1 TANGIPAHOA PARISH SCHOOL BOARD PROCEEDINGS NOVEMBER 1, 2011 The Tangipahoa Parish School Board met in regular session Tuesday, November 1, 2011 at 6:00 p.m. in the Central Office Board room, Puleston Road, Amite, Louisiana, with President Rose Dominguez presiding. MEMBERS PRESENTS: Ann Smith, Gail Pittman-McDaniel, Andy Anderson, Al Link, Brett Duncan, Chris Cohea, Eric Dangerfield and Sandra Bailey-Simmons MEMBERS ABSENT: None Students from Chesbrough Elementary and Spring Creek Elementary Schools led the Pledge of Allegiance and sang You re a Grand Ole Flag. It was moved by Ms. Smith, seconded by Mr. Anderson, to approve the Board minutes of October 18, as distributed. Hearing no objection, the motion was adopted. Ms. Bailey-Simmons announced that Independence Elementary School was selling cookbooks to raise money for Relay for Life. Ms. McDaniel recognized and presented a plaque to Coeby Hendry, a Sumner High School student, for winning 2 nd place in the State FFA Gulf of Mexico Public Speaking Competition and for being selected as the State Area IV Vice President. Dr. Daniel Williams, Director of Curriculum and Instruction, recognized and presented certificates to the 2011 Parish Fair Winners. It was moved by Mr. Anderson, seconded by Ms. Smith, to form a Public Relations Committee. Hearing no objection, the motion was adopted. It was moved by Mr. Link, seconded by Ms. Bailey-Simmons, to approve the Committee and Delegation Reports contained on the agenda. Following are the reports as approved: CURRICULUM COMMITTEE OCTOBER 18, 2011: 1. Ms. Melissa Stilley, Chief Academic Officer, welcomed everyone to the meeting. 2. Ms. C. C. Lanier, Project Director, gave an overview of STEM (Science- Technology-Engineering-Math) Education Program.

2 3. Ms. Lanier updated the Committee on Project I-MaST, (Inquiry-based Mathematics and Science for Teachers), which increases teacher content knowledge in Math and Science thus increasing student achievement. 4. Dr. Troy Williams, SLU Instructor, gave an update on Project IBIS (Inquiry based Instruction in Science, which increases teacher content knowledge in Physical Science thus increasing student achievement. 5. Mr. Gwen Autin, SLU Instructor, gave an overview of the Math component for both elementary and secondary Math Projects. 6. Dr. David Norwood, SLU Instructor, gave an update on the You Be The Chemist Program, which inspires the next generation of scientist, engineers and industry leaders; enhances science education and has positive changes in the general public s perception of chemistry, chemicals and chemical industry. 7. Ms. Lanier gave an update on the LIGO, Laser Interfermoter Gravitational- Wave Observatory, Program, which concentrates its outreach resources on teachers and students, striving to enhance their exposure to cutting edge physics research 8. Ms. Lanier gave an update on the Sally Ride Science Program which helps teachers raise students interest in Science. 9. Ms. Lanier reported that in teachers participated in additional professional developments, received classroom supplies and earned 500 Continuing Learning Units through such programs as: 4-H Youth Energy Program, Oil and Gas Exploration, Intel, Explore the World of Engineering, National Science Teachers Association and Louisiana Association of Teachers of Mathematics. PERSONNEL COMMITTEE OCTOBER 26, 2011: ITEM A It was moved by Ms. Bailey-Simmons, seconded by Mr. Dangerfield, to approve the items contained in the Agenda. It was moved by Mr. Anderson, seconded by Ms. Bailey-Simmons, to approve purchasing two (2) Fusion I Starting Block for the Loranger High School s track 3

4 teams from First to Finish in the amount of $ to be paid from Pay-As- You-Go Funds. Ms. Dominguez objected. The motion failed as evidenced by the following vote: YEAS (2): Andy Anderson and Sandra Bailey-Simmons NAYS (2): Rose Dominguez and Gail Pittman-McDaniel 2. It was moved by Mr. Anderson, seconded by Ms. Bailey-Simmons, to approve purchasing two (2) Javelin sets for the Loranger High School s track teams from Gill Athletics in the amount of $ to be paid from Pay-As-You-Go Funds. Ms. Dominguez objected. The motion failed as evidenced by the following vote: YEAS (2): Andy Anderson and Sandra Bailey-Simmons NAYS (2): Rose Dominguez and Gail Pittman-McDaniel 3. It was moved by Mr. Anderson, seconded by Ms. Bailey-Simmons, to approve purchasing a High School High Jump Value Pack for Loranger High School s track teams from First to Finish in the amount of $5, to be paid from Pay- As-You-Go Funds. Hearing no objection, the motion was adopted. 4. It was moved by Mr. Anderson, seconded by Ms. Bailey-Simmons, to approve purchasing 20 Hurdles and a Hurdle Cart for Loranger High School s track teams from Gill Athletics in the amount of $4, to be paid from Pay-As- You-Go Funds. Hearing no objection, the motion was adopted. The Delegation discussed a need for a parish wide policy to specify what can and cannot be purchased with Pay-As-You-Go Funds. Ms. Dominguez requested Mr. Schnadelbach to clarify the quotation form pricing of item number 3 and 4. It was moved by Ms. Smith, seconded by Ms. McDaniel, to adopt a resolution scheduling a tenure hearing for a teacher for November 30, 2011, 9:00 a.m. There was no Public Input. In personal privilege, Ms. Dominguez announced the next Board meeting was rescheduled to Thursday, November 10, 2011, 6:00 p.m. and a special Finance Committee meeting was called for Tuesday, November 8, In personal privilege, Ms. Bailey-Simmons reviewed the previous week s football victories. She stated that she appreciated Ms. Bridgette Bonner s article on bullying that was published in The Daily Star newspaper. In personal privilege, Mr. Anderson congratulated both Amite High and Loranger High School s football teams. 4

5 In personal privilege, Mr. Link, stated he received a telephone call from a parent complimenting the O.W. Dillon Elementary School students good behavior while on a field trip at Heather s Pumpkin Patch. In personal privilege, Ms. Cohea wished Ms. Dominguez a Happy Birthday. It was moved by Mr. Dangerfield, seconded by Mr. Anderson, to enter into Executive Session to discuss the case of Joyce M. Moore vs. TPSB. Hearing no objection, the motion was adopted. The Board entered Executive Session. The Board returned to Open Session. There was no action in the case of Joyce M. Moore vs. TPSB. President Dominguez stated that legal counsel filed motions concerning all the previously approved delegation projects and was unopposed by the plaintiffs. There being no further business, the meeting was adjourned.
