2 Applications Received Three applications were received from prospective patrons to operate the new school in the Dún Laoghaire primary school planning area. A brief profile of the applicants together with a synopsis of the school type proposed is set out hereunder: Educate Together Profile of Applicant Educate Together is the representative organisation of 93 primary and post-primary schools throughout the country. 11 of the primary schools have patrons operating under the Educate Together network. Educate Together is involved in partnership arrangements with relevant Education and Training Boards (ETBs) in the operation of a number of post-primary schools. The organisation became a company limited by guarantee in 1998 and has charitable status. School type proposed Multi-denominational, co-educational, English-medium primary school. Dublin and Dún Laoghaire Education and Training Board (DDLETB) Profile of Applicant DDLETB was established on 1 st July 2013 as an amalgamation of the County Dublin and Dún Laoghaire Vocational Education Committees, both of which have been in existence since the 1930 s. DDLETB provides education services and supports for children, young people and adults. Its administrative area covers Fingal, South Dublin and Dún Laoghaire/Rathdown. It is a registered school patron and has charitable status. DDLETB is currently patron of 56 schools, comprising 50 post-primary schools and 6 primary schools. 32 post-primary schools are ETB Community Colleges. DDLETB is also a joint patron of 18 Community Schools. School type proposed Multi-denominational, co-educational, English-medium Community National School. 2
3 An Foras Pátrúnachta Profile of Applicant An Forus Pátrúnachta was established to provide Irish medium education at both primary and post-primary level, and is the largest patron of Irish-medium schools in the country, with 64 primary and 5 post-primary schools under its patronage, of which 19 are multidenominational Irish-medium schools. An Foras Pátrúnachta is also involved in a partnership arrangement with the ETB Sector at postprimary level. School type proposed An Foras Pátrúnachta proposes a co-educational, multi-denominational, Irish medium primary school. 3
4 Demographic details There are 13 primary schools in the Dún Laoghaire school planning area. The total enrolment at primary level for this school planning area has already risen from 4,146 in 2013/14 to 4,397 (provisional) in the current school year 2016/17. Enrolments at primary level in the Dún Laoghaire school planning area are projected to continue to increase further to 4,514 in 2018/19. The area is enrolling at 106%, indicating that Dún Laoghaire schools will also accommodate a number of children from outside this planning area. The map at page 19 of this report shows the likely geographical distribution of junior infants from within the area over the next three school years (2017, 2018 and 2019). 4
5 Assessment of applications 1. Requirements Has the applicant patron confirmed that it will comply with the requirements as set out? Educate Together Dublin and Dún Laoghaire ETB An Foras Pátrúnachta Is willing to operate by the rules and regulations laid down in various Department of Education & Skills circulars and operating procedures and to follow the prescribed curriculum Is willing to operate the school within the resourcing and policy parameters established by the Department of Education & Skills Is willing to prioritise enrolment of children in the area for which the Department has identified the need for a school Is willing to accept and open special education facilities Is willing to have up to three streams subject to demand for the school Is willing to enter into the appropriate standard lease agreement with the Department of Education & Skills Is willing to be part of a campus development with other primary or secondlevel schools as identified by the Department Is willing, where deemed necessary by the Department, to identify and source suitable interim accommodation within the parameters set by the Department. 5

Analysis of existing provision Examination of current provision in the area versus school type proposed by applicant patron(s) (a) Outline details of current number of schools in the area, ethos of schools, total number of pupils in existing schools, percentage of pupils by school type in existing schools, what percentage of children already attending school in the area attend a school of the same patronage as the applicant patron? (need to take into account the development already achieved by recently established schools of a particular patronage in the identified area and the potential for future growth of these schools, and the extent to which schools of similar patronage have already expanded to three streams subject to space on existing site etc.) There are 13 primary schools in the area to be served by the new school. The breakdown is: 11 schools under Catholic patronage 10 teaching through the medium of English, and 1 teaching through the medium of Irish. 7 are co-educational and 4 are single sex schools ( 2 boys schools and 2 girls schools) 2 schools under Church of Ireland patronage both English-medium schools, both co-educational. 6

