the southern bank of river Ganges. The city also straddles the rivers Sone, Gandak and Punpun. The Buddhist, Hindu, and Jain pilgrimage centres of Vaishali, Nalanda,, Bodh Gaya and Pawapuri are nearby and Patna city is also a sacred city for Sikhs as the tenth Sikh Guru, Guru Govind Singh, was born here.the latitude of Patna, Bihar, In 25 36' '' N and the longitude is i.e and 85 9' '' E. ABOUT HOST ORGANIZATION Water And Land Management Institute (WALMI), Patna was created in 1983 under Water Resources Department, Govt. of Bihar and declared an autonomous organisation. from It is situated at Phulawari Sharif, about 10 KM from Patna and imparts multidisciplinary professional training to the in- Service Engineers of all works department.at the same time, farmers trainings are arranged for Water Management related to Agricultural Purposes. Since inception sincere efforts are being made to fulfil the following objectives: To provide training for in service Engineers of all works Department and officers and farmers of CADA. To study the existing irrigation systems affected with problems to water and land management and evolve appropriate solutions based on these studies. To establish linkages with other institutions and organisations involved in better water management and conduct collaborative research with foreign institutions. To gather up-to-date knowledge in the field of Water and Land Management and transfer the same to its user. 5
