3 Dear Professional Colleague, I am going to pen my last Chairman s writes as the Chairman of Tirupur Branch of SIRC of ICAI. I place my thanks to all the members who posted confidence on me and given me the honored post of Chairman of this branch. During my tenure, I tried to satisfy all partners and stake holders, being members, students and public, to the extent possible. Doing my service to branch was an honor and I cherished doing that service. My first thanks should go to my father CA S Selvan, for allowing me take up the Managing committee after 1 year of my qualification. Also I would like to thank my family and friends who supported me and sacrificed me during this year to take up this job. 6 Commercial Tax Department New Website (ctd.tn.gov.in) The Government of Tamil Nadu has launched a new portal for providing e-services relating to registration & filing in respect of TNVAT. The New portal can be accessed at The Salient features of this e-c Tax initiative of Tamil Nadu Government are:-. New Dealer Registration, modification of details and cancellation of RC with regard to existing dealers shall be done only in this new portal. All existing dealers shall register in this portal with the ID and mobile number and it has to be noted that ID & mobile number should be unique to the TIN number. All notices and other related forms will be sent to that mail ID only. All payments including registration fees, tax payment, etc., shall be done only online and no cash/cheque shall be accepted at the Assessment circles. Dealers will now have the option of filing their returns using digital signature. When Digital signature is used, there is no 6 P a g e

7 requirement for physical submission of returns/documents at the Assessment Circle. But there is an issue that one party can digitally sign only for one TIN. For example, if A is proprietor for one concern and Partner in another concern, he cannot use his digital signature for both concerns. So the other partner has to sign up with his digital signature. Monthly returns under VAT and CST for February 2016 shall be filed using the new portal on or before 20 th march 2016, along with the payment online. All existing dealers have to sign up in new portal on or before , to carry forward their ITC (informed by sales tax officials) 7 P a g e

9 Go to New user sign up Click New applicant Give all details in that page. Link will be sent to the registered mail and a code will be sent to registered phone Follow the link - On the homepage, click e-registration link and select e-registration application. The e-registration screen opens. Select the tax type you want to register for. After selecting tax type, click Submit to proceed. First you have to register for VAT only then CST registration will be enabled. Download VAT registration template and fill the data in the template, then validate the data entered. If there is any error in the data, it will be displayed in Error sheet. Rectify the errors and then Generate XML file. In the website, click e-registration link and select e-registration application and Upload the XML file. If we use digital signature to upload the file, it is not necessary to submit the uploaded files manually. For each TIN, One digital signature is only allowed. Click Submit and move on to Payment page. After making Payment, Upload all the scanned documents either in JPEG or PDF format (each document not exceeding 1 MB) Generate acknowledgement receipt and submit to Sales tax department (if not signed digitally) Same process to be repeated for CST registration.