Educate Together proposes a multi-denominational, co-educational, English medium primary school. There is no multi-denominational school in the area. Therefore the school type proposed by Educate Together is not already available in the area. Dublin and Dún Laoghaire Education and Training Board (DDLETB) proposes a multi-denominational, co-educational, English-medium Community National School. There is no multi-denominational school in the area. Therefore the school type proposed by DDLETB does not already exist in the area. An Foras Pátrúnachta proposes a multi-denominational, co-educational, Irish medium primary school. Currently there is one coeducational, all Irish school in the area, which has a Catholic ethos and operates under the patronage of the Archbishop of Dublin. There is no multi-denominational Irish medium school in the area. Therefore the school type proposed by An Foras Pátrúnachta is not already available in the area. 9
10 (c) The proximity of school(s) of similar ethos to those proposed by the applicant patron(s) Educate Together proposes a multi-denominational, co-educational English medium school. There are schools of similar ethos in adjoining school planning areas with the nearest approximately 3km distance. Dublin and Dún Laoghaire Education and Training Board proposes a multi-denominational, co-educational, English medium Community National School. There are multi-denominational, co-educational English medium schools in the adjoining school planning areas but none of these are Community National Schools. The nearest Community National School is approximately 22km distance. An Foras Pátrúnachta is proposing a multi-denominational, co-educational Irish medium primary school. There are multi-denominational, co-educational, primary schools in the adjoining school planning areas but all teach through the medium of English. There are all-irish schools in the adjoining school planning areas and they are all under Catholic patronage. The closest multi-denominational, coeducational, Irish medium primary school is approximately 7km distance. (d) Will the proposed school or schools under the prospective patron(s) provide for extending or strengthening diversity of provision in each area having regard to the views of parents? Educate Together proposes a multi-denominational, co-educational, English-medium primary school. While there are co-educational, English-medium schools in the area, there are no multi-denominational schools. Therefore this model will extend and strengthen diversity of provision in the area. Dublin and Dún Laoghaire Education and Training Board proposes a multi-denominational, co-educational, English-medium Community National School. While there are co-educational, English-medium schools in the area, there is no multi-denominational school in the area. Therefore this model will extend diversity of provision in the area. An Foras Pátrúnachta proposes a co-educational, multi-faith all-irish school. While there is one co-educational, all Irish school in the area, it is a Catholic school. Therefore this model will extend diversity of provision on the feeder area. 10
11 3. Parental Preferences Has the applicant patron demonstrated that there is a demand for this type of school in the area? (Comment on the applicant s demonstration of parental demand for the school type proposed. Take into consideration the extent or range of diversity offered across existing schools in the identified area, having regard to the views of parents) Details of parental demand demonstrated by the applicant patrons are set out below: Educate Together: Educate Together provided details of 730 prospective pupils in support of its application for patronage of the proposed new primary school to serve the Dún Laoghaire school planning area. Following analysis of the prospective pupil details provided, the following 132 records have not been included; - 1 child was listed with no date of birth provided - 5 children were listed with no proposed year of entry - 95 children reside outside of the school planning area - 31 children on the list were proposed to enrol in a year outside of the five years specified in the patronage invitation for the Dún Laoghaire School which is 2017, 2018, 2019, 2020 and All of these prospective pupils have been deducted from the demand for the Educate Together model of provision. The remaining 598 prospective pupils were considered in terms of valid demand for the model proposed for the purposes of this process. ET Dun Laoghaire Total 1st Year
12 Dublin and Dún Laoghaire ETB: DDLETB provided details of 30 prospective pupils in support of its application for patronage of the proposed new primary school to serve the Dún Laoghaire school planning area. Following analysis of the prospective pupil details provided, the following 8 records have not been included; - 8 children reside outside of the school planning area All of these prospective pupils have been deducted from the demand for the DDLETB model of provision. The remaining 22 prospective pupils were considered in terms of valid demand for the model proposed for the purposes of this process. ETB Dun Laoghaire Total 1st Year
13 An Foras Pátrúnachta: An Foras Pátrúnachta provided details of 277 prospective pupils in support of its application for patronage of the proposed new primary school to serve the Dún Laoghaire school planning area. Following analysis of the prospective pupil details provided, the following 36 records have not been included; - 2 children were listed without a proposed year to enrol children reside outside of the school planning area All of these prospective pupils have been deducted from the demand for the An Foras Pátrúnachta model of provision. The remaining 241 prospective pupils were considered in terms of valid demand for the model proposed for the purposes of this process. AN FORAS PÁTRÚNACHTA Dun Laoghaire Total 1st Year
14 4. Medium of Instruction Following consideration of feedback from patrons on previous patronage processes, the Department has moved to incorporate a separate parental preference for the medium of instruction of a proposed new school as part of the assessment process. This makes parental preference for Irish-medium instruction a more transparent part of the patronage assessment and recommendation process. It will serve to inform decisions concerning a school s medium of instruction and will bring greater visibility to consideration of the level of demonstrated demand for education through the medium of Irish. It is open to all prospective patron applicants to propose provision of Irish-medium education in their application for a new school. Parental preferences for each patron, together with the extent of Irish provision, if any, currently available in the area, are key in relation to the outcome of this process. In this regard, prospective patrons were requested to submit completed parental preferences indicating the language through which parents would prefer their child(ren) to be educated. The assessment process looks at existing Irish-medium provision in the area and also existing Irish-medium provision in the adjacent school planning areas. Consideration is given to demonstrated demand and long-term sustainability. There is one Gaelscoil in the Dun Laoghaire school planning area. In 2016/17 academic year there is a total of 484 pupils enrolled in the school. This is a two stream school (i.e. it takes in 2 classes of junior infants each year). Its application includes 598 valid parental preferences of which three indicated a preference for the provision of education through the medium of Irish. 2. Dublin and Dún Laoghaire Education and Training Board proposes a multi-denominational, co-educational, English-medium Community National School. Its application includes 22 valid parental preferences of which none indicated a preference for the provision of education through the medium of Irish. 3. An Foras Pátrúnachta proposes a multi-denominational, co-educational, Irish-medium primary school. Its application included 241 valid parental preferences for the provision of education through the medium of Irish. 15

Conclusions Based on an assessment of the applications received, confirmation of compliance with the criteria, assessment of existing school provision and how the proposed school would result in greater diversity, and taking into account parental demand make a recommendation on patronage for the proposed new school in the area. Educate Together, Dublin and Dún Laoghaire ETB and An Foras Pátrúnachta have all confirmed that they will satisfy all of the patronage commitments as set out by the Department for the patronage of new schools. Educate Together has demonstrated a viable parental demand for its school type. The demand for the Educate Together school model is significant. The establishment of an Educate Together primary school would widen diversity in the area by providing multidenominational co- education. Dublin and Dún Laoghaire ETB has also demonstrated some parental demand for its school type. The establishment of a Community National School would widen diversity in the area by providing multi-denominational co-education. An Foras Pátrúnachta has also demonstrated a viable parental demand for its school type. The establishment of a multidenominational, co-educational, Irish medium primary school would widen diversity in the area by providing multi-denominational coeducation. The level of parental preference for English-medium instruction submitted as part of the patron applications was 617 as against 244 parental preferences for Irish medium education. The applications for the provision of multi-denominational co-educational schools from all three applicants would provide for greater diversity of provision in the Dún Laoghaire area. 16

Recommendation The Department is satisfied that the combined level of parental demand for a new primary school to serve the Dún Laoghaire school planning area received from patron applicants, Educate Together, and An Foras Pátrúnachta would support a viable school. The analysis of demographic growth in this area demonstrates a level of additional demand which should not displace pupils from existing schools. Following consideration of the level of separate parental preferences for Irish-medium instruction now submitted as part of all of the patron applications, it is recommended that the proposed new school should be an English-medium school. The Department is satisfied that Educate Together, An Foras Pátrúnachta and Dublin and Dún Laoghaire ETB would provide for greater diversity and plurality of provision in the area by providing a multi-denominational, co-educational school. Comparing the valid parental preferences, there is a clear majority of parental interest favouring Educate Together. In the circumstances, the Department recommends that the patronage of the new primary school to serve Dún Laoghaire should be awarded to Educate Together, which has provided 598 or 69% of valid parental preferences. This compares for An Foras Pátrúnachta, which provided 241 or 28% valid parental preferences and Dublin and Dún Laoghaire ETB which provided 22 or 3% valid parental preferences.
